Abstract

Melalui perencanaan penilaian pengeluaran, negara-negara seperti Indonesia berusaha mengidentifikasi peluang pengurangan anggaran dengan meningkatkan kualitas rencana. Penelitian ini bertujuan untuk menganalisis tinjauan pengeluaran dalam perencanaan anggaran untuk melakukan inisiatif penghematan. Dengan menggunakan pendekatan kualitatif, Hasil penelitian menemukan bahwa Indikasi inefisiensi alokasi paling banyak ditemui untuk anggaran belanja biaya pemeliharaan dan listrik, sementara indikasi duplikasi paling banyak ditemui untuk belanja biaya pemeliharaan dan belanja modal (aset tetap), dan tidak ditemukan adanya indikasi einmalig pada alokasi anggaran tahun 2017 di Provinsi Kepulauan Riau.

Abstract

This article looks at the existence of the use of the Malay identity used by regional head candidates in the 2013 Riau Province gubernatorial election. The research method used in this research is the literature study method by analyzing various journals that discuss identity politics and the use of identity in the head election. The results show that in the process, regional representative politics is a strategy that has significance for the victory of Annas Maamun and Arsyad Juliandi Rachman. However, this strategy also needs to be supported by ethnic identity politics for the Riau Coastal and Riau Malay ethnic groups. Thus, this confirms that the use of Riau Malay identity in the implementation of local democracy still serves as an additional strategy in winning the regional head elections in Riau Province.

Abstract

The promotion of the position auction through the "assessment center" is an effort to reform the bureaucracy by the Aceh provincial government. This is done as a response from the government to the image of services that were previously deemed not optimal and to improve the quality of effective and efficient public services. This study aims to determine the process of implementing a promotion auction for positions through an assessment center in Aceh Province. qualitative research methods. This study found that the Aceh provincial government had carried out a position auction promotion to fill the vacancy of structural positions held. This is done as a step in improving government performance to make it more optimal. The auction of this position carried out by the Aceh Provincial Government will be seen by involving the Aceh Civil Service Agency (BKA) against Law no. 5 of 2014 which regulates the state civil apparatus. It is hoped that the results of the promotion of the position auction will eventually be able to place relevant structural officials with better capabilities and performance.

Abstract

Artikel ini bertujuan untuk menjelaskan bagaimana identitas Melayu Riau dikonstruksikan dalam upaya mewujudkan budaya melayu yang berintegritas. Melalui observasi dan studi kepustakaan serta studi dokumentasi ditemukan beberapa upaya yang mendukung keberlangsungan identitas Melayu di tengah berbagai tantangan saat ini. Analisis artikel ini disandarkan pada data yang diperoleh dari kebijakan mengenai upaya mempertahankan budaya Melayu. Demikian pula, dilakukan wawancara untuk mengetahui sikap masyarakat mengenai dinamika budaya Melayu saat ini. Selain itu, data juga diperoleh dari naskah Gurindam Dua Belas yang hingga saat ini masih diperpegangi oleh masyarakat Melayu. Artikel ini menegaskan bahwa tiga hal terkait dengan identitas Melayu Riau. Pertama, identitas Melayu dipertahankan melalui berbagai upaya, termasuk legitimasi kultural melalui kerjasama antara Lembaga Adat Melayu (LAM) dengan pemerintah daerah. Kedua, terdapat stigma terhadap identitas Melayu yang direspons dengan upaya membangkitkan kembali identitas secara utuh melalui berbagai simbol. Ketiga, identitas Melayu senantiasa diidentikkan dengan Islam sebagai upaya untuk menunjukkan bahwa ia tidak saja merupakan identitas kultural, tetapi juga agama. Ketiga hal tersebut, dalam perspektif  teoretis dikenal dengan konstruksi identitas yang mencakup identitas legitimasi, resisten, dan proyek. Artikel ini merekomendasikan perlunya dilakukan berbagai kajian mengenai identitas lokal di Indonesia untuk dijadikan dasar pembangunan secara lebih luas sehingga tidak terjadi gesekan antara nilai-nilai lokal dengan semangat pembangunan yang lebih cenderung mengadopsi nilai-nilai modernitas.

Abstract

The advancement of information and communication technology (ICT) has become a major focus that is often seen in Indonesia's concept of smart cities. As a result, various stakeholders often ignore smart people's dimensions, which have an essential role in realizing a smart city. Therefore, this study aims to explain and compare various smart people policies in metropolitan cities such as Bandung, Jakarta, and Pekanbaru. This study uses literature study research techniques sourced from journals, proceedings, books, and official government websites that provide information relevant to the study's focus. The results showed that smart people's policy dimensions in Bandung, Jakarta, and Pekanbaru consist of three policy dimensions: policies at the education level, creative industry policies, and Smart City Living Lab policies. In the education sector policy, the Municipal Governments of Bandung, Jakarta, and Pekanbaru have the same program orientation. Then, the creative industry sector policy has a different program orientation. The city of Bandung focuses on developing the Little Bandung website, Jakarta focuses on the One District One Center (OK OCE) program. In contrast, Pekanbaru focuses on the Madani Food Week program. Furthermore, the policies in the Smart City Living Lab sector in Bandung, Jakarta, and Pekanbaru have not focused on the parameters of the small-scale smart city development model.

Abstract

This article aims to analyze the relationship between the teacher and the congregation of the Naqsabandiyah in local political action and their relationship with local political elites. This study uses a qualitative approach that aims to interpret a case that will be carefully examined and analyzed using periodic descriptive analysis methods. The results of this study indicate that the pattern of relations between teachers and congregation of the Naqsabandiyah groups in local political action in Rokan Hulu Regency tends to be more accommodating to the authorities, where the political orientation of this group has undergone a transition from traditional to rational action with its own political choices. Then, the relationship between the group and local political elites in socio-religious practices has confirmed the existence of a very strong religious and political relationship, where the Naqsabandiyah sees Achmad (local political elite) as a group representation traced from the existence of kinship ties.

Abstract

This article is a study of the process of the rise of Riau Malay Identity Politics when it was previously marginalized in the New Order era. The purpose of this article is to look at the stages in the formation of identity politics in restoring the glory of Malay culture in Riau province. This research is descriptive-explorative library research that explains and explores ideas about Riau Malay identity politics by answering questions in problems identified based on reading results and data interpretation related to the research theme. The results showed that after the reforms, the political elite of the Riau Province government tried to strengthen Malay identity with a variety of policies that were disseminated. Then, the negative views that were often directed towards ethnic Malay in the past, were rectified again by giving Islamic values to all the lives of the Malay people. Furthermore, the Local Government and the Riau Malay Customary Institution try to re-socialize the importance of the use of Malay as the origin of Indonesian.

Abstract

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the sociocultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

Abstract

Entering the era of society 5.0, the use of technology has begun to consider the humanities aspects of the problem-solving process in the public sector. Therefore, this study aims to determine the efforts to strengthen bureaucratic reform towards the era of society 5.0 through the governance of human resource development planning by the Ministry of State Apparatus Utilization and Bureaucratic Reform. Then, this study uses qualitative research methods with secondary data collection from previous references such as books, journals, and public documents related to the research focus and analyzed using NVivo12 Plus software with a Cluster Analysis approach. The findings of this study indicate that the Ministry of State Apparatus Utilization and Bureaucratic Reform has strengthened bureaucratic reform through a merit system-based planning governance, where at the stages of recruitment, appointment, and promotion, an examination is carried out on the level of expertise and competence of each apparatus that meets the job requirements while taking into account the aspects of integrity and morality. However, strengthening bureaucratic reform towards the era of society 5.0 in Indonesia has encountered various obstacles related to the still-dominant bureaucratic pathology, a culture of corruption, and the unpreparedness of the bureaucracy for the use of technology and information in the orientation of public services to the community. Therefore, the planning for human resource development by Ministry of State Apparatus Utilization and Bureaucratic Reform in strengthening bureaucratic reform towards the Society 5.0 era must be carried out appropriately by responding to various obstacles that occur as well as all forms of environmental change and development of the times.

Abstract

This article aims to explain the efforts of the government and the people of Riau in promoting Islamic Malay identity. Through observation, literature study and documentation study, several efforts were found to support the continuity of Malay identity amidst various challenges today. The concept of identity politics is used to analyze the above problems and it is found that there are three construction processes of a social identity which include legitimate identity, resistant identity, and project identity. This paper finds the finding that the efforts to emphasize Islamic Malay identity by the government and the people of Riau are carried out in three stages. First, efforts to legitimize the Malay identity through the formation of the Riau Customary Institution (LAM) which is dedicated to protecting and preserving the heritage of the Malay symbol and in cooperation with the Riau Provincial Government. Second, efforts to fight against the negative stigma attached to Malay culture in the past. Third, the identification of Malay as Islam and vice versa through the promotion of Malay as an effort to ward off previous negative views and to affirm the existence of Islamic Malay culture in Riau.
