Abstract

This literature review delves into the intricate dynamics of higher education institutions' research and community service programs and their impact on local economic empowerment in Indonesia. By synthesizing a diverse array of scholarly articles, case studies, and reports, this study comprehensively examines the multifaceted contributions made by higher education to the economic development of local communities. Key themes explored encompass knowledge transfer, technology diffusion, and the holistic engagement of community service initiatives. The review underscores the transformative potential of collaborative efforts between academia, local governments, and businesses. However, it also identifies critical gaps, including geographical biases and limited assessments of long-term sustainability. This synthesis contributes valuable insights for policymakers and academia, offering recommendations to enhance the effectiveness of higher education programs in fostering sustainable economic empowerment at the local level in the Indonesian context.

Abstract

This study aims to analyze the forms, causes, and impacts of miscommunication between pilots and Air Traffic Controllers (ATC) on flight incidents. The research employs a qualitative descriptive design with a case study approach based on content analysis of official safety reports from KNKT, ICAO, and FAA. Data were analyzed using the Human Factors Analysis and Classification System (HFACS) framework to identify human, environmental, supervisory, and organizational factors. The results indicate that the most common types of communication errors include readback errors, hearback errors, non-standard phraseology, overlapping transmissions, and omission errors. Major contributing factors involve fatigue, high workload, frequency interference, insufficient phraseology training, and weak reporting culture. Miscommunication has been shown to directly contribute to incidents such as loss of separation, airprox, and runway incursions. Recommended mitigation efforts include scenario-based training, implementation of the Safety Management System (SMS) and Just Culture, as well as the use of digital communication technologies such as Controller Pilot Data Link Communication (CPDLC). Effective, clear, and standardized communication remains the cornerstone of aviation safety.

Abstract

This study aims to analyze the influence of workplace facilities on the performance of Air Traffic Controllers (ATC) at the Area Control Centre Unit of AirNav, Jakarta Air Traffic Service Centre (JATSC). Facilities such as communication systems, radar displays, and supporting infrastructure are critical to aviation safety and operational efficiency. Issues like illegal radio signals, frequency interference, and radar shadowing can disrupt communication and reduce ATC performance. The research employs a quantitative approach with a positivist paradigm to obtain objective, numerical data. From a population of 238 ATC personnel, 79 respondents were selected using simple random sampling based on Slovin’s formula. Data collection methods included questionnaires, documentation, and secondary data. Data analysis was conducted using statistical software through stages of data cleaning, variable coding, descriptive analysis, and correlation testing using Pearson or Spearman methods. The questionnaire assessed ATC perceptions of workplace facilities, while documentation and secondary data provided contextual support. The findings are expected to contribute theoretically to human resource and occupational safety literature, and practically support AirNav Indonesia in evaluating and improving workplace facilities to enhance air traffic control performance and aviation safety

Abstract

Aviation safety largely depends on the competence of Air Traffic Controllers (ATCs). The Jakarta Air Traffic Service Centre (JATSC), managing the Jakarta Flight Information Region (FIR), faces increasing operational complexity following the Jakarta–Singapore FIR realignment. This study aims to analyze the utilization of the ATC radar simulator in JATSC’s training programs and its impact on improving ATC personnel competence. A descriptive-correlational quantitative method was applied, involving 81 ATC personnel selected through purposive sampling. Data were collected via structured questionnaires and analyzed using SPSS with validity, reliability, and correlation tests. The overall simulator utilization was categorized as high (mean = 3.87), with excellent feature quality (mean = 4.15) and strong operational relevance (mean = 3.99), though usage intensity remained moderate (mean = 2.97) due to scheduling constraints. The simulator effectively enhanced ATC competence (mean = 4.42), particularly in decision-making, workload management, situational awareness, and teamwork, while communication required improvement. Correlation results indicated that simulator feature quality had the strongest relationship with competency dimensions (r = 0.532–0.687). The study concludes that optimal simulator utilization significantly improves ATC competence, providing a strategic model for enhancing aviation training and safety.

Abstract

Pengelolaan NOTAM (Notice to Airmen) merupakan komponen krusial dalam menjamin keselamatan dan kelancaran operasional penerbangan. Namun, Pusat Informasi Aeronautika (PIA Pusat) masih menghadapi sejumlah kendala dalam sistem pengajuan NOTAM melalui Web-Based Flight Plan (WBF). Masalah utama meliputi logout otomatis sistem jika proses penyusunan terlalu lama, serta ketiadaan fitur riwayat pengiriman, yang mempersulit personel dalam memverifikasi status pengajuan NOTAM. Kondisi ini berpotensi menyebabkan penundaan penyampaian informasi penting, yang dapat memengaruhi kelancaran operasional bahkan membahayakan keselamatan penerbangan. Penelitian ini bertujuan untuk mengevaluasi efisiensi sistem pengelolaan NOTAM di PIA dan menganalisis faktor-faktor yang memengaruhinya. Pendekatan kualitatif digunakan dengan teknik Root Cause Analysis (RCA) untuk mengidentifikasi akar permasalahan, didukung oleh Fishbone Diagram untuk memetakan kemungkinan penyebab. Hasil analisis diharapkan dapat memberikan gambaran komprehensif mengenai isu yang ada, serta menjadi dasar perumusan solusi yang mampu meningkatkan efisiensi dalam penyiapan dan pengiriman NOTAM. Abstract

Seiring bertambahnya waktu, dunia aviasi mengalami tren perkembangan yang positif. Hal ini ditandai dengan peningkatan jumlah pergerakan pesawat udara di setiap bandara tidak hanya di Indonesia namun juga di seluruh dunia. Peningkatan kewaspadaan atau situational awareness harus ditingkatkan seiring dengan peningkatan jumlah pergerakan pesawat udara. Hal ini dikarenakan faktor terbesar kecelekaan pesawat udara sebesar 70% disebabkan oleh kesalahan manusia atau human factor, yang salah satunya ialah kelalaian akibat kurangnya kepekaan kru penerbangan (baik di darat maupun di udara) dalam wilayah yang menjadi tanggung jawabnya. Dari beberapa kasus baik accident maupun incident diindikasikan terdapat hubungan antara situational awareness dengan keselamatan.
