The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. Meanwhile, there were 3 informants in this study, namely from the Central Sulawesi Province Department of Investment and One Stop Integrated Services (DPMPTSP). The theory used in this study is George C. Edward III theory where there are four indicators used in the stages of implementing investment policies at the Central Sulawesi Province Investment and One-Stop Integrated Services Service. The four indicators are communication, resources, disposition and bureaucratic structure. Based on the results of the study, it shows that the implementation of investment policy at the Central Sulawesi Province One-Stop Investment and Integrated Services Service has gone well on several indicators, namely communication, disposition and bureaucratic structure. Meanwhile, the resource indicators have not gone well. This can be seen from the lack of competent staff at the Central Sulawesi Province One Stop Investment and Integrated Services Service (DPMPTSP), as well as the inadequate facilities and infrastructure at the Provincial Investment and One Stop Integrated Services Office (DPMPTSP) Central Sulawesi. All forms of these problems need repair and overhaul so that they run well in the future. Keyword: Policy Implementation, Investment, Communication, Resources, Disposition, Bureaucratic Structure.

Abstract

The aim of this research is to describe community participation in development planning in Makmur Village, Palolo District, Sigi Regency. The research method used is a qualitative descriptive research method to provide a clear picture of the problems studied in Makmur Village. Data sources are primary and secondary data, data collection techniques were carried out using observation, interviews and documentation techniques, the informants in this study were 6 people, while the data analysis used was data collection, data condensation, data presentation and drawing conclusions. The research results show that community participation in development planning in Makmur Village, Palolo District, Sigi Regency is still relatively low. Starting from the preparation of the plan, the low level of community participation in participating in the Development Planning Conference was proven based on the attendance list, and at the implementation stage, the community also did not participate because they thought that someone was already employed in the construction. This is also because communication between village officials and the community is not going well and there is a lack of community initiative in providing contributions in the form of personnel in implementing development.

Abstract

Green Open Space (RTH) is one of the important elements in urban development that functions to improve the quality of the environment and urban life. This study aims to analyze the role of RTH in supporting the balance of urban ecosystems and to evaluate the adequacy and distribution of RTH in spatial governance in Palu City. The methods used in this study are a qualitative approach with the purposive sampling method and Snowball Sampling with a total of 3 informants. The data used consisted of secondary data obtained from the Palu City Environmental Agency, as well as primary data obtained through direct observation and direct interviews with informants. Data analysis is carried out by data collection, data condensation, data display and conclusion drawing/verification. The results of the study show that Palu City has an RTH area that is still below the standards set by laws and regulations, which is at least 30% of the total city area. The uneven distribution of RTH between the downtown areas is due to the lack of perspective from OPD, lack of resources, and minimal community involvement in the implementation of this policy. This research also identifies potential areas that can be developed into new RTH to improve environmental quality and residents' welfare. Therefore, this study suggests the need for more effective policies in the management and planning of green open spaces in the future as well as the involvement of the role of the community that must be maximized.
