Abstract

Indonesia, characterized by its rich cultural diversity, grapples with gender equality challenges, particularly evident in urban contexts like Tamalanrea, Makassar, especially within the Bumi Tamalanrea Permai residential complex. Gender, defined by societal norms and traditions that demarcate roles between men and women, ideally promotes equality rather than discrimination. Despite progressive strides in numerous urban regions, the deep-seated patriarchal culture in certain communities remains a barrier to positive transformation. This study explores two main areas: the impact of male dominance in the job sector on the opportunities, rewards, and treatment of women, especially those with families; and the dynamics of decision-making within households, which is often male-dominated, and its effects on relationship quality, responsibility distribution, and the emergence of various forms of violence. Through a comprehensive analysis, this research aims to shed light on gender imbalances and their repercussions on women's professional and domestic roles in Indonesia.

Abstract

Implementasi kebijakan Merdeka Belajar sebagai reformasi pendidikan nasional menghadirkan dinamika unik di tingkat daerah, khususnya dalam konteks politik pendidikan lokal. Penelitian ini bertujuan menganalisis implementasi kebijakan Merdeka Belajar di Kabupaten Gowa dengan fokus pada aspek politik pendidikan yang mempengaruhi efektivitas implementasinya. Menggunakan pendekatan kualitatif dengan metode literature review sistematis, penelitian menganalisis dokumen kebijakan, data statistik pendidikan, dan literatur ilmiah periode 2019-2024. Hasil penelitian menunjukkan bahwa 60% sekolah telah mengimplementasikan program, dengan keberhasilan implementasi sangat dipengaruhi oleh interaksi antara faktor politik, teknis, dan sosial. Dukungan politik pemerintah daerah melalui peningkatan anggaran 15% menjadi katalis penting, namun keterbatasan infrastruktur dan variasi kapasitas implementator masih menjadi tantangan signifikan. Forum pendidikan berperan efektif dalam menjembatani komunikasi antara sekolah dan masyarakat, serta memobilisasi sumber daya lokal. Proyeksi pengembangan program membutuhkan penguatan pada aspek infrastruktur digital, mekanisme pendampingan, sistem insentif, dan jejaring kolaborasi. Keberhasilan implementasi akan bergantung pada kemampuan pemerintah daerah dalam menyelaraskan inisiatif strategis dengan konteks dan kebutuhan lokal secara koheren dan berkelanjutan.

Abstract

Food security is a strategic issue that requires a governance network approach through multi-stakeholder collaboration. However, students at UIN Alauddin Makassar have a limited understanding of the concept of governance networks and their application in food security policies. This community service activity aims to improve students' understanding of governance networks through book reviews and interactive dialogues. The method used is a participatory approach with experiential learning conducted in three stages: preparation, implementation, and evaluation. The activity was held on November 20, 2024, at UIN Alauddin Makassar, involving 50 students from various study programs. The speakers consisted of practitioners from WIKIPangan Sulawesi Selatan and political science lecturers who provided theoretical and practical perspectives. The evaluation employed a mixed-methods approach comprising pre-and post-tests, Focus Group Discussions, and in-depth interviews. The results showed a 41.6% increase in understanding (from a score of 58.4 to 82.7), with 88% of participants achieving a score above 70. There was a 34.2% increase in positive attitudes toward multi-stakeholder collaboration, and 76% of participants expressed interest in actively participating in governance and public policy activities. The activity successfully transformed students' understanding from a theoretical to a practical level and fostered change agents capable of applying governance networks to address food security issues. The long-term impact is the emergence of a generation of leaders who understand the importance of collaboration in public policy.

Abstract

The COVID-19 pandemic has had a major impact on various aspects of people's lives, including population dynamics. In Makassar City, there has been a significant increase in the birth rate during the pandemic which has posed challenges for the city government. This research aims to analyze how the Makassar City government's policies respond to the increasing birth rate and its impact on society. This research uses a descriptive qualitative approach with policy analysis based on literature and secondary data. The research results show that the policies implemented during the pandemic have not been fully responsive to community conditions, especially in terms of access to contraceptive services and family planning education. Improvement efforts are needed in planning and implementing population policies during times of crisis so that community welfare is maintained.

Abstract

Literacy is a crucial factor in enhancing education quality, particularly in the digital era. However, data from PIRLS 2021 reveals that Indonesian students, including those in Makassar City, still demonstrate low literacy levels. This study aims to analyze the implementation and effectiveness of an integrated literacy program within the Teaching Campus policy at UPT SPF SD Inpres Tello Baru. Using a qualitative approach with a pre-test and post-test design, the study involved 62 students from grades 4 and 5, as well as school principals, teachers, library staff, and Teaching Campus participants. The program consisted of three components: reading clinics, literacy fun games, and library revitalization. The findings indicate a significant improvement in students’ literacy. The reading clinic enhanced fluent reading in 68.2% of students receiving intensive support. Participation in literacy activities rose to 72.5% through fun games, while daily library visits increased from 5–8 to 15–20 students, with longer durations. Reading comprehension scores improved by 42%, with 85% of students achieving greater fluency and 75% showing better retelling skills. Despite challenges such as limited time and varying student abilities, the program’s success was driven by collaboration among Teaching Campus participants, school staff, and students. The results confirm that a holistic literacy approach—combining personalized guidance, interactive learning, and infrastructure enhancement—can effectively strengthen literacy culture in primary schools.

Abstract

Penyusunan rancangan peraturan daerah yang berkualitas memerlukan proses sistematis dan komprehensif. Penelitian ini mengkaji upaya LAB Acihr UIN Alauddin Makassar dalam menyusun rancangan peraturan daerah tentang pemberian insentif dan kemudahan investasi di Kabupaten Enrekang. Kegiatan ini berlangsung selama tujuh bulan dengan melibatkan observasi lapangan, analisis data, dan penyusunan naskah akademik. Observasi lapangan dilakukan untuk memahami kondisi dan kebutuhan masyarakat terkait investasi, sedangkan analisis data melibatkan studi literatur yang relevan. Hasil observasi dituangkan dalam naskah akademik yang mengkaji secara akademis materi-materi penting seperti perumusan masalah, dasar hukum, landasan filosofis, sosiologis, yuridis, serta sasaran, ruang lingkup, dan arah pengaturan. Naskah akademik berfungsi sebagai acuan bagi DPRD dan Pemerintah Kabupaten Enrekang dalam merumuskan materi muatan rancangan peraturan daerah, dan memberikan masukan tentang urgensi serta substansi peraturan. Berdasarkan naskah akademik, tim menghasilkan rancangan peraturan daerah tentang pemberian insentif dan kemudahan investasi yang berfungsi sebagai payung hukum dalam upaya menarik investasi. Rancangan ini kemudian dikaji lebih mendalam bersama DPRD dan Dinas terkait untuk memastikan kesesuaian dengan asas, manfaat, dan tujuan yang diharapkan serta dapat diterapkan secara efektif. Penelitian ini menyimpulkan bahwa penyusunan rancangan peraturan daerah membutuhkan upaya sistematis dan komprehensif dengan melibatkan berbagai pihak untuk menghasilkan peraturan yang berkualitas dan mendukung iklim investasi di daerah.
