Abstract

One way to accelerate the digitalization of public services is through digital population identity (IKD) innovation. However, in its implementation, the percentage achievement of Digital Population Identity in Sambas Regency has only reached around seven percent. This is yet to be in accordance with the government's mandate that the national target was 25 percent of the total population in December 2023; even in 2024, it is targeted to be 30 percent. The purpose of the research is to obtain an overview and analyze the innovation of IKD implementation at the Population and Civil Registration Office of Sambas Regency. The research method is quasi-qualitative. Researchers used semi-structured interviews, observation, and documentation. The results showed that the knowledge stage was shown through the socialization carried out by the Sambas Regency Population and Civil Registration Office through social media and ball pickup and the existence of clear procedures related to IKD activation. The persuasion stage is shown through the good attitude and response of the Sambas Regency Disdukcapil apparatus to follow up on IKD innovations. The decision stage is shown through the existence of good internal and external communication. The implementation stage shows that the development of achievements since the beginning of the implementation of IKD has not been significant due to the adjustment factor to its use in the community, especially for people who are elderly and technology illiterate. The confirmation stage is shown through the support of regional leaders in continuing the implementation of IKD innovations. However, there are still obstacles related to internet networks, especially in remote areas. In conclusion, the innovation of implementing the IKD application at the Population and Civil Registration Office of Sambas Regency is implemented quite well, and this is because of the five dimensions used; there are still two dimensions that require improvement, namely the Implementation and Confirmation dimensions.

Abstract

Efficient and effective public services are important to fulfill the needs of the community. Increasing the capacity of village apparatus in implementing public service functions is the key. However, village apparatus participation in increasing knowledge and skills related to tasks and functions in Baciro Village is low. This study aims to analyze and describe the capacity building of the village apparatus in implementing public service functions in Baciro Village, Gondokusuman, Yogyakarta City. This study used a quasi-qualitative method. Data collection techniques covered interviews, observation, and documentation. The results of the study showed that capacity building covered three dimensions, namely human resource development, organizational strengthening, and institutional reform. Meanwhile, human resource development needs to be improved in terms of quality and quantity so the village apparatus can be competent in helping the community in solving obstacles. In terms of organizational strengthening, the existing organizational structure is clear and the village apparatus understands their duties and responsibilities. In terms of institutional reform, the services provided are always transparent so that the community can easily access information and supervise all aspects carried out by the village apparatus for the welfare of the community and the interests of the organization. In this case, the apparatus has to be professional in carrying out their duties. It can be concluded that the capacity building of the apparatus in organizing public service functions in Baciro Village is considered in a fairly good category but it requires improvement in some aspects.

Abstract

The Ternate City Government has organized the digitization of public services, but based on the Electronic-Based Government System index, the index results obtained are still included in the insufficient category. This study aims to obtain an overview and analyze the implementation of smart governance in Ternate City. The research method used is Quasi Qualitative Method. The results showed that community participation in decision-making in Ternate City was good, with the level of participation and frequency achieved, although there were still people who were not fully involved. The availability of public services and infrastructure still needs to be improved, while government transparency and information accountability have been well achieved. The smart governance strategy in Ternate City already exists, but the policy basis for implementing smart governance is still not fully realized. In conclusion, the implementation of smart governance in Ternate City shows progress in community participation, transparency, and strategy, but still needs improvement in the availability of public services, infrastructure, and supporting policy basis.

Abstract

Digitalization today has a significant impact on improving workforce competency standards. One aspect is the mastery and utilization of technology, which is now a benchmark for job providers in the recruitment process. Indonesia also faces the challenge of the demographic bonus phenomenon, where the number of productive workers increases but quality remains inadequate. Unlike previous studies that focused more on evaluating education as a factor shaping human resources, this study examines the relationship between the demographic bonus phenomenon and professional revolution as well as reasons behind low-quality human resources in Indonesia. The purpose of this research is to provide solutions for human resource readiness in facing challenges posed by both demographic bonuses and professional revolutions in Indonesia. The researcher used a Systematic Literature Review Method by analyzing 36 Scopus and Sinta accredited journal articles sourced from Scopus and Google Scholar metadata through Publish or Perish (PoP). The results show two main problems: first, low quality of Indonesian human resources indicated by poor thinking skills; second, ineffectiveness of vocational high school education in producing competent workers due to their inability to optimize relationships with industries or employers. To overcome these problems, it is suggested to optimize STEAM learning and revitalize vocational schools while changing study duration to five years for Diploma II equivalent graduates like Thailand's vocational education system.

Abstract

The insufficient public knowledge in Semuntai Village, Long Ikis District, Paser Regency, regarding the completeness of service application files results in delays, compelling community members to make multiple visits. This qualitative descriptive study aimed to analyze employee performance in improving public services. Interviews with employees and community members, coupled with observations and document analysis, revealed commendable skills in technology, data processing, societal understanding, and public speaking, despite discrepancies in employee placement based on knowledge. Employee discipline, especially concerning office hours, needs improvement, yet personal efforts to enhance work quality through technical guidance and workshops are evident. Persistence in task execution is notable. In terms of work dimensions, cost-saving practices are in place, but punctuality issues persist, and while technology proficiency is noteworthy, deficiencies remain in supporting facilities and infrastructure. Overall, Semuntai Village employee performance is fairly good, with areas such as discipline, skills, time flexibility, and infrastructure support identified for improvement in public service delivery.

Abstract

Abstract

Kinerja organisasi Satuan Polisi Pamong Praja merupakan salah satu faktor penting yang dilakukan sebagai suatu kegiatan evaluasi penyelenggaraan fungsi dan tugas, salah satunya dalam penertiban pedagang kaki lima. Tujuan penelitian ini adalah untuk memperoleh gambaran umum dan menganalisis kinerja organisasi Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima di Kota Bogor. Metode penelitian adalah deskriptif kualitatif dan teknik penentuan informan adalah purposive sampling. Teknik analisis data menggunakan reduksi, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dimensi struktur organisasi didukung oleh adanya kejelasan tugas dan fungsi bagi pegawai dan hubungan internal dan hubungan eksternal yang terjalin secara harmonis dalam penertiban pedagang kaki lima di Kota Bogor. Dimensi kebijakan pengelola didukung oleh adanya sosialisasi secara tatap muka antara pihak Satpol PP dengan masyarakat pedagang kaki lima sebelum penertiban dilakukan. Dimensi SDM menunjukkan bahwa secara kuantitas, jumlah SDM Satpol PP kurang memadai dalam menyelenggarakan penertiban namun hal tersebut dapat dibantu oleh pihak eksternal terutama dari anggota Linmas yang turut serta dalam penertiban di Kota Bogor. Dimensi sistem informasi manajemen didukung oleh adanya database website dan aplikasi yang terintegrasi dengan laporan/aduan masyarakat berkaitan dengan pedagang kaki lima serta media sosial Instagram Satpol PP Kota Bogor. Dimensi sarana dan prasarana masih membutuhkan peningkatan baik secara jumlah maupun kualitas. Kesimpulan penelitian menunjukkan bahwa kinerja organisasi Satpol PP Kota Bogor termasuk dalam kategori cukup baik. Hal ini dapat dilihat dari kelima dimensi yang digunakan dalam penelitian ini. Dimensi terkait dengan struktur organisasi dan sistem informasi manajemen menunjukkan kategori yang baik sementara itu pada dimensi kebijakan pengelola, sumber daya manusia serta sarana dan prasarana dapat dikategorikan cukup baik. Kata Kunci: Kinerja, Organisasi, Satuan Polisi Pamong Praja.
