Abstract

In the government sector, E-Government has become part of innovation. The use of E-Government is necessary to maintain government transparency. In Banda Aceh City, Aceh Province, Indonesia, this study tries to capture the phenomenon of the factors that influence trust and use of E-Government. The purpose of this research is to learn about the elements that influence trust and adoption of E-Government in the Banda Aceh region through quantitative research. This research is included in the category of survey research. This study found that two variables have positive and significant implications for other variables, namely the benefit variable has significant implications for trust in e-government, and the trust variable in e-government has significant implications for the use of e-government. Meanwhile, three other variables that have no significant implications are organizational factors, technological factors, and risk factors for public trust in the use of E-Government by the government. This study also has limitations, such as considering the positive impact on the use of e-government in the Banda Aceh Region, rather than the problem of only using e-government in the Banda Aceh Region of Aceh Province. The time limit associated with data collection is another weakness of this study.

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

This research aims to analyze Collaborative Governance strategies in food diversification efforts in Rokan Hulu Regency, focusing on the regional food policy context. Utilizing qualitative analysis with the Nvivo 12 Plus tool, it systematically processes interview and online media data, revealing key factors such as coordination (47.06%), trust (29.41%), and commitment to common goals (23.53%) that influence collaborative governance. The novelty lies in highlighting the low level of stakeholder commitment, linked to a lack of participation forums, which impacts local food consumption patterns still dependent on rice. While leadership and institutional design are identified as critical aspects of collaborative governance, this study advances the discourse by emphasizing the dominance of the government sector and the need for more balanced stakeholder involvement in program implementation. It also underscores the importance of developing alternative commodities like corn and cassava to enhance food diversification. This research contributes to the state of the art by offering timely insights into the practical challenges of collaboration, advancing both theoretical and applied aspects of governance in rural food security strategies.

Abstract

This article examines how online news frames environmental issues in the corn development program in Dompu, West Nusa Tenggara, Indonesia. Furthermore, this article uses qualitative-exploratory research to analyze the news content with the analytical knife of Robert M. Entmen's framing model. Then, the data analysis tool uses NVivo 12 Plus to code the data and distribute terms and words that correlate with the framing of online news. The findings showed that certain aspects of the maize development program were more prominent, in general, the national online media emphasized elements of “make moral judgment” and “treatment recommendation”. In contrast, the local online media emphasized “define problem” and “diagnose cause”. Both online media explicitly instructed how environmental issues in Dompu Regency are important for environmental journalists. Thus, this implies differences in framing between national and local online media, and illustrates that environmental journalists have an important role in framing environmental issues.Keyword: Media framing, Online news, Environment issues, Corn program, Dompu. ABSTRAKArtikel ini meneliti bagaimana berita online membingkai isu lingkungan dalam program pengembangan jagung di Dompu, Nusa Tenggara Barat, Indonesia. Lebih lanjut, artikel ini menggunakan penelitian kualitatif-eksploratif untuk menganalisis konten berita dengan pisau analisis model framing Robert M. Entmen. Kemudian, alat analisis data menggunakan NVivo 12 Plus untuk mengkodekan data dan mendistribusikan istilah dan kata-kata yang berkorelasi dengan pembingkaian berita online. Temuan penelitian menunjukkan bahwa aspek-aspek tertentu dari program pengembangan jagung lebih menonjol, secara umum, media daring nasional menekankan unsur “make moral judgment” dan juga “treatment recommendation”. Sebaliknya, media daring lokal menekankan pada unsur “define problem” dan “diagnose cause”. Kedua media daring tersebut secara eksplisit menginstruksikan bagaimana isu lingkungan di Kabupaten Dompu menjadi penting bagi jurnalis lingkungan. Dengan demikian, penelitian ini menyiratkan adanya perbedaan pembingkaian antara media daring nasional dan lokal, dan menggambarkan bahwa jurnalis lingkungan memiliki peran penting dalam membingkai isu-isu lingkunganKata Kunci: Pembingkaian media, Berita online, Isu lingkungan, Program jagung, Dompu.

Abstract

The government has a crucial role in the management of COVID-19 since it is a leader. However, to speed up breaking the chain of transmission of COVID-19, the government needs various solutions from various stakeholders, considering that the COVID-19 pandemic is a broad problem and all parties are required to work together to achieve this goal. This study aims to explain the influencing factors and implications of the Penta Helix synergy in handling COVID-19 at the Pekanbaru City Level. This study then used a qualitative analysis method with Nvivo 12 Plus as an analytical tool to help visualise data from online media. The findings of this study indicate that the factors that influence the synergy of the Penta Helix model in handling COVID-19 at the Pekanbaru City Level include the role of government, involvement, and equality between actors, joint decision-making processes, formal organization, consensus, and collaboration factors in problem-solving. Then, the synergy of the Penta Helix model in handling COVID-19 in Pekanbaru City has two impacts, namely, the implications for developing the spirit of cooperation and accelerating the handling of the COVID-19 pandemic in Pekanbaru City. The implications of this research provide a reference for the importance of strengthening actor synergy based on a systematic mapping of the balance of roles of each stakeholder to optimally contribute to handling COVID-19 at the Pekanbaru City Level.

Abstract

The Pekanbaru City SME Cooperative Office holds a loan interest subsidy program that aims to support the implementation of the National Economic Recovery (PEN) program and assist business actors in running their businesses. In its implementation, business actors must take part by developing their business. But in reality, there are problems for business actors, namely the lack of quality of human resources, difficulties in realizing procedures and permits from the Government, the lack of capital owned by business actors and difficulties in obtaining loans. The research method used in this research was descriptive qualitative. Data collection techniques were carried out using interviews and documentation techniques. The data analysis technique in this research used Nvivo 12 Plus software using the theory of measuring program effectiveness by Sutrisno. The results of this study indicate that from the aspect of understanding the program for business actors, they do not fully understand and are able to deal with the consequences of late payment of loan interest subsidies. The right target indicator has not been able to achieve the objectives of the loan interest subsidy program because there is a Cost Budget Plan (RAB) that does not match the actual conditions. Timely indicators, which are quite slow in the process of distributing the loan interest subsidy program. Then the real change indicator found that the loan interest subsidy program has not been able to bring about changes because there are still many problems that occur such as bad credit, lack of responsiveness, short repayment times, and many who ask for unsecured. From these problems, it can be said that the loan interest subsidy program implemented has not been effective and has not been able to bring impact or change to the community as business actors.

Abstract

Kapabilitas menjadi salah satu komponen krusial dalam menilai SDM yang ada di organisasi pemerintahan, termasuk pemerintahan desa. Website Siaga Dukcapil merupakan inovasi baru dalam sistem pelayanan Disdukcapil Kabupaten Kuantan Singingi untuk memberikan pelayanan administrasi kependudukan yang efektif secara online. Desa Munsalo sebagai salah satu desa yang memberikan layanan adminduk secara digital. Namun, permasalahan terkait ketidakmampuan aparatur desa dalam memanfaatkan sistem Siaga Dukcapil menjadi problematika tidak tercapainya penyelenggaraan pelayanan publik yang optimal. Oleh karena itu, studi ini bertujuan untuk menjelaskan kapabilitas pemerintah desa dalam penyelenggaraan pelayanan Siaga Dukcapil di Desa Munsalo Kabupaten Kuantan Singingi. Penelitian ini menggunakan pendekatan kualitatif deskriptif yang dianalisis menggunakan aplikasi Nvivo 12 Plus untuk menjawab tujuan penelitian secara sistematis. Hasil penelitian ini menunjukkan bahwa kapabilitas Pemerintah Desa Munsalo dalam penyelenggaraan pelayanan publik melalui website Siaga Dukcapil tahun 2023 masih belum optimal. Pertama, dimensi pengetahuan dan keterampilan masih dihadapkan dengan masalah tidak adanya pembinaan dari Disdukcapil Kabupaten dan Pemerintah Kecamatan kepada operator desa, sehingga keterampilan aparatur dalam penginputan data kependudukan masyarakat desa melalui Siaga Dukcapil masih minim. Kedua, dimensi sistem teknis masih terdapat permasalahan terkait tidak adanya SOP dan terbatasnya sarana prasarana untuk menunjang pelayanan yang diberikan. Ketiga, dimensi sistem manajerial berkaitan dengan belum maksimalnya kemampuan kepala desa dalam menjalankan regulasi sehingga operator adminduk desa sulit ditemui masyarakat dan minimnya sosialisasi program adminduk di desa. Keempat, dimensi nilai dan norma permasalahan terkait aspek kebermanfaatan yang belum optimal bagi masyarakat lokal karena waktu penyelesaian dokumen adminduk melalui Siaga Dukcapil yang masih belum efisien dan sering mengalami kendala jaringan. Capability is one of the crucial components in assessing human resources in government organizations, including village governments. The Siaga Dukcapil website is an innovation in the Disdukcapil service system of Kuantan Singingi Regency to provide effective online population administration services. Munsalo Village is one of the villages that provides digital adminduk services. However, the problem related to the inability of village officials to utilize the Siaga Dukcapil system is a problem that has not achieved optimal public service delivery. Therefore, this study aims to explain the capabilities of the village government in providing Siaga Dukcapil services in Munsalo Village, Kuantan Singingi Regency. This study uses a descriptive qualitative approach which is analyzed using the Nvivo 12 Plus application to answer the research objectives systematically. The results of this study indicate that the capabilities of the Munsalo Village Government in providing public services through the Siaga Dukcapil website in 2023 are still not optimal. First, the knowledge and skills dimension is still faced with the problem of the absence of guidance from the Regency Population and Civil Registry Office and the Sub-district Government to village operators, so that the skills of the apparatus in inputting population data for village communities through Siaga Dukcapil are still minimal. Second, the technical system dimension still has problems with the absence of Standard Operating Procedures and limited facilities and infrastructure to support the services provided. Third, the managerial system dimension is related to the less than optimal ability of village heads to implement regulations so that village population administration operators have difficulty meeting with the community and the minimal socialization of population administration programs in the village. Fourth, the value and norm dimension of the problem is related to the benefits that are not optimal for local communities because the completion time for population administration documents through Siaga Dukcapil is still inefficient and often experiences network problems.
