Abstract

This study aims to analyze the role of the village government in improving public security and order (kamtibmas) in Pakuure II Village, Tenga District. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of the study show that the village government has played a role in the aspects of prevention, handling, and development through socialization, coordination with security forces, and the provision of facilities such as street lighting. However, the implementation of kamtibmas has not been optimal, especially in night patrol activities and the provision of security posts. Factors that affect kamtibmas disturbances include internal factors (low public awareness, lifestyle influence) and external factors (social environment and weak enforcement of rules). It is necessary to increase the active role of the village government and community participation to create a safe and orderly environment.

Abstract

This study aims to find out the picture of violations of ethical and moral norms in social life in adolescents and identify the factors that affect the occurrence of these violations in Mapanget Village, Talawaan District, North Minahasa Regency. The research method used is a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation with informants consisting of adolescents, parents, and the village government. The results of the study show that violations of ethical and moral norms committed by adolescents include fights, abusive words to elders, disrespect for teachers and parents, making noise in the community, and other behaviors that are contrary to values, morals, and norms that apply in social life. Factors that affect the occurrence of these violations include internal factors and external factors. Internal factors include unstable emotions, lack of self-control, and a desire to be recognized by peers. Meanwhile, external factors include peer influence, poor social environment, lack of supervision from parents, and the influence of social media. Therefore, the role of the family, community, and village government is needed in providing guidance and strengthening of ethical and moral values to adolescents in order to create an orderly, safe, and harmonious social life.

Abstract

Bullying is an increasing phenomenon in this modern era. This study aims to analyze the factors that cause bullying and its impact on the mental development of students. The research method used is qualitative with a case study approach. The results of the study show that bullying in students is caused by internal and external factors, such as lack of character education, and the influence of the surrounding environment. The impact can be an increase in crime, a decrease in character values and a breakdown in social relationships. This study suggests the importance of effective character education and the active role of teachers and parents in preventing bullying in SMP Negeri 3 Tahuna students. This study uses qualitative research methods. The data collection technique was carried out by observation and interviews. Based on the results of this study, it can be concluded that the strategy for handling bullying in students of SMP Negeri 3 Tahuna is carried out by conducting reprimands, education, lectures, approaches, and advice.

Abstract

This study aims to describe the implementation of classroom management skills by Pancasila and Citizenship Education (PPKn) teachers at SMK Negeri 1 Motoling Timur. This study uses a normative descriptive method with a qualitative approach. The subjects in this study are PPKn teachers and students at SMK Negeri 1 Motoling Timur. Data collection techniques are carried out through observation and interviews. The validity of the data is tested using source triangulation to obtain valid and reliable data.The results of the study show that the implementation of classroom management skills by PPKn teachers has been carried out well through learning planning, varied implementation, and learning evaluation. Teachers use various strategies such as lecture methods, discussions, questions and answers, and the use of learning media to create an active and conducive classroom atmosphere. In addition, teachers also apply a discipline approach through class rules, examples, habituation, and the provision of rewards and punishments in shaping student discipline behavior. Students respond positively to the way the teacher manages the classroom and demonstrate discipline and active involvement in learning. Thus, it can be concluded that the skills of managing classes by PPKn teachers at SMK Negeri 1 Motoling Timur have been implemented effectively in creating an orderly, conducive, and supportive learning process for students.

Abstract

This study aims to find out why students at SMK Negeri 1 East Siau are still found to have less disciplined behavior and to find out teachers' efforts to improve the disciplinary character of SMK Negeri 1 Siau Timur students. The method used in this study is qualitative. The qualitative method is a naturalistic research method because the research is carried out under natural conditions. Where the researcher is the key instrument, the data collection technique is carried out in a triangulation (combined) manner, the data analysis is also inductive/qualitative, and the results of the research emphasize more on meaning and generalization. The results of the study show that the level of awareness of the people of Kuma Village regarding environmental cleanliness in general can be categorized quite well, although this has not been achieved evenly among the entire community. This is reflected in the participation of some people in efforts to maintain cleanliness, such as throwing garbage in the places that have been provided, cleaning the area around their homes, and participating in social service activities that are held regularly. However, there are still some people who do not care, as can be seen from the garbage that is thrown carelessly in various locations, including beaches, irrigation canals, yards, and mangrove areas. This condition shows the need to increase mutual understanding and awareness of the urgency of maintaining environmental cleanliness through education, socialization, and sustainable capacity building programs. In addition, closer cooperation is needed between the village government and the community to foster a sense of shared responsibility, so that a clean, healthy, and beautiful village environment is realized.

Abstract

This study aims to determine the government's role in increasing public awareness of environmental cleanliness in Tounsaru Village, South Tondano District. The research method used is descriptive research with a qualitative approach. Data collection techniques were carried out through observation, interviews, and documentation. Data analysis techniques used data reduction, data presentation, and conclusion drawing. The results show that the village government has carried out its role through socialization, appeals, and routine community service programs such as Clean Friday. These efforts have had a positive impact on increasing public awareness. However, there are still obstacles such as limited cleanliness facilities and infrastructure and unequal community participation. Therefore, it is necessary to improve facilities and strengthen regulations to support the creation of a clean and healthy environment.

Abstract

This study aims to analyze the effectiveness of patrol operations at the Bitung Class II Sea and Coast Guard Base (PLP) in preventing marine pollution by merchant vessels and to identify factors that hinder its effective implementation. The background of this study is the persistent gap between the ideal conditions of marine environmental surveillance and the reality in the field, where marine pollution caused by merchant vessel activities still occurs despite the existence of national and international regulations governing it. This study uses a qualitative approach with a public administration perspective. Data were collected through interviews, observations, and documentation, then analyzed descriptively qualitatively using an effectiveness approach that includes input, process, output, and outcome. The analysis focused on patrol planning and implementation, inter-agency coordination, and the availability of organizational resources. The results show that the effectiveness of patrol operations at the Bitung Class II PLP in preventing marine pollution by merchant vessels is not optimal. This is due to limited human resources, a lack of patrol fleets, budget constraints, and suboptimal coordination between related agencies. These conditions have resulted in uneven coverage of surveillance and the continued discovery of potential marine pollution violations in Bitung waters. In conclusion, the effectiveness of patrol operations is greatly influenced by institutional capacity and synergy between actors in the marine surveillance system. Therefore, it is necessary to strengthen resources, improve coordination, and optimize patrol strategies to support sustainable marine environmental protection.

Abstract

This study aims to analyze the implementation of the Village Fund (DD) policy in managing marine tourism potential in Bahoi Ecotourism Village, West Likupang District, North Minahasa Regency. Using a qualitative approach with a case study design, data were collected through in-depth interviews with five key informants, field observations, and a study of village financial planning and reporting documents. Data analysis refers to an interactive model of reduction, presentation, and conclusion drawing. The results show that the planning and implementation of DD for the marine tourism sector have met administrative compliance standards through the Village Deliberation mechanism, TPK monitoring, and digital reporting of the Village Finance System (Siskeudes). However, policy implementation is still project-based and oriented towards short-term outputs. Community participation tends to be procedural, not including substantive decision-making regarding asset ownership, retribution schemes, or the distribution of economic benefits. Optimizing implementation is supported by clear regulations, structured vertical coordination, and transparent reporting. Conversely, the program's effectiveness is significantly limited by the village's inadequate fiscal capacity for strategic infrastructure, a deficit in community technical skills, post-village head election political dynamics that disrupt program continuity, and weak horizontal oversight due to a lack of financial literacy and a participatory culture. The study concluded that the implementation of Village Fund Allocation (DD) in Bahoi Village is still at the community-involved tourism stage and has not yet achieved the ideal principles of community-based tourism.

Abstract

This research is motivated by the evident gender distribution inequality in strategic positions among the laity, particularly in the position of field coordinator within the Parish Pastoral Council (DPP) of Maria Ratu Damai Tomohon, As well as the existence of cultural barriers and misinterpretations of teachings that limit the role of women. The purpose of this study is to obtain a comprehensive understanding of gender equality in women’s leadership, to identify the factors hindering their involvement in the DPP structure, as well as to analyze the phenomenon through the perspective of Pancasila values and Civic Education. The research method used is a qualitative approach employing the Miles and Huberman data analysis model to ensure the depth of observation. The findings of the study show that over the past 39 years: 1. Strategic leadership has been dominated by men, creating a “glass ceiling” phenomenon due to women’s low self-confidence. 2. The double burden of domestic responsibilities; 3. As well as a patriarchal culture that is not yet aligned with the implementation of the fifth principle of Pancasila. This study recommends that Church leaders implement affirmative policies, such as quotas for women’s representation, organizing leadership training programs (public speaking), and strengthening gender literacy so that the parish can become an inclusive democratic forum for all parishioners.

Abstract

Motivation is one of the factors that influence students’ learning outcomes. With high learning motivation, it is expected that students will achieve better and more satisfactory results. One of the learning models that can be used to improve students’ motivation and learning outcomes is the cooperative learning model of the Student Teams Achievement Divisions. This study aims to improve students’ motivation and learning outcomes through the implementation of the cooperative learning model of the Student Teams Achievement Divisions type on the topic of social interaction. This model emphasizes cooperation in heterogeneous groups, where students help each other understand the material and are then evaluated individually to contribute to the group score. In this study, motivation and learning outcomes are considered successful if more than 80% of students show improvement (classical completeness). The data were obtained from motivation questionnaires and students’ learning achievement tests administered before and after the implementation of the Student Teams Achievement Divisions learning model at SMP Frater Don Bosco Tomohon North Sulawesi Province. The results show that the implementation of the Student Teams Achievement Divisions cooperative learning model was able to improve students’ learning motivation, with 77.8% of students showing improvement in cycle I, increasing to 85.2% in cycle II. In addition, students’ learning outcomes also showed significant improvement, as indicated by the increasing number of students achieving learning mastery in each cycle. A total of 23 out of 27 students (85.2%) experienced improvement after participating in the Student Teams Achievement Divisions learning model, which falls into the very high category on the topic of social interaction.
