Abstract

Tingginya tingkat permasalahan seputar ketenagakerjaan yang terjadi di Indonesia, mengharuskanpemerintah untuk mencari jalan keluar dalam mengatasinya. Rendahnya jumlah lapangan kerja yangtidak sebanding dengan tingginya jumlah angkatan kerja, mengharuskan pemerintah untukmelakukan pengiriman tenaga kerja Indonesia (TKI) ke luar negeri. Akan tetapi. banyakanya jumlahTKI kita di luar negeri ini, juga menimbulkan beragam permasalahan. Mulai dari kasus penipuan,penyelundupan, penyiksaan, TKI sakit, bahkan beragam masalah dari sebelum berangkat hingga tibakembali ke tanah air pun kerap terjadi. BNP2TKI sebagai lembaga yang melindungi TKI kita,menghadirkan solusi penyelesaian masalah yang disebut Mediasi dan Advokasi.Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan databerupa wawancara, observasi, dan telaah dokumen. Sedangkan teknik pemilihan informanmenggunakan snowball sampling yaitu apabila dari informan utama belum memberikan data secaralengkap maka data akan dilengkapi dengan bertemu pada pihak selanjutnya sesuai dengan arahaninforman utama.Hasil dari penelitian menunjukkan bahwa sejak disahkannya PERKA BNP2TKI No. 28 Tahun 2015telah menjadi pedoman utama bagi Direktorat Mediasi dan Advokasi dalam melaksanakan tugas danfungsi mereka khususnya dalam menyelesaikan permasalahan seputar Calon Tenaga Kerja Indonesia(CTKI)/Tenaga Kerja Indonesia (TKI) melalui cara mediasi dan advokasi. Hingga sampai saat iniimplementasi dari PERKA tersebut masih mengalami beberapa kekurangan. Hambatan yangdirasakan berasal dari sumberdaya, yakni masalah anggaran, fasilitas dan jumlah mediator yang ada.Saran yang dapat diberikan yaitu segi internal BNP2TKI untuk memperkuat internal merekamelengkapi fasilitas yang masih kurang.

Abstract

Pendamping Lokal Desa (PLD) merupakan salah satu Tenaga Pendamping Profesional yangbertugas untuk melaksanakan pendampingan implementasi Undang-Undang Nomor 6 Tahun 2014.Para PLD melakukan pendampingan melalui asistensi, pengorganisasian, pengarahan dan fasilitasidesa. Salah satu tugas PLD yaitu mendampingi pihak Desa dalam urusan Perencanaan PembangunanDesa. Tujuan penulisan ini untuk mengetahui terkait bagaimana Pelaksanaan Pendampingan desa iniberjalan di Kecamatan Dawe Kabupaten Kudus dan faktor apa saja yang menjadi pendukung danpenghambat dalam proses pendampingan desa ini. Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulandata berupa Observasi, Wawancara dan Dokumentasi. Data dianalisis menggunakan triangulasisumber data. Teknik triangulasi tersebut menggunakan data primer dari hasil observasi danwawancara, serta data sekunder berupa dokumen terkait. Pendampingan yang dilakukan PLD telah berjalan efektif sesuai dengan peraturan perundangundangantentang pendampingan desa dan buku SOP yang ada, dengan cara memfasilitasi danmendampingi Desa Faktor pendukung dalam pendampingan ini adalah penerimaan, kapasitasPendamping yang sudah mumpuni, motivasi diri PLD. Serta Faktor Penghambatnya adalah SDMPerangkat Desa yang masih rendah karena usia, wilayah dampingan yang cukup jauh, sertapenghasilan PLD yang masih dianggap belum layak.

Abstract

The implementation of the village administration takes the role of villageofficials, as well as the secretary of the village in the Sawit district of Boyolali is areliable, professionalism and competent in their fields of a village secretary.Theappointment of the secretary of the village was being expected to motivate othervillage officials, who is not being civil servants to be more active, whilethe secretaryof the village carry out their duties and functions. Therefore, the formulation of theproblem in this research is "How to know the performance of the village secretary inSawit district of Boyolali?".This study aims to determine the performance of the village secretary in theCepokosawit and Gombangvillage, which located in the area of Sawit District ofBoyolali. Theuse of method in this research is descriptive qualitative. The primarydata source was obtained through interviews, and secondary data from documents,archives, other sources were associated with this research. This research usingqualitative data analysis techniques with analysis in the form of description,depiction and conclusion on the symptoms studied.The researchshows the performance of the village secretaryin the Sawitdistrict of Boyolali in terms of the government organization that emphasizesteamwork, discipline, creativity, prosperity of society, and responsibility for thewelfare. The indicators of cooperation and creativity in the Cepokosawit andGombang village. remains low, the village secretary can not be able to establish agood cooperation with other village officials and just wait the command from thevillage secretary to carry out their duties. While the indicators of discipline andresponsibility had a slight change. As an examplethe village secretary is tocome andgo in accordance with the rule of hours 08.00 pm until 14.00 pm, it is quite differentbefore he is not being civil servants who was tend to come and go as they pleasedfrom offices. Previously, the village secretary responsibility only finished to thevillage head, but now the responsibility is also to the head district and regent.Adviceamong others can be givento improve the ability of the secretary ofthe village, who is to perform their duties must master in the field of IT, includingthe Internet. The secretary of the village as civil servants should be able to give agood example and motivation for the other village officials in order to work hardermore optimal, more professionals, especially to provide public services.Keywords: Performance, Village Secretary of civil servants , cooperation,discipline, creativity, responsibility.

Abstract

AbstractThe growing number of street vendors in downtown areas is incontrollable. Aprogram to comprehensively arrange and guide those street vendors is seriouslyneeded. The existence of street vendors in downtown is one of the factors that leadsto the problems such as traffic problem, crime rate, and waste problem. The growingnumber of street vendors has rushed the local government to make known the LocalRegulation Number 11 Year 2000 about The Street Vendor Arrangement andGuidance. Based on the local regulation, the government is expected to control themushrooming street vendors.Qualitative method was used in the research. During the research, descriptiveanalysis which is the method to provide systematic, factual, and accurate illustrationor description on the data was used. Primary data was obtained from interview andthe secondary data was obtained from document, archive, and direct observation toget the real condition of the case. The direct observation was done by involving inthe programs of Department of Marketplace like doing the patrol, meeting andrelocation. The data was then analyzed qualitatively in the forms of essay,illustration, and conclusion making of the observed signs.Semarang is a big city which has accommodated its street vendors based ontheLocal Regulation Number 11 Year 2000 about The Street Vendor Arrangementand Guidance. The regulation sets the place of business, permit, levies, rights, obligations and prohibitions, guidance, and penal provisions related to arrangementand guidance. The street vendors in all 16 districts in Semarang have increased to481 vendors in year 2012-2015. Ironically, illegal vendors which were only 3.884vendors in 2012 have increased to 4.856 in 2015. The obstacle in eradicating theregulation is that the weak supervision from the stakeholders, inconveniently locatedrelocation site, unavailability of transportation facilities, lack of legal awareness, andthe economic factors of the vendor like the inability to pay the levy, and from thestakeholders’ point of view which provides less guidance and comprehensiveinformation to the street vendor that results in the vendors who has limitedunderstanding of the dos and don’ts in trading.The recommendations to enhance the ability in doing the responsibilities, thestakeholders should be professional, highly-committed, honest, responsible, anddemocratic so incompetent stakeholders are not found during the implementation oflocal regulation. The guidance, supervision, and quality controlling by socializingand doing the patrol should be enhanced.Key words: Policy implementation. Abstract

One of the employment problems in Indonesia is the lack of employment that is not proportional to the number of workers, recruitment and Indonesia labor dispensing mechanisms to the welfare issue. The focus of this study is the Indonesian Migrant Workers distribution, which is about the practice of migrant workers abroad illegal distribution in the Semarang city In this research, the researcher raised 3 formulation problems that is how the illegal distribution practice of labor migrants abroad in Semarang City, what factors causing the illegal distribution of labor migrants abroad, and how Semarang City government efforts in combating illegal migrant workers abroad . The purpose of this research is to explain the illegal distribution practice of labor migrants abroad in Semarang City, explaining the factors that caused the illegal distribution of labor migrants abroad in Semarang City, and explained the efforts of Semarang City government in combating illegal migrant workers abroad.The research was conducted by using descriptive qualitative method. The data collection techniques were conducted with interviews and documentation. Informants in this research are illegal migrant workers, legal Indonesian Migrant Workers (TKI) dealers, former illegal workers, former legal workers, and Head of Labor and Transmigration department (Disnakertrans) Semarang City.The result of the research shows that the illegal distribution practice of labor migrants abroad in Semarang City conducted by labor brokers or tekong. The targets of illegal migrant workers to be sent abroad are women and those with insufficient knowledge, low education, making it easier to tempt the big salaries lure. The factor is that prospective migrant workers want to work abroad easily, practically and3cheaply. The Government seeks to eradicate by forming an illegal Task Force team consisting of the labor, police, immigration service, labor inspectors’ elements, and airport authorities or local port authorities.This study concludes the disbursement of Illegal Indonesian Workers due to internal factors and external factors. As with economic factors, the study also found differences in legal and illegal treatment, which are legally protected. Since this is an aberration, the government should provide strengthening for the task force and add the dangers’ socialization, the risk of becoming an illegal labor migrant. Abstract

Semarang has been well-known as the city with the highest poverty rate in Central Java, compared with the other cities from the same province. In order to solve that problem, in 2008, Semarang regional government had established its regulations, no. 4 of 2008 on handling the poverty. The purpose is to handle and solve the poverty rate in Semarang, which could be said as relatively higher than the other cities in Central Java. The problem in this research is about how the implementation of Semarang Regional Government Regulation No. 4 of 2008 and its barrier and enabler factors. This research’s purpose is to understand the implementation of Semarang Regional Government Regulation No. 4 of 2008, along with its barrier and enabler factors, in solving the poverty in Semarang.The method used on this research is descriptive qualitative method, focusing on the periods of 2010-2015 policies, as well as using George C. Edward’s theory regarding policy implementation. The data were taken from in-depth interview, photos, documents, and observations.The results of this research are as follows: Semarang Regional Government Regulation No. 4 of 2008 has been done by Specialized Team on Handling The Regional Poverty (TKPKD) which consisted of several SKPDs. BAPEDA has identified the poors for once per two years. Healthcare, education, and skill enhancement are extremely needed by the society. All programs in those three sectors had been done right on target based on the procedures. Healthcare programs had been implemented through Kartu Semarang Sehat, education programs through tuition free, and skill enhancement programs through training courses. The helps and services for the poor had been done properly.As a whole, the implementation of Semarang Regional Government Regulation No. 4 of 2008 did not give significant effects towards poverty in Semarang. The target, which is decreasing poverty by 2% per year, still could not be accomplished yet. For 5 years, Semarang regional government can only passed 6% of poverty rate, from 10% of its true goal.Therefore, Semarang Regional Government needs to prepare better implementation, as well as enhance its human resources by increasing the quality and the quantity of its officers.Keywords: Policy implementation, Poverty

Abstract

Perubahan dari Pemilu tidak langsung menjadi Pemilu langsung khususnya di tingkat daerahmembawa tantangan dan konsekuensi tersendiri. Salah satu tantangan terbesar yang dihadapi adalahmengenai tingkat partisipasi pemilih dalam Pemilu. Pelaksanaan Pilbup Boyolali dan PilbupPemalang sejak tahun 2005 hingga 2015 memiliki trend yang cukup menarik. Pada Pilbup Boyolalicenderung memiliki trend partisipasi yang tinggi, sedangkan dalam Pilbup Pemalang cenderungmemiliki trend partisipasi yang rendah jika dibandingkan dengan Pilbup/Pilwakot lainnya di JawaTengah. Penelitian ini bertujuan untuk mendeskripsikan faktor yang menyebabkan tingginya partisipasi padaPilbup Boyolali 2015 dan faktor yang menyebabkan rendahnya partisipasi pada Pilbup Pemalang2015. Teori yang digunakan dalam penelitian ini adalah teori partisipasi politik pemilih. Tipe penel itianyang digunakan adalah tipe penelitian campuran (mixed methods) dengan strategi metode campuraneksploratoris sekuensial (sequential exploratory mixed methods), dan dengan menggunakan teknikpurposive sampling. Adapun teknik analisis data yang digunakan adalah reduksi data, penyajian danmenarik kesimpulan. Dari hasil penelitian, diketahui bahwa tingginya partisipasi pada Pilbup Boyolali 2015 disebabkanoleh efektifnya kinerja KPU dalam menyosialisasikan tahapan dan informasi pemilu denganmenggunakan berbagai pendekatan sosialisasi. Pemutakhiran data pemilih juga dilakukan secaraberkala dengan melakukan croscheck intensif disetiap tahapan pemilihan. Masyarakat turut berperanaktif dalam mengawal akurasi data pemilih dengan kembali memastikan validitas DPT yangdikeluarkan oleh KPU. Selain itu faktor sosial budaya yang masih kental dalam masyarakat sertakesadaran politik pemilih dan status sosial ekonomi pemilih yang cukup tinggi juga menjadi faktoryang menyebabkan tingginya partisipasi pemilih pada Pilbup Boyolali 2015. Adapun faktor yang menyebabkan rendahnya partisipasi pemilih di Pilbup Pemalang Tahun 2015disebabkan oleh DPT yang tidak akurat dan respon pemilih yang minim terhadap validitas DPT, sertarendahnya tingkat kesadaran politik pemilih yang ditandai dengan kejenuhan masyarakat terhadapkondisi politik yang berkembang.

Abstract

This study tries to describe (1) trying the method used by the City of Semarang DPKAD in setting restaurant tax targets (2) increasing the factors that encourage and improve the performance of Semarang City DPKAD in collecting and increasing the potential for restaurant tax to increase benefits for Semarang City PAD (3) using Semarang city tax collection to increase the contribution of Semarang City PAD. The method used in this study is a mixed method, which is a study involving previous research, namely qualitative research and quantitative research. This restaurant tax management covers aspects, the planning process carried out by the Field of Data Collection, Determination, and Billing (P3) and can not be separated from the Planning Field, organizing process, organizing activities, grouping activities, and delegating authority in accordance with work plans and functions , as well as allocating resources, the process of mobilizing employees carried out through meetings and coordination, the supervision process carried out by looking at some of the restaurant tax obligations provided by the field officers when carrying out their duties. Meanwhile, the driving factor for restaurant tax management in the city of Semarang, namely the implementation of object data and taxpayers, the availability of regulations that are the legal basis, the availability of sufficient budget and human resources; While the inhibiting factor is the level of public awareness that is still low, sanctions for restaurants that do not need to ask for help and the amount of reduction in the field to collect data on restaurant taxpayers. Abstract

ABSTRACTChange in political officer recruitment system of indirect election system makes political space becoming more competitive. In the context of political parliament recruitment there are some symptoms that are not conducive for the process of democratic development. First, the proportional electoral system has perpetuated the dominance of oligarchs in the recruitment process. Second, the recruitment process does not take place in an open and participatory way. Third, the recruitment process does not built a good relationship between political parties and civil society. Fourth, the electoral process and the recruitment process works in the context of a less educated and critical “floating mass”. These symptoms indicate the complicated problems in political recruitment towards a democratic political order in parliament mainly occur in the recruitment of candidates at the local level. These symptoms are attracting authors to conduct a study focusing on the recruitment of candidates of the Golkar Party in the Central Java Provincial Parliament from 2014 to 2019 period.The method of this thesis using qualitative research methods. The location of this research is located in the office of Central Java Golkar Party DPD. The informants in this research is the chairman of the Central Java Golkar Party DPD, administrators Central Java DPD Golkar Party and Golkar Party Candidates of DPRD Central Java Province. The results showed that the recruitment of the Golkar party has been run according to Surat Keputusan DPP Partai Golkar Nomor. KEP-227/DPP/Golkar/1/2013. In the assessment process of legislative candidates there is an element of subjectivity because there are no clear parameters related to standard size ratings.Therefore, the researchers suggest that the Golkar Party has a detailed  standard for legislative candidates political recruitment and more transparent in setting those candidates in order to improve the the quality of the candidates themselves. Key words: Golkar Party, Legislative Election 2014, Political Recruitment.

Abstract

One of the government's efforts in realizing Good Government is bymaking a policy, namely the Integrated District Administration Service(PATEN). PATEN was created to realize the Subdistrict as a communityservice center and become a service node for SKPD which aims to improvethe quality and bring services closer to the people of Semarang City. In thisstudy presents an overview of the implementation of PATEN in GunungpatiDistrict and Semarang Barat District. The research method used isdescriptive qualitative with data collection techniques in the form ofinterviews and documentation. The data obtained were then analyzed usingTriangulation Methods, Theory, and Data Sources.Findings This research is a type of PATEN licensing services in thecity of Semarang, especially in Gunungpati District and West SemarangDistrict there has been no delegation of authority from the Mayor to theDistrict Head. So that the PATENT service in the District is only the type ofnon-licensing services that can be administered by the District. People whowant to submit an application for the type of licensing service only get aletter of recommendation from the District, therefore the community musttake care to the next stage, namely in the relevant Dinas.The conclusion that can be drawn from the research is that first inthe journey of PATENT in Semarang City from 2012 until now there has notbeen any delegation of authority in the type of licensing services. Secondly,PATEN in Gunungpati Subdistrict and West Semarang Subdistrict broughtgreat changes to the service standards and infrastructure of the Subdistrictgetting better. Based on the conclusions, the suggestions that can be givenare that it would be better for the government to only focus on one licensingservice policy, so that there is no overlapping of the duties and functions ofa licensing service policy.Keywords: Good Government, Policy Implementation, PublicServices
