Abstract

Regional Technical Implementation Unit Center for Natural Seed and Silk North SulawesiProvincial Forestry Service is one of the bureaucratic organizations that has in the Development andDevelopment of Natural silk in order to improve people's welfare. The technical bureaucraticorganization have not achieved optimal performance in carrying out tasks in the absence of silk threadproduced in accordance with planning. This study aims to analyze why the organization RegionalTechnical Implementation Unit Center for Natural Seed and Silk North Sulawesi Provincial ForestryService in carrying out the tasks of the development and development of natural silk in the context ofimproving the welfare of the community, no results have been obtained in accordance with the plan.This study uses qualitative methods with descriptive analysis Descriptive done in Regional TechnicalImplementation Unit Center for Natural Seed and Silk North Sulawesi Provincial Forestry Service Thedata used in this study are primary and secondary data. Data collection in this study was carried out withthree main activities, namely interviews, observation and documentation.The results of this study indicate that the productivity indicators, the performance of RegionalTechnical Implementation Unit Center for Natural Seed and Silk North Sulawesi Provincial ForestryService has been implemented efficiently but has not been fully effective, because there are resultsobtained but not in accordance with the expected planning that is producing high-quality and high-sellingsilk thread. This happens because it has not been supported with adequate human resources, budget andinfrastructure in the process of carrying out the silkworm cultivation.Keywords: Organizational Performance, Natural silk

Abstract

The existence of street vendors around the Kelapa II Entrop considered to be the cause of traffic congestionand disturb the beauty of the City. Along with the increase in street vendors Departement of industry andcommerce specifically the trade department do arrangement to street vendors by registering also socializingand prepare a place for traders. The purpose of this study to find out how the street vendor arrangementpolicy. The method used this study is a qualitative by using method of observation,interviews,anddocumentation. Result of the study shows that policy implementation of the street vendors arrangementatnot maximal, this is due to several problem and obtacles that keep trader from selling.Keywords : implementation, policy, street vendors arrangement

Abstract

ABSTRAK Governance is a form of good governance and solid state responsible, and transparent, responsive, accountable, efficient and effective. Office of Population and civil registry offices of North Minahasa Regency is directly related to the community, especially in the service of making Identity card Electronic. To create a good public service and thorough then there must be good cooperation of all elements of good leadership, employees and the community. good governance principles into concrete solutions to create a good public service.The purpose of this study was to clarify the application of good governance in the public service in particular the manufacture of Identity card ElectronicPopulation and civilian agencies of North Minahasa Regency. This research method is descriptive qualitative method. The primary data sourced from informants consisting of a first element of the leadership of the Department, employees of service providers and the elements of the last elements of the public service recipient. How data retrieval is done with interviews using interview guide later on though using data reduction, data presentation and conclusion and verification of data.The results showed that the application of the indicators of good governance: participation, rule of law, transparency, responsiveness, effectiveness and efficiency, and accountability in the Department of Population and Civil North Minahasa Regency, especially in service of making Identity card Electronichas not gone well. It is evident there are still many problems that arise, for example the department is still lacking in socializing the public about the importance of Identity card Electronicwhere there are 37 781 North Minahasa Regency community who do not have Identity card Electronic or are still about 23 percent. Socialization rules and standard operating procedures to the public is still very lacking, transparency and accountability of services to the community is also not a good society is still very difficult to access information from the department both in terms of administration, standard operating procedures, service flow, costs, turnaround time. Besides the professionalism and discipline of employees in providing services that impressed still not good so the practice of nepotism, extortion and grativikasi still very angry arise, this is certainly caused by the supervision of the leadership is still lacking, not to mention talk about the facilities and funding limited becomes a serious problem.Based on the results of research and discussion, it can be concluded that the application of the principle - the principle of good governance in the department of population and civil registration Minahasa regency north, especially in service of making E KTP has not gone well. To improve this it is advisable to. The important thing also is establishing cooperation with the village government in this case coconut village up to the head of the environment that they could deliver the socialization directly to the people in their village. convey to the public in question at the start of the management fees, Flow Services, the completion time, the procedure, until the necessary administrative requirements. Abstract

The research has been intended to identify and analyze how a mutation affect theworkforce of the workforce and the development of human resources in the western region ofmaluku. The method that the writer USES in this study is the asosiative research method basedon a positivism philosophy, used by researchers in a particular population or sample. Samplingof samples used is accindendal sampling techniques of research in the body's department andthe development of human resources in maluku southwest of the west of 33. Analysis of dataanalysis is simple regression analysis and simple korelation analysis. Based on coronalcorelation analysis (r) = 0.848 means the correlation of the two variables are positive andsignificant. Based on simple regression analysis got the y = 8.667 + 0,722 which means therelationship between the two variables is positive. Whereas from the testing initiative ofdeterminations, the PFF was extracted by.0,72 or 72%. With the result it can be explained thatthe contribution to the spirit of work is 72% while the rest isa contribution to the other.According to the results of the initial test, f 79,379 was made to f table by 2.60 to the point of0.05. From the data it's got f is counting bigger than the f table where fcount 79,379 > 2.60.Then ho was rejected and ha received. It means that there is an influence between the variablesof a mutation in the environment of the workforce and the development of human resources inthe western region of maluku.Key Words: Mutations, Labor, Civil State Apparatus

Abstract

Abstract: The development of science and technology is very rapid had an impact on all activities undertaken by the organization. One of the technologies that can help in the work in the organizational environment is to use the computerized system. By using the a computerized system, then each unit office work can improve the effectiveness and efficiency of time.This study aims to determine how the effectiveness of computerized system in the performance of employees at the District Office Sonder. Before and after the use of computerized system. The study was conducted by obsevasing to the use of computerized system and their effect on the performance with in depth interview methods to obtain as much information from all respondents/informants. The number of informants is 14 people divided into camat secretary, head of section, an employee, who has exprerience in their respective duties, know in depth and a greater role in the process of using computerized system.Based on the results of the study, showed that the use of computerized system which is one of the facilities in order to smooth the working task, proven to provide convenience, many advantages and benefits that really support task this means employees have a positive aspect for all parties so that the effect on employee performance and can improve the quality of work and efficiency of time.Keywords : Computer Systems, Employee Performance

Abstract

Abstract: In the development of tourism is seen and felt by the local society through thesense of eyesight, but, not all of them says that the tourism development are good or bad,because every individual has a different perception or view. The purpose of this researchto find out how the public perception of the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). This research uses descriptivequalitative approach method with describing data obtained from research resultsregarding the public perception about the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). In qualitative research, data collectionis done by in observation, depth interview and documentation.Tourism development is an effort to improvement of the society welfare byutilizing the tourism potentials are at once, which is an effort to preserve the culture ofsociety through the improvement and enhancement of tourism products and services.Other than that, the development of tourism should also be addressed to protection andpreservation of culture that are very dependent on the society and the tourist.Result of this research on public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) not well seen fromsome perception factors that is: absorption, understanding or comprehension, assessmentor evaluation about tourism development of Lembeh island in District of South Lembeh isnot good. The overall conclusion of public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) for current is notgood and has not been managed by the Government with the maximum. ABSTRACTThe study aims to determine the function of development planning Siau In District East VillageDistrict Sitaro. This study was conducted by researchers in the district of East Siau Sitaro District, asDistrict of East Siau has the largest population in the area of greatest as well as the character of a pluralisticsociety. Abstract

Catastrophic floods which occurred in the town of manado on 15 January 2014 to date is one of the largest floodsever to occur in North Sulawesi manado city in particular. And the Government of the city of manado in the disaster reliefespecially in aid disaster victims have good planning but have not been effective in its application to see there are stillmany citizens of disaster victims who are still living and settled in the disaster site with circumstances that could not besaid to be as good as before they suffered a disaster, because of the uneven in its application to all disaster victims indistrict wanea.In this study uses qualitative methods to describe conditions that actually happened in a field supported byinterviews to the informant-informant, observations of direct, search documents – documents and documentation. Thefocus of this research was to determine the effectiveness of government aid programs in manado city wanea from programplanning, quality of service/program, the organizers of the program and satisfaction. The results showed that in generalthe overall results of interviews about the effectiveness of the work of the Government of the city of manado in aid floodvictims in district wanea manado City gives the conclusion that the aid program for flood victims in wanea district of thecity of manado is quite good but not yet effective.Key words: effectiveness of work Programs help flood victims

Abstract

Has done research on use of synthesis isopropyl cinnamate of cinnamaldehyde in cinnamon oil (Cinnamomum cassia) and test activities as the antidiabetic. The purpose of this study was to isolate cinnamaldehyde of cinnamon oil, synthesis cinnamic acid, cinnamic isopropyl synthesis and test the antidiabetic activity. The method used in this study by using the method of oxidation and esterification through cinnamoil chloride. Analysis of compounds synthesis was using infra red spectrophotometry, gas chromatography-mass pectroscopy. Activity test of anti-diabetic compounds isopropyl cinnamic was with the measurement of inhibition α-glucosidase activity. Cinnamaldehyde which is isolated from cinnamon oil was yellow orange oil and cinnamaldehyde’s yield   1    was up to 76.41% and its purity was 99.87%. Cinnamaldehyde analysis using of infra red spectrophotometer showed carbonyl vibration at 1676 cm-1, C-H aldehyde at 2813.9 cm-1. From mass spectra, it can be known that cinnamaldehyde had M+ 132. Cinnamic acid which is oxidation was a white solid with yield was up to 41,89%. Cinnamic acid analysis using of infra red spectrophotometer showed O-H ad 3433.29 cm-1. Esterification of cinnamic acid chloride sinamoil through using 2-propanol produces brownish yellow liquid with a yield of as much as 84.62% and its purity was 98.43%. Isopropyl cinnamic analysis using of infra red spectrophotometer showed C-O ester at 1165.00 cm-1 and C-O isopropyl at 1111.10 cm-1. From mass spectra, it can be known that isopropyl cinnamic had M+ 190. At concentrations of 74.219 ppm isopropyl cinnamate synthesis results showed activity as antidiabetic of the enzyme that can inhibit α-glucosidase by 96.94% with IC50 value of 45.42 ppm.

Abstract

The lack of blood type test practicum is carried out this results in student learning outcomes where students are still having difficulties and are wrong in determining blood type and students are not creative in solving problems, because learning is focused on the teacher. This studied aims to improve student learning outcomes through the practice of blood type test based on Problem Based Learning (PBL) for class XI students. This research is a Classroom Action Research (CAR) carried out in two cycles with each cycle consisting of planning, action implementation, observation and reflection. The subjects in this study were students of class XI IPA in the academic year 2019/2020, amounting to 22 students consisting of 8 boys and 14 girls. Data collection techniques through observation, practice, and tests. Based on the results of the study obtained an average student learning outcomes in the first cycle of 66.67 with a percentage of mastery learning classically 31.81% and in the second cycle experienced an increase obtained an average student learning outcomes 88.82 with the percentage of mastery learning classically 90 , 90%. Based on these results it can be concluded that the application of the blood type test practicum with the Problem Based Learning strategy can improve student learning outcomes.
