Abstract

Dalam penelitian ini fokus melihat bagaimana peran aktor non- negara dalam hal ini PT. Nusa Halmahera Minerals dalam mewujudkan kehidupan masyarakat lingkar tambang yang sejahtera. Penelitian ini menggunakan konsep Sustainable development goals, corporate social responsibility, dan konsep Rencana induk program pengembangan masyarakat untuk menganalisa apa saja usaha yang sudah dilakukan oleh perusahaan sebagai bentuk komitmen untuk mencapai masyarakat berkelanjutan dan mandiri. Selain itu ide pemikiran Liberalisme yang mendukung aktor non- negara yang memiliki peran untuk mewujudkan kesejahteraan manusia menjadi kerangka pemikiran yang digunakan untuk menjelaskan bagaimana peran aktor non- negara yang ternyata juga penting untuk membantu pemerintah dalam mewujudkan kesejahteraan masyarakat di Halmahera Utara. Metode penelitian yang digunakan dalam penulisan ini yaitu penelitian kualitatif, yang melihat bagaimana suatu fenomena dalam masyarakat dan dijelaskan secara deskriptif dan pengambilan data dalam penelitian ini menggunakan studi kepustakaan, seperti dokumen dari perusahaan, jurnal, buku, dan lain- lain sebagai sumber informasi selain itu wawancara dengan pemangku kepentingan dalam perusahaan

Abstract

Prolonged conflict in the Gaza Strip has created a humanitarian emergency that disproportionately affects children, who are among the most vulnerable to violence, displacement, and deprivation of fundamental rights. In response to these challenges, this study aims to analyze the role of the United Nations Children’s Fund (UNICEF) in humanitarian diplomacy, particularly regarding protecting and fulfilling children’s rights amid the Palestinian crisis. Using a qualitative descriptive method, data were collected through literature reviews and official documentation to explore how UNICEF integrates human security principles into its diplomatic and operational strategies. The findings show that UNICEF not only acts as a humanitarian aid provider but also serves as an active diplomatic actor advocating for child protection through negotiation and collaboration with both state and non-state actors. The study concludes that UNICEF's dual role—operational and diplomatic—is crucial in promoting a safer and more dignified life for children in Gaza. The implications of this research underline the need for international support and policy reinforcement to enhance UNICEF’s humanitarian efforts. These insights are valuable for academics, policymakers, and practitioners involved in international humanitarian work, especially in conflict-affected regions.

Abstract

The Rohingya refugees face significant challenges in seeking protection and security, both in their country of origin and in the countries where they seek refuge. In this context, the Community-Based Protection approach, promoted by UNHCR (United Nations High Commissioner for Refugees) in Malaysia between 2018 and 2021, plays a crucial role in creating a protection system based on community involvement in the design and implementation of policies. This approach emphasizes the importance of community security, which relies on state structures and involving refugee communities in safeguarding their safety. From the perspective of Institutional Liberalism, the international system, driven by multilateral institutions like UNHCR, can play a key role in ensuring effective protection for refugees by facilitating cooperation between countries and other international actors. This study aims to analyze how the community-based and community security approach to the safety of Rohingya refugees can enhance their sense of security and trust within the larger system. It also explores the relationship between the theory of Institutional Liberalism and the policies implemented by UNHCR to protect this vulnerable group.

Abstract

Energy infrastructure is a strategic sector for Indonesia's economic stability and national resilience. However, digitalization increases the risk of cyberattacks such as malware and the hacking of industrial control systems. This study analyzes the effectiveness of cybersecurity policies during the Joko Widodo administration using a qualitative approach through a literature review of regulations, institutional reports, and academic studies. The results show that the government has established a fairly robust regulatory and institutional framework, including Presidential Regulation No. 53 of 2017, Presidential Regulation No. 82 of 2022, and Law No. 27 of 2022. Furthermore, efforts to strengthen cybersecurity have been made through collaboration between PLN and BSSN, the establishment of CSIRT (Computer Security Incident Response Team), and improvements in human resource quality through training and certification. However, policy implementation still faces challenges such as limited expertise, gaps in security standards, and digital vulnerabilities due to partially integrated systems. Therefore, human resource capacity building, regular security audits, and more adaptive policies in response to global technological developments and increasingly complex threats are needed.

Abstract

Forest fires in Indonesia have become an annual recurring event, considering that Indonesia is a member of the Paris Agreement and ratified the agreement. Thus, Indonesia must be able to commit to the contents of the contract. This research uses a qualitative method and will then be analyzed using the concepts that have been selected. The author uses secondary data with search techniques and data collection through written sources. It is understood that the Government has successfully developed various plans to reduce forest fires by the Paris Agreement commitments. However, there is hesitation in developing effective climate action, and shortcomings emerge, thus reinforcing that the lack of seriousness of this effort can affect Indonesia's Contribution to global efforts. The Government needs to be more serious in carrying out the commitments that have been made in a structured manner and hopes that it can resolve this case as well and as wisely as possible.

Abstract

Pada penelitian ini penulis melakukan spesifikasi terhadap faktor topografi dan efektivitas kebijakan pemerintah era Joko Widodo untuk menganalisis ketertinggalan pembangunan infrastruktur di Papua menggunakan perspektif geopolitik. Terletak di ujung timur Indonesia, Papua, yang berbatasan dengan Papua Nugini dan di kawasan Pasifik, memiliki posisi strategis. Namun, pembangunan tidak merata akibat tantangan geografis dan konflik internal yang kompleks. Metode penelitian yang digunakan ialah kualitatif berbasis data sekunder dari berbagai literatur, jurnal akademik, laporan pemerintah, dan data statistik untuk mengkaji data secara sistematis serta menguatkan temuan. Penelitian ini menggunakan Teori Geopolitik Friedrich Ratzel dan Teori Liberalisme, serta konsep soft power dan strategic connectivity sebagai kerangka analisis. Hasil penelitian mengindikasikan bahwa faktor topografi Papua yang bervariasi terkhususnya daerah pedalaman dan pegunungan menjadi penyebab ketertinggalan pembangunan infrastruktur dibuktikan dengan tingginya Indeks Kemahalan Konstruksi (IKK) yang mencapai tiga kali lipat dibandingkan dengan wilayah lain dan juga mempengaruhi penerapan kebijakan yang diperuntukkan bagi masyarakat Papua. Dari sudut pandang geopolitik, keterlambatan pembangunan di Papua berdampak pada persepsi Indonesia di tingkat internasional, terutama dari negara-negara Melanesia. Untuk meningkatkan kepercayaan masyarakat dan meningkatkan konektivitas strategi Papua di kawasan Indo-Pasifik, penelitian ini menyarankan penggunaan pendekatan humanistik, penguatan kerja sama, dan pengawasan ketat serta optimalisasi soft power melalui infrastruktur.

Abstract

This study aims to analyze the dynamics of illegal goods smuggling from the Philippines to Indonesia via North Sulawesi and its impact on human security. The study employed a descriptive qualitative approach with a literature review method utilizing scientific journals, international agency reports, government documents, and other official sources. The analysis was conducted using Transnational Organized Crime Theory and the concept of Human Security. The results indicate that smuggling exploits the geographic conditions of border areas, cross-border socio-economic relations, and weak maritime surveillance through the use of small vessels and organized criminal networks. This activity impacts economic security through state losses, unfair business competition, and disruption to the local economy. It also impacts personal security due to the influx of firearms, hazardous materials, and the increased risk of community involvement in criminal networks. The study concludes that smuggling constitutes a non-traditional security threat that requires strengthened maritime surveillance, bilateral cooperation, and the empowerment of border communities.
