Abstract

During the Covid-19 pandemic, everyone must be at home and keep a distance using a mask. The spread massively. It becomes the basis for all stakeholders to find solutions, both in the form of preventive (prevention) and curative (cure). One of the strategic educational media used to prevent and overcome covid-19 for the current generation of digital natives is through digital comics or webtoons. Comics in digital form has many advantages over printed comics. Based on this, the research aims to find out how the impact of the promotion of the National Defense Knight Comics through the Webtoon as an educational medium for preventing and controlling Covid-19 for the community. The method used is Research and Development (R&D) using the Waterfall development model. The results of this review show that promoting comics of state defense knights through webtoons can become a medium of persuasion for education on preventing and overcoming Covid-19. The innovative education offered by the knight Bela Negara comic designs webtoon readers to be closer to the story and characters because it is more humane, so that they are able to show the effects in the form of responses, both cognitive (knowledge development), affective (through positive attitudes) and connective (action as the results of stimulating positive attitudes) related to the prevention and handling of covid-19.

Abstract

Fenomena kemunculan populisme menuai berbagai pro kontra dari berbagai ahli. Sebagian ahli, menganggap bahwa populisme merupakan bagian dari dinamika demokrasi, namun ada juga sebagian tokoh yang menganggap berbahaya. Tujuan dari penulisan artikel ini ialah ingin memberikan sebuah deskripsi argumentatif mengenai berbagai fenomena populisme yang terjadi di berbagai negara mulai dari Eropa Barat, Syriza, Amerika Serika, Amerika Latin, Argentina, Venezuela dan Indonesia. Maka dengan melihat kajian empiris dari perkembangan kemunculan populisme di setiap negara tersebut kita dapat melihat titik diferensiasi dan problematika yang muncul terhadap keberadaan populisme. Sehingga kita tidak memberikan sebuah penilaian kosong tanpa adanya sebuah dalil, fakta, data dan kajian yang lebih komperhensif dalam menilai fenomena populisme. Penulisan artikel ini menggunakan metode kajian systematis review dari 3 data base Google Scholar, SAGE Journal dan Taylor & Francis Online yang menghasilkan 9 artikel sebagai kajian artikel utama. Hasil dari penulisan ini yaitu berbagai fenomena populisme yang terjadi di berbagai negara memiliki ciri dan tujuannya masing. Negara, demokrasi, pluralisme dan populisme merupakan sebuah entitas yang tidak dapat dipisahkan dan akan terus berdampingan sejalan. Populisme yang memberikan dampak bahaya adalah populisme yang menentang aturan demokrasi, sedangkan populisme yang memberikan dampak baik adalah populisme yang memiliki kontribusi dalam representasi dari berbagai entitas masyarakat.

Abstract

This study aims to determine the process of acceptance and customer service at PT Mulya Sejahtera Technology Bandung and how efforts are made to overcome factors or obstacles in favour and customer service at PT Mulya Sejahtera Technology Bandung. Qualitative descriptive analysis was used in this study using interview instruments and field observations. The results of this study involved receiving the goods are the warehouse/storeman, quality control, and supplier (vendor/supplier). They are supporting documents at the stage of receiving goods, namely Purchase Order (PO), Delivery Order (DO), Request Order Form (ROF), certificate and Packing List. In the implementation of receiving and servicing goods for customers/customers, it was found that there were problems with incomplete Authorized Release Certificate documents and unavailability of goods in the warehouse (0). Efforts to overcome these problems are: immediately submitting to the supplier so that the documents are completed, choosing a good supplier so that the papers sent are complete, constantly checking inventory so as not to run out of stock, accuracy in checking goods to be able to purchase goods properly. The efforts carried out will help the process of receiving and serving customers/customers well.

Abstract

Quality management is very important in improving the quality of education in junior high schools (JHC) in Indonesia. In this article, research on quality management at Santo Mikael Christian Middle School in Cimahi is conducted to gain a better understanding of best practices, barriers, and opportunities that can improve the quality of education at the junior high school level. This study aims to determine the planning, implementation, monitoring, and evaluation of quality management in the JHC, as well as the constraints faced and improvement efforts made. The results of this study are expected to provide valuable insights for teachers, parents and the community in supporting school performance improvement through quality management. In this study, a qualitative method was used with a case study type and data collection techniques in the form of observation, interviews, and literature study. The findings of this study indicate that Santo Mikael Christian Middle School has implemented various standards of good management, such as program planning, student management, teacher and educational staff utilization, facility and infrastructure management, financing management, and creating a conducive atmosphere and environment. However, there is still a gap between the actual conditions of the school and the expected ideal conditions. Therefore, it is important for schools to continue to plan, implement, monitor and evaluate well and implement effective quality management to reduce these gaps

Abstract

Penelitian ini menunjukkan bahwa implementasi kebijakan pemberdayaan perempuan melalui P2WKSS di Desa Kertasari Kecamatan Bojong Kabupaten Purwakarta berjalan baik, meskipun dalam pelaksanaannya masih terdapat berbagai faktor penghambat. Faktor penghambat dari dimensi sumber daya yaitu kurangnya kemampuan warga binaan dalam menerima materi sosialisasi, keterbatasan anggaran dan waktu dari penyelenggara program dari kader binaan, serta mindset warga binaan inginnya serba instan. Dari dimensi Komunikasi masih terdapat ketidakharmonisan komunikasi antar OPD terkait dengan pemerintahan Desa, dari dimensi karakteristik agen pelaksana, karakter agen pelaksana cenderung birokrat. Walaupun pola-pola hubungan didalam birokrat pada umumnya sudah baik, hanya masih terdapat ketidak harmonisan hubungan antar pelaksananya. Dimensi sikap disposisi implementor disesuaikan dengan tupoksi masing-smasing pihak pelaksana. Sedangkan dari dimensi lingkungan sosial sudah cukup baik, namun pada umumnya kondisi ekonomi warga binaan masih membutuhkan dukungan dan perhatian pemerintah desa secara berkelanjutan, dan membutuhkan pengawasan dan evaluasi setelah program dilaksanakan, serta membutuhkan partisipasi dari pihak swasta.

Abstract

McKinsey's 7S framework is a tool used to analyze the internal aspects of a company's organization using 7 main elements: Strategy, Structure, System, Shared Values, Style, Staff and Skills. Institutional performance using the Nine Key Indicators Criteria, namely: Vision, Mission, Goals and Strategies; Governance, Governance and Cooperation; Students; Human Resources; Finance, Facilities, Infrastructure; Education; Research; Community Service; Tridharma Outputs and Achievements. This research was conducted through a qualitative approach with descriptive methods and using SWOT Analysis and Nvivo 12 For Windows Software so that accurate and detailed data were obtained involving ten key informants from Nurtanio University Bandung officials, resulting in a Strategy for Optimizing the Application of McKinsey's 7S Framework in Efforts to Improve the Performance of University Institutions. Unnur's functional strategies include: Human Resources Strengthening Strategy, Important Role of the Finance Department, Research and Development / Innovation Implementation Strategy, External Strengthening Strategy. With these strategies and programs, Unnur is expected to improve institutional performance.

Abstract

In collaborative governance, participation is essential to encourage all stakeholders to participate in decision-making. This paper aims to explore the empirical state of stakeholder participation in waste and water security management. Using the qualitative method, the stakeholders are analysed based on the penta-helix criteria,their roles, and participation during the stages of the projects. Having conducted deep observations, interviews, and document reviews of various sources, the research findings reveal that one stakeholder, the government or public sector, plays a dominant role in waste and water security management. In contrast, the other four stakeholders, such as the business sector, academia, media, voluntary organizations, and the community demonstrate limited participation. This research suggests to emphasize the need for a multi-stakeholder approach by developing an inclusive and participatory governance structure in the form of advisory board, working groups or consultative forums, enhancing the stakeholder capacity through knowledge sharing,workshops, and technical support to strengthen stakeholder’s competencies in strategic planning, project management, and evaluation methodologies, and strengthening policy framework that explicitly outlines the roles and responsibilities of each stakeholder

Abstract

Purpose: This study examines the effectiveness of civil servant transfer implementation in the Government of City X, identifies the challenges encountered, and explores the efforts undertaken by the Civil Service Agency (BKPSDM) in City X. The analysis focuses on five key aspects: standard criteria, actual needs, staffing formation, objectives of implementation and accountable objectivity. Methodology/approach: The research employed A qualitative approach was employed through semi-structured interviews and document reviews. Data were analyzed using an interactive model and validated through source and technique triangulation to ensure credibility. Results/findings: The results revealed that transfer implementation was not fully effective across the five aspects. Standard criteria are not consistently aligned with regulations, actual needs are not clearly defined, staffing formation often does not correspond with the placement of transferred employees, and objectivity remains largely administrative rather than substantive in nature. Conclusion: The transfer process in City X’s government still faces significant challenges. Improvements are needed through the systematic dissemination of transfer regulations, comprehensive job and workload analyses, the establishment of clear operating procedures and technical guidelines, and the strengthening of Baperjakat’s role in decision-making. Limitations: The study is limited to the scope of the Government of City X; therefore, its findings may not be generalized to other regions. Contribution: This study provides practical recommendations for BKPSDM and other local governments to enhance transfer systems in line with merit-based principles, while also contributing to the broader literature on public sector human resource management.

Abstract

The low level of financial literacy among rural communities, particularly in Pamulihan Village, Sumedang Regency, has created challenges in household financial management and increased vulnerability to illegal lending practices. This community service project focused on fostering saving awareness from an early age and raising public caution against illegal loans. The program was conducted by the Community Service Team of Politeknik STIA LAN Bandung, involving early childhood students of PAUD Khairunnisa and their parents as the target group. The method applied was a participatory-educative approach through interactive lectures, group discussions, and quiz-based evaluations to measure participants’ understanding. The results indicate improved knowledge among participants regarding types of savings, saving practices, and characteristics of illegal loans. Furthermore, a collective awareness emerged to start saving regularly and to avoid illegal borrowing, along with the initiation of family saving groups by participants. These findings highlight the beginning of a social transformation toward wiser and more sustainable financial behavior.

Abstract

Kekerasan seksual terhadap anak memiliki dampak serius seperti, anak kesulitan bersosialisasi dengan orang lain, mengalami gangguan PTSD, dan berpeluang menjadi pelaku kekerasan seksual di masa depan. Di sisi lain, Pemerintah Kota Sukabumi belum optimal  dalam implementasi kebijakan perlindungan anak dari kekerasan seksual melalui pola kolaborasi. Penelitian ini bertujuan untuk menganalisis tata kelola kolaboratif dalam implementasi kebijakan perlindungan anak di Kota Sukabumi, khususnya pada kasus kekerasan seksual. tata kelola kolaborasi  yang diteliti mencakup kondisi awal, desain kelembagaan, kepemimpinan partisipatif, dan proses kolaborasi. Peran pemangku kepentingan diteliti dengan menggunakan model pentahelix (ABCGM) yang melibatkan akademisi, bisnis, komunitas, pemerintah, dan media. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa penerapan tata kelola kolaborasi di Kota Sukabumi masih menghadapi kendala, seperti rapat  koordinasi antar pemangku kepentingan yang tidak dialogis, keterbatasan anggaran dan pegawai, belum optimalnya kolaborasi terkait perlindungan anak dari kekerasan seksual terhadap anak, program stakeholder terkait masih tumpang tindih.Penelitian ini memberikan saran untuk mengoptimalkan penyelenggaraan perlindungan anak di Kota Sukabumi yaitu berkolaborasi dengan 5 aktor (Akademisi, Bisnis, Komunitas, Pemerintah dan Media) implementasi kebijakan untuk Pemerintah Kota Sukabumi.
