Abstract

ABSTRAKPenelitian ini bertujuan untuk menjawab permasalahan yang diajukan yaitu: mendiskripsikan Implementasi Program Upaya Khusus Peningkatan Produksi Padi, Jagung dan Kedelai (UPSUS PAJALE) di Kab. Bondowoso yang dimaknai oleh masyarakat secara umum; mendiskripsikan dampak dan manfaat yang ditimbulkan  dari program UPSUS PAJALE yang dirasakan oleh masyarakat; mendiskripsikan apakah aktivitas program UPSUS PAJALE telah mendorong terjadinya konflik sosial dikalangan masyarakat di Bondowoso. Untuk mewujudkan tujuan penelitian tersebut, metode penelitian yang digunakan adalah pendekatan etnografi, yang dikemas dalam bingkai penelitian kualitatif. Penentuan lokasi penelitian dilakukan secara purposive yaitu di Kabupaten Bondowoso, Jawa Timur. Teknik Pengumpulan data mengkombinasikan studi dokumen dan penelitian lapangan (field study) melalui wawancara mendalam, observasi, dan pengamatan berperanserta.  Hasil penelitian menunjukan bahwa  implementasi UPSUS Pajale memberikan gambaran bahwa pada kalangan elit, telah memberikan dampak yang cukup baik dan respon yang positif terhadap implementasi program UPSUS, namun belum menyentuh masyarakat marginal dan masyarakat powerless ditingkat struktur terbawah.DEVELOPMENT AND SOCIAL CONFLICT (Ethnographic Study of Implementation of Special Effort Program for Increasing Rice, Corn, and Soybean Production in Bondowoso-East Java)ABSTRACTThis research aims to answer the question raised is: describing the Program Implementation Specialty Effort Increasing Production of Rice, Corn and Soybeans (UPSUS PAJALE) in Kabupaten Bondowoso is understood by the general public; describe the impact and the benefits arising from program UPSUS PAJALE perceived by the public; describe whether UPSUS PAJALE program activities have lead to social conflicts among people in Bondowoso. To realize the goal of the research, the research method used is an ethnographic approach, which is encapsulated in frames of qualitative research. Location research is purposive in Kabupaten in East Java. Data collection technique combines the study of documents and field study through interviews, observation, and observation participate.  The results showed that the implementation of UPSUS Pajale illustrates that the elite, has impacted quite good and positive response to the implementation of the program UPSUS, but has not touched the marginalized people and communities powerless level structure of the lowest.

Abstract

This study aims to examine the “how” and “what kind of” implementation process of extension by the needs of the Tengger Tribe in optimizing their social capital as an effort to accelerate the process of information and technology transfer to achieve the goals of extension that have been outlined in the philosophy of extension, namely behavior change farmers as an effort to improve welfare. This research useed a qualitative approach with a phenomenological method. Based on the research found that a system and implementation of extension were needed by local conditions, and accommodates tribe characteristics. The reconstruction of the extension system must be carried out thoroughly in terms of the institutional aspects of extension, extension workforce, and implementation of extension so that it could achieve the expected goals of changing farmer’s behavior to improve the welfare of farmers in the Tosari Sub-District of Pasuruan Regency.
