Abstract

Pengembangan sektor pertanian berbasis inovasi menjadi kunci dalam meningkatkan daya saing wilayah, terutama di kawasan dengan potensi agraris tinggi seperti Kecamatan Andowia, Kabupaten Konawe Utara. Penelitian ini bertujuan untuk (1) mengidentifikasi faktor-faktor kendala dalam perencanaan kawasan pertanian terpadu berbasis Agro-Technopark, dan (2) menyusun strategi pengembangan kawasan yang berdaya saing dan berkelanjutan. Penelitian ini menggunakan pendekatan mixed methods yang mengintegrasikan analisis kuantitatif dan kualitatif. Data kuantitatif dikumpulkan melalui kuesioner terhadap 100 responden dan dianalisis menggunakan Structural Equation Modeling (SEM) dengan perangkat lunak AMOS 24 untuk menguji hubungan kausal antar variabel. Data kualitatif diperoleh dari wawancara mendalam, observasi lapangan, dan studi dokumentasi, yang kemudian dianalisis secara tematik dan diperkuat dengan analisis SWOT untuk merumuskan strategi. Hasil analisis SEM mengidentifikasi lima faktor penghambat utama yang berpengaruh signifikan, yaitu: (1) Pemahaman dan Kapasitas SDM Pertanian (X1), (2) Persepsi terhadap Produktivitas Sistem (X2), (3) Kesesuaian Model dengan Ekosistem Lokal (X3), (4) Pendekatan Komprehensif dan Integralistik (X6), dan (5) Dukungan Kebijakan Pembangunan Pertanian (X7). Sementara itu, dua faktor, yaitu Integrasi Potensi Lokal (X4) dan Kelembagaan dan Integrator Sistem (X5), memiliki pengaruh yang lemah. Model SEM dinyatakan good fit yang menunjukkan bahwa strategi utama yang harus diambil adalah strategi ofensif. Strategi inti yang dirumuskan meliputi: (1) Mengembangkan Agro-Technopark sebagai pusat inovasi daerah berbasis komoditas unggulan (padi, kakao, hortikultura) dengan memanfaatkan dukungan kebijakan nasional (SIDa) dan daerah (RPJMD); (2) Meningkatkan riset dan penerapan smart farming melalui kolaborasi Triple Helix; (3) Mendorong investasi hijau dan hilirisasi produk pertanian lokal; serta (4) Menjadikan kawasan sebagai model sustainable agroecosystem yang mendukung agenda ekonomi hijau.Kesimpulan penelitian ini menekankan bahwa penguatan faktor internal, khususnya kapasitas SDM dan dukungan kebijakan, serta pemanfaatan peluang eksternal berupa kebijakan nasional dan potensi pasar, merupakan kunci sukses pengembangan kawasan. Implementasi strategi yang diusulkan diharapkan dapat mentransformasi Kecamatan Andowia menjadi kawasan pertanian modern, berdaya saing, dan berkelanjutan, sekaligus menjadi model pengembangan Agro-Technopark di wilayah timur Indonesia. Developing an innovation-based agricultural sector is key to enhancing regional competitiveness, especially in areas with high agricultural potential like Andowia District, North Konawe Regency. This research aims to (1) identify the limiting factors in integrated agricultural area planning based on Agro-Technopark, and (2) develop competitive and sustainable area development strategies. This research uses a mixed methods approach that integrates quantitative and qualitative analysis. Quantitative data was collected thru questionnaires administered to 100 respondents and analyzed using Structural Equation Modeling (SEM) with AMOS 24 software to test causal relationships between variables. Qualitative data was obtained from in-depth interviews, field observations, and document studies, which were then analyzed thematically and strengthened with SWAT analysis to formulate strategies. The results of the SEM analysis identified five major inhibiting factors that had a significant impact, namely: (1) Understanding and Capacity of Agricultural Human Resources (X1), (2) Perception of System Productivity (X2), (3) Model Suitability with the Local Ecosystem (X3), (4) Comprehensive and Integralistic Approach (X6), and (5) Support for Agricultural Development Policies (X7). Meanwhile, two factors, namely Local Potential Integration (X4) and System Institutions and Integrators (X5), had a weak influence. The SEM model is considered a good fit indicating that the main strategy to be adopted is an offensive strategy. The core strategies formulated include: (1) Developing an Agro-Technopark as a regional innovation center based on superior commodities (rice, cocoa, horticulture) by leveraging national (SIDa) and regional (RPJMD) policy support; (2) Enhancing research and the application of smart farming thru Triple Helix collaboration; (3) Promoting green investment and downstream processing of local agricultural products; and (4) Establishing the area as a model sustainable agroecosystem that supports the green economy agenda. The conclusion of this study emphasizes that strengthening internal factors, particularly human resource capacity and policy support, as well as capitalizing on external opportunities such as national policies and market potential, are key to the successful development of the region. The implementation of the proposed strategy is expected to transform Andowia District into a modern, competitive, and sustainable agricultural area, while also serving as a model for the development of Agro-Technoparks in eastern Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis kondisi eksisting RTH serta merumuskan strategi penguatan fungsi dan distribusi RTH berbasis spasial dalam mendukung perencanaan tata ruang Kota Nabire, Provinsi Papua Tengah. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan dukungan analisis spasial berbasis Sistem Informasi Geografis (SIG) untuk mengidentifikasi luasan, tipologi, dan distribusi RTH, serta analisis SWOT untuk merumuskan strategi penguatan fungsi ekologis, sosial, dan estetika RTH. Data penelitian diperoleh melalui observasi lapangan, telaah dokumen RTRW, dan wawancara dengan pemangku kepentingan terkait. Hasil penelitian menunjukkan bahwa secara kuantitatif luas RTH di Kota Nabire telah memenuhi ketentuan Undang-Undang Nomor 26 Tahun 2007, yaitu sekitar 30% dari total luas wilayah. Namun secara spasial, distribusinya belum merata dan masih terkonsentrasi di wilayah pusat kota, sementara kawasan permukiman padat dan pinggiran kota memiliki keterbatasan akses terhadap ruang hijau publik. Dari hasil analisis SWOT diperoleh strategi utama penguatan RTH, yaitu optimalisasi pemanfaatan lahan potensial melalui perencanaan spasial adaptif, peningkatan kualitas dan fasilitas RTH publik, integrasi RTH dalam kebijakan tata ruang, serta penguatan kolaborasi antara pemerintah dan masyarakat dalam pengelolaan ruang hijau. Penelitian ini menegaskan bahwa pendekatan pengelolaan RTH berbasis spasial merupakan strategi penting dalam mewujudkan kota Nabire yang berkelanjutan, berkeadilan spasial, dan adaptif terhadap perubahan lingkungan. Temuan ini diharapkan dapat menjadi acuan bagi pemerintah daerah dalam pengambilan kebijakan pengelolaan ruang terbuka hijau yang terintegrasi dengan perencanaan tata ruang wilayah. This research aims to analyze the existing conditions of green open spaces and formulate strategies for strengthening the function and spatial distribution of green open spaces to support spatial planning in Nabire City, Central Papua Province. The method used is a descriptive qualitative approach supported by spatial analysis based on Geographic Information Systems (GIS) to identify the area, typology, and distribution of green open spaces (GOS), as well as SWAT analysis to formulate strategies for strengthening the ecological, social, and esthetic functions of GOS. Research data were obtained thru field observations, review of regional spatial planning documents, and interviews with relevant stakeholders. The research results show that quantitatively, the area of green open space in Nabire City has met the provisions of Law Number 26 of 2007, which is approximately 30% of the total area. However, spatially, its distribution is not yet even and is still concentrated in the central city area, while densely populated residential areas and the suburbs have limited access to public green spaces. From the SWAT analysis results, the main strategy for strengthening green open spaces was obtained, namely optimizing the utilization of potential land thru adaptive spatial planning, improving the quality and facilities of public green open spaces, integrating green open spaces into spatial planning policies, and strengthening collaboration between the government and the community in green space management. This research confirms that a spatial-based green space management approach is an important strategy for realizing a sustainable, spatially just, and environmentally adaptive city of Nabire. This finding is expected to serve as a reference for local governments in formulating policies for green open space management that are integrated with regional spatial planning.

Abstract

Abstrak: Program pengabdian masyarakat ini bertujuan meningkatkan kapasitas Kelompok Tani Hutan Mangrove Monro Monro dalam memanfaatkan digital marketing untuk mempromosikan potensi ekowisata pesisir berbasis mangrove. Permasalahan utama yang dihadapi mitra adalah rendahnya kemampuan pemasaran digital dan belum optimalnya pemanfaatan teknologi dalam promosi wisata. Tujuan kegiatan ini adalah memperkuat soft skill dan hard skill anggota KTH dalam manajemen promosi digital, pembuatan konten, dan branding ekowisata. Metode pelaksanaan meliputi sosialisasi, pelatihan, penerapan teknologi, pendampingan dan evaluasi, serta keberlanjutan program dengan melibatkan 15 anggota kelompok tani hutan mangrove. Teknologi yang diterapkan mencakup Sistem Informasi Mangrove berbasis Website, SEO & Digital Marketing Tools, Media Sosial Instagram, Reservasi Online berbasis WhatsApp Business, serta Software Monitoring Pengunjung berbasis Kamera. Evaluasi dilakukan menggunakan pendekatan kualitatif melalui analisis SWOT dan GAP. Analisis SWOT digunakan untuk menilai kekuatan, kelemahan, peluang, dan ancaman dalam pelaksanaan program, sedangkan analisis GAP bertujuan mengidentifikasi kesenjangan antara kondisi kemampuan peserta sebelum dan sesudah pelatihan. Penggunaan kedua metode ini untuk menilai efektivitas kegiatan serta mengukur peningkatan keterampilan (soft skill dan hard skill) anggota kelompok secara komprehensif. Hasil menunjukkan peningkatan soft skill sebesar 75%, hard skill sebesar 70%, serta nilai ekonomis kelompok meningkat 55% melalui peningkatan kunjungan wisata dan penjualan produk olahan mangrove.Abstract: This community service program aims to increase the capacity of the Monro Monro Mangrove Forest Farmers Group in utilizing digital marketing to promote the potential of mangrove-based coastal ecotourism. The main problems faced by partners are low digital marketing capabilities and the suboptimal use of technology in tourism promotion. The objective of this activity is to strengthen the soft skills and hard skills of KTH members in digital promotion management, content creation, and ecotourism branding. The implementation method includes socialization, training, technology application, mentoring and evaluation, and program sustainability by involving 15 members of the mangrove forest farmer group. The technologies implemented include a website-based Mangrove Information System, SEO & Digital Marketing Tools, Instagram Social Media, WhatsApp Business-based Online Reservations, and Camera-based Visitor Monitoring Software. The evaluation was conducted using a qualitative approach through SWOT and GAP analysis. The SWOT analysis is used to assess the strengths, weaknesses, opportunities, and threats in program implementation, while the GAP analysis aims to identify gaps between the condition of participants' abilities before and after training. The use of these two methods is to assess the effectiveness of the activity and measure the improvement of group members' skills (soft skills and hard skills) comprehensively. The results showed an increase in soft skills of 75%, hard skills of 70%, and the group's economic value increased by 55% through increased tourist visits and sales of processed mangrove products.
