Abstract

Hospitals must provide exemplary care to patients, with improvements in service standards closely linked to enhanced work quality by medical staff. Effective human resources are essential to healthcare initiatives, especially in the context of services offered to participants of Indonesia's National Health Insurance (BPJS Kesehatan). Despite the government’s commitment to ensuring equal treatment for all patients, discrepancies in the care provided to BPJS and non-BPJS patients persist. Moreover, the high volume of BPJS patients has intensified the workload for healthcare workers, contributing to potential fatigue and burnout. This study, using a quantitative approach and Partial Least Squares (PLS) analysis, investigates how workload, compensation, and competence influence service performance at Harapan Jayakarta Hospital in Jakarta, with employee satisfaction serving as a mediating variable. The findings reveal that both workload and compensation significantly impact service performance. Additionally, compensation and competence are key factors in the mediation of employee satisfaction, while all three variables—workload, compensation, and competence—collectively affect service performance at the hospital. These results underscore the importance of addressing workload and compensation issues to enhance service quality and overall employee well-being in healthcare settings.

Abstract

Work safety and crew performance are very important focus areas in the high-risk maritime industry, as exemplified by shipping companies. This study aims to analyze the impact of leadership and managerial competence on crew motivation and performance, as well as their influence on work safety. This study uses quantitative methods with a causal design used to examine cause-and-effect relationships among variables, including leadership, managerial competence, work motivation, crew performance, and work safety. Data were collected through a survey using a Likert-scale questionnaire with five response levels. The respondents were crew members working for a shipping company. Additional data collection techniques included field observations and literature review to complement the theoretical insights. Data analysis was conducted using Structural Equation Modeling with SmartPLS software. The findings indicate that transformational leadership and managerial competence significantly influence work motivation and crew performance. Moreover, work motivation serves as a mediating variable, strengthening the relationships between leadership and performance, as well as managerial competence and occupational safety. This study emphasizes the crucial role of effective leadership in workplace safety within the maritime industry. Its implications suggest that companies should enhance competency-based training and leadership strategies to optimize crew performance and ensure sustainable workplace safety.

Abstract

This study analyses the role of community networks, specifically social capital, human capital investment (HCI), and capital access, in strengthening the impact of both forms of capital on the performance of micro, small, and medium enterprises (MSMEs) established by former Indonesian Migrant Workers (post-PMI). This study employs a quantitative methodology with a causal framework to achieve its objectives. The sample consisted of owners or managers of post-PMI MSMEs guided by the Indonesian Migrant Worker Protection Service Centre (BP3MI) across 23 provinces in Indonesia, totalling 200 MSMEs. The data were analysed using moderated regression analysis. The results demonstrate that community networks, HCI, and capital access have a positive influence on the performance of post-PMI MSMEs. Capital access has a positive moderating effect on the influence of community networks on the performance of MSMEs. Capital access has an adverse moderating effect on the influence of HCI on the performance of post-PMI MSMEs. The results of this study make a significant contribution to the development of social and human capital theories, particularly in the context of post-PMI MSMEs. The availability of financial capital is crucial for leveraging the opportunities that emerge from social networks. The finding that capital access negatively moderates the influence of HCI on MSME performance highlights the importance of limitations in applying skills and knowledge without sufficient financial resources to implement them. This study presents a novel examination of capital access as a moderating variable in the performance of MSMEs particularly among of post-migrant workers, a topic that has not been previously addressed by researchers.

Abstract

Job transformation is integral to bureaucratic reform initiatives aimed at enhancing employee efficiency and effectiveness. This study seeks to examine the function of work motivation as a mediator in the relationship between job transformation and employee performance at the Ministry of Indonesian Migrant Workers Protection (KP2MI). The research methodology employed causality with a sample of 251 KP2MI employees. Data analysis was conducted using a structural equation model employing a second-order confirmatory technique to test the hypotheses. The study's findings demonstrate that job transformation and work motivation significantly enhance employee performance. Work motivation mediates the impact of job transformation on employee performance, exerting a more significant effect than direct influence. This study suggests that work motivation significantly mediates the relationship between job transformation and employee performance. This study underscores the necessity of addressing job transformations that are both structural and psychological, particularly in enhancing employee motivation, which is crucial for increasing public sector performance. This study introduces an innovation in the realm of human resource management within the public sector, particularly at KP2MI. This study introduces a novel perspective that the efficacy of job transformation relies not only on structural or administrative factors but also on the capacity of these changes to foster employee motivation. The distinctive institutional framework of KP2MI, which has a specific purpose for the protection of migrant workers, renders this research pertinent and innovative in addressing the challenges posed by contemporary bureaucracy in government agencies that are adaptable and responsive to global employment issues.

Abstract

Purpose: This study investigates the direct and indirect effects of training and work experience on employee performance, with competence serving as a mediating variable in the Marine Division of PT Chandra Asri Pacific. Methodology: Using a quantitative approach, data were collected from all 66 employees through structured questionnaires and analyzed with Partial Least Squares–Structural Equation Modeling (PLS-SEM). Validity, reliability, and mediation tests ensured robust findings. Results: The results show that work experience and competence significantly influence employee performance directly, while training has no direct effect. However, training enhances competence, which fully mediates its impact on performance. Work experience also affects performance indirectly through competence, indicating partial mediation. The model demonstrates strong explanatory (R² = 0.616) and predictive (Q² > 0.34) power. Conclusions: Competence is the central mechanism translating training and experience into performance outcomes. Training is only effective when it strengthens competence, whereas work experience contributes both directly and indirectly. Limitations: The study’s scope is restricted to a single division with a male-dominated workforce, a cross-sectional design, and exclusive use of quantitative methods, limiting generalizability and contextual depth. Contribution: Theoretically, this research validates competence as a mediator in human capital development. Practically, it highlights the importance of aligning training with competence-building, leveraging experiential learning, and implementing structured HR strategies to strengthen performance in safety-critical industrie.

Abstract

This study investigates the effectiveness of competency certification in supporting the career continuity of Indonesian Migrant Workers (IMWs) in host countries. Mandated by Law No. 18 of 2017, competency certification is a prerequisite for placement, on the assumption that it ensures the quality and competitiveness of Indonesian labor. However, many IMWs continue to experience repatriation due to perceived incompetence. This research employed a qualitative case study approach through in-depth interviews with eight informants, three informal-sector IMWs in Taiwan, and five officials from BP3MI/KP2MI across various regions, supplemented by a focus group discussion with two policy experts. Thematic analysis using NVivo 12 identified five key themes: (1) challenges of varying standards, costs, and limited access; (2) the need for international recognition; (3) the role of government and private actors in monitoring and support; (4) certification as a driver of competitiveness and employment opportunities; and (5) certification as a legal safeguard and instrument of quality standardization. The findings show that certification positively influences IMWs’ entry into the international labor market and enhances their confidence. However, its long-term impact remains limited due to the absence of global recognition, misalignment between training curricula and workplace demands, and weak post-placement support. These results align with the Theory of Attitude and Behavior and the Theory of Planned Behavior, indicating that training fosters positive attitudes and social norms, yet sustained professional behavior is hindered by low perceived behavioral control caused by structural barriers. The study recommends harmonizing certification standards with destination countries, improving the relevance of training curricula, and strengthening institutional support after placement. Ultimately, competency certification must be complemented by continuous learning systems to effectively enhance IMWs’ quality and career sustainability.
