Abstract

The aim of the study was to determine the satisfaction of patients who use BPJS Health services for Polyclinic services at the Raja Ahmad Tabib Regional General Hospital in Tanjungpinang City. In this study, the theory used by Vincent Gosperst (2002) is Reliability, Assurance, Tangibles, Empathy, and Responsiveness. The total population in this study was 35,246 BPJS users. The number of samples in this study was 100 people. The data analysis technique used in this study is a quantitative descriptive data analysis technique. Based on the results of the overall research, it is known that the quality of service at the Polyclinic at the Raja Ahmad Thabib Hospital in the Riau Archipelago Province is of sufficient quality. Based on the conversion results, it is known that the respondents answered with sufficient quality, totaling 68 people, or on average they answered quite well with a total of 68 people or 68% of the number of respondents. quality. This is because the information provided by the nurse is not able to explain to the patient, there are still nurses who are indifferent and do not want to explain properly to the patient, then some equipment is incomplete so that if the patient has to be examined and the tool is inadequate then there will be a referral. to another Raja Ahmad Thabib Hospital in the Riau Archipelago Province. Abstrak Rumah Sakit Umum Daerah Provinsi Kepulauan Riau merupakan tempat pelayanan kesehatan untuk masyarakat yang menyediakan pelayanan dari rawat jalan. Pelayanan Polilklinik mendapatkan keluhan dari pasien yang cukup banyak mengenai pelayanan yang diberikan oleh pihak Rumah Sakit. Tujuan penelitian untuk mengetahui kepuasan pasien yang mengunakan jasa BPJS Kesehatan terhadap pelayanan Poliklinik di Rumah Sakit Umum Daerah Raja Ahmad Tabib di Kota Tanjungpinang. Dalam penelitian ini teori yang digunakan Vincent Gosperst (2002) yaitu Realibility, Assurance, Tangibles, Empathy, dan Responsiveness. Jumlah populasi dalam penelitian ini adalah 35.246 orang pasien pengguna BPJS, Jumlah sampel dalam penelitian ini berjumlah 100 orang. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis data deksriptif kuantitatif. Berdasarkan hasil penelitian keseluruhan maka diketahui bahwa Kualitas Pelayanan Pada Poliklinik Di RSUP Raja Ahmad Thabib Provinsi Kepulauan Riau sudah cukup berkualitas. Berdasarkan hasil konversi maka diketahui responden menjawab cukup berkualitas berjumlah 68 orang, atau rata-rata menjawab cukup baik dengan jumlah 68 orang atau 68 % dari jumlah responden, hal ini dapat diartikan bahwa sebagian besar responden menjawab bahwa kualitas pelayanan di RSUD khususnya pada Poliklinik sudah cukup berkualitas. Hal ini dikarenakan adanya informasi yang diberikan perawat kurang dapat menjelaskan kepada pasien, masih ada perawat yang bersikap tidak acuh dan tidak mau menjelaskan dengan baik kepada pasien, kemudian beberapa peralatan yang tidak lengkap sehingga jika pasien harus diperiksa dan alat tersebut tidak memadai maka aka nada rujukan ke RSUP Raja Ahmad Thabib Provinsi Kepulauan Riau lainnya.

Abstract

The Anambas Archipelago, one of the potential areas for marine tourism in Indonesia, is located in the Riau Archipelago. Supported by a strategic location, being on the path of New Regional development, becoming an international shipping lane and directly adjacent to the State of Singapore. This study aims to look at the policy of developing digital-based marine tourism in the Anambas Islands. This study uses a qualitative method. Source of data obtained from primary data, secondary data. Observation data collection techniques, interviews, documentation, FGD. Triangulation data analysis technique assisted by N-Vivo12Pluss Tools. Maritimetourism development policy is seen from three aspects, namely the policy of compiling E-Tourism prototypes, developing tourist attractions, developing promotion/marketing of marine tourism. The results of the Anambas Islands Regency government have not been optimal in developing digital-based marine tourism. Even though the government already has a National Tourism Development Master Plan (RIPPARNAS) for 2010-2025, which is directed at the development of maritime tourism, there are no specific steps or tourism development policies that carry a digital approach. Based on the theory used, it is known that tourists' needs for accessibility where information access facilities must be easily achieved and technology supporting facilities such as telecommunications and internet access which are added so as to satisfy tourists using technology and smartphones when traveling in Anambas have not been fully realized. So that the role of digital in the marine tourism of the Anambas Islands has not fully provided a positive influence while digitalization should add excellence to the tourist experience.

Abstract

This study aims to describe how the policies in handling and preventing HIV/AIDS by City Batam Government during the Covid-19 Pandemic, which later during the Covid-19 pandemic established several policies aimed at reducing the chain of transmission of the Covid-19 Virus . This research is a descriptive qualitative research. This study used primary data and secondary data. The analysis technique in this study was triangulation which was carried out to check the validity of the data obtained from the results of interviews with informants and the results of interviews with informants. The technique of analyzing data is supported by the N-Vivo 12 Plus application. Policy implementation is seen based on Communication, Resources, Disposition, Bureaucratic Structure. factors influencing policy implementation during the Covid-19 Pandemic were Communication with a value of 15%, Human Resources during the Covid-19 Pandemic with a value of 23%, Disposition 36%, and Bureaucratic Structure with a value of 24%. The research results show that the implementation of policies in achieving policy goals or solving the HIV-AIDS problem during the pandemic has not been fully achieved. based on the characteristics of the problem is not precise. From the point of view of policy-making institutions, HIV and AIDS prevention policies have been made by institutions that are competent in their fields that are in accordance with the character of the policy.

Abstract

Violence is a violation of human rights that cannot be tolerated. This is in line with the mandate of the 1945 Constitution that everyone has the right to protection from violence and the right to be free from torture or behavior that degrades human dignity. The public has increasingly highlighted violence in the Academic Environment with the increasing number of victims who dare to reveal these actions. Schools should be a safe place for people in them from the threat of sexual harassment and violence. The phenomenon of criminality must be eradicated immediately, one of which is by trying to prevent sexual harassment and violence, so there needs to be prevention efforts and strict legal sanctions in dealing with cases of sexual harassment and violence. The government has strictly regulated harassment and forms of violence through Permendikbud Number 46 of 2023 concerning the Prevention and Handling of Violence in the Education Unit Environment (PPKSP). One of the efforts to prevent sexual harassment and violence is through socialization through several activities such as webinars and social campaigns that are covered in Community Service activities. This community service aims to provide an overview and raise awareness of the importance of understanding and knowledge among the school community about preventing and handling harassment, violence, and sanctions for these actions.

Abstract

The strategy of the Batam City Government in increasing the availability of clean water for the community is the subject of this study. The research method used is descriptive qualitative, using a literature study approach to obtain data from various related sources, such as official government websites and scientific publications. The findings of this study indicate that the government's strategy is divided into two strategic components, namely organizational strategy and program strategy. The Batam Authority Agency (BP) is responsible for implementing infrastructure initiatives, including the construction of Water Treatment Plants (IPA) and revitalization of the pipe network, while the Batam City Public Works and Spatial Planning Agency concentrates on the development and management of the Non-SPAM Drinking Water Supply System in the hinterland. The availability of funds, community participation, effective management, human resource capacity, and sustainable planning are factors that contribute to the success of the strategy to increase the availability of clean water in Batam City. The conclusion of this research study shows the importance of a combination of systematic strategies and community involvement in increasing access to clean water in Batam City. This study also offers suggestions for increasing budget allocation and training for clean water management personnel in Batam City. It is hoped that these efforts will increase community access to clean water and attract local and foreign investors to invest in Batam City.Penelitian ini bertujuan untuk menganalisis Strategi yang digunakan Pemerintah Kota Batam dalam meningkatkan ketersediaan air bersih di Kota Batam. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan menggunakan pendekatan studi pustaka untuk memperoleh data dari berbagai sumber terkait, seperti situs web resmi pemerintah dan publikasi ilmiah. Temuan penelitian ini menunjukkan bahwa strategi pemerintah terbagi menjadi dua komponen strategis, yaitu strategi organisasi dan strategi program. Badan Otorita (BP) Batam bertanggung jawab untuk melaksanakan inisiatif infrastruktur, termasuk pembangunan Instalasi Pengolahan Air (IPA) dan revitalisasi jaringan perpipaan, sedangkan Dinas Pekerjaan Umum dan Tata Ruang Kota Batam berkonsentrasi pada pengembangan dan pengelolaan Sistem Penyediaan Air Minum Non-SPAM di pedalaman. Ketersediaan dana, partisipasi masyarakat, pengelolaan yang efektif, kapasitas sumber daya manusia, dan perencanaan yang berkelanjutan merupakan faktor yang berkontribusi terhadap keberhasilan strategi peningkatan ketersediaan air bersih di Kota Batam. Simpulan penelitian ini menunjukkan pentingnya kombinasi strategi yang sistematis dan keterlibatan masyarakat dalam peningkatan akses air bersih di Kota Batam. Penelitian ini juga menawarkan saran untuk peningkatan alokasi anggaran dan pelatihan bagi personel pengelola air bersih di Kota Batam. Diharapkan upaya ini dapat meningkatkan akses masyarakat terhadap air bersih dan menarik minat investor lokal maupun asing untuk berinvestasi di Kota Batam.

Abstract

Kebijakan penerapan BPJS Kesehatan sebagai syarat penyelenggaraan pemerintahan di Indonesia telah berlaku sejak 1 Maret 2022 melalui INPRES (Instruksi Presiden) yang tercantum pada nomor 1 tahun 2022 tentang optimalisasi penyelenggaraan program jaminan kesehatan nasional. Kebijakan ini ditujukan untuk menjamin dan memastikan bahwa kesehatan seluruh rakyat Indonesia terjamin oleh satu program pemerintah ini. Pelaksanaan suatu kebijakan tidak akan berjalan sesuai rencana yang telah ditetapkan, suatu kebijakan sering kali menimbulkan pro dan kontra di tengah masyarakat kita. Hal tersebut juga tidak terlepas dari pro dan kontra yang terjadi akibat kebijakan BPJS Kesehatan sebagai syarat wajib untuk mengakses beberapa jenis pelayanan publik. Pada tahap pelaksanaan si atas, sebagian masyarakat yang tergolong golongan menengah ke bawah menganggap peraturan pemerintah ini memberatkan mereka. Begitu pula yang terjadi di Kota Batam dalam penerapan kebijakannya, oasti ada pro dan kontra, hal inilah yang menjadi fokus permasalahan yang terjadi akibat penerapan kebijakan BPJS Kesehatan sebagai syarat wajib dalam mengakses sejumlah pelayanan publik di Kota Batam.

Abstract

Transportation infrastructure plays a vital role in supporting mobility and delivery of goods, as well as attracting investment. This study identifies challenges faced, such as congestion caused by rapid growth of motorized vehicles, and low utilization of public transportation due to the quality of service that is considered inadequate. Through a qualitative descriptive approach, data were collected from literature and case studies on the implementation of government strategies, including the Buy the Service (BTS) Scheme, integration of transportation modes, and the use of information technology. The results show that these strategies can improve accessibility and efficiency of transportation, as well as reduce congestion in urban areas. This study recommends the need for long-term planning and collaboration between the central and regional governments to optimize existing resources, so that the quality of public transportation services can improve and meet the mobility needs of the community.   Keywords: Government; Public Transportation; Strategy; Service

Abstract

Based on the latest data from 2024, the stunting problem in Tanjungpinang City includes a prevalence that is still high, with a figure of 15.2% in 2024. Stunting cases refer to several sub-districts, such as Pinang Kencana Subdistrict, Tanjung Unggat Sub-district, and Kampung Bugis Sub-district. The purpose of this study was to evaluate the implementation of stunting management policies by the Dinas Kesehatan, Pengendalian Penduduk dan Keluarga Berencana Kota Tanjungpinang. The study used a library research method as its primary approach. The data analyzed was secondary, namely information gathered from various sources such as scientific journals, books, and websites related to the research topic. Based on the evaluation of the implementation of stunting management policies in Tanjungpinang City, it can be concluded that the stunting management program implemented by the Dinas Kesehatan, Pengendalian Penduduk dan Keluarga Berencana Kota Tanjungpinang. has shown positive progress. This is demonstrated by a decrease in the stunting prevalence rate from 15.7% in 2022 to 15.2% in 2023.

Abstract

This research compares the implementation of e-procurement in Indonesia and Australia using a qualitative literature study method. Despite similar processes, there are differences in approach, system features, data security, transparency and accountability. Indonesia uses the SPSE one-stop system, while Australia uses a decentralized approach through AusTender. Both countries face challenges in e- procurement adoption such as change resistance, technological infrastructure, and complex system integration. Support programs and user training are key to effective implementation. Efforts to increase transparency and accountability continue despite concerns about limited information and lack of standardization of reporting. This research highlights best practices, challenges and collaboration potential for further e-procurement development.

Abstract

This study intends to investigate the similarities and differences between the implementation of e-Government in Indonesia and Japan, with the goal of identifying the most significant differences in approaches, progress, and challenges that both countries are currently facing. It is a qualitative research method that is used, and the data collection process is carried out through the study of literature from a number of journals and articles that are related to the topic. E-Government systems have been actively developed by countries such as Indonesia and Japan in response to globalization and advancements in information technology. The goal of these systems is to improve the efficiency, accessibility, and transparency of governance. Electronic government is one of the technological advancements that the government has adopted in order to facilitate services and as a tool for delivering information to the public through the internet or social media that is, of course, related to issues that are being addressed by the government. The information and communication technology (ICT) infrastructure in Japan is extremely advanced, with a high percentage of people using smartphones and extensive internet connectivity. In the meantime, Indonesia continues to struggle with increasing internet accessibility and the penetration of information and communication technology in rural areas.
