The purpose of this study was to analyze the partnership between Perum Perhutani KPH Cepu and CV Hargo Dumilah Group in managing the Cepu Heritage Trainz Loko Tour tour route in Blora Regency. The Heritage Trainz Loko Tour Cepu tour is a tour package through the teak forest pulled by a steam locomotive made by Berliner Maschinnbau Germany in 1928. This research uses qualitative methods with a descriptive case study approach and focuses on the parameters of Commitment, Coordination of Interdependence, Trust, Communication Behavior with indicators of Communication Quality, Communication Sharing, Participation and Conflict Resolution Techniques. The results of the study show that tourism management is based on a cooperation agreement which contains the rights and obligations of each party and is running well. However, there were problems faced when the Covid-19 pandemic had an impact on tourism development which could not go according to plan. So it can be concluded that the indicator of trust is not optimal, this is due to problems that hinder sustainability in terms of development and arrangement of tourist objects.AsbtrakTujuan dari penelitian ini untuk menganalisa kemitraan antara Perum Perhutani KPH Cepu dengan CV Hargo Dumilah Group dalam pengelolaan jalur wisata Heritage Trainz Loko Tour Cepu di Kabupaten Blora. Wisata Heritage Trainz Loko Tour Cepu adalah paket perjalanan wisata melintasi hutan jati yang ditarik dengan lokomotif uap buatan Berliner Maschinnbau Jerman tahun 1928. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus deskriptif serta fokus pada parameter Commitment, Coordination of Interdependence, Trust, Communication Behavior dengan indikator Communication Quality, Communication Sharing, Participation and Conflict Resolution Techniques. Hasil penelitian menunjukkan bahwa pengelolaan wisata didasarkan atas perjanjian kerjasama yang memuat hak dan kewajiban dari masing masing pihak dan berjalan dengan baik. Namun terdapat permasalahan yang dihadapi saat adanya pandemi covid-19 berdampak pada pada pengembangan wisata yang tidak dapat berjalan sesuai rencana. Sehingga dapat disimpulkan bahwa indikator kepercayaan tidak optimal hal ini disebabkan adanya permasalahaan yang menghambat pada keberlangsungan dalam hal pembangunan maupun penataan pada objek wisata.

Aplikasi e-Master hadir untuk memperbaiki tata kelola administrasi Aparatur Sipil Negara agar lebih efisien dan efektif, Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis tentang agile governance dari pemanfaatan aplikasi e-Master Dinas Pertanian dan Ketahanan Pangan Provinsi Jawa Timur beserta faktor pendukung dan penghambat pada pelaksanaannya.Metode yang digunakan adalah kualitatif dengan jenis penelitian deskriptif. Teknik  pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Penentuan informan dilakukan dengan purposive sampling Peneliti melakukan analisis data yang didasarkan pada teori agile governance yang dikemukakan oleh Luna et al, (2015). Peneliti memfokuskan penelitian pada 4 (empat) prinsip agile governance yaitu Good enough governance, based on quick wins, systematic & adaptive approach dan simple design & continuous refinement. Hasil penelitian menunjukkan bahwa penerapan manfaat aplikasi e-Master di DIPERTA Provinsi Jawa Timur sudah sesuai dengan prinsip agile governance. Dari analisis keempat prinsip agile governance dapat disimpulkan yaitu BKD Provinsi Jawa Timur telah menanggapi permasalahan yang dialami para ASN sehingga membuat inovasi pelayanan kepegawaian yang berproses panjang dan rumit menjadi lebih efisien dan sederhana serta mampu meminimalisir masalah pengelolaan data. Dengan adanya hasil analisis dalam perspektif agile governance, diharapkan dapat menjadi salah satu upaya untuk meningkatkan pemanfaatan aplikasi e-Master dengan kemudahan menerapkan teknologi berbasis elektronik.

This study aims to analyze the Effectiveness of the E-Government-Based E-Performance Program Application in the Resources Section of the Sidoarjo Police. This study uses a descriptive qualitative method with a case study approach. The existence of the E-Kinerja application can increase work transparency and personnel welfare by getting benefits according to performance results. The data sources used are secondary data and primary data obtained through interviews, observations and documentation. There are six variables to measure program effectiveness, namely 1) Program Understanding 2) Right on Target 3) On Time 4) Achievement of Goals 5) Real Change 6) Availability of Facilities and Infrastructure. The research results show that the Effectiveness of the E-Performance Program Application in the Resources Section (Bagsumda) of the Sidoarjo Police is said to be Effective, there are seven sub-indicators that are already running well, namely Performance Achievement, Program Realization to be achieved by an institution, Performance Transparency, Improvement Performance, Work Achievement, Employee Welfare, and Applications. This research aims to analyze how the Strategic renewal and innovation of Lazismu Yogyakarta related to the management and distribution of zakat. This research uses a qualitative approach using a case study strategy. Data collection was done by conducting observations and interviews. Data analysis includes data reduction, data presentation, and conclusion and verification. The results showed that the management and distribution of zakat lazismu Yogyakarta using Strategic renewal which includes: 1) strategic renewal context which includes technological transition through the use of the Lazismudiy.or.id website, and the utilization of social media; 2) Strategic renewal Content which includes transformation by conducting fundraising methods and collaborating synergies with national zakat institutions and zakat givers (muzakki); 3) strategic renewal Process which includes sustainability and unsustainability by conducting zakat management training and multi-line organizational networks, then the innovations made by Lazismu Yogyakarta, namely: 1) Relative advantage through the distribution of zakat that is right on target, the development of service programs, and cooperation related to digital distribution of zakat; 2) Compatibility, through increasing the capacity of Human Resources (HR) and poverty alleviation through 6 pillars namely education, economy, health, social da'wah, humanity and environment; 3) Complexity, through openness in the distribution of zakat through the Lazismu Yogyakarta website and targeted distribution; 4) Triability, through certainty in channeling zakat funds to recipients through fundraising methods; 5) Observability, by supervising the management and distribution of zakat and collecting data on muzakki and mustahik properly.

Abstract. This study aims to analyze the process of collaborative governance in the development of the Ujungpangkah Mangrove (MUP) Essential Ecosystem Area (KEE) in Gresik Regency, East Java which has been established by the Governor of East Java in 2020. Collaboration between government and non-government is seen from the aspect of their respective roles each stakeholder, common understanding and goals, clarity of roles and responsibilities of each party, commitment of stakeholders in carrying out roles and responsibilities, reciprocal relationships and dependencies as well as potential conflicts and efforts made to resolve these conflicts for the sustainability of KEE-MUP as an ecotourism destination. This research uses a qualitative method with a case study approach. The results show that the dynamics of collaborative governance are not good, this can be seen from the unclear understanding and common goals among stakeholders. The collaboration scheme carried out by the government to build trust and commitment in the development of KEE must be carried out so that the roles of each stakeholder are clearly known. With these facts, common perceptions between stakeholders are needed as well as arrangements for rights and obligations in effective management, each stakeholder must bear the costs of managing KEE which is his responsibility, and is entitled to benefit from managing KEE through activities that are legally justified. As well as a partnership mechanism between stakeholders in the management of KEE, the mechanism for sharing costs and benefits must be regulated in a transparent, fair and fulfilling the principle of equality.

Abstract. This study aims to determine the effect of knowledge of fatwa, the knowledge of coronavirus disease, and family factors on student compliance with social distancing policies to prevent the spread of Covid-19 in Indonesia. This study was quantitative and the data were collected through questionnaires distributed via google forms. The data were collected from 426 respondents who were students of private and public Universities in Indonesia. The tool of analysis used in this study was the Partial Least Square (PLS) method, a variance-based structural equation analysis (SEM) that can simultaneously perform the measurement and structural model testing. The study found that there was a significant influence of the family factors on the compliance of students with social distancing policies. While there was no significant influence of the knowledge of fatwa and Covid-19 variables on student compliance with social distancing. The results of this study contribute to enriching the discourse of the role of religious and social factors on student compliance with social distancing policy to reduce the spread of Covid-19

This study aims to analyze the collaborative governance process in ecotourism development at Klayar Beach, Pacitan. This study implies that the sustainability of the role of collaboration between the government and non-government must be carried out by looking at the aspects of building trust, and commitment, as well as understanding and mutual agreement with the sustainability goal of marine ecotourism being able to be carried out optimally. This study uses a qualitative method with a case study approach. The results showed that the dynamics of tourists visiting the Klayar Beach ecotourism destination continued to increase every year, even though there had been a decline due to the disaster. However, the government through a collaboration scheme has succeeded in rebuilding the tourism aspect through trust and commitment to development. Looking at future projections, local governments must prepare further strategies in the context of common understanding. In addition, today's progress, which has shown a positive local socio-economic impact with nature conservation that has been implemented, must be able to be maintained and continuously improved along with opportunities for increasing tourists in the future. The conclusion shows that collaboration by local government in Pacitan Regency and non-government in general has shown a positive impact, but it is necessary to pay attention to mutual understanding and agreement within the scope of harmony between implementing parties, considering challenges faced in multi-actor development. This study aims to examine the application of coastal area-based social capital in Gresik Regency. Social capital itself has a high role urgency in the context of development, including in the coastal area of Delegan Beach in Gresik Regency. The study of social capital has become a kind of standard with regard to making the community the main subject in the management of the coastal area of Delegan Beach. This study understands the extent of the application of community social capital and its implications in the coastal area of Gresik Regency through a qualitative approach and case studies on the aspect of using Delegan Beach for local life. The concept of social capital becomes the main reference in analyzing the findings in the field. The findings in this study are in the form of a well-organized pattern of community organization in the research area, a strong pattern of building trust and norms that apply between coastal communities, to the development of networks that are able to increase efficiency by facilitating coordinated actions in the dynamics of developing the coastal area of Delegan Beach towards coastal tourist destinations. The dominant groups that appear as subjects are the tourism-aware group (pokdarwis) around the coastal area of Delegan Beach and the Village-Owned Enterprises (BUMDes). However, there are still limited access (funding, licensing, coastal tourism development, and so on) in regional development which is the main problem that hinders the sustainability of local development in the community. The implication of this is that a touch from the government and related agencies such as the Department of Fisheries and Marine Affairs and the Tourism Office of the Gresik Regency Government is needed in an effort to continue development and support for the community around the coastal development of Delegan Beach in Gresik Regency. Penelitian ini bertujuan untuk mengkaji penerapan modal sosial berbasis kawasan pesisir di Kabupaten Gresik. Modal sosial sendiri memiliki urgensi peran yang tinggi pada konteks pembangunan, termasuk di kawasan pesisir Pantai Delegan di Kabupaten Gresik. Studi seputar modal sosial menjadi semacam pakem berkenaan dengan menjadikan masyarakat sebagai subyek utama dalam pengelolaan kawasan pesisir Pantai Delegan. Studi ini memahami sejauh mana penerapan modal sosial masyarakat beserta implikasinya di wilayah pesisir Kabupaten Gresik melalui pendekatan kualitatif dan studi kasus pada aspek pemanfaatan Pantai Delegan untuk kehidupan lokal. Konsepsi modal sosial menjadi referensi utama dalam menganalisis temuan di lapangan. Temuan dalam studi ini berupa pola pengorganisasian masyarakat di wilayah penelitian yang tergorganisir dengan baik, kuatnya pola pembangunan kepercayaan dan norma yang berlaku antar masyarakat pesisir, hingga pembangunan jejaring yang mampu meningkatkan efisiensi dengan adanya fasilitasi tindakan terkoordinasi dalam dinamika pembangunan kawasan pesisir Pantai Delegan menuju kawasan wisata bahari. Kelompok dominan yang tampil sebagai subjek yakni kelompok sadar wisata (pokdarwis) yang berada di sekitar kawasan pesisir Pantai Delegan dan Badan Usaha Milik Desa (BUMDes). Namun demikian, masih adanya keterbatasan akses (pendanaan, perizinan, pembembangan wisata pesisir, dan sebagainya) dalam pembangunan kawasan menjadi permasalahan utama yang menghambat keberlanjutan pembangunan lokal di masyarakat. Implikasi dari adanya hal tersebut, maka sangat dibutuhkan sentuhan dari pemerintah dan dinas terkait seperti Dinas Perikanan dan Kelautan serta Dinas Pariwisata Pemerintah Kabupaten Gresik dalam upaya pengembangan lanjutan dan dukungan bagi masyarakat seputar pembangunan pesisir Pantai Delegan di Kabupaten Gresik.

The Regional Public Company (Perumda) Giri Tirta as the largest water provider in Gresik Regency is certainly not immune from various kinds of problems every day, such as jammed water, broken meters, cloudy water, leaky pipes. In overcoming the problems faced, the Regional Public Company (Perumda) Giri Tirta, Gresik Regency launched an online-based complaint application known as Gita Ceria Mobile. This is intended so that customers of the Giri Tirta Regional Public Company (Perumda) can more easily communicate with parties from the Giri Tirta Regional Public Company (Perumda) regarding the services provided. The purpose of this study is to describe and analyze Agile Governance in Public Services at the Giri Tirta Regional Public Company (Perumda), Gresik Regency. This study uses the concept of Agile Governance where this theory is the ability of organizations to respond quickly to unexpected changes in meeting the demands and needs of an increasingly changing society. Agile is here to improve organizational capabilities in utilizing information and communication technology. The method used by researchers is using descriptive qualitative. Informants in this study were employees of the Giri Tirta Regional Public Company (Perumda) Gresik Regency and customers of the Giri Tirta Regional Public Company Perumda. Data collection techniques using interviews, observation and documentation. The existing findings show that the Giri Tirta Regional Public Company (Perumda) Gresik Regency has strengthened cooperation with the private sector which has succeeded in increasing water distribution. The findings in the field show that customers are very involved in the innovations provided by the Regional Public Company (Perumda) but the lack of socialization means that not all customers know about it. In terms of speed, accuracy, and success the Regional Public Company (Perumda) is effective in carrying out the program but there are problems in the queue following up on customer reports. This study aims to analyze innovation governance in the Surabaya Teacher Application Information System (SIAGUS). Surabaya Teacher Application Information System (SIAGUS) is a web-based application designed for teachers and education personnel. This research uses Innovative Governance theory according to the United Nations (2015) which consists of several indicators, namely: Institutions, Policy Actors and Society. The informant determination technique is purposive sampling and choosing the informant key. Data collection techniques are observation, interview and documentation. The results showed that managing innovation is supported by various aspects such as institutional analysis, employee discipline, attitudes to serve the community, culture, and community participation. There are also those that have not been supported, such as regulations governing overall innovation, teacher knowledge and the process of utilizing technology. So that regulations are needed that regulate the Surabaya Teacher Application Information System (SIAGUS) and assistance to teachers.
