Abstract

This research aims to examine and analyze the Implementation of Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province. As well as reviewing and analyzing supporting and inhibiting factors for the implementation of Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province. This research is important to optimize the role of BUMDs such as PT. Bank Papua in increasing Papua's Original Revenue for sustainable development. This research uses a qualitative research approach with the research location at PT. Bank Papua Papua Province. Data collection techniques are observation, interviews and documentation. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this research show that the implementation of the Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province, researchers found that, Communication, implemented by the Papua regional government, can have a positive impact. Resources, adjust the amount of funds available or implement according to the amount of funds available. Disposition, source of income so that it can cause less than maximum results. Bureaucratic structure, agencies have obligations and responsibilities, and everything is carried out well by stakeholders as users. Supporting and Inhibiting Factors for Implementing Regional Owned Enterprise Policy in Increasing Original Regional Income in Papua Province, researchers found that, Internal factors, regional income from optimization efforts to extract large sources of income with good management. External factors, minimal control and supervision from PT. Papua Bank.

Abstract

This research aims to explain how the implementation of the Digital Population Identity (IKD) Policy in Increasing Public Awareness of Population Document Ownership in Jayapura Regency which also reveals the inhibiting and supporting factors of the policy implementation, as well as analyzing efforts to optimize its implementation. This research is important, because Digital Population Identity (ID) is a strategic innovation to improve the efficiency of public services, but its implementation in Jayapura Regency still faces challenges that require implementative solutions. This research uses a type of qualitative research with a public policy research approach. Data collection techniques include interviews, observation, and documentation. The research instruments used were interview guides, notebooks, and recording devices. The informants were selected purposively, while the data analysis followed the stages of data reduction, data presentation, and conclusion drawing and verification. The results showed that the implementation of the Digital Population Identity (IKD) policy in Jayapura Regency faced challenges in the aspects of communication, resources, disposition, and bureaucratic structure. Socialization through various media has been carried out, but limited human resources, infrastructure, and budget are the main obstacles. Nevertheless, the commitment and proactive attitude of policy implementers show the important role of disposition in the success of the program. To be more effective, an increase in resource allocation, additional human resources, training, and SOP adjustments are needed. An integrated socialization strategy and revision of the Dukcapil Renstra to include IKD as a priority are also important to increase public awareness and achieve the IKD target.

Abstract

Dinas Kependudukan dan Pecatatan Sipil Kabupaten Asmat menghadapi berbagai kendala dalam implementasi kebijakan KTP-El. Oleh karena itu, perlu dilakukan evaluasi terhadap kebijakan tersebut. Permasalahan dan keberhasilan implementasi kebijakan KTP-El tentunya juga tergantung pada pihak Dinas Kependuudkan dan Pencatatan Sipil Kabupaten Asmat, selaku lembaga pelaksana teknis. Tujuan dilaksanakannya penelitian ini adalah untuk mengetahui implementasi kebijakan KTP-El di Kabupaten Asmat apabila ditinjau dari faktor Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Berdasarkan pendekatan yang digunakan, penelitian ini termasuk dalam jenis penelitian kualitatif. Penelitian ini dilaksanakan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat. Objek yang diteliti pada penelitian ini adalah implementasi kebijakan KTP-El. Pengumpulan data dilakukan melalui wawancara, observasi dan studi pustaka. Analisis data dilakukan secara deskriptif kualitatif melalui reduksi data, penyajian data dan pengurus dan verifikasi data. Hasil penelitian menunujukkan bahwa dalam implemetasi kebijakan KTP-EL di Kabuapten Asmat sudah cukup baik, namun masih menghadapai beberapa permasalahan. Ini terlihat dari pelaksanaan di lapangan yang masih menunjukkan kekurangan yang dialami oleh pemerintah daerah kabupaten Asmat. Namun Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat terus berupaya dalam memberi pelayanan terhadap KTP-EL. Bentuk kegiatan implemetasi dari kebijakan Kemendagri tentang program KTP-EL adalah dengan melakukan pelaksanaan pembuatan KTP secara eletronik yang sebelumnya secara manual. Tujuan pemerintah membuat kebjiakan pelaksanaan program KTPP-EL adalah agar terciptanya tertib administrasi dan mencegah dampak negatif dari penggunaan KTP manual yang dilakukan oleh pihak-pihak yang tidak bertanggung jawab yang dapat merugikan pemerintah dan mayarakat.Kata Kunci: Implemetasi, Kendala, dan Upaya Kebijakan KTP-El.ABSTRACTThe population and civil regsitration regency in Asmat Distric is face various constrains in the implementation of e-ID Card policy, Therefore, it is need to carry out the evaluation toward its policy. The problems and succes of the implemetation policy for e-ID program are also depending on the population and civil registration regency in Asmat Distric, as the technical implementation instituion. The purpoes of this research are knowing the implentation of e-ID in Asmat Distric. Based on approach used, this kind of research is qualitative research. This research implemented in the population and civil registration regency in the Asmat Distric. The object investigated in this research is the implementation policy of e-ID program. The data collection techniques used is through interview, observation, and the literature study. The data anlysis used is descriptive qualitative through data reduction, the presentation of data and the verifiacation data. The result of the research showed that the implementation of e-ID cards in Asmat District is good enough, but still faces some problems. This is seen from the execution on the ground that still show deficiencies experince by the local government Asmat Distric. Form of implementation of the policy activities of the Ministry of Interal afffairs of e-ID card program that was previously manually. Abstract

Latar Belakang: Penelitian ini bertujuan untuk menilai efektivitas pemanfaatan mesin ADM (Anjungan Dukcapil Mandiri) dalam penerbitan dokumen administrasi kependudukan di Kota Jayapura, Provinsi Papua, yang merupakan bagian dari inovasi digital untuk meningkatkan pelayanan publik. Tujuan: Untuk mengetahui efektivitas mesin ADM dalam penerbitan dokumen kependudukan, faktor penghambat yang ada, serta upaya yang dilakukan untuk mengatasi kendala tersebut. Metode: Pendekatan kualitatif digunakan dalam penelitian ini, dengan fokus pada observasi langsung dan wawancara untuk mengumpulkan data terkait pengalaman masyarakat dan petugas di lapangan. Hasil: Hasil penelitian menunjukkan bahwa mesin ADM telah meningkatkan efektivitas pelayanan dalam penerbitan dokumen kependudukan, meskipun terdapat beberapa kendala terkait konektivitas, perangkat keras, dan kesadaran masyarakat. Meskipun demikian, mesin ADM memberikan kemudahan dan efisiensi dalam proses administrasi kependudukan. Kesimpulan: Mesin ADM memberikan kontribusi signifikan terhadap pelayanan administrasi kependudukan, namun diperlukan peningkatan pada aspek efisiensi dan pemahaman masyarakat agar pemanfaatannya lebih optimal.

Abstract

Penelitian ini dilatarbelakangi oleh pentingnya evaluasi kebijakan digitalisasi pelayanan pajak melalui sistem e-Filing sebagai bagian dari reformasi administrasi perpajakan, khususnya dalam meningkatkan kepuasan Wajib Pajak Orang Pribadi pada KPP Pratama Jayapura. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan digitalisasi pelayanan pajak melalui sistem e-Filing, mengevaluasi pengaruh kualitas pelayanan terhadap kepuasan wajib pajak, mengidentifikasi faktor-faktor yang memengaruhi kepuasan wajib pajak, serta merumuskan upaya peningkatan kepuasan wajib pajak. Penelitian ini menggunakan pendekatan mixed methods dengan jenis penelitian evaluatif. Data kuantitatif diperoleh melalui penyebaran kuesioner kepada 395 Wajib Pajak Orang Pribadi yang dipilih dengan teknik simple random sampling, sedangkan data kualitatif diperoleh melalui wawancara terhadap 5 informan kunci. Data kuantitatif dianalisis menggunakan regresi linear berganda, sedangkan data kualitatif dianalisis dengan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi kebijakan digitalisasi pelayanan pajak melalui sistem e-Filing di KPP Pratama Jayapura telah berjalan melalui integrasi antara sistem digital dan dukungan pelayanan petugas. Secara parsial, kualitas pelayanan, kemudahan sistem e-Filing, dan kompetensi petugas berpengaruh positif dan signifikan terhadap kepuasan wajib pajak. Secara simultan, ketiga variabel tersebut juga berpengaruh signifikan terhadap kepuasan wajib pajak dengan nilai koefisien determinasi sebesar 40,5%. Kompetensi petugas merupakan faktor yang paling dominan dalam memengaruhi kepuasan wajib pajak,

Supervision of village governance is an important aspect in achieving accountability and transparency. The Village Consultative Body (Bamuskam) has a strategic role in supervising the performance of the Village Government, particularly in the stages of planning, implementation, and reporting. However, in practice, this role has not yet been optimally carried out in Ifia-Fia Village, Arso Barat District, Keerom Regency. This study aims to analyze the role of Bamuskam in supervising the performance of the Ifia-Fia Village Government and to identify the factors influencing the implementation of such supervision. This research uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving informants from Bamuskam members, village government officials, and the community. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings show that the supervisory role of Bamuskam has not been optimally implemented. In the planning stage, supervision has not been effective due to the absence of Village Deliberation as a key stage, resulting in the failure of preliminary supervision. In the implementation stage, supervision remains individual, not institutionally coordinated, and not comprehensive. Meanwhile, in the reporting stage, supervision has not been conducted due to the absence of accountability reports, evaluation forums, and adequate feedback mechanisms. The influencing factors include limited human resource capacity, insufficient understanding of regulations, low community participation, and unstable village governance conditions. Thus, it can be concluded that Bamuskam supervision has not been effective, systematic, and sustainable in supporting accountable, participatory, and transparent village governance.
