Abstract

Israel's aggression against Gaza since October 2023 has sparked global support for Palestine. One of the supports was shown by the Indonesian Ulema Council by issuing fatwa number 83 of 2023. One of the points of the fatwa is to avoid transactions and not use products affiliated with Israel. This fatwa is identified with the boycott of Israeli products. This paper attempts to analyze the public response to the MUI fatwa. The method used in this research is Discourse Network Analysis (DNA). This research uses DNA Analyzer and Visone software to display actor and discourse networks and statistical calculations of actors and discourses responding to Fatwa number 83 of 2023. The research measured public response for one month since the fatwa was issued on November 8, 2023. The findings in this study are that the public is divided into 2 clusters in responding to the fatwa. The first cluster expressed support, and the second cluster expressed disapproval of the fatwa. However, the analysis and statistical calculations found that actors and discourses that support the MUI fatwa are more dominant. From the results of analysis and statistical calculations, it was found that actors and discourses that support the MUI fatwa are more dominant.

Abstract

In 2015, Indonesia was shocked by the landing of a foreign ship containing Rohingya refugees in Aceh province. Not only Indonesia, Malaysia and Thailand also experienced the same incident. The refugees came to obtain temporary asylum due to the country's conflict, which threatened the survival of the Rohingya tribe in Myanmar. Indonesia's rejection gave rise to various reactions from within and outside the country. Responding to this, Indonesia finally accepted the existence of Rohingya refugees by also signing the Joint Statement Ministerial Meeting on Irregular Movement of People in Southeast Asia. These foreign policy changes will be examined further using the Foreign Policy Change theory to determine the factors influencing foreign policy-makers in deciding their foreign policy. This research will use explanatory-qualitative methods to analyze Indonesia's momentum in taking windows of opportunity toward the Joint Statement Ministerial Meeting on Irregular Movement of People in Southeast Asia.

Abstract

This research aims to determine Pakistan's policy towards the Pakistan Tehreek-I-Taliban after the Taliban's victory in Afghanistan (2021-2022). The type of research used is explanatory using qualitative methods. This research uses the concept of terrorism and counterterrorism theory. According to Schmid in the Handbook of Terrorism Research in 2011. In response to the increasing number of TTP terror figures in Pakistan after the Taliban's victory over Afghanistan in 2021-2022, the Pakistani government implemented two counterterrorism policies which were divided into two approaches, namely the soft approach and the soft approach. rough approach (hard approach). The approach to counterterrorism policy can be relative, meaning that the implementation of the policy may differ from one country to another, depending on the conditions faced by that country. The research results show that Pakistan has two methods in implementing policies: a soft approach and a hard approach. Pakistan implemented a soft approach policy by mediating with the TTP and choosing the Afghan Taliban as a mediator. Meanwhile, Pakistan implemented a tough approach policy by launching cross-border air strikes into Afghanistan targeting TTP members.

Abstract

Setiap individu berhak mendapatkan pendidikan yang layak. Karena salah satu fondasi negara adalah pengembangan sumber daya manusia, maka sektor ini juga sangat strategis. Siswa harus menerima pendidikan mereka dengan cara yang aman, representatif, dan emansipatoris. Namun, kekerasan terkadang terjadi di lingkungan pendidikan. Dalam berbagai kasus, kekerasan sering kali terjadi dalam bentuk perundungan, kekerasan fisik, pelecehan seksual, diskriminasi, dan bentuk kekerasan lainnya. Program pengabdian masyarakat ini bertujuan untuk mencegah siswa menjadi korban atau pelaku kekerasan di lingkungan pendidikan. Aktivitas pengabdian masyarakat diisi dengan aktivitas memperkenalkan para peserta didik pada kriteria kekerasan di lingkungan pendidikan, meningkatkan wawasan dan pengetahuan mereka tentang pencegahan kekerasan, serta diskusi memperkuat rasa tanggung jawab mereka sebagai insan yang terdidik.

Abstract

This research aims to find the causes of the arms race in the Middle East region from 2020 to 2022. The justification for the problem is that although from 2020 to 2022 there is a tendency for reconciliation of relations between countries in the Middle East, the arms race still continues in the region. In addition, military exercises conducted by the United States, Israel, and Gulf Arab states are getting more intense. This paper uses the conception of security dilemma in explaining the causes of the arms race trend in the Middle East region. The method used by this paper is qualitative by analyzing statements, news, and official documents from related Middle Eastern countries. This paper finds that mistrust between Middle Eastern countries, especially between Iran, Israel, and several Arab countries, causes tense relations between these actors. Each country increased its military power in response to the uncertain situation. Some Arab countries are strengthening their defense systems to counter Iran, which is perceived as a common threat. Iran is perceived by Israel and some Arab countries as an offensive country. Some Arab countries also normalized with Israel and formed strategic alliances with the Zionist state. In contrast, Iran continues to strengthen its military power because it has no trust in Israel and Arab countries. In conclusion, the conception of security dilemma can explain the distrust between actors in the Middle East region. As a result of this distrust, an arms race between countries occurs.

Abstract

Geopolitical studies developed significantly. While classical geopolitical studies focus on interactions between countries in controlling areas considered strategic, contemporary geopolitical studies open up studies on how non-state actors also embrace geopolitical thinking. Contemporary geopolitical studies include the use of geopolitical elements by terrorist groups. Regarding actual developments, ISIS is different from other terrorist groups. ISIS proclaimed itself as a caliphate, controled a large territory, and acted like a state. In the 2013-2017 era, before finally being defeated by the Iraqi and Syrian militaries and their coalitions, ISIS controlled strategic areas, including several cities in Iraq and Suriah. This study aims to understand the construction of geopolitical thinking developed by ISIS. The method uses in this study is a qualitative method by analyzing various documents published by ISIS

Abstract

Over the past few decades, Surabaya has maintained a reputation as a city with a high level of safety. The capital of East Java Province is devoid of any socio-political upheaval. During the 2000s, some major cities, including Jakarta and Bali, saw a wave of terrorism. However, it is noteworthy that the city under consideration, often called the "city of heroes," did not see comparable tragedies during this period. In the year 2018, Surabaya encountered a terrorist occurrence. The phenomena of radicalism and terrorism are intricate and multifaceted, necessitating the involvement of multiple stakeholders for their resolution. The Surabaya municipal government emphasizes fostering collaboration among various stakeholders to ensure stability. Nevertheless, the provincial capital of Jawa Timur continues to experience many occurrences, such as the recent surge in terrorist apprehensions in Surabaya and the prevailing existence of extremist factions. Evidence suggests the presence of radical movements within the city of Surabaya. The primary objective of this study is to examine the implementation of cross-sectoral collaboration in addressing issues related to radicalism and terrorism within the urban context of Surabaya. This research aims to provide valuable insights for the Surabaya city government and relevant stakeholders regarding the issue of radicalism and terrorism in Surabaya to inform policy decisions. Within the framework of radicalism and terrorism, it is vital to explore how cross-sector collaboration in the urban setting of Surabaya addresses this phenomenon. This study uses the Penthaelix cooperation framework to analyze the dynamics of collaboration among various stakeholders in Surabaya City in their efforts to combat radicalism and terrorism. The researchers successfully identified eight key informants representing each stakeholder cluster. Through conducting research and engaging in interviews, valuable insights were gathered regarding the patterns of cooperation that emerged and the problems encountered.

Abstract

Philippines is confronted with a number of security challenges that pose a threat to the country and its inhabitants. Among these challenges are the threat of terrorism. The objective of this research is to ascertain the manner in which the government responds to the ISIS movement within its territory, specifically through the bai'at relationship with the Abu Sayyaf group in Philippines. The liberal rationale of Immanuel Kant and the methods of counterterrorism and multilateralism inform the counterterrorism effort, which is designed to address and overcome terrorist disruptions from separatist groups and to prevent and respond to further terrorist attacks in order to fulfill the obligation to maintain the security of its people. As a member of the United Nations (UN), Philippines reaffirms its commitment to prevent, suppress, and counter all forms of terrorism under the UN Charter, Declarations, and relevant international laws. The Philippine government's efforts, policies, and programs demonstrate that achieving counterterrorism objectives will be challenging due to the lack of a deterrent effect on perpetrators. This is because the criminalization of terrorism perpetrators is often associated with human rights, which has been a topic of discussion among people and communities who believe that the punishment given to terrorism perpetrators should also be based on the values of human rights.
