Abstract

The Food & Beverages (F&B) industry in Indonesia faces complex challenges in managing supply chain operational risks, particularly for rapidly growing franchise companies like Mamma Roti established since 2021. This research aims to identify and analyze operational risks using the ISO 31000:2018 framework as a structured risk management standard. Descriptive qualitative method was applied through direct observation and semi-structured interviews, with analysis following stages of context establishment, identification, likelihood-impact matrix analysis, acceptance criteria evaluation, and risk treatment procedures. Research results identified twelve operational risks (R1-R12) with most at moderate levels, while two risks (R5 and R11) obtained critical scores of 9 related to continuous improvement mechanisms. Recommendations include implementing measurable action trackers, Service Level Agreements (SLA), concise Standard Operating Procedures (SOP), and Business Continuity Plan (BCP) and Disaster Recovery Plan (DRP) with Recovery Time Objective (RTO) of 2-24 hours. Mitigation strategies are expected to reduce risks within 1-3 months and enhance Mamma Roti's operational resilience.

Abstract

This study addresses the concerning prevalence of stunting among early childhood and pregnant women in Indramayu Regency, which reached 18.4% in 2024, exceeding the national target of 14%. It aims to develop a Knowledge Management System (KMS) to support integrated stunting control efforts by employing Soft Systems Methodology (SSM) for comprehensive problem identification and the Learning Lesson System (LLS) to incorporate proven best practices. The KMS is designed to optimize information distribution regarding the causes, impacts, and interventions for the stunting issue, while enhancing collaboration among government, community, and families. The integration of SSM and LLS allows the system to adapt to changing local conditions and needs, providing relevant, evidence-based information. This research result suggests that the implementation of KMS can significantly improve the effectiveness of health policies and intervention programs at reducing stunting, particularly among vulnerable populations. However, questions remain regarding the specific features of the KMS, the implementation strategy within communities, and the evaluation measures for assessing its long-term effectiveness in combating stunting.

Abstract

The increasing role of information technology in higher education requires IT governance practices that are measurable, structured, and aligned with digital transformation objectives. Many higher education institutions have implemented various information systems to support academic, administrative, and managerial services; however, the existence of technology does not automatically ensure that IT processes are governed effectively. This study aims to evaluate the Capability level of IT governance using the COBIT 2019 framework in the context of a state university in Indonesia. A descriptive case study approach was applied through structured interviews, document analysis, and observation of IT governance practices. The evaluation focused on eleven Governance and Management Objectives across the EDM, APO, BAI, DSS, and MEA domains. The results show that most objectives are at Capability Level 1 (Performed), while only BAI01, BAI03, and DSS02 have reached Capability Level 2 (Managed). No evaluated objective has reached Level 3 (Established). The gap analysis indicates that the highest gaps are found in EDM03, APO12, and APO13, which relate to risk optimization, risk management, and security governance. These findings indicate that IT governance practices have been implemented but still require stronger formal policies, standardized procedures, documented controls, and integrated monitoring mechanisms. The study provides practical recommendations for improving IT governance through risk appetite definition, risk register development, information security policy, enterprise architecture blueprint, service level agreement implementation, and performance monitoring to support sustainable digital transformation in higher education.
