Abstract

Regulation Government Number 12 of 2019 Concerning Management Regional Finance also mentions management finance area is whole activities that include planning and budgeting, implementation and administration, reporting and accountability, as well supervision finance area. The purpose of this research is to analyze and describe management administration finance at the General Bureau Regional Secretariat of North Sulawesi Province. The type of research used in this study is descriptive qualitative and the collection technique is by observation, interviews and documentation. Informants in this study are a) Head of the General Bureau Regional Secretariat of North Sulawesi Province, b) Head of Sub-Division of Accounting and Administration of Regional Assets of the General Bureau Regional Secretariat North Sulawesi Province, c) Head Field Planning, Control and Evaluation of Regional Development Bapeda of North Sulawesi Province, and d) Treasurer expenditure General Bureau Regional Secretariat North Sulawesi Province. In general, the results of this research are 1) The management of financial administration at the General Bureau of the Regional Secretariat of North Sulawesi Province has not been effective in accordance with Government Regulation Number 12 of 2019 Concerning Regional Financial Management, this is based on research results that it is known that out of 4 (four) aspects of management financial administration is only the reporting and accountability aspects that have been running effectively while the other 3 (three) aspects are a) Planning and budgeting, b) Implementation and administration , and c) Supervision has not been running effectively , 2) Inhibiting factors management of financial administration at the General Bureau of the Regional Secretariat of North Sulawesi Province are: a) Lack of knowledge of the Head of Finance and Verification Subdivision and lack of accuracy and thoroughness of TAPD b) Limited HR of the Regional Government Budget Team, namely from the North Sulawesi Province Regional Finance and Assets Agency and the North Sulawesi Provincial Bappeda, as well as limited human resources working at the North Sulawesi Provincial Inspectorate (PPUD and Auditor) c) Inadequate financial administration management facilities where the internet connection network system is weak in SIMDA North Sulawesi Province, d) The last inhibiting factor is the low performance of human resources, namely slowness in collecting worksheets , inaccuracy of spending treasurers and PPK, low time discipline of financial managers in issuance, SPD and SP2D finalization

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana sistem pengelolaan arsip dan cara penyimpanan arsip di Sekretariat Kota Bitung. Jenis penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan datanya adalah observasi, wawancara, dan dokumentasi. Dengan menggunakan indikator Sistem dan Metode. Hasil penelitian menunjukkan bahwa sistem pengelolaan arsip menggunakan sistem yang sederhana, yaitu dengan sistem penanggalan dan penguraian. Hal ini berdampak pada kebingungan dalam proses pengarsipan. Kemudian hasil penelitian juga menunjukkan bahwa cara penyimpanan yang digunakan juga menggunakan cara yang sederhana yaitu dengan buku agenda, pengarsipan di komputer dan di lemari arsip. Hal ini menimbulkan permasalahan korupsi arsip apabila tidak ditangani dengan baik dan dibiarkan menumpuk secara kasar dalam jangka waktu yang lama, serta menyebabkan proses penemuan kembali arsip tersebut akan memakan waktu lama.

Abstract

This study aims to analyze the competence of protocol officers in the Protocol and Communication Division of the Regional Secretariat of Bolaang Mongondow Timur Regency. The findings indicate that the protocol officers' competencies are still inadequate, as evidenced by technical errors such as tardiness, lack of mastery in protocol regulations, and poor communication skills. Limited personnel and budget constraints exacerbate the situation, hindering the smooth execution of leaders' agendas. To address these issues, continuous training to enhance technical and managerial competencies and a stricter selection process for protocol officer recruitment are essential. Additionally, increased budget allocation is necessary to expand personnel numbers and support operations. These measures are expected to improve the professionalism of protocol officers, ensure the seamless execution of leaders’ activities, and enhance the regional government’s image.

Abstract

Penelitian ini berjudul Probity Audit Paket Pekerjaan strategis Pemerintah di Kabupaten Bolaang Mongondow timur, dan mempunyai tujuan untuk mengetahui, menganalisis dan mendeskripsikan Pemanfaatan Probity audit atas Persiapan Pengadaan Paket Pekerjaan Strategis Pemerintah di Kabupaten Bolaang Mongondow timur dan Faktor Determinan yang mempengaruhi efektifitas Pelaksanaan Probity audit atas Persiapan Pengadaan Paket Pekerjaan Strategis Pemerintah di Kabupaten Bolaang Mongondow Timur tahun 2023. Metode Penelitian yang digunakan yaitu metode penelitian kualitatif. Berikut ini hasil penelitiannya terkait: 1) Sumber daya manusia; Sumber daya manusia (auditor) dalam tim Probity masih kurang, baik dari segi jumlah maupun kompetensi, sehingga tidak sesuai ketentuan dalam peraturan BPKP nomor 3 tahun 2019; 2) Sarana dan Prasarana: Sarana dan prasarana pendukung/penunjang dalam pelaksanaan Probity audit atas persiapan pengadaan belum memadai; 3) Waktu: Probity audit atas persiapan pengadaan dilakukan tidak tepat waktu (setelah tender ) sehingga tidak sesuai ketentuan dalam peraturan BPKP nomor 3 tahun 2019 yaitu bersamaan dengan proses atau segera setelahnya (real time). Hasil Penelitian terkait faktor determinan yang mempengaruhi keberhasilan probity audit atas persiapan pengadaan adala sebagai berikut: 1) Komunikasi: komunikasi para pihak dalam pelaksanaan Probity audit masih sangat lemah, sehingga berdampak pada keterlambatan pelaksanaan Probity audit; 2) Kepatuhan terhadap kebijakan dan peraturan: Tim Probity audit dan Pejabat Pembuat Komitmen tidak patuh terhadap waktu pelaksanaan probity audit; 3) Manajemen resiko: tidak terdapat dokumen risk register sehingga Tim Probity audit dan Pejabat Pembuat Komitmen tidak menerapkan manajemen resiko; 4) Anggaran: Anggaran pengawasan yang dialokasikan untuk pelaksanaan probity audit masih sangat terbatas; 5) Kepedulian Pimpinan/Kepala Daerah: kepedulian Pimpinan tertinggi pelaksanaan pengawasan masih kurang. Abstract

This study aims to describe and analyze the Effectiveness of Birth Certificate Services at the Population and Civil Registration Office of Bitung City, and the focus of the study is the Effectiveness and Determinant Factors of Birth Certificate Issuance Management at the Population and Civil Registration Office of Bitung City. The research method used is qualitative research. Data Collection Techniques are observation, interview, and documentation techniques. The results of the study indicate that 1) Facilities; the facilities and infrastructure for issuing Birth Certificates at the Office are still not in accordance with the Decree of the Head of the Population and Civil registration office of bitung city number 470/DKP/SK/05/2024 concerning the determination of service standards at the population and civil registration office of bitung city. Then the process or procedure for delivering birth certificates to the public is carried out directly and online. 2) Operators; the number of operators who specifically handle the issuance of birth certificates is 18 people. Then there are still obstacles in the administration of the issuance of Birth certificates experienced by operators such as network disruptions, incomplete files and people who do not want to complete the files. 3) Incentives

Abstract

This study aims to (1) Identify the Influence of Human Resource Quality on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD, (2) Identify the Influence of Information Technology Utilization on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD. (3) Analyze the Joint Influence of Human Resource Quality and Information Technology Utilization on Employee Performance in the Timeliness of the Final Draft of the Bitung City RPJMD. This study was conducted using a quantitative approach. Quantitative research methods are used to research certain populations or samples, data collection using research instruments, and data analysis is quantitative or statistical to test the established hypothesis. The results of the study indicate that overall, Human Resource Quality and Information Technology Utilization together provide an effective contribution of 48.62% to the Timeliness of the Final Draft of the Bitung City RPJMD. This means that these two variables significantly affect the Accuracy and Timeliness of the Final Draft of the Bitung City RPJMD. There are 51.38% of the Accuracy in Timeliness of the Final Draft of the Bitung City RPJMD that are influenced by other variables not discussed in this study, indicating that there are additional factors that also need to be considered to improve the Accuracy in Timeliness of the Final Draft of the Bitung City RPJMD as a whole.

Abstract

This study aims to (1) find out how SIPD is implemented in the Bitung City Regional Secretariat, especially in the Planning and Finance Section, and (2) find out and describe the implementation of SIPD in the Bitung City Regional Secretariat. This study uses a descriptive method with a qualitative approach, where what is collected is opinions, responses, information, concepts, and descriptions in the form of descriptions in expressing problems. Denzin and Lincoln (2021), qualitative research with descriptive methods now emphasizes more on the contextualization and localization of the phenomena being studied. Research not only aims to describe phenomena in general but also to understand how these phenomena play a role in certain local contexts. This is important to provide relevant and applicable insights for certain communities or regions. The results of the study show that the Implementation of the Regional Government Information System (SIPD) in the Bitung City Government has been running since 2021 following applicable regulations. Planning and organizing have been carried out well through training and technical assistance. However, there are still several obstacles, such as data input errors due to human error, limited SIPD application features, and inadequate internet networks and devices. The implementation of SIPD also faces obstacles in data input, which is often delayed due to application maintenance and a lack of routine training for new personnel. Supervision has been carried out through monthly meetings and monitoring based on communication groups, but its effectiveness still needs to be improved. To support more optimal implementation, routine training, improving infrastructure quality, and improvements to the SIPD application by the central government are needed to make it more stable and functional. This is important to ensure smooth planning, budgeting, and reporting following the objectives of the system.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Penyidik Pegawai Negeri Sipil (PPNS) di Satuan Polisi Pamong Praja Daerah Provinsi Sulawesi Utara. Faktor-faktor determinan seperti komunikasi, sumber daya, disposisi/sikap pelaksana, dan struktur birokrasi menjadi fokus penelitian. Hasil penelitian menunjukkan bahwa komunikasi telah terlaksana dengan baik melalui sosialisasi dan pelatihan, namun sumber daya, disposisi pelaksana, dan struktur birokrasi belum optimal. Kendala utama meliputi minimnya anggaran, kurangnya motivasi seperti insentif tambahan, serta tumpang tindih wewenang antar instansi. Meski demikian, keberadaan SOP dan pengisian jabatan PPNS yang sesuai aturan menjadi faktor pendukung. Penelitian ini merekomendasikan penyusunan anggaran, pemberian insentif tambahan, perbaikan peraturan daerah, serta koordinasi antar instansi untuk meningkatkan efektivitas pelaksanaan kebijakan. Implementasi yang optimal diharapkan mampu mendukung penegakan hukum dan menciptakan ketertiban di daerah

Abstract

Penelitian ini menganalisis kualitas pelayanan publik di RSUD ODSK Provinsi Sulawesi Utara menggunakan pendekatan SERVQUAL, yang mengukur perbedaan antara harapan dan persepsi pasien terhadap layanan berdasarkan lima dimensi: tangibles, reliability, responsiveness, assurance, dan empathy. Dengan pendekatan kuantitatif melalui kuesioner, penelitian ini mengidentifikasi kesenjangan signifikan pada fasilitas fisik, keandalan pelayanan, dan komunikasi antara tenaga medis dan pasien. Faktor-faktor determinan yang memengaruhi kualitas pelayanan meliputi keterbatasan sumber daya manusia, fasilitas yang tidak memadai, serta pengelolaan administrasi yang kurang efisien. Hasil analisis gap menunjukkan perlunya peningkatan fasilitas, pelatihan tenaga medis, dan perbaikan sistem manajerial serta komunikasi. Rekomendasi ini diharapkan dapat meningkatkan kepuasan pasien dan kualitas pelayanan kesehatan di RSUD ODSK, sekaligus memberikan kontribusi dalam pengelolaan layanan kesehatan di Provinsi Sulawesi Utara.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja serta faktor-faktor yang memengaruhi penilaian kinerja Aparatur Sipil Negara (ASN) pada Dinas Pariwisata Provinsi Sulawesi Utara. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kinerja ASN, baik dari hasil kerja maupun perilaku kerja, dinilai baik, meskipun terdapat beberapa masalah kedisiplinan yang tidak signifikan memengaruhi predikat kinerja secara keseluruhan. Faktor kompetensi individu dan dukungan organisasi terbukti mendukung pencapaian target kinerja, meskipun terdapat beberapa kekurangan. Faktor dukungan manajemen menunjukkan adanya kelemahan dalam penilaian kinerja yang cenderung subjektif, dipengaruhi oleh hubungan kekeluargaan atau empati. Penelitian ini memberikan rekomendasi untuk memperbaiki sistem penilaian kinerja ASN agar lebih objektif, transparan, dan berbasis pada indikator yang terukur.
