Abstract

The National Work Standardization System is a community empowerment facilitator as well as a set standard for assessing the skills and skills of the workforce to be relevant to competency-based needs and able to compete globally. The National Standardization of Working System covering in training, apprenticeship, certification of labour which has been listed in the Regulation of the Minister of Manpower Number 5 of 2012.The purpose of this research is to know how Implementation of Regulation of Minister of Manpower Number 5 of 2012 which refers to National Work Standard System at Semarang Labour Training Center as well as any factors that support and inhibit the success of the effective national working standard system. This research uses qualitative method to describe how the training activity of Indonesian Workers in Semarang Training Center of Semarang in terms of labor and trainer instructor by using theory of implementation study and public policy as research guideline.Based on the Research Result that the Implementation of National Work Standardization System in the training of Workers at Semarang Training Center of Semarang runs less effective because of collision in the convoluted communicationbecause of the many levels of long bureaucracy and lack of discipline of his attitude in every policy actors so not all The workforce has the ability to be competent in accordance with the syllabus that has been set in the Regulation of Minister of Employment Number 5 of 2012. But in terms of facilities, funding, and the allocation of training time with the curriculum can be said to be effective implementation. Suggestion given for the quality improvement of worker trainingprogram at Semarang Labour Training Center is the need to do strictly instructor sorting with competent foreign language skills test so that instructors who train the workforce are not only  ex-Labour who are competent but Also a person who has the ability to teach so that the workforce is really effective in carrying out the training and their ability can be in accordance with the National Standardized Working System in the set.  Keywords:  Implementation, Regulation of the Minister of Manpower,               National Work Standardization System, Training, Manpower.

Abstract

This research is aimed at getting the overview about the land procurement mecanism and the negotiation process for building of Ungaran – Bawen toll roads. This building of Ungaran – Bawen toll roads includes 9 (nine) village : Beji, Karangjati, Wringin Putih, Ngempon, Klepu, Derekan, Lemahireng, Kandangan, and Bawen. This construction project is planned will take 11,95 Km.From the result taken, shown that the problem that delayed the compensation issued for this project is the amount of the compensation itself. The process begun by the dealing for the location by the Central Java Governor by His decision No. 620/13/2005. later by the Major of Semarang Regency Decision No. 593.05/241 concerning The Officer Appointing for The Implementation of the Land-Obtaining for Public Interest of Semarang Regency. Mechanism of land in the construction of toll roads Ungaran – Bawen consisting of 4 (four) the process, namely planning, preparation, implementation ant the delivery of result. The steps up to the compensation payment are socializing, settling ROW, measuring, inventorying building and plant, publishing the measurement result, price discussing, compensating, land-right, releasing and certificating. Here the negotiations be vital processes in the implementation of the determination of the compensation. Even though negotiations has been done there are still people who do not agree with the amount of compensation being offered, until finally P2T take the final step is to conduct consignation, namely by depositing compensation to justice.Keywords : Negotiation, Compensation

Abstract

In reaching the whole system of democratic government, Indonesia hasundertaken the process of democratization (the transition, consolidation, and maturingpolitical culture community). This background has been made in this study. Problemsthat arise: How do students' perceptions of the Faculty of Social UNDIP aboutdemocratization in Indonesia?The purpose of this study was to describe the perceptions of students FISIPUNDIP about democratization in Indonesia. The data was collected throughquestionnaires with a population of as many as 3083 students of Faculty of SocialUNDIP and total sample of 100 students of Faculty of Social UNDIP. This type ofresearch is descriptive quantitative research.The analysis showed that the democratic system is in conformity with thesystem of government in Indonesia. College students who are part of the public haveconfidence that the ongoing democratization in Indonesia has done well but notconvinced that democratization in Indonesia (with the implementation of thetransition and consolidation) have been able to improve the socio-economicconditions of society and makes government of Indonesia to be better.Recommendations from this study are (i) For the government: provide earlyeducation about the system politic, providing open space for society, more transparentand accountable in the implementation of the system of government. (ii) For thecommunity: makes democracy as a way of life that guides the livelihood of thenation, more caring and actively participate in the political system in Indonesia. (iii)For college students: waged back the fighting spirit in defending the fate of nations,revive its role as an Agent of Change to give change for the people and governmentof Indonesia (by not doing harm to others).Keywords: Perseption, Democratization and College Student

Abstract

Melalui sebuah karya Pramoedya Ananta Toer berusaha untuk menanamkan gagasannya dari jalinan cerita. Novel sebagai sebuah karya fiksi memberikan gambaran kehidupan tokoh-tokoh di dalamnya. Sebagai hasil kerja kreatif novel tidak hanya menyampaikan tetapi juga menampung ide, teori, dan sistem berpikir manusia. Tetralogi Buru yang terdiri dari Bumi Manusia, Anak Semua Bangsa, Jejak Langkah, dan Rumah Kaca mengungkapkan nasionalisme.Untuk melihat gagasan nasionalisme dalam Tetralogi Buru maka penulis menggunakan metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, studi kepustakaan, hermeunetika dan dokumentasi. Abstract

In 2014, Indonesia will be held of President and Vice President elections. Candidates for President and Vice President are they which derived from political party ,Even it from mixed political party ( coalitions ) that have met the requirements of has got 20% of DPR, DPD, and DPRD seats. The presidential elections in 2014 will be carried out in accordance with Law (Undang-undang) No 42 of 2008 about the election of a President and Vice President.Purpose of this research which to know ideal leader according to young voters in Semarang based on President and Vise President election 2014. This research uses the type of exploratory data analysis of quantitative.Based on these data, it will be examined in research is how ideal leader according to young voters in the next president and vise president election. Of the research results, it can be concluded that ideal leader according to young voters is leaders who are not legally flawed, leaders who have a sense of concern for his members and leaders who have a clear vision and mission.Political party can make this research as a barometer to find or establish of nominee leaders who will advance to the next presidential election. Political party in determining of nominee leaders who will advance as participants presidential election, should pay attention to the criteria that have been described in this research. Abstract

The existence of shadow station is a phenomenon that appears as a form of policy that made by the user community. Shadow stations appear in several locations which according to the user community are strategic locations. Jatibening Shadow Station located in the toll road area of ex Pondok Gede Timur. Its existence facilitates the needs of the community, but violates the existing rules. This caused a conflict between PT. Jasa Marga as the toll road manager and the community around the station. Conflict of the existence of Jatibening  Shadow Station has purpose to knowing how to resolve conflicts and the results of existing conflicts resolution, as well as knowing the appearance of the Jatibening Shadow Station itself.This study uses a type of descriptive research with a qualitative approach. Qualitative approaches use structured interview techniques, field observations, and document review. Document review is used by adding data from books, scientific papers, and articles from the internet that support research.Activities at Jatibening Shadow Station have been going on for a long time. The results showed that the main cause of the community's rejection of the total closure of Jatibening Shadow Station was its very strategic location being the main attraction of the Jatibening Shadow Station. Its existence also helps the economy of the surrounding community. PT. Jasa Marga want to restore the function of the toll road in accordance with existing regulations triggers different conflicts of interest. Compromise was taken as a middle ground in resolving conflicts over the existence of Jatibening Shadow Station. The compromise taken resulted in a letter of agreement between the two parties. Abstract

From time to time Semarang experienced flooding and sea water overflowing. This is because in the north which also called Kota Bawah is located lower than the sea. Implementation Policy of government has tried various policies in addressing the flood and sea water overflowing through the polder system, elevating the road and installing drainage. But when it viewed from the conditions in the field that flooding and overflowing of sea water are increasingly venturing into the city, it can be said until now the problem cannot be resolved.The purpose of this study was to determine the efforts of Semarang City Government in the implementation policies and know the obstacles faced in addressing flood sea water overflowing. This research was conducted at the Department of Water Resources and Energy and Mineral Resources of Semarang. This study uses qualitative and descriptive type of analysis, while the method of data collection was conducted through interviews and observation.Based on the analysis of implementation policy by Donald S. Van meter and Carl E. Van Horn who has six indicators, namely; standards and objectives, resources, inter-organizational relationships, implementing characteristics, socio-economic and political conditions, implementers disposition yet also shows the effective and efficient results. The results of this study indicate that implementation policy of Semarang in addressing the flood and sea water overflow according to the Regional Regulation No. 14 Year 2011 about Spatial Planning of Semarang Year 2011-2031 not optimal due to the flood still happened in some parts of the city of Semarang like in Johar Market area of Semarang is always experienced flooding when the rainy season and suffered sea water overflows when the rising tide inundation that occurred in most of the area.Referring to the results of the study suggested implementation policy of Semarang Government to control the flood and sea water overflow in an integrated and sustainable thus produce a more optimal achievement.Efforts should be made by the Government such as constructing of the addition of water pumps, constructing of the addition of retention ponds and enhance cooperation with Japan International Corporate Agencies relevant parties to resolve the flood in the city of Semarang.Keywords: Implementation Policy; Floods; Sea water overflow

Abstract

Abstract. Electronic Government abbreviated e-Gov is the application of information and communication technology systems used and developed by the government in providing services to the community whenever and wherever people can get easy access to information and public services provided by the government. The essence of e-Gov implementation is to improve the quality of government services by utilizing information technology. The purpose of this study is to illustrate how the application of e-Gov in an effort to create Good Governance and to identify the support and obstruct factors e-Gov application in the Department of Population and Civil Registry of Semarang Regency.The research method using qualitative method with triangulation data that is observation, interview and data written or archive. Informants in this study are Head of Population Registration Services, Head of Civil Registration Services, Head of PIAK and Data Utilization and Head of Information Administration Division of Population Department of Population and Civil Registry of Semarang Regency.The results showed that the based governance of e-Gov in the Department of Population and Civil Registration of Semarang Regency is still classified in the Integration stage. Where the Department of Population and Civil Registration of Semarang Regency has been using a variety of digitalization services to support its tasks, but it can not be done optimally. There are 4 of 5 types of transformation points that can not be fulfilled, including services to the citizens to service by the citizens, traditional citizens to the online citizens, the digital divide to digital democracy and paper-based document to government online. There are three factors that obstruct the implementation of e-Gov in the Department of Population and Civil Registration of Semarang Regency, such as communication, resources and disposition. Abstract

Abstract.Implementation of Public Service Obligation to BUMD PT Transjakarta asgovernment effort to realize good governance and oriented to public service. With thesubsidy, it is hoped that the people can switch to public transportation Transjakarta. Theissues raised in this study: how the implementation of Pergub No. 62 of 2016? And whatare the factors affecting the implementation process of Pergub?The purpose of this study is to understand how the implementation of public serviceobligations to BUMD PT Transjakarta in accordance with Pergub No. 62 of 2016 and thefactors that affect the implementation process.In answering the problems and objectives done by using the theory of goodgovernance, policy implementation is used as one of the formal process to implement apolicy and public service in the field of transportation.The results showed that in the implementation of Pergub No. 62 of 2016 has been implemented in accordance with the mechanism set out in the Pergub that is through the stage of proposal, verification, budgeting and implementation, disbursement, reporting and accountability. In the implementation there are two supporting factors namely disposition that shows the commitment of implementors in implementation and resources both from human resources and finance. Also found two factors that become obstacles implementation are communication and bureaucratic structure.

Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament .
