Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament . Abstract

ABSTRACTTubanan village is a village with a large number of the population in the district Kembang subdistrict of Jepara. Tubanan village is also famous for its PLTU Tanjung Jati B located in the Tubanan village. Many pros and cons with the existence of the PLTU Tanjung Jati B in the Tubanan village. The problems that occurs is hampered by land acquisition price of the land that does not comply with requests from the public. Of the problems that often occur in Tubanan village, a group of community building Non-Government Organizations (NGO) that aim to help and assist the public role in resolving cases.The purpose of this study to determine the role of Non-Government Organizations (NGO) in community development afterbuilding PLTU Tanjung Jati B in Tubanan village, Kembang districts. The method of this study used a qualitative descriptive approach-analytic.PLTU Tanjung Jati impacts both positive and negative. The community also affected by the environmental damage resulting from the operation PLTU Tanjung Jati B. In the case of course Non-Government Organizations big role and contribute in helping resolve problems that occur. Compagnie is a Non-Government Organization that is still active in the Tubanan village. This Non-Government Organization very active role for the community in solving a case. Besides development helps the community in a new job.The role of Non-Government Organizations in the Tubanan village inactive value. However, the need for improvement in terms of supervision of theNGO. So the need for cooperation by the Non-Government Organizations,community and village government in terms of solving a case.Key words : Non-Government Organization, Community Empowerment.

Abstract

This research was conducted to discuss the phenomenon of shadow state that occurred in Tegal City during the period of SitiMasitha-Nursoleh leadership. To examine the figures indicated as actors behind the shadow state phenomena, the practice of shadow state phenomenon in Tegal City Government, and what impact the shadow state phenomenon have emerged. The research method used is a qualitative approach by collecting primary data through in-depth interviews with several informants from several parties. Required data for the study of documents related to the research. The results showed that the shadow state phenomenon in Tegal City Government during the period of leadership of Siti Masitha-Nusoleh indicated to occurr since the beginning of Siti Masitha-Nursoleh leadership. Shadow state phenomenon that happened in the form of the involvement of parties outside the formal government in managing government bureaucracy in the city of Tegal and the use of bureaucracy as a political tool for the interests of regional heads and actors outside the formal government.Keywords: Shadow State, Bureaucracy, Informal Government.

Abstract

AbstractThis study was conducted to explain the process of management of flats in the city of Semarang and to know the obstacles that occur in the process of managing these flats. Flats is one good program to be implemented in urban areas such as the city of Semarang. Which is the main target for the victims of natural disasters, and low-income people who do not have homes .The subjects of this study is City Planning and housing and as a manager UPTD Home Rent Flats. The method used is qualitative research methods. Researchers collected data through interviews and observation in flats and look for supporting data.From the results of research conducted in the shade DTKP UPTD Rental Homes . It can be seen that the process of managing flats starting with the opening of registration for the MBR renting flats that do not have homes , people do miss every 1 week 2 times / more , with the balance of the income factor . MBR occupying flats to rent between Rp.55.000 pay up to Rp . 110,000 per month and is based on the Decree of the Head DTKP . However, in relation to the implementation of the maintenance carried out by housing and settlement . In the system of payment of rent , there are two systems that are currently running. First , the staff UPTD came to visit residents in public housing , and Second people can immediately pay directly to the manager 's office . There are barriers that result in less than optimal management , among others , took to the field staff which is inadequate because less people and factors affecting age , weak regulatory system , triggering residents to sign and peddle copies of flats , unpredictable weather conditions and the overlap overlapping interests in the management of flats.To reduce such violations shall have full authority managers, personnel managers should be added and placed in each location flats , the need to cooperate with other agencies in order to maintain a sense of comfort for the citizens of towers , the manager should also have an attitude of firmness to prevent deviations often occur .keywords : process management , residential , flats

Abstract

Semarang city is one city that has a high population is 1.558.380 people. Currently, with the availability of land in the city of Semarang is inversely proportional. So the population of Semarang is high but the availability of land is limited. So the government's efforts in addressing the problem of Semarang is to shape the development of sub-centers in the region such as in Sub Mijen Semarang. Semarang City Government has made a policy in the form of Regulation (Regulation) No 14 of 2004 on Spatial Plan Details section of Semarang City region in Sub Mijen Section IX.The purpose of this study to determine the implementation of spatial planning and urban areas in the district Mijen Semarang, factors supporting and inhibiting factors in the implementation. The method of this study used a qualitative descriptive approach-analytic. There are 4 variables in seeing the implementation of spatial planning, namely the content and context of the policy, the purpose and function of land use, land use, and land use control system.Factors supporting the implementation of the arrangement of space and territory in the district of Semarang Mijen include the presence of a clear policy, availability of environmental data and geological information; commitment from policy implementers; cooperation between government agencies, private sector, and communities; and budget. While the obstacles to implementation is communication, government oversight Semarang, unresolved land acquisition,2and lack of support from the local community towards the development ofconstruction in the District Mijen Semarang.Implementation of Spatial Planning and Urban Area in District MijenSemarang assessed effectively. However, the need for improvements in thesupervision of the government of Semarang. Abstract

With regional autonomy the region of its increasingly dominant leadership in developing the potential of each area. The regional head and deputy as a command is selected in the leadership package in local elections expected to be more solid and harmonious. most areas in Indonesia disharmony between regional head and deputy. In an issue of North Sumatra governor and his deputy disharmony period 2008 - 2013, the local newspapers that intensively preach disharmony even featuring actor causes between 2 rumored strained. This study aims to determine how the process and chronologically through the concept of disharmony with aspects of assessment. By using descriptive analysis found that the disharmony of this stems from the recognition of Governor Syamsul Arifin about out of harmony with his deputy and then to the parliament so that a debate in the parliament of North Sumatra was later published by some local newspapers in North Sumatra. newspaper stories become the way in researching the disharmony. there are two major issues related to this disharmony that roles and responsibilities are problematic and the inauguration of the regional secretaries were impressed defenitif delay. In fact a package of proven leadership has elements that could potentially encourage disharmony. Of the various aspects of the assessment can be seen that the disharmony is happening not only political and legal aspects but personal and relational aspects as well as organizational and technical aspects of the delivery is no longer fit to raise a more solid leadership and harmony. Keep in consideration of the election of a package in which the position of deputy head of the region have an impact in improving the performance of regional heads. Another alternative is the deputy head of the region mainly been vice governor eliminated only through civil or even the removal of a package of election.

Abstract

Implementation of discipline in the Bureau of Personnel, Central Java Regional Secretariat seen that there are still employees who do not carry out their duties according to established standards. In addition there's also an employee who came late, lack of discipline, playing games, eating his lunch before the specified hours, go home before work, and many employees were chatting during working hours, in addition to employees who often went out of the office during working hours for personal gain, so the effect on the performance of employees in the Bureau of Personnel Secretariat of Central Java province.Organization and Personnel Bureau has the function as in Article 194, among others, the task of policy formulation pelaksanaann area in the field of organization and staffing, and staffing, coaching and facilities in the field of local governance and staffing organization. The method used in this research is descriptive / qualitative qualitative outline of the implementation of the work discipline. The data collection was done by in-depth interviews to several informants representative and obtained documentation.The results of this study show that implementation of the discipline of civil servants under Regulation 53 of 2010 on the Organisation and Personnel Bureau is still considered quite necessary improvements, in terms of discipline comply with working hours is still not good, the sanctions imposed on the Bureau Orpeg it is still not up to the right target. It is based are still many employees who violate discipline and barriers that exist towards discipline in this Orpeg Bureau is a lack of awareness of each employee other than the individual or sanctions given also that the half-formed restrain discipline.Recommendations can be taken the following steps to implementation constraints Discipline Rule 53 of 2010 regarding the government's need for socialization to discipline employees, to make changes in the discipline necessary to re reshuffle the available sanctions in violation kedisiplian and well intesnsif approach between superiors and subordinates in order to create a conducive working atmosphere. Keywords: Implementation, PNS Discipline.

Abstract

ABSTRACTChange in political officer recruitment system of indirect election system makes political space becoming more competitive. In the context of political parliament recruitment there are some symptoms that are not conducive for the process of democratic development. First, the proportional electoral system has perpetuated the dominance of oligarchs in the recruitment process. Second, the recruitment process does not take place in an open and participatory way. Third, the recruitment process does not built a good relationship between political parties and civil society. Fourth, the electoral process and the recruitment process works in the context of a less educated and critical “floating mass”. These symptoms indicate the complicated problems in political recruitment towards a democratic political order in parliament mainly occur in the recruitment of candidates at the local level. These symptoms are attracting authors to conduct a study focusing on the recruitment of candidates of the Golkar Party in the Central Java Provincial Parliament from 2014 to 2019 period.The method of this thesis using qualitative research methods. The location of this research is located in the office of Central Java Golkar Party DPD. The informants in this research is the chairman of the Central Java Golkar Party DPD, administrators Central Java DPD Golkar Party and Golkar Party Candidates of DPRD Central Java Province. The results showed that the recruitment of the Golkar party has been run according to Surat Keputusan DPP Partai Golkar Nomor. KEP-227/DPP/Golkar/1/2013. In the assessment process of legislative candidates there is an element of subjectivity because there are no clear parameters related to standard size ratings.Therefore, the researchers suggest that the Golkar Party has a detailed  standard for legislative candidates political recruitment and more transparent in setting those candidates in order to improve the the quality of the candidates themselves. Key words: Golkar Party, Legislative Election 2014, Political Recruitment.

Abstract

One of the government's efforts in realizing Good Government is bymaking a policy, namely the Integrated District Administration Service(PATEN). PATEN was created to realize the Subdistrict as a communityservice center and become a service node for SKPD which aims to improvethe quality and bring services closer to the people of Semarang City. In thisstudy presents an overview of the implementation of PATEN in GunungpatiDistrict and Semarang Barat District. The research method used isdescriptive qualitative with data collection techniques in the form ofinterviews and documentation. The data obtained were then analyzed usingTriangulation Methods, Theory, and Data Sources.Findings This research is a type of PATEN licensing services in thecity of Semarang, especially in Gunungpati District and West SemarangDistrict there has been no delegation of authority from the Mayor to theDistrict Head. So that the PATENT service in the District is only the type ofnon-licensing services that can be administered by the District. People whowant to submit an application for the type of licensing service only get aletter of recommendation from the District, therefore the community musttake care to the next stage, namely in the relevant Dinas.The conclusion that can be drawn from the research is that first inthe journey of PATENT in Semarang City from 2012 until now there has notbeen any delegation of authority in the type of licensing services. Secondly,PATEN in Gunungpati Subdistrict and West Semarang Subdistrict broughtgreat changes to the service standards and infrastructure of the Subdistrictgetting better. Based on the conclusions, the suggestions that can be givenare that it would be better for the government to only focus on one licensingservice policy, so that there is no overlapping of the duties and functions ofa licensing service policy.Keywords: Good Government, Policy Implementation, PublicServices

Abstract

AbstractWages are an important component in employment, that as one element in the implementation ofthe employment relationship, which has a strategic role in the implementation of industrialrelations, basically should be proportional to the contributions already made workers / laborers inproducing goods or services. But wages are felt by laborers / workers is still lacking to meet theneeds of decent living. Therefore, the problem in this research is "What is the role of tradeunions in the process of determining the minimum wage for Bekasi City," and "Factorssupporting and inhibiting the role of unions in wage determination".This study aims to determine the role of trade unions in determining the minimum wageBekasi City, and also look at the factors supporting and inhibiting factors that become obstaclesin the minimum wage. The research method used is descriptive qualitative primary data obtainedthrough interviews and secondary data from documents, or records, and other sources associatedwith the research. Analysis techniques used by the author uses data qualitative analysis in theform of illustration and description are also drawing conclusions on the symptoms studied.From the research, suggests that the role of trade unions is to join the Wages Council andis actively involved in the process of determining the minimum wage by providing considered aswell as the proposal on the minimum wage increase during the talks. As a member WageCouncil, is a trade union into a single entity on behalf of the union / labor. Therefore, the role oftrade unions is considered essential to the aspirations of the workers, especially in thedetermination of wage negotiations, which reflects that the union managed to raise the minimumwage. It can be concluded that trade unions play a role despite not reaching the initial proposal inthe amount of 3.1 million and a minimum wage for 2015 already in the set in accordance withthe decree of the Governor of West Java Letter No. 560 / Kep.1581-Bangsos / 2014.Advice can be given, among others As a member of the Remuneration Council Bekasi,trade unions should conduct a survey in accordance with the Regulation of the Minister ofLabour that have been listed in the Components and Implementation Phases Achievement NeedsLife, This is because when the survey is carried out not in accordance with existing regulations,unions to be able to utilize and give wisdom to face and overcome the obstacles that exist withinthe union as well as the barriers that exist outside the union,Keywords: Role of Trade Unions Bekasi, Wage Determination Process
