Abstract

This research constitutes a qualitative descriptive analysis using Roland Barthes' semiotic theory, focusing on the concepts of denotation and connotation. Centered around the Instagram account @laviaminora, the study describes and analyzes messages of resistance against patriarchal hegemony manifested in visual texts. Employing semiotic analysis methods, this research highlights how signs of sexuality in the account serve as a form of critique against sexual repression and societal norms in Indonesia.Research findings indicate that the sexuality represented in @laviaminora is not merely a denotation of reality but also carries connotations that create subjective and emotional meanings. The account successfully constructs a narrative of resistance against longstanding myths related to patriarchal culture, emphasizing the values of women's freedom. In the context of Indonesian patriarchal society, the socio-cultural construction of sexuality is identified as a tool to maintain male dominance over women.The research concludes that @laviaminora creatively utilizes semiotics as a means to critique and resist patriarchal norms that continue to influence social and cultural life in Indonesia.

Abstract

Women's participation in the media industry is still limited with policy standards varying from media to media, often creating stereotypes to the detriment of women. Indonesia's media industry tends to maintain a traditional view that places women's role in mass media at a lower level and less prioritized. Despite being faced with challenges, obstacles, and double burdens, women journalists remain persistent in maintaining the existence of their profession. This study aims to explore the identity of women journalists in Surabaya City and their perspectives on the meaning of the journalist profession, especially in the media industry of Surabaya City. With qualitative methods and data collection techniques through in-depth interviews, observation, and documentation, this study applies phenomenological approaches and George Herbert Mead's Symbolic Interaction Theory. The results of the study highlight various motives that cause women in interpreting the journalist profession, including being inspired by idols, passion and basic abilities, love of adventure, professional flexibility, personal existence, and as a form of self-proof.

Abstract

This study analyzes the formulation of empowerment policies for Indigenous Peoples in Tana Toraja by examining how policies are designed, whose interests are represented, and what ideal model is expected by indigenous communities. Using a descriptive qualitative approach, data were collected through in-depth interviews with key customary actors representing different positions in the Toraja social structure. The results show that current policy formulation remains dominated by a top-down bureaucratic logic, resulting in participation that is administrative rather than substantive. Indigenous communities articulated four major interests—recognition, meaningful involvement, cultural protection, and regulatory clarity—reflecting the need for alignment between state law and customary law. The findings also reveal that economic empowerment cannot be separated from Toraja cultural continuity, as cultural norms shape social relations and resource management. Based on these findings, this study proposes the Pajala Indigenous Model (PIM), a co-productive policy framework that integrates state and customary authority across all stages of the policy cycle. The model emphasizes cultural alignment, equality in dialogue, and the central role of customary leadership as the basis of policy legitimacy. This study contributes a contextualized framework for indigenous policy formulation and offers practical direction for strengthening empowerment programs in Tana Toraja.

Abstract

This article critically examines the implementation of Government Regulation (PP) No. 13 of 2005 concerning Public Broadcasting Institutions (LPP) of the Republic of Indonesia Television (TVRI) in the last two decades. This study assesses the effectiveness, challenges, and institutional transformation of LPP TVRI in facing an increasingly complex digital media landscape. Through a policy evaluation and analysis of institutional documents, this study reveals a gap between normative mandates and implementation practices in the field. The findings show that the reform of LPP TVRI has not been fully adaptive to the demands of digitalization and public participation. In addition, the emergence of Government Regulation No. 4 of 2024 strengthens the urgency of updating the paradigm of public media governance in Indonesia. TVRI's reform as a public communication medium in the digital era requires more open, innovative, and accountable governance.

Abstract

This research aims to understand in depth the crisis communication strategies implemented by the government in dealing with misinformation in the digital era. The rapid spread of misinformation in the digital space is a serious challenge, especially in crisis situations that demand fast, accurate, and reliable communication responses. This research uses a qualitative approach with a descriptive method, focusing on government institutions that have a strategic role in public communication, such as the Ministry of Communication and Information Technology (Kominfo) and the National Disaster Management Agency (BNPB). Data was collected through in-depth interviews with key informants, documentation studies, digital media observations, and analyzed using qualitative content analysis through the stages of data reduction, data presentation, and conclusion drawn. The results show that although the government has utilized social media as the main channel in crisis communication, challenges such as limited message reach, lack of coordination between agencies, and low public trust still hinder the effectiveness of the strategy. Cross-sectoral cooperation, people's digital literacy, and the role of credible and trained spokespeople are key factors in building information resilience and increasing public trust during crises. Therefore, an adaptive, transparent, and data-based crisis communication strategy is indispensable to maintain social stability in the midst of dynamic digital information flows

Abstract

The Ministry of Communication and Information Technology Regulation No. 07/P/M KOMINFO/3/2007, which marked the beginning of television digitization, compelled people to switch from analog to digital.  The acquisition of a set-top box (STB) was necessary for this relocation.  Due to the lack of STB (television station) coverage, a slum area in Gadukan village, North Surabaya, has trouble viewing television; as a result, they lose their sources of knowledge and amusement.  The flood of information and entertainment around them marginalizes the locals.  Inequality in the slum community will be made worse by this circumstance.  Research on how people feel excluded from enjoyment and information is based on this. The central thesis of the notion of technological determinism is that human existence itself will be shaped by changes in communication methods.  According to Valente's Theory of Innovation Diffusion, social networks can affect the rate and pattern of innovation diffusion; being in the center of the social network and having a large number of social connections tend to be quicker and more efficient.  According to Robert K. Merton's strain theory, imbalance brought on by marginalization increases a person's susceptibility to pressure that results in abnormal behavior. Phenomenological studies were employed as part of the qualitative research methodology.  The findings demonstrate how poor groups' access to information has been marginalized as a result of television's digital migration.  The idea that media technological determinism is a structural tool in poverty has been reinforced by poverty resulting from information marginalization.

Abstract

Social media has undergone a functional shift from a space primarily associated with entertainment to an arena of public discourse that enables citizens to participate in opinion formation and criticism of government policies. In August 2025, Jerome Polin, a young digital influencer widely known for sharing educational content, along with several other influencers, voiced criticism regarding emerging political issues, particularly the size of the Indonesian House of Representatives’ (DPR) budget, which was perceived as disproportionate to legislative performance and the economic conditions faced by the public. This criticism intensified as the public became increasingly aware of various budget allocations, allowances, and facilities granted to members of the DPR that were considered excessive, while at the same time the government encouraged budget efficiency and austerity measures among citizens. This study aims to analyze digital participatory cultural activities in the process of mobilizing criticism against the government among followers of the Instagram account @jeromepolin, specifically in relation to the issue of DPR allowances framed through the public demand narrative “17+8.” Employing a qualitative approach with a virtual ethnography method, the study focuses on observing digital interactions, analyzing uploaded content, and conducting online interviews with active followers of the account. The findings indicate that Jerome Polin’s posts functioned as catalysts for the formation of a participatory virtual public sphere. Audiences were not merely content consumers but also meaning producers through comments, discussions, reposts, and the redistribution of critical narratives. These practices reflect the core characteristics of participatory culture as conceptualized by Henry Jenkins, including low barriers to participation, support for collaboration, and social engagement in the production and circulation of discourse. The mobilization of criticism observed in this context was non-confrontational yet effective in increasing political awareness, particularly among younger generations, while simultaneously reducing apathy toward governmental issues. This study concludes that digital influencers such as Jerome Polin play a significant role in facilitating the cultural mobilization of criticism through participatory practices on social media. In this context, social media functions not only as a channel for individual expression but also as an informal space for political learning that contributes to the strengthening of civic participation and digital democracy in Indonesia.Keywords: Participatory Culture, Influencer, Mobilization of Criticism, Instagram, Virtual Public Sphere

Abstract

This study analyzes the representation of patriarchy and women’s resistance in the film Women from Rote Island using Roland Barthes’ semiotic framework. Through a qualitative approach and repeated viewing of the film, data were examined across three levels of meaning. At the denotative level, the film shows scenes of violence, control, and social inequality affecting women. At the connotative level, these images reveal stigma, subordination, and the emergence of symbolic resistance through courage and solidarity. At the myth level, patriarchy appears as a naturalized ideology, while the film constructs a counter-myth that repositions women as independent agents capable of challenging injustice. The study concludes that tradition is negotiable and the film functions as a cultural critique of gender relations in traditional societies.

Abstract

This study examines the organizational communication network within the Surabaya Education Foundation of August 17, 1945 (YPTA Surabaya), particularly focusing on its protocol unit, which manages ceremonial activities and institutional relations. Given the complexity of the structure and the intensity of official activities, a structured and efficient communication network is essential. Using a sociometrics-based communication audit approach, the research maps the communication network of the protocol and assesses its effectiveness. The research method involves a descriptive qualitative case study, with data collected through observation, in-depth interviews, and documentation. Sociometric analysis is employed to visualize relationships through sociograms, identifying key communication nodes, dominant actors, and those less involved in the flow of information. The findings reveal a centralized communication network, heavily reliant on a few key individuals as the main conduits for information. Informal communication patterns dominate coordination, leading to potential message distortion and coordination issues. The study concludes that the protocol’s effectiveness is significantly impacted by the uneven communication structure and recommends strengthening the network with formal communication mechanisms, clearer SOPs, and enhanced coordination within the protocol unit. This research contributes to the development of communication audit studies in educational organizations and offers insights into sociometrics-based network mapping.

Abstract

This study explores the digital transformation of the Public Service Mall (PSM) in Indonesia, emphasizing its role in enhancing bureaucratic efficiency, accessibility, and public satisfaction. Employing a qualitative library research approach, the analysis synthesizes existing literature, policy documents, and case studies to comprehensively understand the concepts, strategies, and challenges associated with digitalization in public services. The findings highlight that digital transformation, particularly through integrated and user-friendly online platforms, significantly reduces procedural complexity, shortens service delivery times, and broadens access for remote and underserved communities. Key supporting technologies such as cloud computing, artificial intelligence, and robust data security are vital for effective implementation, while strong policy frameworks and inter-agency collaboration underpin sustainable development. Despite notable progress, challenges including infrastructural limitations, human resource capacity, resistance to change, and regulatory barriers must be addressed through targeted investments, capacity building, and regulatory harmonization. The study concludes that a holistic and adaptive approach, coupled with ongoing research into social impacts and regional best practices, is essential to realize the full potential of digital public services and foster inclusive, efficient, and transparent governance in the digital era.
