Abstract

This study aims to analyze the effectiveness of Social Services in handling beggars as Social Welfare Service Needers (PPKS) in South Tangerang City since, until now, they still encounter many obstacles. First, handling PPKS has not become one of the government’s main agendas. Second, the problems are the rampant existence of beggars who disturb public order and cause public unrest. The third, based on a study by the Integrated Service Center Team for the Empowerment of Women and Children (P2TP2A) of South Tangerang City, is not optimal for handling beggars/PPKS in South Tangerang City. This study used a descriptive method with a qualitative approach. Meanwhile, the organizational effectiveness theory of Steers et al., which consists of 4 indicators of organizational effectiveness, such as organizational characteristics, environmental characteristics, worker characteristics, and management practices, became the main analytical knife of the study. This study concluded that the Social Services have not effectively handled beggars as Social Welfare Service Needers in South Tangerang City. Several aspects need to be improved, such as more intense training for employees of the South Tangerang City Social Service, additional human resources who have a background in social science studies, providing public complaint channels, conducting strict action against beggars who have been caught twice, gaining effectiveness counseling to rehabilitated beggars, developing social institutions, and formulating regional regulations governing sanctions for beggars.

Abstract

This article aims to analyze the persuasive crowdfunding campaign strategies carried out by the social organization Ketimbang Ngemis Jakarta (KNJ) in the charitable social movement through Instagram. Grounded in Pope's (2023) theory, three key factors determine campaign success: communication strategy, credibility and transparency, and audience engagement. The research adopts a qualitative approach, utilizing in-depth interviews, online observation, and social media content analysis. Findings reveal KNJ's effective optimization of these factors. First, its communication strategy leverages visual content and emotional narratives (e.g., the story of Mr. Leo) to foster empathy and donor participation. Second, credibility and transparency are maintained through organizational legality, periodic reporting, and internal verification mechanisms for aid accuracy. Third, audience engagement is cultivated via two-way interactions, Instagram's interactive features, and public involvement in beneficiary recommendations. However, challenges such as donor fatigue and fraud risks persist. The study's outcomes offer a framework for other social organizations to optimize digital-era crowdfunding campaigns, emphasizing the synergy of emotionally compelling communication, robust credibility, and active audience participation.

Abstract

A campaign is a public relations activity that can be a strategy in building a positive organizational image. This is because the campaign allows the organization to convey messages according to public needs, including the issue of Tuberculosis which is currently a challenge in Indonesia due to a lack of education. Therefore, the Pejuang Tangguh Foundation (PETA) runs the "Dengan TPT Cegah TBC" program which not only encourages changes in public attitudes but also serves as a means to build the organization's image. This study aims to determine the "Dengan TPT Cegah TBC" campaign strategy by the Pejuang Tangguh Foundation and the organization's image through the campaign. The theory in this study is based on the public relations campaign theory by Anne Gregory (2018) and the image formation theory by John S. Nimpoeno (2020). The approach used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of this study indicate that PETA carries out a campaign strategy that includes ten dimensions: analysis, objectives, public, messages, strategies, tactics, timescale, resources, evaluation and review. Through the campaign strategy, the organization can build an image by shaping public perceptions, cognition, attitudes, and motivation. Thus, the program not only runs effectively, but also plays a role in building a positive image of the organization.

Abstract

The rapid development of digital communication has encouraged police institutions to utilize social media not only as a channel for disseminating information but also as a space for constructing institutional meaning and legitimacy. This study aims to examine how humanistic policing is represented in digital communication through a video published on the Resmob Brebes Police YouTube channel. A qualitative approach with a constructivist paradigm was employed using Stuart Hall's theory of representation. The object of analysis was the YouTube video entitled “77-Year-Old Grandmother Robbed and Assaulted: Within Eight Hours, the Resmob Unit of Brebes Police Successfully Arrested the Perpetrator.” Data were analyzed by interpreting representational elements, including visual composition, institutional symbols, gestures, facial expressions, verbal narration, background music, cinematography, and framing. The findings reveal four major forms of representation: victim vulnerability as the moral foundation of police action, interpersonal communication as a practice of humanistic policing, professionalism represented through communication-based investigation, and a narrative shift from a law enforcement-centered narrative to a victim-centered narrative. These findings demonstrate that police success is represented not merely through the arrest of offenders but also through victim protection, assistance, and recovery. This study contributes to the literature on digital communication by demonstrating that audiovisual narrative structures play a significant role in constructing institutional legitimacy and the representation of humanistic policing.
