Abstract

Performance evaluation is one of the main functions of the management system,particularly management. The evaluation relates to individual performance and managementfor career development and organizational growth. Performance evaluation associated withPDAM is benchmark to observe the regional company's contribution particularly that thecompany performance indicated how far it goes. The way is through the establishment ofBUMD or Perusda. It becomes a trend in various regions. Some of them apply the name, andothers use other similar name. Perusda establishment or BUMD refers to the constitutionnumber 32 of 2004 about regional autonomy along with the based local regulation.Notice that the performance of BUMD for the economy in the area is very interestingdiscourse to be studied more deeply, especially in regional autonomy era presently whichdemands enhancement performance of local government in order to be able to sustain theindependence of the region and to improve the welfare of society without depending supportfrom central government. The existence of BUMD at this time whether they can be expectedto notice at the empirical data on prevalent development. Because of relying on equitybudget, moreover PDAM in a particular area especially in Jepara should be matched on profitorientation, however it should be more oriented on quality service, and it is able to providehigh quality water that meets health requirements.The research uses a qualitative descriptive approach, to describe a phenomenon thatoccurs, and is intended to describe in detail the findings in the field. In collecting the data, thewriter applies qualitative method through indepth-interview. There is a way how to chooseinformants by using purposive or intentionally chosen for requesting information on peoplewho have been interviewed or contacted before, and so on until the information consideredenough.So basically the performance evaluation and the performance appraisal indeed havecriteria in the evaluation or assessment of an activity, as proposed by William N Dunn:observing to the indicators including: all the indicators are intended to discover a descriptionof the performance evaluation.

Abstract

A BST R A C TLand Acquisition process in construction of development for public ingeneral will be full of problems or conflictual. This is due to sensitive of soil and landavailability is limited. However, Land Acquisition in Mangkang Wetan and MangunharjoVillage, Semarang, land acquisition carried out for normalization of DAS is almost nosignificant conflict . This is an interesting process of land acquisition to normalize DASBeringin in Semarang. This research used a qualitative approach with descriptive type.This research is composed to construct or reportray land acquisition process fornormalization of DAS Beringin in Semarang. The process was executed smoothly as aneffort to overcome flooding that occurs in Mangkang Wetan village and Mangunharjovillage of Tugu District, Semarang. Researchs found the mechanism of land acquisition,source of funds, constraints, solutions, and factors that support the achievement of thenegotiations. Based on the results of research, concluded that the implementation of landacquisition in normalization negotiations DAS Beringin has been proceed seamlessly,without any meaningful constraints. There were 136 plots of land belonging to residentshad freed by the government.Researcher suggest, necessity for improving handling in the following up theprocesses of land acquisition, the physical development, considering that every year theMangkang Wetan village and Mangunharjo village is affected by floods, especiallyduring heavy rainfall in the rainy season. Research on the negotiation process of landacquisition in the context of normalization DAS Beringin can be used as an example ofsuccessful land acquisition activities because it is easily reached an agreement betweenthe government and the citizens, particularly in dealing with similar problems, namelycope with floods that might occur on other watersheds in the city, even in all regions inIndonesia.K eyword : L and A cquisition, normalization of DA S Beringin.

Abstract

ABSTRACTThis research arranged to understand about influence of family, school, and communityfigure to forming of political orientation in Sedulur Sikep Community. Trough politicalsocialization, people developing attitude and orientation to political life which take place in thesociety. In this research, the most influental political socialization’s agents in the traditionalcommunity are family, school, and community figure. This research using quantitativeapproachwith explanatory research type. Data gathered from questionnaire which population are SedulurSikep community in Baturejo Vilage,Pati District, with number 1050person. Scale that used areordinal scale. Respondent choosen by Multistage Random Sampling technique, the result is 64respondent. Then, in the data analisis will using software SPSS 16.0.The result of the research are, family, school, and community figure have influence toforming of political orientation in Sedulur Sikep community inBaturejo Village, Pati district.Family(X1) with political organization (Y)have strong relationship with efeciency correlation0,624; school (X2) with political orientation (Y)have relatively strong relationship withefeciencycorrelation 0,466; community figure (X3) with political orientation (Y)have relativelystrongrelationship with eficiency correlation 0,466;and family, school, and community figuretogetherhave influence with the forming of political orientation in Sedulur Sikep community.Keyword = Influence, Political Socialization, Political Orientation.

Abstract

Pembangunan Jalan Tol trans Jawa membutuhkan tanah sebagai instrumen utama pembangunan.Tanah yang dibutuhkan bukan hanya tanah milik perseorangan/pribadi, tetapi juga tanah wakaf.Pembebasan tanah wakaf cenderung lebih rumit dan melibatkan banyak pihak, sehingga perlumendapat perhatian lebih dari pemerintah agar tidak menghambat proses pembangunan. Makapenelitian ini bertujuan untuk mengidentifikasi pelaksanaan tukar guling tanah wakaf serta faktorpendukung dan penghambat pelaksanaan tukar guling tanah wakaf di Kota Semarang untukpembangunan jalan Tol Trans Jawa. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan databerupa: wawancara mendalam, dokumentasi, dan studi pustaka.Sedangkan teknik pemilihaninforman menggunakan Purpusive Sampling yaitu teknik pengambilan sampel dengan caramenetapkan ciri-ciri khusus yang sesuai dengan tujuan penelitian untuk menjawab permasalahanpenelitian. Hasil penelitian menunjukkan bahwa terdapat 15 bidang tanah wakaf di Kota Semarang yang terkenaproyek pembangunan jalan Tol Trans Jawa dan 5 diantaranya belum mendapat izin tukar guling dariMenteri Agama/Kakanwil Kemenag Provinsi. Salah satu tanah wakaf di Kota Semarang yang belummendapat izin tukar guling adalah tanah wakaf Yayasan Baiturrohim Ringinwok di KecamatanNgaliyan. Faktor-faktor penghambat dalam proses tukar guling tanah wakaf antara lain: kurangnyakelengkapan berkas administrasi, kurangnya kecakapan nadzir, permohonan perpanjangan waktumenempati lokasi terkena proyek, dan keterlambatan pembangunan bangunan pengganti.

Abstract

This research aims to know the implementation of the system policy file without promotion and driving factor as well as a barrier in the implementation of the system policy file without promotion in the BKD of Central Java. The current Government of many utilize the internet in order to better provide services effectively and efficiently, one of which is the promotion of service performed in the province of Central Java. The application utilizes in practice, it is very exciting to be examined because it is a new thing and in the effective value. This type of research is descriptive qualitative data collection techniques with techniques of observation, i.e. the research done by doing a direct observation of the subject as well as in-depth interviews with interviews as well as being supported by primary and secondary data obtained during the research. The subject of research is the BKD Of Central Java. From the results of research show that the system policy file without any promotion is a new policy that provides convenience for civil servants in management of the promotion, due to the system of CIVIL SERVANTS (PNS) no longer need to bother in taking care of the file promotion because all of the files have been uploaded and only stayed there proposed. In addition it is also time saving, faster, as well as facilitate PNS as the object that was awarded the promotion. Then to pendorongnya factor is the availability of human resources, budget, as well as ancillary equipment such as computers and the internet. Penghambatnya factor is the lack of awareness of PNS to supplement and update the information personnel. A summary of this research is that the promotion without file does not completely without a file because the PNS still prompted for the file. Abstract

Reasons behind the author in writing this paper that in 2010 the government of Tegal have relocated street vendors in the Poci Park, Tegal, the street vendors were relocated to the field of PJKA which is right in front of the Poci Park. The relocation was based on Regulation No. 3 of 2008 on Street Vendors settings. However, in implementation the policy arise problems, which the place that the vendor selling now was deemed unfit. This is because the shanties of thevendors which mostly semi-permanent is not well ordered, no access roads to the buyer and the absence of electricity in there. The situation is exacerbated by the condition of access roads muddy if it rains. This affects the level of income the vendors who were increasingly losing. Some even forced to sell their shanties. The condition also is encouraging vendors to be selling back in the old place, it also encourages local governments to re-right the situation by confiscating merchandise and carts where they are selling. It also raises a variety of perceptions among the traders about the application of the policies.The purpose of this study was to determine the level of knowledge and perception of Street Vendors to the policy of restructuring the Poci Park area, Tegal. This study uses descriptive type is the type of research that aims to depict or describe the symptoms and analyze the symptoms, using a quantitative approach.The results showed that the level of knowledge the street vendors on policy restructuring the Poci Park area of Tegal is still lacking, it is because not involve street vendors during the making of policy. The perception of street vendors towards restructuring policies the Poci Park area of Tegal is the city government considered carelessly in relocating the street vendors.Keywords: Perception, Policy, street vendors

Abstract

Kelompok kepentingan merupakan salah satu aktor non formal yang turut berperan aktif dalam memengaruhi proses pembuatan kebijakan dengan berbagai upaya yang mereka lakukan. Begitupula dengan Ikatan Disabilitas Purworejo (IDP) mereka turut aktif dalam memerjuangkan hak-hak disabilitas dengan menuntut dibentuknya peraturan daerah bagi disabilitas. Maka penelitian ini bertujuan untuk mengetahui awal pembentukan dan kegiatan dari IDP, kemudian bagaimana kedudukan IDP dalam memengaruhi proses pembuatan kebijakan dan apa saja faktor penghambat IDP dalam memengaruhi proses pembuatan kebijakan tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan telaah dokumen. Data yang diperoleh kemudian dianalisis dengan melakukan triangulasi sumber data.Hasil penelitian tersebut adalah proses terbentuknya IDP terjadi secara bottom up yaitu sesuai dengan permasalahan dan aspirasi disabilitas yang ditampung oleh IDP kemudian disampaikan pada pemangku kepentingan dengan berbagai bentuk perjuangan. IDP yang didampingi oleh MPM PDM Kabupaten Purworejo, PC IMM, dan NLR terus mengawal dalam proses pembuatan kebijakan perda disabilitas. IDP memiliki kegiatan yang mengarah pada pada pengembangan dan penguatan internal serta eksternal IDP. Kedudukan IDP dalam proses pembuatan kebijakan terdapat pada tahap formulasi kebijakan. Isu disabilitas berhasil masuk ke dalam rapat paripurna DPRD 2018 dalam pembahasan ranperda disabilitas. Hambatan yang dialami yaitu dari segi internal pendidikan anggota IDP yang rendah dan dari eksternal IDP berupa masih ada masyarakat yang membatasi diri dengan disabilitas karena stigma negatif terhadap difabel dan kusta.

Abstract

Idza-Narjo adalah petahana dalam kontestasi Pilkada Kabupaten Brebes 2017 melawan Suswono-Mustaqin. Dimensi pull marketing mendeskripsikan bahwa ke-dua pasang calon Bupati dan WakilBupati tersebut memiliki kecenderungan yang sama dalam penggunaan media, dari mediakonvensional hingga “konser” yang langsung kepada masyarakat. Lain di dimensi push marketingmendeskripsikan bahwa ada perbedaan yang signifikan dari “produk” yang dijual. Idza-Narjo adalahpetahana dengan janji akan menuntaskan pekerjaan yang belum terselesaikan. Suswono-Mustaqinhadir dengan janji memperbaiki pemerintahan yang ada. Dimensi pass marketing mendeskripsikanbahwa perbedaan pendekatan calon-calon tersebut terhadap stakeholder tidak terlalu signifikan secaraumum namun petahana Idza-Narjo lebih masif juga menyeluruh. Tiga dimensi tersebut adalah bentukdari analisis dari hasil kemenangan Idza-Narjo dan kekalahan Suswono-Mustaqin. Preferensimasyarakat terhadap calon yang akan dipilih secara garis besar terbentuk atas dari pemikiran dari tigadimensi tersebut.

Abstract

The issue of minimum wage is an interesting thing to study. At the end of each year the government issued a policy to set minimum wages that must be paid by the company to its workers. Surely this is not an easy thing to do. Consider that Parties unions demanding higher minimum wages because the wages have not been able to meet their daily lives. Meanwhile, the employer argued that the wage increase would increase the cost of production which led to the company becoming uncompetitive in the industrialized world.2In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with National Trade Union (SPN) Kota Semarang and Dewan Pengupahan Kota Semarang.SPN struggle to influence the process of determining the UMK Semarang carried through the political system and from outside the political system. The struggle through the political system is joined the Dewan Pengupahan Kota which had the authorities in determining the value of the Quality of Life (KHL) through a survey in five traditional markets in the city, namely Pasar Karangayu, Pasar Mangkang, Pasar Jatingaleh, Pasar Pedurungan and Pasar Langgar.Researchers recomend, for the creation of a favorable climate in the industrial world, governments need to make improvements from regulation to implementation. Because as the executor of a policy, the government should be able to act decisively. Abstract

Indonesia's handling of poverty already made efforts to complete this one with the program PNPM Mandiri is a program that provides assistance to communities in the form of physical or nonphysical development funding which is stimulant with community empowerment. The participation of the community in the village of Ketangirejo District of Grobogan Godong planning, program implementation PNPM Mandiri is still low. Low level of community participation in program PNPM Mandiri can be caused by several factors, including the socialization process of the Government's apparatus is not going well, the level of understanding and acceptance of the information society is still low.Describing the results of research and used to approach descriptive quantitative. The method of collecting data is through interview and a questionnaire that is done with the election of respondents had to use the framework of the sample or of sampling the frame and pemilihan respondents conducted by the technique of adoption of a random sample simpleIn General, this results in a low level of community participation to the PNPM Mandiri program is more affected by the lack of novasi of the officer executing PNPM Mandiri in carrying out socialization in society. From the process of socialization of society less participate because in the socialization of PNPM Mandiri just invited people only, so the effect on the low level of public knowledge of program proposals.Hence, requires support and cooperation in a socialization of all the elements of the government ( a public figure ) and society together support the process of pnpm program in the village of ketangirejo.
