This study aims to analyze the effect of organizational commitment and employee involvement on organizational change through voice behavior. This study uses a descriptive-quantitative approach with a causal correlation type. The research was conducted at BKPSDM South Buru Regency. This research was conducted for 2 (two) months. The population used in this study were all 49 BKPSD employees. The method of determining the sample is full sampling. Data were analyzed using path analysis. The results of the study concluded that (1) organizational commitment has a positive and significant effect on employee voice behavior, (2) employee engagement has a positive and significant effect on employee voice behavior, (3) voice behavior has a positive and significant effect on organizational change, (4) organizational commitment does not affect organizational change, (5) employee engagement has no effect on organizational change, (6) organizational commitment has a positive and significant effect on organizational change through employee voice behavior, (7) employee engagement has a positive and significant effect on organizational change through employee voice behavior .

This study aims to analyze conflict, work stress, satisfaction and influence on employee performance. This study uses a dextive-quantitative approach with the correlational type of cause-effect. The study was conducted in the Ambon Class I Navigation District. This research was conducted for 2 (two) months. The population used in this study was that all Ambon class I Navigation District employees were 31 people. The sample determination method is full sampling. Data was analyzed using multiple linear regression analysis. The results of the study concluded that (1) conflict had a negative and significant effect on the performance of Ambon Class I Navigation District employees; (2) Work stress has a negative and significant effect on the performance of Ambon Class I Navigation District employees; (3) Satisfaction has a positive and significant effect on the performance of the Ambon Class I Navigation District Employees and (4) Conflict, Work Stress and Satisfaction have a significant effect on the performance of the Ambon Class I Navigation District Employees.

Penelitian ini bertujuan untuk menyusun model strategi penanggulangan kemiskinan dalam perspektif kebijakan publik dengan pendekatan pentahelix di Kabupaten Seram Bagian Barat. Penelitian ini didesain dengan bentuk kuantitatif dan menggunakan metode survai. informan penelitian ini terdiri dari aparat yang terlibat dalam strategi penanggulangan kemiskinan dalam perspektif kebijakan publik dengan pendekatan pentahelix di Kabupaten Seram Bagian Barat sebanyak 4 orang akademisi dari bidang ilmu kesejahteraan sosial dan bidang ilmu administrasi publik sebanyak 4 orang, komunitas pemerhati kemiskinan sebanyak 2 orang, pemerintah (Dinas Sosial 1 orang dan Bappeda 1 orang) serta media informasi sebanyak 2 orang. Analisis data yang digunakan adalah analisis AHP yang merupakan suatu metode analisis yang digunakan untuk menentukan urutan prioritas suatu rencana. Hasil penelitian menyimpulkan bahwa (1) faktor internal strategi penanggulangan kemiskinan dalam perspektif kebijakan publik di Kabupaten Seram Bagian Barat terdiri dari variabel kekuatan dan kelemahan, (2) faktor eksternal strategi penanggulangan kemiskinan dalam perspektif kebijakan publik di Kabupaten Seram Bagian Barat terdiri dari variabel peluang dan ancaman, (3) strategi penanggulangan kemiskinan dalam perspektif kebijakan publik di Kabupaten Seram Bagian Barat adalah strategi agresif yakni berusaha memperbaiki kondisi internal kelemahan dan eksternal ancaman dengan memanfaatkan sejumlah kekuatan internal yang dimiliki dan peluang eksternal yang ada.

This study aims to analyze the implementation of management information system 5.0 and its influence on employee performance in public services at the Communication and Informatics Office of West Seram Regency. This study uses a descriptive-quantitative approach with a causal correlation type. The population used in this study were all employees of the Communication and Informatics Office of West Seram Regency totaling 39 people. Determination of the number of saturated samples. Data were analyzed using multiple linear regression. The results of the study concluded that (1) System Quality does not have a significant effect on public service performance (2) Information quality does not have a significant effect on service performance (3) Service quality has a significant effect on public service performance; (4) System Quality, information quality and service quality have a significant effect simultaneously on public service performance.

Latar Belakang: organisasi harus menyadari pentingnya mengelola dan memanfaatkan sebaik-baiknya pengetahuan dari individu-individu yang ada dalam organisasi tersebut sebagai aset organisasi. Pengetahuan baik yang tersimpan maupun yang belum terdokumentasi harus dikelola dengan baik agar dapat meningkatkan kinerja organisasi. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh personal knowledge terhadap kinerja penyuluh KB, pengaruh job procedure terhadap kinerja penyuluh KB dan pengaruh technology terhadap kinerja penyuluh KB Metode: Penelitian ini menggunakan pendekatan deksriptif-kuantitatif dengan tipe korelasional sebab-akibat, artinya hubungan antar variabel independen dan variabel dependen merupakan suatu hubungan sebab-akibat. Metode penentuan sampel adalah full sampling sebanyak 67 orang penyuluh KB di Dinas Pengendalian Penduduk Dan Keluarga Berencana Kota Ambon. Data dianalisis dengan menggunakan regresi linear berganda Hasil: Hasil penelitian menyimpulkan bahwa (1) Personal knowledge berpengaruh positif dan signifikan terhadap kinerja penyuluh KB pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kota Ambon, (2) Job procedure berpengaruh positif dan signifikan terhadap kinerja penyuluh KB pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kota Ambon dan (3) Technology berpengaruh positif dan signifikan terhadap kinerja penyuluh KB pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kota Ambon. Kesimpulan: penelitian ini menyimpulkan bahwa dimensi knowledge management yang terdiri dari personal knowledge, job procedure, dan technology memiliki pengaruh positif dan signifikan terhadap kinerja penyuluh KB pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kota Ambon.

This study examines the impact of psychological capital and knowledge sharing on organizational citizenship behavior, with organizational commitment as a mediating factor, among employees of the Regional Civil Service and Human Resource Development Agency (BKPSDM) of West Seram Regency. The research adopts a quantitative approach with a correlational design. The population consists of all 20 employees, selected using a full sampling technique. Data were collected via a Likert-scale questionnaire. The findings reveal that psychological capital exerts a positive and significant influence on both organizational commitment and organizational citizenship behavior. Similarly, knowledge sharing positively and significantly affects organizational commitment and organizational citizenship behavior. Moreover, organizational commitment is found to partially mediate the relationship between psychological capital and knowledge sharing on organizational citizenship behavior. These results suggest that employees who possess strong psychological resources and actively participate in knowledge-sharing practices are more likely to develop stronger organizational commitment and demonstrate positive discretionary behaviors. Therefore, strengthening psychological capital and cultivating a knowledge-sharing culture are vital strategies for enhancing overall organizational effectiveness.

This study examines the mediating role of work engagement in the relationship between career development and Organizational Citizenship Behavior (OCB) at the Personnel and Human Resource Development Agency of West Seram Regency. Using a quantitative, explanatory research design, data were collected through a structured questionnaire and analyzed using multiple regression and Sobel mediation tests. The results show that career development significantly improves OCB, and this effect becomes stronger when work engagement acts as a mediator. Employees who experience clear career pathways, competency-based development, and fair promotion systems tend to exhibit higher levels of vigor, dedication, and absorption, which in turn encourage voluntary behaviors beyond formal job roles. The findings also indicate that work engagement plays a substantial role in shaping positive employee behavior, serving as a psychological link between career development policies and OCB. The study highlights the importance of aligning career development initiatives with engagement strategies to enhance organizational performance in the public sector.

Abstract This research is an analytical descriptive research with a qualitative approach that aims to identify and map problems that hinder the implementation of Regional Regulation No. 4 of 2009 concerning Procedures for Nomination, Election and Inauguration of the Head of Government of Ohoi in Southeast Maluku. This study uses primary data and secondary data. Primary data was obtained from observations, documentation and in-depth interviews with 15 selected informants. The analysis method used is a qualitative method with a socio-legal approach consisting of a conditional approach, statute approach and legal policy Conditional approach refers to the policy strategy of the Ohoi government regulation in Southeast Maluku Regency related to the mechanism for electing the head of government of Ohoi. Statute approach refers to the legislative approach related to Villages and Customary Villages; and legal policy refers to government policies in terms of the implementation of Regional Regulation No. 4 of 2009.The research found that in the implementation of the policy of Regional Regulation No. 4 of 2009, factors that hinder implementation include 1) unclear parameters of hereditary rights in the nomination of ohoi heads, (2) government intervention through BSO and regional officials in the realm of customary authority, and (3) inconsistency in the implementation of Regional Regulation. These problems cause horizontal and vertical conflicts with the Regional Government. The harmonization of customary law and state law as a mandate of the 1945 Constitution Article 18 manifested in Law No. 6 of 2014 concerning Villages is a new hope for customary villages to show their existence. The adaptation of customary law and state law is a necessity as an effort to strengthen the foundation of legitimate, effective, and sustainable customary government in Southeast Maluku.

Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan transformasional terhadap kinerja melalui etika kerja pegawai Dinas Sosial Kabupaten Buru Selatan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode asosiatif dan survei dengan teknik cross section. Populasi yang digunakan dalam penelitian ini adalah seluruh pegawai Dinas Sosial Kabupaten Buru Selatan sebanyak 32 orang. Metode penentuan sampel adalah full sampling. Data dianalisis dengan analisis jalur. Hasil penelitian menyimpulkan bahwa (1) kepemimpinan transformasional berpengaruh terhadap etika kerja pegawai; (2) kepemimpinan transformasional berpengaruh terhadap kinerja adaptif pegawai; (3) etika kerja berpengaruh terhadap kinerja adaptif pegawai; (4) kepemimpinan transformasional berpengaruh terhadap kinerja adaptif melalui etika kerja pegawai.

This study aims to analyze the structural model of antecedents and consequences of inpatient satisfaction at RSUD dr. M. Haulussy Ambon. The research approach used is quantitative, associative with cross-section data collection, and ex post facto methods. The population used in this study were all non-BPJS inpatients at RSUD dr. M. Haulussy Ambon during June-August 2024. The sample determination was purposive as many as 100 non-BPJS inpatients at RSUD dr. M. Haulussy Ambon. Data were analyzed using path analysis.The results of the study indicate that (1) the patient satisfaction variable empirically becomes an intervening variable that is able to mediate service quality, hospital image and price perception towards the trust and loyalty of inpatients; (2) patient satisfaction variables do not only act as independent or dependent variables but are able to act as variables that are able to mediate the involvement of antecedent variables to consequence variables; (3) service quality, hospital image and price perception are antecedent variables to patient satisfaction: (4) inpatient trust and loyalty are consequence variables of patient satisfaction.
