Abstract

ABSTRACTProperty tax is a tax leived for the person or entityy that actually has the rights to theland and property, or to benefit over the earth and the building, which aims to provide benefitsfor the survival. Implementation of the tax, it still has not reached level as expected. Generallybecause people still laqck confidence in the existence of the tax because they feel burdensome,and the payment often have difficulty, misunderstanding of what society and how taxes andthe difficualty of calculating and reporting.This study di kecamatan Melonguane island. Population and sample taken amounted to 33people. Data obtained from 10 employees district offices, 20 communities in the districtMelonguane, and three employees of the local revenue office with interview terstukture, theanalyzed with statistical information that simple linear regression analysis and the simplecorrelatio analysis of penelitian can be concluded that the effect of the application ofadministrastive sanctions running properly where this is caussed their public awareness andthe role of government in addressing the problem.

Abstract

This research aims to get the picture as a source of knowledge of the ASN in improving the performance of theservice of the quality of health services with consistent work time in Clinics Daru North HalmaheraRegency. As for the type of research useda qualitative approach and methods is descriptive. Descriptive methodof focus or emphasis on problems or phenomena that are found at the time of research that illustrates theempirical (fact). Informants in this study amounts to 10 people with key informants was the headof the clinic. Data collection techniques used are interviews and observations. The data collected isanalyzed using the interactive model from Miles and HubermanThe results showed that employee performance improvement efforts based on the quality of service so thatthe service conducted at the clinic as a benchmark. Program or duty committed employees even the processof implementation of the program can be run properly, among others, the implementation of theprogram outside of the building and outside the clinic. The quality of service provided to the community thatis the time the work was able to be Accounted for as an employee because in the process of employment allexist tupoksinya respectively.The research results show the performance of employees in the health centers has increased in quality From aquality service and a quality performance within and outside of the building and have reached theoptimal working standard, it is supportedwith a performance executed according the rules and goals.Keyword: Performance Improvement Effort, The Civil Authorities Of The State (ASN),Clinics Daru.

Abstract

Abstract : Public Service delivery is still faced with the government system that has not been effective and efficient and the quality of human resources inadequate. This can be seen from the many complaints and complaints from the public either directly or through the mass media, such as complicated procedures, no certainty of the settlement period, the costs incurred, the requirements are not transparent, the attitude of the officers who are less responsive. And so on: thus generating a less favorable image of the government. As is the case with most, that the level of ease of service, especially for the middle to lower class, is still very low.This research is located in Kairagi Weru subdistrict, Paal District 2 Manado City, while the purpose of this research is to know how the performance of State Organizer in improving public service by using performance indicators proposed by Kotler (in Supranto, 1997: 561), this research type is research Diagnostic analytic design and analytical descriptive method with quantitative approach. The main instrument used to capture primary data in quantitative research is' questionnaire '' with interview guide through survey method and direct observation.The results showed that the five indicators used to measure the performance of the kelurahan government are: Reliability, Responsiveness, Confidence, Empaty, Tangible, influential significant to the level of community satisfaction, but after the analysis using Forward method, it turns out only four dimensions, namely reliability, Responsiveness, belief and empathy have a dominant effect on the satisfaction of the service users, especially in weru kairagi, sub-district of Manado city.It is concluded that the need of coaching and motivation to urban village apparatus in improving the quality of public service with some dimension of responsiveness and empathy have not reached optimally.Keywords: Prioritize the improvement of public service quality optimally and efficiently

Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of Bukumatiti the District Jailolo West Halmahera as the Regulation ofthe Minister of Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based the principles oftransparency, accountability and participatory. To determine the Community Empowerment in Rural FundAllocation Utilization (ADD), the research method used was a qualitative descriptive study consists of 6research informants.Empowering communities in the utilization of the Village Fund Allocation (ADD) in the village ofBukumatiti has not been run in accordance with the principles of financial penegelolaan villages of theprinciples of transparency, accountability and participatory. Based on the results of field research on theutilization of public empowerment Village Fund Allocation (ADD) village government is not open to thepublic regarding the use of the Village Fund Allocation (ADD) so that people do not know how much the costdisbursed to community empowerment; there is no accountability in each realization of the program on thecommunity; as well as the village government as the financial manager of the Village Fund Allocation(ADD) partsispasi not involve the community in the form of decision-making, planning, implementation andthe evaluation of results.In society to use the Village Fund Allocation (ADD) in the hope the government village BukmatitiDistrict of Jailolo as a manager and executor of every activity that comes from the Village Fund Allocation(ADD) should be based on the principles of financial management of villages sebagimana contained inRegulation Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based on the principles oftransparency, accountability, danpartisipatif.Keywords: Community Development, Utilization Village Fund Allocation.

Abstract

Taman Nasional Bogani Nani Wartabone sebelumnya bernama Dumoga Bone. Nani Wartabone seorang pahlawan yang terkenal di daerah Gorontalo, untuk mengenang pahlawan tersebut maka namanya diabadikan pada nama Taman Nasional. Pada tahun 1982 luas 300.000 hektar dinyatakan Menteri Pertanian. Ditunjuk Menteri Kehutanan, SK No. 731/Kpts-II/1992 luas 287.115 hektar. Propinsi Gorontalo dengan  ketinggian tempat 50 – 2.000 meter dpl. Posisi 1o– 4o LS, 120o – 124o  BT. Permasalahan; terjadinya fragmentasi, perladangan berpindah, pertanian, illegal logging, pemukiman, pertambangan, dan pencurian spesies flora dan fauna. Tujuan mengetahui potensi Taman Nasional Bogani Nani Wartabone, permasalahan dan upaya konservasi.Potensi Taman Nasional Bogani Nani Wartabone adalah; Flora terdiri dari 400 jenis pohon, 241 jenis tumbuhan tinggi, 120 jenis efifit dan terdapat 24 jenis anggrek. Tumbuhan endemik yaitu; palem matayangan, kayu hitam dan bunga bangkai(Amophaphallus compamulatus). Tumbuhan yang umum adalah cempaka, kenanga, agates, dan tanaman hias.Taman Nasional Bogani Nani Wartabone memiliki 24 jenis mamalia, 64 jenis aves, 11 jenis reptile. Mamalia (satwa endemik) : monyet hitam/yaki (Macaca nigra),  Monyet Dumoga Bone, babirusa, kelelawar bone, kus-kus besar (Palanger ursinus), anoa kecil (B.quarlesi). Di Taman Nasional Bogani Nani Wartabone tercatat 200 – 225 jenis burung. Reptil : ular kobra, king kobra (N. hammah), ular belang, katak pohon (Rhacophorus monticola), ikan : ikan mas (Cyprinus carpio), bekicot (Achatina fulica). Upaya konservasi adalah pada tingkat pengembangan dan pengawasan. Dalam upaya konservasi harus ada kerja sama dari pemerintah dan masyarakat sekitar kawasan.Kata kunci: Potensi Bogani Nani Wartabone, Permasalahan, Konservasi.

Abstract

The research aims to uncover a general profile of teachers, understanding cooperative NHT, and higher-order thinking skills in middle school biology teacher North Minahasa regency. Research methods: survey with a research instrument is a questionnaire consisting of questions developed is an open question and a combination of semi-closed and open questions that have been validated by experts of learning. The study population is a junior high science teacher in North Minahasa Biology. The questionnaire that was circulated questionnaires amounted to 40 and who entered and analyzed totaled 31. The study began in July and August 2010. The results are: Understanding the Biology of junior high science teacher in North Minahasa regency NHT 6.45% towards learning, and teachers' understanding of higher-order thinking skills 12.90%. Teachers' understanding of the NHT and the results of cooperative learning is still low.Keywords: Profile of Teachers, Science-Biology, NHT, High Thinking, Junior North Minahasa.

Abstract

Dalam era new normal di Kelurahan Perkamil Kecamatan Paal II yang perlu diperhatikan adalahmembangun struktur pengetahuan dan kesadaran agar masyarakat memiliki pengalaman terkaitkedisiplinan-kedisiplinan dan tahu ketaatan menciptakan keselamatan. Masyarakat perlu untukmengubah pola hidup dan perilaku agar menjadi lebih sehat setiap hari di setiap tempat untuk dapatmeminimalisir transmisi penyakit Covid-19, pemberlakuan hal-hal ini diharapkan akan mampumenekan angka terjangkit Covid-19. Penelitian ini dilakukan untuk mengetahui partisipasi masyarakatpada Era New Normal di Kelurahan Perkamil Kecamatan Paal II Kota Manado. Penelitian inimenggunakan desain metode kualitatif dengan model deskriptif, data diperoleh melalui wawancara,observasi dan dokumentasi. Fokus dari penelitian ini berdasarkan Teori dari Sundariningrum(Sugiyah, 2010) mengenai partisipasi secara langsung maupun tidak langsung. Namun yang akanmenjadi focus dalam penelitian ini terkait masalah hanya pada partisipasi langsung. Hasil daripenelitian ini adalah partisipasi masyarakat telah berjalan dengan baik dan perlu untuk terusditingkatkan lagi karena masih ada sebagian masyarakat yang tidak turut berpatisipasi dikarenakanbeberapa factor yaitu dari dalam diri sendiri tidak tergerak hatinya dan masih acuh tak acuh sertatidak ada sanksi tegas selain teguran dari pemerintah.Kata Kunci : Partisipasi Masyarakat, New Normal

Abstract

Tujuan penelitian ini adalah untuk mengetahui Efektivitas Bantuan Langsung Tunai DanaDesa bagi masyarakat miskin yang terkena dampak covid 19 di Desa Bambung Kecamatan GemehKabupaten Kepulauan Talaud. Penelitian ini mn metode penelitian kualitatif. Untuk memperoleh datayang akurat, relevan, dan dapat dipertanggungjawabkan maka penulis menggunakan beberapa teknikdalam pengumpulan data yakni melalui Observasi, Wawancara dan Studi Kepustakaan. Datakemudian dikelompokkan agar lebih mudah dalam menyaring mana data yang dibutuhkan dan manayang tidak. Setelah dikelompokkan, data tersebut penulis jabarkan dengan bentuk teks agar lebihdimengerti. Setelah itu, penulis menarik kesimpulan dari data tersebut, sehingga dapat menjawabpokok masalah penelitian. Dari hasil penelitian didapati bahwa efektivitas ketepatan waktu dalampenyaluran bantuan langsung tunia dana desa di Desa Bambung Kecamatan Gemeh sudah sesuaidengan jadwal yang telah diatur, kemudian dalam menentukan pilihan penerima bantuan juga melaluiseleksi berdasarkan kriteria yang sesuai dengan perundang-undangan, namu dalam hal ketepatansasaran ternyata masih terjadi beberapa masalah seperti ada beberapa yang seharusnya tidak layakmenerima namun menerima, begitu juga sebaliknya. Oleh sebab itu kedepannya dalam penyalurantahp-tahap berikut perlu di teliti lagi dalam hal ketepatan sasaran penerima bantuan agar keefektifandari kebijakan ini lebih optimal.Kata Kunci: Efektivitas, BLT, Covid 19

Abstract

The purpose of this study was to determine the implementation of the smart city program at the ManadoCity Information and Comunication Department. This research uses descriptive qualitative researchmethods. Efforts or programs from the government in implementing the smart city of Manado City arerealized through several public service programs including the Smart Command Center (C3), the analysisand map-based portal (PANANDA), the latest online tax (PONTER) and Manado Alert 112 (MS112).However, the implementation of these programs is found not to be running optimally, several obstacles thathinder the running of the smart city program in the city of Manado, including the lack of human resourceswithin the Manado city government who are experts in the IT field with educational backgrounds in thefield of technology and education. information, this greatly influences the ability of the apparatus tounderstand and implement existing programs, becomes ineffective, then the public's ignorance of the smartcity program greatly affects the success of the smart city program in the city of Manado, then because of thelarge budget in meeting the needs for information technology infrastructure, the implementation of thesmart city program has not been able to cover all the agencies, only a few agencies have been able to runthe programKeywords : Program Implementation, Smart City

Abstract

Kinerja Sekretariat DPRD yang ada di Provinsi Sulawesi Utara dalam pelayanan yang diberikan kepadaseluruh anggota DRPD dan masyarakat terlihat ada beberapa indikasi kelemahan pada kualitas ataupunkompetensi SDM pegawai Sekretariat DPRD yaitu kurangnya profesionalitas kerja pegawai sekretariatDPRD dikarenakan tingkat latar belakangan Pendidikan yang rendah dan kurang pengalaman kerja, tidakmemiliki pendidikan dan pelatihan teknis dan fungsional yang memadai yang diperlukan untuk pelaksanantugas.. Penelitian ini menggunakan pendekatan kualitatif. Data diperoleh dari wawancara, observasi dandokumen. Analisis data dilakukan melalui reduksi data, penyajian data, penarikan kesimpulan. Temuanpenelitian ini adalah bahwa Kinerja Sekretariat DPRD yang ada di Provinsi Sulawesi Utara sudah efektif,efisien, adil dan daya tanggap dalam memberikan pelayanan yang ada kepada seluruh anggota DPRDnamun kepada masyarakat masih harus ditingkatkan lagi dengan memberikan pelatihan untukmeningkatkan kemampuan (skill) kepada seluruh staf dan pegawai dan berlaku adil dalam memberikanpelayanan yang ada kepada seluruh kalangan masyarakat tanpa membeda-bedakan suatu kalangantertentu. Serta mempermudah proses atau prosedur dari proses administrasi yang ada di Sekretariat DPRDProvinsi Sulawei Utara.Kata Kunci : Kinerja, Sekretariat DPRD
