Abstract

This research aims to evaluate the management of BUMKam (Village-Owned Enterprises) in increasing the Original Income of Doyo Baru Village in Jayapura Regency, as well as analyzing the supporting and inhibiting factors. This research is important to support the economic independence of Doyo Baru Village through effective and efficient BUMKam management. This research uses a qualitative research approach with a research location in Doyo Baru Village, Waibu District, Jayapura Regency. With data collection techniques, namely interviews, observation, and documentation. data analysis includes data reduction stages, data display, and conclusion drawing and verification.  The results of this study indicate that in terms of effectiveness, success lies in fulfilling the previously planned program.  Efficiency, has been maximized. Adequacy, has met the needs of the village community. Equality, the community enjoys the Village-Owned Enterprise program because its management involves the village community. Responsiveness, the community has a good response because it provides satisfaction to the target group. Accuracy, has been carried out well because the program implementation system has been implemented.  Supporting factors, the community and administrators motivate each other in running the program, while inhibiting factors, not all people are involved in program management.

Abstract

This research aims to analyze the implementation of disciplinary policies for the State Civil Service in the Finance Section of the Regional Secretariat of Jayapura Regency; and analyze and describe factors that support and hinder the implementation of disciplinary policies for the State Civil Apparatus in the Finance Section of the Regional Secretariat of Jayapura Regency. The research approach used in this research is a descriptive research approach with a qualitative approach. The results of the research show that the implementation of the State Civil Apparatus discipline policy in the Finance Section of the Regional Secretariat of Jayapura Regency according to the theory of Donald Van Meter and Carl Van Horn, based on the size and objectives of the policy, has become the basis for the State Civil Apparatus to work according to the Main Duties and Functions of each position. owned by employees; Human resources are quite good; The characteristics of the implementing agent are in accordance with applicable regulatory provisions; The attitudes and tendencies (Disposition) of implementers are still not understood in depth; Communication between organizations has been carried out in accordance with existing disciplinary regulations, namely coordination with the Regional Personnel Agency (BKD) of Jayapura Regency; and The external environment which includes the economic, social and political environment of ASN and the environment influences employee discipline. Supporting factors include enforcement of disciplinary rules; ease of policy content and employee environmental conditions, while inhibiting factors consist of employees lacking time discipline and less effective use of facilities.

Abstract

This research aims to examine and analyze the Implementation of Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province. As well as reviewing and analyzing supporting and inhibiting factors for the implementation of Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province. This research is important to optimize the role of BUMDs such as PT. Bank Papua in increasing Papua's Original Revenue for sustainable development. This research uses a qualitative research approach with the research location at PT. Bank Papua Papua Province. Data collection techniques are observation, interviews and documentation. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this research show that the implementation of the Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province, researchers found that, Communication, implemented by the Papua regional government, can have a positive impact. Resources, adjust the amount of funds available or implement according to the amount of funds available. Disposition, source of income so that it can cause less than maximum results. Bureaucratic structure, agencies have obligations and responsibilities, and everything is carried out well by stakeholders as users. Supporting and Inhibiting Factors for Implementing Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province, researchers found that, Internal factors, regional income from optimization efforts to extract large sources of income with good management. External factors, minimal control and supervision from PT. Papua Bank.

Abstract

This research aims to explain how the implementation of the Digital Population Identity (IKD) Policy in Increasing Public Awareness of Population Document Ownership in Jayapura Regency which also reveals the inhibiting and supporting factors of the policy implementation, as well as analyzing efforts to optimize its implementation. This research is important, because Digital Population Identity (ID) is a strategic innovation to improve the efficiency of public services, but its implementation in Jayapura Regency still faces challenges that require implementative solutions. This research uses a type of qualitative research with a public policy research approach. Data collection techniques include interviews, observation, and documentation. The research instruments used were interview guides, notebooks, and recording devices. The informants were selected purposively, while the data analysis followed the stages of data reduction, data presentation, and conclusion drawing and verification. The results showed that the implementation of the Digital Population Identity (IKD) policy in Jayapura Regency faced challenges in the aspects of communication, resources, disposition, and bureaucratic structure. Socialization through various media has been carried out, but limited human resources, infrastructure, and budget are the main obstacles. Nevertheless, the commitment and proactive attitude of policy implementers show the important role of disposition in the success of the program. To be more effective, an increase in resource allocation, additional human resources, training, and SOP adjustments are needed. An integrated socialization strategy and revision of the Dukcapil Renstra to include IKD as a priority are also important to increase public awareness and achieve the IKD target.

Abstract

This activity aims to provide education and knowledge about understanding and recognizing the characteristics of the authenticity of Rupiah banknotes for the 2022 emission year in the activities of the Sunday school children of the Kingmi Eklesia Angkasa Church, Jayapura City in carrying out family, congregational and state economic activities. The methods used are lectures, discussions and questions and answers. This activity was welcomed by the church and the Sunday school children of the Kingmi Eklesia Angkasa Church, Jayapura City, gained knowledge about how to recognize genuine payment instruments.

Abstract

This study aims to analyze the implementation of policies for handling People with Mental Disorders (ODGJ) at Abepura Mental Hospital. The background of this research focuses on the importance of fulfilling human rights for ODGJ, which is regulated in the Law of the Republic of Indonesia. The theoretical study uses George C. Edwards III's policy implementation model, which includes four key variables: communication, resources, executive disposition, and bureaucratic structure. The research method used was qualitative with a phenomenological approach, involving in-depth interviews with key informants from the Social Service, Abepura Hospital, and ODGJ families. The results of the study show that communication between agencies is going well, but human resources and facilities are still limited, hindering optimal service. The attitude of the implementers shows a positive attitude and high commitment in handling ODGJ, despite the challenges in the bureaucratic structure that are not yet fully supportive. The conclusion of this study confirms that the implementation of the policy for handling ODGJ at Abepura Hospital has been running well, but still needs improvement in terms of resources and facilities. The suggestions given include increasing the number of mental health workers, strengthening facilities and infrastructure, and educating the public to reduce stigma against ODGJ. This research is expected to provide recommendations for related parties in improving mental health services in Papua.

Abstract

Ilmu Ekonomi mikro mempunyai tujuan untuk memahami perilaku mahasiswa (konsumen) dan Dosen (Produsen) dalam mengambil keputusan ekonomi untuk meningkatkan kesejahteraan masyarakat di Kampus. Hal ini penting disampaikan pada Dosen dan Mahasiswa di lingkungan Universitas Cenderawasih. Mencerdaskan kehidupan bangsa adalah salah satu tujuan utama dari sistem pendidikan di Indonesia juga untuk meningkatkan kesejahteraan masyarakat pada Perguruan Tinggi di lingkungan Universitas Cenderawasih. Untuk mencapai hal tersebut, memastikan bahwa ruang Pendidikan baik secara fisik, emosional, maupun psikologis-sehat, aman, dan nyaman menjadi hal yang sangat krusial. Kegiatan Training of Trainer dan Sosialisasi Pencegahan dan Penanganan Kekerasan Seksual (PPKS) ini perlu dilakukan dengan melibatkan laki-laki dan perempuan yang hasilnya ada pemahaman pengetahuan PPKS dalam kehidupan kampus oleh mahasiswa (konsumen) dan Dosen (Produsen) baik laki-laki dan perempuan dalam setiap Fakultas di Universitas Cenderawasih. Adapun tujuan kegiatan pengabdian adalah; Egedukasi pengetahuan tentang Pencegahan dan Penanganan Kekerasan Seksual (PPKS) pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih Kota Jayapura. Hasil kegiatan pengabdian pada Dosen dan mahasiswa di lingkungan Universitas Cenderawasih dengan memberikan pemahaman tentang, Pentingnya Mencerdaskan Kehidupan Bangsa dengan Memastikan Ruang Pendidikan Yang Sehat, Aman, Nyaman pada Dosen dan Mahasiswa Universitas Cenderawsih dan Pengetahuan dan Pencegahan dan Penanganan Kekerasan Seksual (PPKS).

The assessment of regional expansion policy is important as an effort to equalize development and improve public services in underdeveloped and remote areas. This study aims to describe and analyze the implementation of Regional Regulation No. 5 of 2006 concerning the establishment of 51 districts, 517 villages, and 1 sub-district in Yahukimo Regency as an indicator of community development. The urgency of this research is to evaluate the effectiveness of regional expansion in overcoming inequality and improving public services in underdeveloped areas. The focus of the study includes policy content, policy environment, policy outcomes, and factors that support and hinder its implementation. This study uses a descriptive qualitative approach with a case study method. Data collection techniques include in-depth interviews, participatory observation, and documentation study, while data analysis techniques are carried out through data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the policy has not been fully optimized. Although there has been an expansion of government administration to remote areas, there are still significant obstacles such as limited infrastructure, minimal human resource capacity, and weak coordination between districts. The policy environment shows that the influence of local power and the involvement of political elites is quite dominant, but this has not been balanced by the active participation of grassroots communities. In terms of policy outcomes, there have been changes in the structure of government, but these have not been significant in accelerating public services and community welfare. This study recommends the need to strengthen the capacity of village officials, develop a roadmap for development based on customary territories, and implement integrated evaluative oversight across all levels of government.
