Abstract

This study analyzes the role of Divers Clean Action (DCA) as an implementation of ASEAN Values in a bottom-up approach to tackling marine plastic pollution in Southeast Asia. Using Alexander Wendt's constructivism theory, this study shows how DCA utilizes values such as collectivism, social harmony, respect for cultural diversity, and gotong royong to build a pro-environment collective identity. Qualitative research methods were applied through in-depth interviews with a DCA representative and document analysis, revealing that an ASEAN Values-based approach can form a strong pro-environmental collective identity while addressing the weaknesses of the top-down approach previously relied upon by ASEAN. However, challenges such as resource constraints and cross-border coordination require more structured policy support from ASEAN. This research makes an important contribution to the literature on regional environmental governance by demonstrating the potential for integrating local values and community-based approaches in addressing complex environmental issues. The implications of these findings suggest the need for a more inclusive policy framework that can combine the strengths of bottom-up and top-down approaches for more effective management of marine plastic pollution in the ASEAN region.

Abstract

Online commercial sexual exploitation of children (CSEC) is growing alongside advances in digital technology, requiring strong collaboration between the Indonesian government and non-governmental organizations such as ECPAT Indonesia. Although the government has established various regulations, including the Child Protection Law, the Electronic Information and Transactions Law, and ratified the UN Optional Protocol, the dynamics of cybercrime demand more adaptive handling strategies. This study uses a descriptive qualitative method through a literature review of government documents, international agency reports, and academic publications to analyze the form and effectiveness of government-ECPAT collaboration in the 2021-2024 period. The results show that cooperation has been realized through law enforcement training, public awareness campaigns, regulatory drafting, joint research, and strengthening of case reporting mechanisms, despite challenges such as low reporting rates, the complexity of tracking anonymous perpetrators, digital literacy gaps, and limited assistance services in rural areas. These findings emphasize the importance of continuous synergy among actors to strengthen child protection in the digital space and optimize comprehensive prevention and handling of ESKA

Abstract

This research analyzes the Indonesian government’s policy responses to combating Illegal, Unreported, and Unregulated (IUU) Fishing in the Arafura Sea during 2023-2024, focusing on the case of the Run Zeng 03 and Run Zeng 05 vessels. These foreign-flagged vessels, owned by a Chinese company but registered under the Russian flag, were involved in illegal fishing and human rights violations against Indonesian fishery crew members. Using a qualitative descriptive approach supported by literature studies and official government data, this research analyzes how Indonesia implemented its maritime sovereignty through legal enforcement, inter-agency coordination, and international maritime diplomacy. The findings reveal that Indonesia’s measures, such as vessel monitoring AIS/VMS technology, law enforcement through arrests and seizures, and diplomatic engagement with flag states reflect a progressive but still reactive approach. The study identifies key challenges, including limited foreign authorities. This research highlights the need for an integrated policy framework that combines hard power (law enforcement and patrols) with soft power (international cooperation, economic diplomacy, and labor protection). The study concludes that a comprehensive and collaborative approach is essential to strengthen maritime governance and ensure sustainable, equitable management of Indonesia’s marine resources.

Abstract

This study analyzes Indonesia's strategy in building a geopolitical identity as a middle maritime power in the Indo-Pacific region through the Global Maritime Fulcrum (GMF) policy during the Joko Widodo administration (2014–2019). The background of this study is based on the increasing geopolitical dynamics of the Indo-Pacific as the epicenter of great power rivalry, which demands Indonesia to strengthen its strategic position and identity as an archipelagic nation. This study uses a descriptive qualitative approach based on literature studies with reference to Middle Power Theory as a theoretical framework, as well as the concepts of maritime geopolitics, the Indo-Pacific, and maritime diplomacy as conceptual frameworks. The study shows that the GAM does not only function as a maritime sector development policy, but also as a grand strategy in shaping Indonesia's identity as a middle maritime power.

Abstract

Penelitian ini menganalisis peran solidaritas sipil dalam membangun perlawanan masyarakat Ukraina terhadap agresi Rusia pada periode 2023-2024 dalam konteks perang modern. Transformasi karakter perang modern yang ditandai dengan taktik hibrida, keterlibatan aktor nonnegara, serta perang informasi menjadikan masyarakat sipil bukan lagi pihak pasif, tetapi aktor strategis dalam arsitektur ketahanan negara. Dengan menggunakan kerangka konstruktivisme, soft power, masyarakat sipil transnasional, dan ketahanan nasional, penelitian ini menjelaskan bagaimana identitas nasional, nilai bersama, serta narasi kolektif membentuk kapasitas mobilisasi rakyat Ukraina selama konflik berlangsung. Temuan penelitian menunjukkan bahwa solidaritas sipil terbentuk melalui proses historis yang panjang, mulai dari penguatan identitas pasca-kemerdekaan, mobilisasi politik pada Revolusi Oranye dan Euromaidan, hingga konsolidasi jaringan sosial setelah invasi 2022. Pada masa eskalasi perang, solidaritas ini termanifestasi dalam berbagai bentuk, seperti mobilisasi relawan, dukungan logistik pertahanan, kampanye digital, aktivisme diaspora, serta diplomasi publik akar rumput yang memperkuat dukungan internasional. Seluruh dinamika tersebut memperlihatkan bahwa perlawanan Ukraina tidak hanya bergantung pada kekuatan militer, tetapi juga ditopang oleh kohesi sosial dan inisiatif sipil yang berfungsi sebagai fondasi ketahanan nasional nonmiliter. Penelitian ini menyimpulkan bahwa solidaritas sipil berperan sebagai mekanisme kunci yang memungkinkan masyarakat Ukraina mempertahankan kedaulatan negara di tengah karakter perang modern yang kompleks dan multidimensional.

Abstract

“Sipping soft power” describes how simple activities such as brewing and enjoying coffee can be a subtle way to convey cultural values, strengthen international relations, and build a positive image of Indonesia in the eyes of the world. In the context of bilateral relations that have been established for over 75 years, coffee has transformed into a cultural symbol reflecting Indonesia's national identity. Using a qualitative case study approach with Nation Branding theory (Anholt) and soft power theory (Nye), this study utilizes data from official reports, scientific literature, and documentation of coffee diplomacy activities. The research findings indicate that the diversity of coffee flavors from various regions in Indonesia, born from tropical geographical conditions, fertile volcanic soil, and sustainable agricultural practices, makes coffee a representation of Indonesia's cultural and natural wealth. Coffee-drinking traditions such as tubruk coffee and klotok coffee are part of social life and offer authentic narratives that strengthen Indonesia's cultural appeal in the eyes of the American public. Through active promotion involving businesses, the diaspora, and state diplomacy, coffee has successfully created cross-cultural emotional experiences that bring foreign consumers closer to Indonesia's local values. This makes coffee not only an economic commodity but also a symbol of national identity that strengthens Indonesia's positive image in bilateral relations with the United States.

Abstract

Indonesia faces increasing challenges in immigration management due to the rising number of foreign nationals, including violations of residence permits and transnational crimes. This study aims to analyze the effectiveness of the deportation policy, focusing on the case of eight Vietnamese nationals in Samarinda. Employing a qualitative case study approach, the research involved interviews, observations, and document analysis. The population comprised all foreign nationals deported from Samarinda in 2023, with purposive sampling of eight Vietnamese individuals and key informants from relevant agencies. Data were analyzed thematically to identify patterns and factors influencing policy implementation. The results show that deportation is an effective legal instrument for addressing illegal activities and safeguarding national sovereignty, but its impact is limited by uneven local capacity and a lack of preventive measures. The conclusion highlights the need for integrated strategies, including digital surveillance, legal education, and regional cooperation, to enhance the sustainability and fairness of immigration enforcement in Indonesia.

Abstract

This study describes Indonesia's economic diplomacy strategy for promoting the nickel industry downstream following the implementation of the nickel ore export ban policy in 2020. The author will review Indonesia's economic diplomacy efforts or strategies in promoting the nickel industry downstream following the 2020 nickel ore export ban using the concepts of economic diplomacy and dependency theory. The author employs a qualitative approach through a literature review. This study found that Indonesia's economic diplomacy employs a combination of bilateral and multilateral approaches, including establishing cooperation with key partners such as China and South Korea. This diplomacy is carried out to maintain the downstream policy and attract foreign investment to develop the nickel processing sector. Despite facing challenges from the European Union through the WTO, Indonesia remains determined to maintain this policy aiming to create domestic added value and reducing dependence on raw material exports. These findings demonstrate how economic diplomacy serves as an effective instrument in achieving Indonesia's national interests.

Abstract

This article analyzes the implementation of the Free Nutritious Meals (MBG) Program to support the achievement of Sustainable Development Goals (SDGs) Points 3 (Healthy and Prosperous Life) and Point 4 (Quality Education) in Jayapura City. The MBG Program is a local government policy focused on meeting the nutritional needs of students to improve health and support the learning process. This study used a qualitative literature review approach, drawing on books, government publications, research findings, and published articles. The results highlight that the MBG program has been well implemented in Jayapura City and has had a positive impact on improving student nutritional status, as well as school attendance and concentration. These results support the achievement of SDGs Points 3 and 4. However, several challenges remain in its implementation, such as budget constraints, uneven food distribution, and a lack of supporting infrastructure. Therefore, improved coordination between sectors, increased resource allocation, and ongoing evaluation are needed to ensure the program's effectiveness.

Abstract

Kemajuan teknologi dalam era globalisasi telah meningkatkan kompleksitas Organized Transnational Crime (OTC), yang menuntut transformasi strategi penegakan hukum lintas batas. Penelitian yang berjudul “Diplomasi Kepolisian Filipina - Indonesia Dalam Menangani Kejahatan Lintas Negara: Studi Kasus Police to Police Cooperation Dalam Pemulangan Buronan Alice Guo,” ini bertujuan menganalisis efektivitas kerja sama kepolisian kedua negara dalam merespons ancaman tersebut. Fokus riset tertuju pada Alice Guo, mantan Wali Kota Bamban, yang terlibat jaringan perjudian daring (POGO) dan pencucian uang. Menggunakan metode kualitatif deskriptif-analitis melalui wawancara mendalam dengan Divhubinter Polri, ditemukan bahwa pemulangan dilakukan melalui mekanisme Police to Police atau Handing Over. Hasil penelitian menunjukkan bahwa model ini lebih akseleratif dibandingkan ekstradisi formal atau Mutual Legal Assistance (MLA) yang birokratis. Melalui perspektif Liberalisme Institusional, keberhasilan operasi ini didorong oleh peran INTERPOL dalam mereduksi ketidakpastian informasi. Studi ini menyimpulkan bahwa penguatan kerangka hukum pada kerja sama police-to-police sangat krusial agar kolaborasi keamanan di masa depan tidak hanya bergantung pada kondisi situasional atau kepentingan politik semata.
