<![CDATA[In the research abstract, the author explains the policy of resolving SP2D returns in state financial management carried out by the Minister of Finance as the State General Treasurer through the State Treasury Service Office (KPPN). KPPN is part of the Directorate General of Treasury at the Ministry of Finance, directly related to the Head of the Regional Office of the Directorate General of Treasury. On the other hand, state ministries/institutions involve Work Units (Satker) as part of their organizational structure, responsible for activities that use APBN funds. This research uses a descriptive qualitative method, which focuses on describing, analyzing, and understanding more in-depth data from interviews and observations regarding the issue of SP2D returns. The aim is to understand the root causes of SP2D returns and the process of resolving them at KPPN Surabaya I through analysis of data collected at the research location. We as writers refer to the theory of George C. Edward III's theory that highlights communication, resources, disposition, and bureaucratic structure as factors that influence the success of policy implementation. In this study, the bank section aims to improve the service standards that have been implemented to achieve better results.]]>

<![CDATA[Land limitations, especially in big cities like DKI Jakarta and Surabaya, have caused land prices to skyrocket in all areas. This has made apartments and condominiums a popular choice for consumers. Additionally, the strategic location of apartments makes them a more affordable option compared to very expensive condominiums in big cities. However, the increase in apartment sales has also led to an increase in fraudulent practices by real estate developers, causing consumers to suffer significant losses as a result of this phenomenon. The specific issue is the commercialization of housing construction projects that have not been implemented but have been publicly marketed. This research is conducted and addressed to the development of Graha Aparna Apartments with the aim of examining the community's perspective on the environmental and social conditions in the development area of Graha Aparna Apartments. The research method used is descriptive qualitative research and literature study of journals or books referenced in the process of examining these issues.]]>

<![CDATA[Adanya perubahan kebijakan nomenklatur jabatan pelaksana sebagai bentuk reformasi birokrasi khususnya di Perangkat Daerah Kota Surabaya yakni PermenPANRB No. 45 Tahun 2022. Dinas Ketahanan Pangan dan Pertanian Kota Surabaya juga mengimplementasikan perubahan nomenklatur jabatan pelaksana yang diterapkan pada website berbasis aplikasi ABK 2024. Tujuan penelitian dilakukan untuk menganalisis dan mendeskripsikan implementasi perubahan kebijakan jabatan pelaksana dalam kaitannya dengan beban kerja dan kinerja pegawai bidang Sekretariat Dinas Ketahanan Pangan dan Pertanian Kota Surabaya. Metode penelitian menggunakan metode kualitatif dengan sumber data primer melalui pengamatan, dokumentasi, dan wawancara. Hasil penelitian menunjukkan bahwa perubahan nomenklatur jabatan pelaksana berhasil terimplementasi dengan maksimal, serta mempengaruhi beban kerja dan kinerja pegawai karena telah memenuhi indikator keberhasilan implementasi kebijakan.]]>

<![CDATA[The purpose of this study is to describe and describe the implementation of E-Workload Analysis in the process of fulfilling employees in the Legal and Cooperation Section of the City of Surabaya which is adjusted to the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 1 of 2020 concerning position analysis and workload analysis and in Mayor Regulation Number 104 of 2023 concerning the work system within the Surabaya City Government for bureaucratic simplification. This study uses Edward III's theory of the policy implementation model using four influencing indicators, namely, communication, resources, disposition and bureaucratic structure. This research is a qualitative descriptive research with observation techniques adapted to data from the Legal and Cooperation Section of the City of Surabaya. The results of the study show that the implementation of the e-Workload Analysis policy in fulfilling employees in the Legal and Cooperation Section of the City of Surabaya has met the requirements and is in accordance with the workload borne by employees in each position because it is adjusted to its supporting aspects. However, in the implementation of filling out the e-ABK itself, there are still delays in filling because there is work that must be done, apart from that, there are still employees who do not understand the technical aspects of the work so that it is necessary to re-assist. ]]>

<![CDATA[Papua Province, as one of the outermost and foremost regions in Indonesia, still faces various challenges in improving access to and quality of education for its children. The School Expectancy Score (AHS) for completing a certain level of education can be an important indicator for understanding the level of education in an area. This research aims to reveal the urgency of children's AHS as an effort to develop human resources in Papua Province. The research method used is a qualitative approach with secondary data collection. Data analysis was carried out to evaluate trends and patterns of AHS in Papua Province over the last few years, as well as identify factors that influence AHS. The research results show that AHS in Papua is still low compared to the national average, indicating a significant education gap between Papua Province and other regions in Indonesia. Factors such as inadequate educational infrastructure, high levels of poverty, social conflict, and cultural diversity are the main obstacles to achieving increased AHS in Papua New Guinea. It can be concluded that increasing children's AHS in Papua Province has high urgency in human resource development efforts. By overcoming these obstacles, Papua Province can encourage wider educational participation and improve the standard of living of its people.]]>

<![CDATA[Permasalahan keluarga yang biasanya terjadi adalah dari cara komunikasi. Dalam menghadapi permasalahan ini pemerintah mengeluarkan sebuah program untuk dapat membantu masyarakat dalam mengatasi permasalahan yang terjadi di keluarga yaitu dengan program Pusat Pembelajaran Keluarga atau Puspaga. Tak hanya itu Pemerintah Kota Surabaya membuka layanan dengan sistem online atau melalui website yang dinamakan Sistem Informasi Pelayanan Perlindungan Perempuan dan Anak (SIAP-PPAK). Metode yang digunakan dalam penelitian ini dengan menggunakan pendekatan melalui teori model Implementasi Kebijakan dari Merilee S. Grindle dengan data primer berupa wawancara dan pengamatan di lapangan sebagai pelaksana program Mahasiswa Magang dan Studi Independen Bersertifikat (MSIB). Sedangkan, data sekunder melalui artikel penelitian terdahulu. Hasil dari penelitian ini adalah kemudahan yang diterima oleh masyarakat karena adanya website SIAP-PPAK khususnya pada menu telekonsultasi. Meskipun belum banyak masyarakat yang mengetahui website ini pemerintah tetap mengupayakan dengan upaya promotif di berbagai media.]]>

<![CDATA[Kemiskinan menjadi permasalahan rumit yang dihadapi berbagai negara khususnya Negara Republik Indonesia. Oleh karena itu perlu adanya penanganan dalam menangani masalah kemiskinan. Pemerintah melalui Kementrian Sosial telah membuat berbagai macam program bantuan sosial dalam mengatasi kemiskinan. Fokus penelitian ini adalah Implementasi Kebijakan Program Kelompok Usaha Bersama (KUBE) dalam Menangani Kemiskinan oleh Dinas Sosial Provinsi Jawa Timur. Penelitian ini ditujukan untuk mengetahui bagaimana proses berjalannya kebijakan bantuan sosial Kelompok Usaha Bersama dalam mengatasi kemiskinan. Pada penelitian ini menggunakan teori implementasi kebijakan dari George Edward III. Pada penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dalam penelitian ini menggunakan teknik wawancara. Hasil penelitian menunjukkan adanya komunikasi yang terjalin dengan baik dan berkesinambungan, disposisi yang dilaksanakan sesuai fungsi dan tanggung jawabnya, sumber daya yang jelas dimanfaatkan sebagaimana mestinya, serta struktur birokrasi yang tepat. Menurut teori implementasi yang dicetuskan oleh Edward III, Program Kelompok Usaha Bersama (KUBE) telah berhasil dijalankan dengan baik, namun dalam realisasi diantara anggota KUBE ada yang tidak memenuhi persyaratan administrasi yang sudah ditetapkan, sehingga implementasi Program Kelompok Usaha Bersama (KUBE) tidak dapat tersalurkan.]]>

<![CDATA[Salah satu tujuan dari Dinas Sosial Provinsi Jawa Timur adalah mengatasi kemiskinan yang ada di Provinsi Jawa Timur. Angka stunting pada anak terlantar di Lembaga Kesejahteraan Sosial Anak (LKSA) merupakan isu krusial dalam pembangunan kesejahteraan anak di Provinsi Jawa Timur. Studi ini menganalisis strategi manajemen yang diadopsi oleh Dinas Sosial Provinsi Jawa Timur dalam mengatasi masalah stunting pada anak terlantar di Lembaga Kesejahteraan Sosial Anak. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, serta dokumentasi. Berdasarkan hasil penelitian, diketahui Dinas Sosial Provinsi Jawa Timur memberikan bantuan permakanan dalam bentuk uang yang harus dibelikan makanan yang bergizi oleh pihak Lembaga Kesejahteraan Sosial Anak untuk anak-anak terlantar di lembaganya guna mengurangi stunting pada anak terlantar. Meski demikian, diperlukan adanya pemantauan dan evaluasi guna mencegah perlindungan dana dari pemerintah, sehingga pihak Dinas Sosial Provinsi Jawa Timur dapat memastikan anak-anak terlantar mendapatkan asupan yang sesuai umur mereka sehingga mengurangi kemungkinan terjadinya stunting.]]>
