Abstract

ABSTRACT: Act. 32 of 2004 stated that the village chief has a fundamental duty held government affairs and communitydevelopment. PP. 72 of 2005 explains, is the task of government affairs, among others, community living arrangements inaccordance with the authority of the village. Affairs, among others, is to coordinate the development of participatoryvillage. The purpose of this study was to determine how the village head Nduma performance in governance and ruraldevelopment.This study used a descriptive-qualitative method. Informants of this study as many as 15 peoplewere taken from the employed several elements of village government officials, BPD / MTT, LPM, PKK leaders /community leaders / traditional / religious., And citizens. The main instrument in this study is a researcher himself, whilecollecting data using interview techniques and assisted with the observation danstudi dokmentasi. Data analysis was doneby using qualitative descriptive analysis-interactive model ofMilesand Hubernann.The results of the study provide conclusions: (1) Performance Nduma kampug head in the administration ofgovernment affairs villages (such as lead organization of village administration, village life setting, rulemaking village,the formation of village social institutions, peace and public order pemerliharaan village, village financial management,and services to the public) is not optimal, but generally are good enough; (2) Performance Nduma village heads in theimplementation of rural development / village (ie the coordination and facilitation of development planning,pengkoordinasikan implementation of development programs, and the mobilization and development of communityparticipation in development), also have not been up but has shown good performance.Based on the conclusions, it is recommended suggestion that the performance of the head of the village Ndumain governance and development needs to be improved and enhanced. Uutuk the village heads need to improve knowledgeand skills dang governance and development.Keywords: village head performance, governance and rural development.

Abstract

Abstract: The purpose of this study is to determine how the performance of PT PLN in the complaint/ complaintsin the city of sorong, west papua province.This research use method approach of descriptive –qualitative. based on the theoreatical study, the performanceview from the three dimensions of organizational performance the public service namely productivity,responsiveness and accountability. The research informansin the capture of elemen of the of the official/employeePLN the city of sorong as many as 4 people, and community customers of PLN as much as 4 people. Data collectionusing interview guidelines ,while the analysis technique used is the analysis of the interactive model of Miles andhubernann.Based on the results of data analysis on apple conclusion (1) the productivity has been quite good in view of theimplementation of the set, ability carry out the service, the level of achievement, the realization of the operatingbudget, the efficiency of use of facilities/ infrastructure work, and optimilisasi utilization of potensial HUMANresources officer. (2) responsiveness has been quite good in view of programs and actions to respond to customercomplaints, but still less good in view of speed and punctuality (3) accountability is good enough in view of theopenness of the give an answer to the community/ customer about the program as well as customer satisfaction.Starting from the results of the study then can in kemukan some advice : (1) team technical services in the needto consider in more into four tim/ group to four wilayah/ a different location. Abstract

ABSTRACT: This study originated from the results of the pre-survey which found that the performance of the organization in the Department of Population and Civil Registration Minahasa sicapai Tengga yet optimal. This is presumably related to the quality of public services is still relatively low. Thus, this study aims to determine and quantify the effect of Organizational Performance against Public Service in the Department of Population and Civil Registration Southeast Minahasa Regency. Descriptive and quantitative approach applied to problem solving. Samples drawn by purposive sampling of respondents as many as 36 employees / service personnel, then spread Questionnaire (a questionnaire) and the results are analyzed by applying the techniques of regression and correlation analysis product moment.The research results presented as follows:The result of identification of variables showed that in general, both the variable quality of public services as well as organizational performance variables Department of Population and Civil Registration Southeast Minahasa Regency are in the category of 'high'. However, there are two dimensions of quality of public services have not achieved optimal, the empathy dimension and the dimension of direct evidence. This is due to the relative weakness of supervision conducted leadership.The quality of public services and very significant positive effect on organizational performance. Both variables have a linear patterned functional relationship and are contributive. If the improved quality of public services, it will boost the performance of the organization, particularly in the Department of Population and Civil Registration Southeast Minahasa Regency.Thus, it can be concluded that the proposed research hypotheses have been tested empirically enforceability as well as to justify the theory underlying terori. It is recommended that local governments streamline supervision attached, as well as training programs to improve the quality of public services and organizational performance.Keywords: Quality of public services, the performance of the organization

Abstract

Abstract : The implementation of mental revolution vale is a mind program from president of republic Indonesia. But the implementation of the program is not run snoothly at this moment cause there are many problems happend in the implementation of mental revolution such as beliefeness, hope, compasionate, and civil cocupation as a subjec.This research uses qualitative research methods. Informant research by as much as 10 (ten) the informant i.e. consists of 1 head of the Agency, 1 Secretary, 1 head of the Agency, then 2 officers and 2 community. Data collection techniques used i.e., interview techniques, techniques of observation/observation, and technical documentation. As well as the Data analysis techniques used for Data Reduction, namely, The Presentation of Data, as well as the withdrawal of conclusions based on research conducted the nation's Unity in the body of researchers and politics of North Minahasa Regency researched through observation, reality as well as data or documents such as the report of the performance government agencies, strategic plan, a long-term plan. Abstract

ABSTRACT: In accordance with the mandate of Law Number 32 Year 2004 on Regional Governmentand Government Regulation No. 41 of 2007 concerning the regional Organization, that the ParliamentSecretariat is area that has the task to provide services administrative to Parliament, so the ParliamentSecretariat has an important role in supporting implementation of the functions of Parliament. In thisregard, this study to answer the question "What is the role of the Parliament Secretariat in supportingthe implementation of the function of Parliament has been executed effectively and efficiently inTomohon?"Research using qualitative methods. In this case the role of the secretariat of Parliament in favor ofParliament diihat function of two aspects: effectiveness and efficiency. Informants in this study weretaken from the officials and employees of the Parliament Secretariat Tomohon (5) and the Chairmanof Parliament Tomohon (5). Data collection by interview; while the analysis of data using analysistechniques interactive model of Miles and Hubernann.The results showed: (1) The role of the Parliament Secretariat Tomohon in supporting theimplementation of the functions of Parliament are carried out effectively seen from the successfulimplementation of programs and activities that have been set, and the level of realization orachievement of targets planned results. (2) The role of the Parliament Secretariat Tomohon insupporting the implementation of the functions of Parliament are carried out efficiently be seen fromthe use of the budget and the utilization of human potential employees, as well as the degree oftimeliness of implementation and completion of assigned tasks.Based on the results of these studies conclude that the role of the Parliament Secretariat Tomohon insupporting the implementation of the function of Parliament has been done effectively and efficiently.In other words, Parliament Secretariat Tomohon already can act effectively and efficiently insupporting implementation of the functions of Parliament.Based on these results it is suggested some things Tomohon City Council secretariat role in the future:(1) Improving the competence or ability of employee skills through education and technical trainingand functional. Abstract

Abstract: Review of services provided by PT. Pegadaian in the study oo publik administration can not beseparated from the study in the view of New Public Management paradigm. Scope of services and public services(public services) covering aspects of community life as a target service of customers. Quality service isconfronted to give the papacy to society, the satisfaction of society no only to the acceptance of a service for theneeds of society, but also related to what happened and happened to the society when the service was processed.This research was conducted to explain the satisfaction of service ftom PT. Pegadaian Unit Unsrat BranchManado in the study of publik administration disciplines.The research uses qualitative research design with descriptive analysis by focusing on perceived value and userexpectation of service. Data obtained through interviews with head unit information, customer service, staf andcustomers, followed by observation and tracing documents related to the object of research. The data obtainedfrom the field in analyzed through the categorization stage and reduces the data, arrangement in the form ofnarratives, interpretation, conclusing and verivication of data analysis.Meet the urgent of the community. The expectations of service users are met in terms of fonding needs whilestill adbering to company policies. However, it has not been adapted to the development of informationtechnology such as service in the form of drive thru and delivery. Based on exixting conclusions, in order toimprove the problem it is advisable that the need to improve the location of the office, the large parking lot. Abstract

Public services generally focus on a very broad aspect of life. In the life of the state, the government must provide a variety of community services needed by the community, ranging from services in the form provided or other services in order to meet the needs of the community in fulfilling population data and civil registration. Various public reform movements carried out by the government, but still there is pressure from the public to be accelerated. The quality of public services is provided by the government. Also complaints from the community can vary from community to the assistance provided may vary by all communities, furthermore specifically for population services it becomes more popular in the community. Making population services the most, representing the community. Note the District Civil Service Office of Taliabu Island Regency has received the title of permit for administration of population administration and civil registration, in fact in Pulau Taliabu Regency there is still a connection with population administration and civil registration. The problems mentioned above are slower solutions. The administrative settlement process is related to population administration in addition to those carried out at the Population and Registration Office of the Civil Regency, Taliabu Island in the discussion of community complaints, not the availability of facilities or media in helping the community. An example is given a box of suggestions or input from the community on the services provided by the Population and Civil Registration Office of Taliabu Island, related to the implementation of population administration. Abstract

Abstract: the quality of human resources holds an important role, because people involved in a flight not just pilots, butalso of other officers, including those responsible for the handling and inspection of aircraft research objectives this is tofind out the flight safety supervision of Sam Ratulangi Airport by the Airport Authority Region VIII Manado.This research uses qualitative approach method. This research is focused on the efforts and actions undertaken to achieveaviation safety at the airport, both preventive (preventive supervision) as well as the repressive nature of the (repressivesupervision). Informants in this study is taken from the elements directly related to aviation activities at the airport: AirportAuthority, airlines, and passengers on the plane.The results showed that the repressive surveillance carried out by doing the monitoring, inspection, and direct assessmentof all aspects/fields related to aviation safety at the airport be scope the duties and functions of the Office of the AirportAuthority Region VIII Manado as flight safety, aircraft, flight navigation services activities, the fulfilment of standardscertification flight navigation areas, emergency response documents aviation security, the implementation of permitapproval routes to and from airports, satisfy the standards activities of the Airport related services, service air freightactivities, implementation of the Flight Approval (FA), the implementation of permit route, implementation of air transportfares, and against environmental management of airports. Repressive supervision over all aspects related to the safety ofthe flight not been fullest. The constraints of the repressive surveillance also is the limited human resources Office of theAirport Authority Region VIII Manado either in quantity or quality, of the means of implementing surveillanceinfrastructure is not yet fully available/are met; and coordination with related parties has not been fully realized properly.The implications of the results of such research is the need to increase the number of employees of the Office of the AirportAuthority Region VIII Manado, improve the quality of human resources officers, and improve coordination with the bestthere is at the airport, The study also shows that although the oversight of aviation safety Sam Ratulangi Airport by theAirport Authority Region VIII Manado is still not a maximum, but with preventive and repressive supervision performedduring this have been able to improve flight safety guarantees. Based on the research of aviation safety assurance at SamRatulangi airport, makin good as realized by decreasing the number of accidents of air transportation; decrease in the levelof air transport security disruptions; increasing the performance of the service of air transportation facilities andinfrastructure; and increasing air transportation service. This means that if the role of the Office of the Airport Authorityin the oversight of aviation safety can be enhanced or maximized, then certain flight safety will come true better yet.Keywords: surveillance, aviation safety, the Airport Authority

Abstract

ABSTRACT:Empowerment of small and medium micro enterprises is one of the policies made by theIndonesian government in improving the welfare of society. and in accordance with law no.20 of 2008regulates micro, small and medium-sized businesses, as well as by government regulation no. 13 of 2013 onthe implementation of law No. 20 of 2008, the government made a policy regarding the development programsof small and medium micro enterprises.Policy pursued by the government in improving the empowerment of micro, small and medium enterprises arethe government gave permission for business in running a certain business activities; business developmentthrough the provision of facilities, coaching and mentoring; assistance to foster and improve the capabilitiesand competitiveness of businesses; coordination and control of the government. Small and medium micropolicies have also been imposed by the government in the district of northern Kawangkoan.Problems to be answered in this research is how the effectiveness of the empowerment of small and mediummicro enterprises in Kawangkoan northern districts. This study used qualitative methods, this study aimed todescribe, analyze and determine the effectiveness of the empowerment policy of small and medium microenterprises. Results of research conducted by collecting data obtained through observation and interviewsbased on several indicators, as follows: (1) Responsiveness, (2) Development, (3) Adequacy.Based on the results of the study conclude that the policy of empowerment of micro, small and medium-sizedenterprises in the district north Kawangkoan already quite effective. Based on the conclusion of the study, it issuggested to Kawangkoan northern district government to pay more attention to the needs of the microbusiness small and medium in increasing empowerment of small and medium micro enterprises.Key words: effectiveness, policy, empowerment.

Through Policy Implementation BPJS health.Is expected to help people who are less able in the world health, especially in terms of treatment a hospital or puskesmas.success of policy implementation bpjs heatlh, depending on the aspect of communication, resources, disposition, bureaucratic structure. If the four variables support each other, then policy implementation BPJS heatlh can be achieved effectively and on target. The purpose of policy implementation BPJS heatlh is to achieve the degree of the poor or economically weak in the needs of treatment. On of the efforts made by the government is to take health card BPJS program.and by providing facilities and infrastructure at heatlh center for the implementation of health on target. The purpose of this study is to know Policy Implementation BPJS Health At Puskesmas . The benefits of this research are to provide input to the Health Center or stakeholders within Policy Implementation BPJS Health At Puskesmas Patlean, North Maba District, East Halmahera District. The method used is qualitative method, with type of descriptive approach and research location patlean village North Maba District, East Halmahera District. Data collection is done by observation and in-depth interview to informant.
