Abstract

Advances in financial technology bring convenience and efficiency in electronic payment systems, one of which is the electronic wallet that is popular among people today. Electronic wallets are storage of payment instruments using cards or electronic money, holding funds and making payments. Behind the convenience of using electronic wallets, there are also frequent security problems, namely balance breaches, hacking of information data and illegal access to electronic wallet accounts in an application so that a comparison of electronic wallet security system arrangements in Indonesia and Singapore is carried out. The research was conducted normatively in the form of comparative law using secondary data sources, descriptive research nature, data analysis with qualitative methods, and deductive inference. In Indonesia, the regulation of electronic wallet security systems in several regulations and in Singapore is regulated in the Payment Service Act 2019 and its statutory guidelines. The results showed that there are 4 similarities and 6 differences in electronic wallet security arrangements seen from the aspects of licensing, cybersecurity, auditing, personal data protection, risk management, information system security, access control and anti-money laundering. With the similarities and differences in the arrangements, Indonesia can adopt the arrangements from Singapore to develop regulations for electronic wallet security systems to overcome growing technological crime.

Abstract

Indonesian people often rely on public transportation, including people with disabilities, who frequently encounter obstacles in accessing Transjakarta bus transportation.  Several Transjakarta bus stops have no ramps, wheelchair lanes, or guide lanes. The Identification problem is analyzes the suitability of public service accessibility facilities, as outlined in DKI PERDA and Law No. 8 of 2016, and their consequences. This research employed the Normative Law research method, which is descriptive and then the data were analyzed qualitatively to facilitate deductive conclusions. It is result and concluded that the accessibility of public services provided by Transjakarta is unable to regulations and policies. This is shown by the inadequate facilities available for people with disabilities and the legal consequences for Transjakarta that does not provide special facilities for passengers with disabilities can result in sanctions by applicable laws and regulations, most of the sanctions are in the form of administrative sanctions such as written warnings, administrative fines, license suspension, and license revocation, and provide compensation for losses experienced. The author suggests that Transjakarta pay attention to facilities, laws, regulations, and local governments to ensure the APBD budget for the development of accessibility services for passengers with disabilities.

Abstract

Personal data theft is a form of cybercrime that is rampant in Indonesia, especially with the main target of the e-commerce sector. The identification of this research problem, namely: how is the legal protection of Shopee consumers' personal data based on Law No. 8 of 1999 concerning Consumer Protection (UUPK) and how is the responsibility of business actors in the event of a Shopee consumer data leak according to the provisions of the UUPK. This research uses normative juridical methods, descriptive in nature, data collected through literature studies and interviews, analysed qualitatively, and deductive conclusions. The results showed that the GCPL guarantees consumers' rights to obtain comfort, security, and safety in utilising the services offered by business actors. This is reinforced by Minister of Communication and Informatics Regulation No. 20/2016 on the Protection of Personal Data in Electronic Systems which gives consumers the right to file reports and demands to the competent authority in the event of a violation of personal data. The author recommends that the Ministry of Communication and Digital (Komdigi) take concrete steps in the form of temporary suspension of transaction activities on platforms proven to violate personal data protection.
