Abstract

AbstractBased on the research on the determinants of successful e-Government implementation that have been studied the results are very diverse, in the previous study using Principal Component Analysis found an inherent structure that became the main component of e-Government implementation, each component has a weight. When resource constraints (time, cost, sdm) then weights can help in determining the priorities of e-government implementation. Inherent structure combined with Generic Government Enterprise Architecture can form a new 3D Governance Enterprise Architecture (GEA) that becomes the reference of a country. This research performs GEA formation process by using inherent structure of e-government data. Keywords: e-government, e-government component, principal component analysis AbstrakBerdsarkan penelitian mengenai faktor penentu keberhasilan implementasi e-Government yang sudah dipelajari hasilnya sangat beragam, pada penelitian sebelumnya dengan menggunakan Principal Component Analysis ditemukan suatu inherent structureyang menjadi komponen utama dari implementasi e-Government, setiap komponen mempunyai bobot. Saat keterbatasan sumber daya (waktu, biaya, sdm) maka bobot dapat membantu dalam menentukan prioritas implementasi e-government. Inherent structure yang dikombinasikan dengan Generic Government Enterprise Architecture dapat membentuk suatu 3D Government Enterprise Architecture (GEA) baru yang menjadi acuan dari sebuah negara. Abstract

Perkembangan teknologi sangatlah bermanfaat dalam menyelesaikan masalah pada suatu perusahaan. Dunia usaha yang tumbuh dan berkembang semakin cepat, mengakibatkan semakin ketatnya persaingan dalam dunia usaha, Perusahaan harus mampu menganalisis dan meramalkan berbagai kemungkinan yang akan terjadi di masa yang akan datang. Perusahaan SaaS merupakan perusahaan jasa layanan Aplikasi HRIS berbasis cloud untuk pelayanan terhadap pelanggan b2b (business to business) ke perusahaan. Masalah yang penting bagi perusahaan Perusahaan SaaS dalam meningkatkan strategi penjualan aplikasi HRIS adalah belum adanya peramalan jumlah penjualan setiap bulan. Pada penelitian ini akan dilakukan peramalan penjualan produk HRIS Perusahaan SaaS dengan membandingkan metode peramalan Exponential smoothing , Moving average , dan ARIMA. Dari proses perbandingan dari ketiga metode tersebut untuk produk HRIS Perusahaan SaaS dengan Metode Exponential Smoothing di dapat kan hasil pengujian MSE sebesar 1411606, RMSE sebesar 11,881100 , MAPE sebesar 7,756206%, Metode Moving Average di dapat kan hasil pengujian MSE sebesar 14370113, RMSE sebesar 37,90793 , MAPE sebesar 20.41778%, Metode ARIMA di dapat kan hasil pengujian MSE sebesar 502221.4 , RMSE sebesar 7,086758, MAPE sebesar 4,507644%.Berdasarkan hasil analisis data, diketahui Metode peramalan dengan ARIMA sangat cocok untuk meramalkan penjualan produk HRIS di Perusahaan SaaS karena memiliki nilai tingkat error paling rendah apabila dibandingkan dengan metode lainnya.

Abstract

In the current condition of society that is critical in responding to everything, more public services are needed professional, effective, simple, transparent, timely, responsive. Efforts to improve the quality of public services cannot be separated from service evaluation. In order to improve the quality of public services, the Directorate General of Informatics Applications of the Ministry of Communications and Informatics established the Public Service for Aduan konten at the Directorate of Information Application Control (PAI) as a pilot project. So to evaluate the quality of public services, a bureaucratic reform program is carried out at the PAI Directorate through efforts to develop a zone of territorial integrity free from corruption and a clean bureaucratic area to serve. One of the evaluations carried out is for measuring service performance as mandated in the Regulation of the Minister of Administrative Reform Number 14 of 2017 concerning the Community Satisfaction Survey (SKM) on the Implementation of Public Services. This study aims to determine the service quality of the Content Complaint website using the e-Govqual method, while the IPA and heuristic evaluations are to determine the attributes that are priorities for improving service quality, as recommendations to public service providers for Aduan konten. To assess the service quality of the content complaint website, 6 dimensions and 21 e-Govqual attributes are used. Of the 300 respondents who were used as research samples, this study shows the results of the analysis of the level of conformity of the 6 dimensions are 98.03% (<100%) meaning that the public services provided by the Aduan konten website are not satisfactory to users or still not in accordance with user expectations. The result of the average value of the gap between expectations and performance shows the number -0.05 or < 0. With this gap, it can be said that the quality of public service performance of Aduan konten perceived by the public still does not meet what is expected. Attributes that need improvement are those in quadrant A (3 attributes) and quadrant C (8 attributes). Recommendations are given based on the literature/theory for attributes that need to be improved to improve the quality of public services for Aduan konten.

Abstract

Business Process Improvement is a systematic system framework that helps an organization in advancing or improving business processes. To find out the effectiveness of business processes running in academic service processes, it is necessary to evaluate and model existing business processes. The main objective of BPI is to improve business processes and ensure issues in an organization's business processes are handled properly. The use of BPMN is a tool for describing or modeling business process diagrams based on flow chart techniques, assembled to create graphical models of business operations where there are activities and flow controls that define the work order. The results of this study are to evaluate and improve on important functions in the learning administration bureau of Universitas Esa Unggul.

Abstract

Toddler are a group of people who are vulnerable to nutritional problems. If the incidence of malnutrition is not addressed, it will have a negative impact on children under five, malnutrition is a condition experienced by a person due to a lackof nutritional intake of the amount of nutrients consumedis below. Health centers are required to improve and organize helath services as well as possible therefore researchers conduct research at the UPTD Tigaraksa Health Center by doing comparison of classification results on toddler nutritional data using the Support Vector Machine and K-Nearest Neighbor methods using WEKA Tools. Based on the result of a comparison between the Support Vector Machine and K-Nearest Negihbor methods using WEKA Tools by carrying out 5 (five) stages of testing namely : Use Training Set, 4 Cross-Validation, 8 Cross-Validation, 50% Percentage Split dan 80% Percentage Split, the results show that the Support Vector Machine method Kernel Radial Basis Function (RBF) is an average accuracy value of 100% higher than the K-Nearest Neighbor Euclidean Distnace algorithm with an average accuracy of 93%.

Abstract

The development of information technology in daily life is very rapid so that it can increase the productivity of an individual or organization. The Government Sector also utilizes information technology in an effort to increase the provision of effective and efficient public services. Likewise with the Government of Indonesia, in 2018 issued Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems (SPBE) as a guideline for governance that utilizes information and communication technology to provide quality public services. SPBE evaluation and monitoring is carried out by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPANRB) in every government agency in Indonesia. In 2020 the results of the SPBE evaluation at the Tangerang City Government obtained a score of 3.44 with a good index. For this reason, this research focuses on improving SPBE governance which includes the standardization and integration of SPBE business processes for the Tangerang City Government. This research provides a solution in the form of an SPBE enterprise architecture design in the business process domain according to the SPBE architecture. Several phases are used, namely the preliminary phase, architecture vision, and business process architecture. The main phase of this design is the business process architecture which produces level 0 business process maps, level 1, 2, 3, 4, 5 business process maps and cross-functional maps as standardization of SPBE business processes according to PermenPANRB No. 19 of 2018.

Abstract

PT. Sarana Instrument is a national private company which is an authorized sales agent for several instrumentation and control products originating from European countries and the United States for sales in Indonesia. Every company certainly targets sales to be achieved every year, for that the company certainly needs sales forecasting. PT. Sarana Instrument does not currently have a prediction system so that for making annual sales targets, it still uses manual estimates by looking at sales data from the previous year's sales. So that PT. Sarana Instrument cannot get accurate sales predictions and the company cannot prepare human resources and financial resources according to the company's needs. Therefore, a forecasting system is needed to help make forecasts. The purpose of this study was to analyze the error rate of forecasting sales data for 2013-2021 at PT. Sarana Instrument uses a forecasting algorithm, namely the Linear Regression Algorithm, Neural Net and Arima, in order to obtain a sales forecast method with the smallest error rate and can be implemented at PT. PT. Sarana Instrument.

Abstract

E-Government is a form of government service in digital form that utilizes the internet network which makes government services to the community easy. However, behind the perceived convenience, of course, there will be risks that arise, for example data loss, data theft, mis-access, illegal access, hardware damage, hacking, etc. which will have a negative impact on an organization, including in the Statistics and Encryption Communication and Information Service, XYZ Regency. The most commonly found threats are those that come from humans and electricity. In addition, there are still many sources of threats that have the potential to pose risks that will interfere with the implementation of electronic-based government. From the results of risk measurements that have been carried out based on NIST SP 800-30 By multiplying between the levels determined in the likelihood and impact processes to produce a number to be used as a guide in determining the level of risk, it was found that the risk threats originating from humans are 60% risk with Low level, 30% risk with Medium level, and 10% risk with High level. While the risk derived from electricity was 20% risk with Low level, 20% risk with Medium level, and 60% risk with High level. Lastly sourced from Technical is 34% risk with Low level, 33% Medium level risk, and 33% High level risk. Overall the risk assessment results were 39% risk threats with Low level, 33% risk threat with Medium level, and 28% risk threat with High level.

Abstract

The Tangerang Regency Government, as part of its digital transformation efforts, has been working to enhance public services through the development and implementation of e-Government initiatives. This research aims to conduct an in-depth analysis of data interoperability service modeling in e-Government applications based on Web Services using the Government Service Bus (GSB). The study will address the advantages and challenges associated with using the Government Service Bus, and provide practical recommendations for implementing the Government Service Bus as an effective application integration solution. COBIT 2019 is used as an assessment tool for the current condition. The research results reveal that a total of 138 applications have been identified, with 74 of them being public service applications. While 80% of the public service sector has been incorporated into integrated public service applications, their utilization remains limited. The current capability level of APO11 is at level 1, with an expected level of 2. Similarly, APO14 is at level 1, expected to reach level 2, and MEA01 is at level 0, with an expected level of 2. The author has proposed a data interoperability model that can be implemented within the Tangerang Regency Communication and Information Office, utilizing GSB as the middleware for interoperability processes, particularly for public service applications. Based on the proposed data interoperability model, the author also concludes that with its implementation, the Communication and Information Office will be able to address a significant portion of the technical recommendations derived from the gap analysis, although not necessarily all of them.

Abstract

Various applications of SPBE have been produced by the Central and Regional Authorities and have contributed to the efficiency and effectiveness of government maintenance. Nevertheless, the results of the SPBE development show a relatively low maturity rate and a high gap between the Central Authority and the Regional Government. Based on the results of the 2018 SPBE evaluation of 616 Central and Regional Government Instances, the National SPBE Index reached a value of 1.98 with a sufficient predicate of the target SPBE index of 2.6 out of 5 levels with a good prediction. Reviewed from the access of Central and Regional Authorities, the average Central Authorities SPBE index was 2.6 with a good predicate, while the average Regional Government SPBE Index was 1.87 with a sufficient Predicate. Reviewed from the target access spread, 13.3% of Central and Regional Authorities have reached or exceeded the target SPBE 2.6 index, while 86.7% have not yet reached the SPBE 2.0 index target. This shows that there are problems in the development of the SPBE nationally. On the other hand, the development of ICT 4.0 trends is a key external factor that can drive the realization of integrated SPBE implementation and improved quality of SPBE services that make it easier for users in accessing government services. The vision is a benchmark in implementing the integrated implementation of SPBE in the Central and Regional Authorities to produce integrative, dynamic, transparent, and innovative government bureaucracy, as well as improving the quality of integrated, effective, responsive, and adaptive public services.
