Abstract

This research aims to explore and analyze strategies for improving the quality of public services in Pandeglang District, focusing on implementing David Osborne's core strategy. Using a qualitative approach, this research involved direct observation, in-depth interviews, and document analysis conducted over two months from April to May 2023. The main informants were sub-district officials and community members. The findings show that although the sub-district has established a clear vision and mission to guide public service delivery, there are still significant gaps in implementing important strategies such as community satisfaction surveys and online service provision. In addition, evaluating employee performance and program effectiveness has not reached the expected completeness. These findings underscore the need for increased implementation of New Public Service principles, emphasizing community collaboration, effective use of information technology, and accurate evaluation practices to improve future service delivery outcomes.

Abstract

Introduction: This article is about analyzing the implementation of joint property auctions after a divorce decision that has not yet received fair legal certainty. The number of cases after the divorce decision results in the distribution of joint assets between the parties submitted to the Court after not getting peace in the distribution of joint assets, the Court can take over the matter by way of auction.Purposes of the Research: To analyze the principle of legal certainty in auctions in the implementation of auctions after divorce decisions in laws and regulations. Explain the legal problems in applying the legal principle of joint property auctions after the divorce decision. Finding reconstruction as the basis for setting up a bill on joint property auction laws after divorce decisions in the future.Methods of the Research: Based on hermeneutic paradigmatic which is based on philosophy and the scientific nature of law. This hermeneutic paradigm is carried out through a methodological strategy approach to learn from people, namely studying law by exploring and researching the meanings of law from the perspective of users or seekers of justice in the Religious Courts.Results of the Research: In the reconstruction of the principle of legal certainty in an equitable auction of joint assets after the divorce decision in future laws and regulations in legal considerations regarding joint assets that must be auctioned, through an auction procedure in accordance with applicable regulations.

Abstract

This research is motivated by the urgency of the government to realize national energy resilience with justice through the subsidy policy on 3-kilogram Liquefied Petroleum Gas (LPG). The frequent inequality in distribution and scarcity of subsidized LPG highlights the importance of policy improvement to ensure equitable energy access for vulnerable communities. The study aims to analyze the government’s role and strategies in equalizing subsidized LPG prices as part of an inclusive and sustainable energy transition agenda. The method used is a literature study with a descriptive-qualitative approach, involving analysis of policy documents, scientific journals, and official government reports. Data analysis techniques are conducted through content analysis of regulations and literature related to subsidized LPG distribution and energy justice. The findings show that the policy of equalizing the 3 kg LPG price plays a strategic role in protecting the purchasing power of the poor, encouraging cleaner energy use, and reducing the state's fiscal burden. However, the effectiveness of this policy is still hindered by uneven distribution and subsidy misuse practices. The government’s strategies in LPG subsidy reform, utilization of the Integrated Social Welfare Data (DTKS), development of the natural gas network, and involvement of local governments are considered crucial to strengthen a targeted distribution system and support the national energy transition. In conclusion, the policy of subsidized LPG price equalization significantly contributes to energy justice, but requires strengthened governance, data integration, and policy innovation to create a fair, sustainable, and inclusive energy system.

Abstract

Women Prone to Socio-Economic have a definition that is an adult married, unmarried, married or widowed woman and does not have enough income to be able to meet basic daily needs. Based on field observations there are several obstacles encountered in the implementation of the assistance program provided. First, the program objectives have not been achieved.Second, limited resources in the implementation of the program.Third, the program benefits have not been absorbed to the maximum. Fourth, there is no change of degree achieved. This type of research is descriptive qualitative, and the sampling method used is purposive sampling technique where sampling technique that only take sampling unit in accordance with the purpose of the researcher, to test the validity of data used triangulation data. Data obtained from several sources through interviews, documentation, and observasi.Harapan future government Pandeglang better in providing appropriate assistance programs to Women Prone Social Economics (PRSE), so the goal of the program can be achieved well.

Abstract

.Waste handling and recycling is a crucial issue in efforts to preserve the environment and public health. This research aims to determine the effectiveness of waste handling and recycling policies implemented in various regions. The methodology used includes qualitative and quantitative analysis of data collected from primary and secondary sources, including interviews with stakeholders, community surveys, and insight into policy documents. The research results show that existing policies have succeeded in increasing public awareness and participation in waste recycling. However, there are various challenges that still lie ahead, such as limited infrastructure, lack of continuous education, and financial constraints. Providing adequate facilities and more sophisticated processing technology has proven to be a determining factor in the success of recycling programs. This research recommends increasing regulations, strengthening education programs, developing infrastructure, and greater financial support to support waste handling and recycling policies. Implementation of these suggestions is expected to increase the effectiveness and sustainability of the waste recycling program, as well as provide a significant positive impact on the environment and the quality of life of the community...

Abstract

The Central Government's efforts to implement the Child Identity Card (KIA) program as the newest population administration program, namely to become a concrete form of protection for children as the state's obligation to protect every citizen, where recently there has been a phenomenon of deprivation of civil rights for children. This research aims to determine the implementation of the Child Identity Card (KIA) policy or program at the Lebak Regency Population and Civil Registration Service. This implementation can be known by using the concept of Policy Implementation according to George C. Edward III whose dimensions include Communication, Resources, Disposition, Bureaucratic Structure. The research was conducted using descriptive methods with a qualitative approach. The results of the research show that the implementation of the Child Identity Card (KIA) program in Lebak Regency has not been fully maximized, one of which can be seen from the socialization which has not been maximized, then the delivery of information which is not clear, the condition of the facilities is less than optimal, the attitude and commitment of the Dukcapil Office in implementing the KIA program Less than optimal and assessment of the implementation of the KIA program that is less than optimal. Recommendations for this research; (1) Socialization should go directly to the school, involving teachers and student guardians. (2) Provide clear information both offline and online. (3) The condition of the seating facilities must be improved. The recommendation for further research is to conduct a policy evaluation study to assess the output of the KIA program in Lebak Regency in particular and generally to carry out comparative studies in several regions in Indonesia.

Abstract

ABSTRACT The less than optimal CSR program carried out by PT. Indomarco DC Tangerang in terms of social and economic activities and socialization procedures that are still hampered and felt to be less comprehensive to the surrounding community. The purpose of this study was to determine the social impact and economic impact of Corporate Social Responsibility of PT. Indomarco Prismatama at the Distribution Center in Tangerang Regency. The research method used in this study is to use a descriptive research type using a qualitative approach. Corporate Social Responsibility (CSR) of PT. Indomarco Prismatama has had a real positive impact on the social and economic aspects of the community in Tangerang Regency. In the social aspect, the public facility renovation program, distribution of basic necessities, and skills training have succeeded in improving community welfare and empowering local communities. However, the scope of this program is still limited, and the lack of socialization hinders community participation. On the other hand, the economic aspect shows significant results through support for local MSMEs and absorption of local labor, which helps reduce unemployment and encourage regional economic growth. Abstract

The Regional Regulation (Perda) on Maghrib Qur’an Recitation is a form of local policy aimed at fostering religious character and enhancing Qur’anic literacy among the community, particularly the younger generation. The time between Maghrib and Isha prayers is considered strategic and conducive for spiritual activities and moral development. This study aims to examine the urgency of implementing the Perda Maghrib Mengaji and its impact on character building among children and adolescents. Using a literature review and policy analysis approach, the findings reveal that this regulation has a positive impact in forming good habits, strengthening children's connection with the Qur’an, and preventing involvement in negative activities after Maghrib. However, the success of its implementation greatly depends on the support of parents, educational institutions, community leaders, and the availability of supporting facilities from local governments. Cross-sectoral synergy is required to ensure that the Perda Maghrib Mengaji becomes not just symbolic, but deeply rooted as a cultural practice in society.

Abstract

The integration of digital technologies in education has become increasingly essential, particularly in supporting interactive and student-centered learning. This study aims to analyze the needs of primary school teachers regarding the use of digital teaching materials in Indonesian language instruction. A qualitative descriptive approach was employed involving 24 classroom teachers from 10 primary schools in Lebak Regency, Indonesia, selected through simple random sampling. Data were collected using structured interviews and analyzed thematically to identify recurring patterns and themes. The findings indicate that most teachers still rely on conventional teaching materials such as textbooks, visual aids, and simple instructional media. Teachers expressed a strong need for digital teaching materials, particularly those utilizing Augmented Reality (AR) to support topics such as essay writing, speed reading, and grammar structures. These materials are expected to enhance student engagement, simplify abstract content, and promote 21st-century learning competencies. The study provides practical recommendations for stakeholders and curriculum developers to create accessible and interactive digital resources tailored to teachers’ needs in the digital era.

Abstract

Special Economic Zone (SEZ) Tanjung Lesung, designated under Government Regulation Number 26 of 2012, holds significant potential as a premier tourist destination in Banten Province. However, after more than five years of operation, the development of this area has not been optimal. It has yet to deliver a significant impact on the national, regional, and local economies. This study aims to identify the key tourist destination potentials within SEZ Tanjung Lesung. A qualitative approach was employed, utilizing both primary and secondary data collection methods, including field observations, documentation, interviews with relevant stakeholders, and literature review. The findings indicate that SEZ Tanjung Lesung possesses substantial potential in the tourism sector, particularly due to its attractive beach tourism, strong support from central and regional governments, and readiness of human resources. However, the main challenges faced include limited investment capital, inadequate supporting facilities and infrastructure, and difficult accessibility from urban centers. The alignment between the master plan and the existing conditions remains low, indicating discrepancies between planning and actual implementation on the ground. This study recommends improvements in the planning and policy implementation for the development of SEZ Tanjung Lesung, including enhancing infrastructure, facilitating investment, and strengthening human resource capacities to achieve sustainable development goals and positively impact the regional economy.
