Abstract

ABSTRACT: This research moved from the initial observation that the Employee Performance BenefitsPolicy Implementation in the Agriculture Technology Assessment Unit in North Sulawesi indicated noteffective enough because encountered some conditions that indicate problems in implementation. Thepurpose of this study was to determine how the Employee Performance Benefits Policy Implementation inAgriculture Technology Assessment Unit in North Sulawesi.Research using qualitative methods.The informants as many as 10 employees. Collecting data withinterview techniques; while the data analysis using analytical techniques interactive model of Miles andHubermann. Implementation of the model that is used in this research is the theory of policy implementationof Van Metter and VanHorn.The results of this study demonstrate policy implementation performance benefits of employees inNorth Sulawesi in general has been quite good but needs to be improved, namely (1) the human dimension:the lack of supervision to be the cause of corruption time employees. (2) Dimensions implementing Attitude:There is still tolerable attitude of the parties has taken the performance benefits so that employees whoviolate the rules spared from cuts. (3) Dimensions organization communication between implementers, lackof communication with other parties regarding appropriate intake BPTP periodic reports causing delays inthe disbursement of performance benefits.Referring to some of the findings in this study it is necessary to give somesuggestions as solutionsto problems, as follows: (1) it is necessary to increase the security guard or officer who recorded employeeout during office hours, it is important for improving employee discipline. (2) Regulations or provisionsconcerning the calculation of the performance benefits cuts should be done properly and consistently withtougher sanctions. In order for the parties that deal cutting performance benefits can work consistently andfirmly, so that employees who violate the rules will not be spared from cuts. Abstract

ABSTRACT: Influence policy implementation midwife functional benefits to employee performance / midwife in South Minahasa district is intended to improve the quality of health services and prosperity the employees in this case the midwife.This research uses quantitative methods to do sampling for three (3) health centers and one (1) Department of Health Amurang South Minahasa District. Samples taken are all employees of the midwife in 3 health centers and 1 Amurang Health Service who are 40 respondents. Collecting data in statistical analysis using simple linear regression and correlation analysis of simple or product moment correlation.Based on data analysis showed: (1) the regression coefficient influence policy implementation midwife functional benefits to employee performance / midwife is 0.826 scale. (2) to determine the influence of the implementation of functional benefits midwife variable (X) on the performance of employees / midwife (Y), then applied to the calculation of determination by way mengkwadratkan correlation coefficient (r²). The calculation result of determination indicates that the effect of the implementation of the functional benefits of midwives to employee performance obtained by r² = (0.789) ² = 0.623 or 62.3%.Based on these results it can be concluded that the functional benefits of policy implementation midwife positive effect on employee performance or midwife in South Minahasa regency.Keywords: Functional Benefits Policy Implementation Effect on Performance Midwife

Abstract

ABSTRACT; Each leader has an essentially different behavior in the lead or is often called a leadershipstyle. The success of an organization supported by the role of a leader with influence in his leadershipstyle. Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees.Keywords: leadership styles, motivation for work

ABSTRACTLocated in the northernmost position of Indonesia and adjacent to neighboring Philippines, Sangihe regency store tourism potential with a million charms but some promising potential tourist attraction is still not getting more attention from the local government, especially the Department of Culture and Tourism of the District of Sangihe Islands so can not yet Attracting as many foreign and dosmetic tourists as possible to visit the area.In the preparation of this study the authors use Descriptive Research Methods intended to obtain information on the Development of Tourism Objects in the Department of Culture and Tourism District of Sangihe Islands. As for the informants in this study is the informant that has relevance to the problem and focus of research studied.Based on the result of research that role of culture and tourism in developing tourism object based on three indicator that is coordinator, facilitator, stimulator and there are some efforts done by Department of Culture and Tourism in developing tourism object that is Provision of Master Plan of Tourism Development Area, Culture and Tourism Department do cooperation between Government agencies, the Government in collaboration with the private sector in managing attractions, Human Resources Development tour. Abstract

The Secretariat of the Regional People's Legislative Assembly has a role in organizing secretarialadministration, administering financial administration, supporting the implementation of duties and functionsof the Regional People's Legislative Assembly, and providing and coordinating the necessary expertise of theRegional House of Representative in carrying out its functions as required. The success that is realized fromthe performance of the Secretariat of the Regional People's Legislative Assembly as a public organization willbe highly dependent on the existing staff within the organization. In reality the performance of employees willbe closely related to various things both originated from within the employee and who came from the internalorganization and environment where the organization is located. The purpose of this study to find out how theperformance of staff Secretariat of the Regional House of Representatives In Yahukimo District of PapuaProvince. The research method used in this research is qualitative method with descriptive analysis. Informantsin the study are people who can provide information about the situation and condition of the researchbackground. The research focus is seen from the indicators according to Dessler that is the quality of work, thequantity of work, the necessary supervision, the presence and the conversation. Data collection techniques usedare interview techniques, observation techniques / direct observation of the location of study, and literaturestudy. The results of the study show that the performance of the staff of the Secretariat of the Regional Houseof Representatives in Yahukimo Regency of Papua Province shows that leadership, discipline and resourcesare factors that hinder or support the performance of the Secretariat of the Regional House of Representatives.The unfavorable work strength in the archive management and the quantity of employee work has changed dueto the change of the working agenda of members of the Regional People's Legislative Assembly.Keywords : Performance, Secretariat, Regional People's Representative Assembly (DPRD)

Abstract

BKKBN Performance on Family Planning Program in Kecamatan Kotamobagu Barat. The publication of city dwellers in 2017 is the continuation of the publication as the business of the Central Bureau of Statistics (BPS) of kotamobagu city, the western kotamobagu district to meet the needs of the population data for the city districts of kotamobagu, subdistrict kotamobagu west in 2015 consists of 6 urban villages. Based on the five performance measurement indicators according to Agus Dwiyanto (2002), in BKKBN it can be said that in general the performance of BKKBN is still less maximal, on indicator Service cost productivity, BKKBN does not charge to the public, because the budget used comes from APBN and APBD. Then on the indicators of the quality of the Service, the constraints are the ineffectiveness of BKKBN in reaching the places - places that are not within a certain range, due to the distance constraints experienced by extension workers. on the indicator of responsiveness where the existence of programs that do not run well like the program PUP (maturity age marriage), can be seen from the number of early marriage in the district of West Kotamobagu, is the impact of the lack of understanding of the community will the dangers of early marriage to maternal reproductive health young, not to mention the old understanding that is still firmly attached in the community district of West Kotamobagu. Abstract

Basic education in the area of the Sangihe Islands Regency, especially in Manganitu Selatan sub-district, hasconstraints in fulfilling educator resources in accordance with skills and expertise in the field, the deficiencyresulted in the program not running in accordance with the expected procedures and objectives.Implementation of this study aims to find out how the implementation or implementation of policies ineducation, especially primary school education in Southern Manganitu District, using descriptive qualitativeresearch methods. The results of this study indicate that, the fulfillment of educators or resources in SouthManganitu District is not in accordance with what is expected, proved in the study that the number of existingresources is not balanced with the number of primary school classes, the result of these shortcomings can affectthe learning system for students because every educator should be concurrent in teaching and not in accordancewith the abilities and areas they travel. Likewise in the existing financial management, as evidenced by the lackof facilities or facilities in school infrastructure is still lacking. Based on these conclusions, the researchersuggests that the resources of educators in Manganitu Selatan sub-district should be improved for thefulfillment of the quality and life of the next generation of the nation starting from the elementary school level,all forms of operational management must be implemented in accordance with established procedures forimplementation a policy that has been planned for the realization of a common goal.Keywords: Policy Implementation, Basic Education, Archipelago Region.

Abstract

Therefore, the position of the leader dominates all activities undertaken.For the purpose of this study determine Leadership Role in improving Discipline Work at Institute forAgricultural Technology (BPTP) North Sulawesi.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. Data collection techniques triangulation done. Thepopulation in this study is the one on the overall employee is an employee at the Institute for AgriculturalTechnology (BPTP) North Sulawesi numbered 97 people.The results showed leadership role which is run by the head of the Ministry of Agriculture as a whole cansay, not maximum, at first review the terms of influence. Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities
