Abstract

Kabupaten Enrekang menghadapi permasalahan drainase yang kompleks akibat topografi bergunung, curah hujan tinggi, serta lemahnya integrasi antara sistem modern dan kearifan lokal masyarakat. Artikel ini merupakan hasil kegiatan pengabdian kepada masyarakat yang bertujuan mendukung penyusunan naskah akademik Rancangan Peraturan Daerah (Ranperda) tentang Sistem Drainase Perkotaan dan Pedesaan Kabupaten Enrekang. Kegiatan ini mengadopsi pendekatan partisipatif dengan mengintegrasikan pengetahuan teknis modern dan sistem tradisional Massenrempulu. Metode yang digunakan meliputi pendekatan yuridis-normatif dan empiris, kajian literatur, analisis spasial, serta diskusi multipihak. Hasil kegiatan menunjukkan bahwa integrasi kearifan lokal dalam desain sistem eco-drainage mampu meningkatkan efektivitas pengelolaan air, memperkuat partisipasi masyarakat, dan menurunkan risiko banjir hingga 40%. Rekomendasi utama dari kegiatan ini adalah pembentukan Unit Pengelola Drainase Terpadu berbasis kolaborasi pemerintah, masyarakat, dan lembaga adat. Upaya ini diharapkan menjadi model replikasi bagi daerah lain dalam mewujudkan tata kelola air yang berkelanjutan dan berkeadilan ekologis.

Abstract

Food security governance in Indonesia remains predominantly state-centered, leaving limited space for non-state actors such as Community-Based Organizations (CBOs) and Non-Governmental Organizations (NGOs) to participate meaningfully in the policy process. This study examines the contribution and resilience of non-state actors in strengthening food security governance networks in a regency characterized by high agricultural potential yet persistent food security challenges. Employing a descriptive qualitative approach within an interpretivist paradigm, informants were selected through purposive sampling based on direct involvement in food security policy implementation. They comprised representatives from the local food security agency, CBOs engaged in community-level food programs, and NGOs focused on food issues and community empowerment. Data were collected through semi-structured in-depth interviews, participatory observation, and document analysis, then examined using thematic analysis encompassing data reduction, actor categorization, and contribution mapping within a governance network framework. The findings reveal that non-state actors demonstrate high adaptive capacity through local initiatives including home garden utilization, traditional agriculture revitalization, and food diversification. However, their involvement remains sporadic and confined to the implementation stage. Structural barriers, notably inadequate incentives, weak coordination mechanisms, and limited deliberative space, prevent their strategic engagement in policymaking. This study contributes to the governance network literature by foregrounding the resilience of non-state actors and its implications for participatory food security governance. It argues for a transformation from symbolic participation toward substantive involvement across all policy stages, supported by institutional reforms and incentive schemes that strengthen collaborative governance in decentralized settings

Abstract

Public transportation is expected to function as a safe and inclusive space for all citizens; however, for many women, it frequently becomes a setting marked by insecurity and fear. This study examines the forms of sexual harassment experienced by female users of public transportation in Makassar City and analyzes the social, cultural, and structural factors that shape its occurrence. Using a qualitative descriptive design, data were collected through in-depth interviews with women who regularly use pete-pete, pedicabs, and Teman Bus. Thematic analysis was employed to identify recurring patterns and meanings. The findings show that sexual harassment manifests in verbal, non-verbal, and physical forms, with pete-pete emerging as the most common site. The problem is rooted not only in individual behavior but also in entrenched patriarchal norms and the cultural value of siri’, which tends to silence women, as well as structural shortcomings in transport governance that lacks gender sensitivity. Weak reporting mechanisms further limit women’s ability to seek protection and justice. The study concludes that sexual harassment in public transportation emerges from the interplay between culture, power relations, and institutional structures. It calls for gender-responsive transport policies that integrate safety measures, public education, and victim-centered reporting systems to ensure women’s rights to safe and equitable mobility.
