Abstract

Innovation in public services is an urgent necessity for modern bureaucracy to respond to societal dynamics, technological shifts, and demands for transparency. This article examines the typology and stages of public service innovation through the lenses of "focus" (innovation types: technological, process, policy) and "locus" (levels of government: national, local, and implementation units) to analyze the key success factors. The method used is a systematic literature review of 42 scholarly articles and policy documents from the past decade. The findings indicate that innovation success is strongly influenced by leadership commitment, organizational capacity, public participation, and regulatory support. These results reinforce the innovation spiral theory and governance adaptability within the framework of bureaucratic reform. This study serves as a reference for designing contextually sustainable innovative policies in the Indonesian public sector.

Abstract

A successful organization is one with professional and competent employees. therefore, employee recruitment and selection management becomes an important point to pay attention to and analyze more deeply. however, it cannot be denied that there are still some organizations that have difficulties in statistical analysis of recruitment and selection management, for example in terms of choosing and determining the appropriate method to apply. With this background, the researcher in this article examines statistical analysis in employee recruitment and selection management through literature review. in this research, the literature study method or literature review is the choice of researchers. the results found show that employee recruitment and selection have a positive and significant influence on employee performance in organizations in both the public and private sectors.

Abstract

The digital world has changed the way public administration is conducted. Big data and statistics greatly assist data-driven decision-making. Continuous data from various sources, such as public surveys, government transactions, social media, and sensors, enable the government to improve efficiency and enhance public services. The collection, storage, and analysis of large-scale data can be done quickly thanks to Big Data. Hidden patterns can be identified to support the formulation of more targeted policies using statistical methods. Descriptive analysis helps understand the socio-economic conditions in various regions, while predictive analysis helps forecast future public service needs. In addition, open data visualization through interactive dashboards allows the public to see government performance in real-time, increasing accountability and boosting public trust. But issues such as data privacy, information security, and a lack of human resources remain problematic. This article discusses how statistics and Big Data enhance the efficiency, transparency, and accountability of public administration. It also provides policy recommendations on the best ways to leverage this technology.

Abstract

Administrative statistics play an important role in evaluating public policies, especially in measuring the effectiveness and efficiency of policy implementation. With accurate data and proper analysis, policymakers can make evidence-based decisions to improve public welfare. This study aims to examine the role of administrative statistics in the policy evaluation process. The method used in this study is a literature study with a descriptive-analytical approach. The results of the study indicate that administrative statistics contribute to the collection of relevant data, policy monitoring, and policy improvement based on empirical findings.

Abstract

This study explores efforts to enhance public service efficiency through the implementation of digital technology in local government systems. The focus is on the application of e-Government as a strategy for modernizing public service delivery, particularly within the context of local governance in Indonesia. Using a qualitative approach and literature review method, this article analyzes the effectiveness of e-Government in improving transparency, accountability, and citizen participation. The findings indicate that the utilization of information and communication technology (ICT) in public services can accelerate administrative processes, reduce bureaucratic inefficiencies, and strengthen public trust in government institutions. However, challenges such as infrastructure readiness, human resource capacity, and unequal access to technology remain significant barriers that must be addressed to optimize e-Government implementation.

Abstract

An increasing number of Indonesian public officials see participatory democracy as a way to make government decision-making more transparent, accountable, and plausible. But, many challenges remain in the way of fully implementing participatory democracy, including insufficient community capacity, knowledge disparity, and an overly bureaucratic system. In order to improve public participation in policymaking, this essay analyzes the main challenges of participatory democracy and proposes solutions. Using qualitative methodologies grounded in literature reviews and policy analyses, this study establishes that digital technology development, government decentralization, and public knowledge of participatory rights present strategic opportunities to promote participatory democracy in Indonesia. In order to address these challenges, this research proposes enhancing community capacity, enhancing the utilization of technology for public involvement, and introducing more inclusive policy reforms.

Abstract

Public service ethics is a fundamental aspect in shaping the quality image of local government bureaucracy. This study aims to examine how the application of public service ethics affects service quality within local government institutions. The method used in this study is a qualitative approach with case studies in several regional government agencies in Indonesia. The results show that ethical principles such as honesty, responsibility, transparency, and concern for the public positively correlate with increased public satisfaction and service efficiency. The study also reveals that weaknesses in ethics implementation stem from lack of supervision, limited understanding of ethical values among officials, and inadequate professional ethics training. This research recommends the systemic internalization of ethical values and strengthening of an integrity-based organizational culture as strategies to improve the quality of public service.

Abstract

The phenomenon of political dynasty during President Joko Widodo's administration raises serious concerns about bureaucratic pathology and grand corruption. This study examines the political involvement of Jokowi’s family members-Gibran Rakabuming, Kaesang Pangarep, and Bobby Nasution—as indicators of power being utilized for familial benefit. A key issue analyzed is the Constitutional Court's controversial decision that enabled Gibran’s vice-presidential candidacy. Employing a postcolonial theoretical framework, the study explores how traditional values—such as the Javanese king myth—continue to shape public perception and power dynamics. The findings reveal that dynastic politics not only violate democratic ethics but also perpetuate structural corruption, undermine meritocracy, and pose a significant threat to the rule of law and democratic sustainability.

Abstract

This article discusses the concept, legal basis, and implementation of the Public Service Index (PSI) in measuring public service performance in Indonesia. PSI is a measurement tool used to assess the quality of public services provided by government agencies to the public. This study employs a qualitative approach with literature review and document analysis methods. The findings indicate that PSI plays a crucial role in enhancing accountability and transparency in public service delivery. However, the implementation of PSI still faces various challenges, such as limited human resources and inadequate infrastructure. Therefore, collaborative efforts between the government, society, and the private sector are necessary to improve the effectiveness of PSI in measuring public service performance.
