Abstract

The purpose of this research is to describe the Implementation of Government Policy, as stipulated in Regional Regulation No. 7 of 2016 concerning the Protection of Women and Children Against Victims of Violence in Gorontalo City, and seen from indicators (a) Communication, (b) Resources, (c) Disposition/Attitude of Implementers, and (d) Bureaucratic Structure. This research method uses descriptive qualitative. Data collection techniques were carried out by observation, interviews and documentation. Data analysis techniques through data reduction, data presentation, and conclusions. The findings of the research show that based on the implementation process, this policy has been implemented properly and is in accordance with the provisions of Regional Regulation No. 7 of 2016. However, the lack of effective communication with the community, in this case, socialization to anticipate violence against women and children, is what causes this policy to become less effective. Therefore, there is a need for improvement, namely by holding routine outreach to all levels of society. In addition, judging from the Determinant Factors in the Implementation of the Policy for the Protection of Women and Children Victims of Violence in the City of Gorontalo, it has been implemented properly according to the provisions of Regional Regulation No. 7 of 2016. However, the obstacles are communication with the community and also limited resources. This can be overcome by increasing coordination and collaboration.

Abstract

This study aims to determine (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City and (2) Factors that determine the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City from the aspects of planning, implementation, and evaluation. This research method uses a type of qualitative research, with data collection techniques used are observation, interviews, and documentation. Based on the results of research found in the field that (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, researchers used three aspects in the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, namely planning, implementation, and evaluation. The planning has been going well because of the existence of regional regulations and also the preparation of the Regional Action Plan (RAD). Implementation has been planned clearly and well because with the existence of regional regulations and the establishment of a task force which has been divided into several clusters, each relevant OPD can clearly carry out programs in the context of fulfilling children's rights. The evaluation is carried out systematically by involving several related OPDs which have been divided into several clusters to see how far the programs they have created are in fulfilling children's rights. the benefits of this evaluation will later determine the outcome of each cluster. (2) The factors that determine the implementation of child-friendly city management policies in Gorontalo City are seen from four aspects, namely communication, resources, disposition and bureaucratic structure. communication has been carried out well, with socialization and also coordination meetings. resources are fairly adequate and also the facilities and facilities are quite adequate. the disposition is good enough with technical guidance also held. There is no bureaucratic structure in procuring child-friendly city SOP

Abstract

Governance jaringan memiliki peran penting dalam kerangka regulasi kebijakan investasi publik di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan analisis dokumen dan wawancara ahli untuk memahami bagaimana aktor institusional berkolaborasi dalam pembentukan regulasi investasi. Temuan penelitian menunjukkan bahwa governance jaringan memungkinkan fleksibilitas, keterlibatan pemangku kepentingan, dan akuntabilitas yang tersebar, namun dibatasi oleh inersia birokrasi dan asimetri kekuasaan antara pemerintah pusat dan daerah. Studi ini menekankan pentingnya modal sosial dalam mempertahankan kolaborasi yang efektif, serta peran teknologi digital dalam meningkatkan transparansi dan efisiensi. Hasil penelitian juga menunjukkan bahwa jaringan tata kelola yang berhasil membutuhkan kepercayaan yang kuat antar institusi serta kapasitas adaptif untuk merespons perubahan kondisi ekonomi. Temuan ini penting bagi pembuat kebijakan yang ingin mengoptimalkan kerangka investasi di negara berkembang seperti Indonesia.

Abstract

This study aimed to determine the influence of work discipline on employee performance at the Regional Planning, Research, and Development Agency (BAPPPEDA) of Gorontalo Province. Data were collected through observation, documentation, and questionnaires distributed to employees at the Regional Planning, Research, and Development Agency (BAPPEDA) office. The data were analyzed using quantitative methods. The study results showed that work discipline significantly and positively influenced employee performance, with a coefficient of determination of 42.1%. This indicates that work discipline significantly influences employee performance by 42.1%, while the remaining 57.9% is influenced by other factors. Therefore, future studies should consider adding other independent variables that are not included in this study.

Abstract

Penelitian ini bertujuan untuk mengtahui bagaimana kualitas pada kantor pos luwuk dilihat dari lima aspek (a) berwujud (tangible), (b) empati (empaty), (c) cepat tanggap (responsiveness), (d) keandalan (reliability), (e) kepastian (assurance). Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif sedangkan teknik pengumpulan data yang digunakan adalah dengan observasi, wawancara dan dokumentasi. dan teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian yang digunakan, diperoleh kesimpulan bahwa Kualitas Pelayanan Publik pada kantor pos luwuk dilihat dari lima aspek (a) berwujud (tangible), (b) empati (empaty), (c) cepat tanggap (responsiveness), (d) keandalan (reliability), (e) kepastian (assurance). sudah menunjang kualitas pelayanan dengan baik dan memberikan kepuasan kepada pengguna layanan yaitu masyarakat, akan tetapi belum maksimal karena ada beberapa indikator yang memiliki kekurangan yaitu dalam segi fasilitias fisik, perlu adanya penambahan tempat duduk, antrian yang masih manual bisa ditingkatkan menjadi berbasis digital, dan penambahan pendingin ruangan (AC).

Abstract

This study aims to determine, describe, and analyze the quality of public service at the Department of Education and Culture of Gorontalo City. The approach used in this study is qualitative. The research method is descriptive qualitative. Data collection was conducted through interviews, observations, and documentation studies. Data analysis techniques in this study were carried out through data reduction, data presentation, and conclusion drawing/verification. The main focus of this study is to determine the extent to which the quality of service provided meets the expectations of the public based on the SERVQUAL dimensions, which include tangibles, reliability, responsiveness, assurance, and empathy. However, there are still several obstacles in the public service quality at the Department of Education and Culture of Gorontalo City, such as improvements in human resource management, enhancing communication and empathy training for employees, and clarifying service procedures to reduce uncertainties felt by service users. The improvement of public service quality is expected to increase user satisfaction and build better trust in government institutions.

Abstract

Pelayanan publik merupakan bagian integral dari administrasi yang terus mengalami perubahan dan perkembangan seiring dengan meningkatnya tuntutan masyarakat. Berbagai pihak termasuk warga negara, sektor swasta,dan organisasi masyarakat memberikan tekanan agar pelayanan publik menjadi responsif dan berkualitas. Konsep tentang pelayanan publik di era digital menunjukkan perubahan besar dalam cara pemerintah memberikan layanan kepada masyarakat. Digitalisasi pelayanan publik merupakan salah satu strategi penting dalam meningkatkan kualitas layanan pemerintah. Transformasi digital memungkinkan birokrasi untuk bekerja lebih efisien,transparan,reponsif terhadap kebutuhan masyarakat. Digitalisasi juga bukan hanya menyangkut penggunaan teknologi,melainkan juga menyentuh aspek budaya organisasi dan perilaku pegawai. Dalam situasi ini, teknologi digital menjadi komponen penting yang memungkinkan penyediaan layanan lebih efektif dan mudah di akses. Jika dilihat sudah banyak organisasi pemerintah baik tingkat tertinggi maupun terendah yang sedang mengembangkan pelayanan publik berbasis digital. Namun demikian masalah utama yang ditemukan berkaitan dengan pelayanan digital dan transparani adalah pembaruan informasi dan sistem pengaduan online yang masih sulit digunakan oleh masyarakat. Penelitian ini dilakukan di Dinas Sosial Kota Gorontalo. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif deskriptif. Penelitian ini bertujuan untuk menggambarkan secara rinci keadaan dan situasi yang ada dilapagan mengenai faktor-faktor yang mempengaruhi pelayanan digital publik di Dinas Sosial Kota Gorontalo.

Abstract

Program KKN Tematik Tahap II Universitas Negeri Gorontalo Tahun Anggaran 2025 bertema “Revitalisasi Pertanian Berbasis Kearifan Lokal untuk Optimalisasi Sumber Daya Pangan Berkelanjutan” dilaksanakan di Desa Toluwaya, Kecamatan Bulango Timur, Kabupaten Bone Bolango. Kegiatan ini bertujuan mengatasi rendahnya produktivitas pertanian hortikultura akibat pengolahan tanah yang belum optimal dan terbatasnya keterampilan petani dalam mengelola hasil panen. Solusi yang diterapkan meliputi pelatihan pengolahan tanah ramah lingkungan menggunakan pupuk organik cair (POC) dan rotary hoe manual, pendampingan budidaya komoditas alternatif berupa bayam hijau, serta pelatihan kewirausahaan dasar untuk memperkuat kapasitas kelompok tani. Hasil pelaksanaan menunjukkan peningkatan kemampuan petani dalam teknik pengolahan tanah dan pemupukan organik, dengan keberhasilan tumbuh tanaman mencapai lebih dari 90%, penurunan kerusakan tanaman hingga 30%, dan peningkatan produktivitas sekitar 20% dibanding musim sebelumnya. Selain meningkatkan kapasitas teknis, kegiatan ini juga menumbuhkan kesadaran terhadap prinsip pertanian berkelanjutan berbasis kearifan lokal yang efisien, ramah lingkungan, dan berorientasi pada kemandirian ekonomi desa. Program ini mendukung capaian Indikator Kinerja Utama (IKU) perguruan tinggi melalui penerapan riset terapan dan pemberdayaan masyarakat secara berkelanjutan.

Abstract

This study analyzes the relationship between power structures and bureaucratic hierarchy within Indonesia’s political governance. It focuses on how political power affects bureaucratic professionalism, neutrality, and effectiveness. Using a literature review method, the study examines 15 national publications from 2020-2025 discussing bureaucratic politicization, civil service neutrality, and institutional reform. The analysis applies content analysis with thematic grouping. Findings reveal that bureaucracy remains vulnerable to political intervention and patronage, reducing its independence and performance. However, the application of a merit system and stronger neutrality regulations are strategic measures toward a professional and accountable bureaucracy. The study highlights the importance of balancing political power and bureaucratic autonomy to achieve adaptive and public-oriented governance.

Abstract

This research is to be directed to analyze the development of higher education transformation strategy models through strengthening institutional capacity. The method used is qualitative through in-depth interviews and documentation studies. The results showed that there are several factors that hinder the performance of universities, such as limited human resources and infrastructure. This condition demands organizational change in order to be able to adapt to fast and complex organizational dynamics. In the context of higher education governance, there is an urgent need to transform governance according to the main tasks and functions through strengthening institutional capacity. From this study, researchers recommend that the transformation of governance strategies and strengthening of the role of universities through strengthening institutional capacity need to be implemented comprehensively. It aims to build optimal organizational capacity by strengthening eight key aspects, namely: Strategic leadership; Organizational structure; Human resources; Financial management; Infrastructure; Management of programs and services; Process management; Inter-organizational relations; and Spiritual management. Through this approach, universities are expected to reflect a strong and strategic capacity, which in turn will assist the institution in achieving the vision and goals set in the Gorontalo State University strategic plan. By adopting this strategy, universities can be better prepared for future challenges and opportunities in the ever-changing world of higher education.
