Abstract

This study aimed to ascertain the implemtation of the program of grants and social assistance in Gayo Lues, knowing what factors influence the implementation of grants and social assistance in Gayo Lues,, and to identify bottleneks in the delivery mechanism of grants and social assistance in Gayo Lues. The method used is descriptive qualitative, in depth interviews with research intrument. The result of this study are Policy Impelementation grants and social assistance in Gayo Lues went pretty smoothly. Although it still has not been done in accordance with the laws in force but nearly all stages of proposal and grants management activities and social assistance have been implemented. Then some of the factors that affect the implementation of the grants program and social assistence is communication, resource capabilities, attitudes executor, bureaucratic structure, and the size and environmental policy objectives. Obstacles encountered in the mechanism of providing grants and social assistance in Gayo Lues less that optimal, the implementation of social assistance program and grant the use data of beneficiaries of grants and social aid the previous years, and many recipients aid that has not verified that factual data, there is still overlap in the distribution of grant and social assistance, socail assistance funds even impressed educate people corrupt and nepotism.

Abstract

This study aims to determine and analyze the implementation of the Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning the Performance Assessment of Civil Servants and the obstacles in the Regional Secretariat of Subulussalam City Government. This study uses a descriptive method with a qualitative approach. This research is described descriptively with a juridical approach to public administration. The data collection techniques in this study are Primary Data Collection, through interviews (interviews), observations and documentation and Secondary Data Collection, with literature study. The data analysis technique consists of three streams of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. The results showed that the implementation of PP no. 30 of 2019 concerning the Performance Assessment of Civil Servants has not been fully implemented yet. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successful in terms of resources and disposition. The obstacles faced are the appraiser (superior) is not able to control the view of the proximity element in assessing the work of subordinates, employees often make excessive reports, and the provision of disciplinary sanctions is still relatively indecisive.

Abstract

This article explores the participation of individuals with special needs/disabilities in the 2019 legislative elections in Medan City. Despite numerous regulations governing the rights and participation of disabled voters in elections, their political rights, particularly the right to vote, are often overlooked in practice. This is evident in their low participation rates in elections, especially in Medan City. The research aims to assess the level of participation and political behavior of disabled individuals in elections and evaluate the efforts of the Medan City Election Commission (KPU) in enhancing their participation. The research method employed is qualitative descriptive, using interviews and in-depth analysis as data collection techniques. The findings indicate inaccurate data regarding disabled individuals in Medan City and low participation rates due to the lack of professionalism among polling station officers in data collection and services. This study recommends recruiting polling station officers based on qualifications and relevant experience to provide maximum and professional services in their duties. The data updating process should also be improved through collaboration between election organizers, the Department of Social Affairs, and the Department of Population and Civil Registration to collect data on disabled individuals in Medan City more effectively. Abstract

This study analyzes the fiscal policy and management of the Land and Building Tax in urban and rural sectors (PBBP2) in Binjai City and its impact on Local Revenue (PAD). The objective is to measure the potential that Binjai City has in managing PBBP2 revenue. This research method involves questionnaires and interviews with respondents selected through purposive sampling. The results showed that by combining the potential of PBBP2 objects and the ability of the apparatus, using the Boston Consulting Group (BCG) matrix analysis and Klassen typology, PBBP2 revenue in Binjai City falls into the "question mark" category requiring urgent development as one of the main sources of PAD in the future. The "dog" category, which indicates low PBBP2 revenue and growth, needs to be avoided. In Klassen's typology approach, underdeveloped PBBP2 areas (low growth and low income) should be prioritized to overcome relative underdevelopment through a collaboration of the Binjai City government, administrative modernization, and validation of the PBBP2 database. In conclusion, PBBP2 revenues in Binjai City require further development as a major source of future revenue. However, challenges related to PBBP2 revenue and growth in certain areas must be addressed through cross-sectoral cooperation.

Abstract

This study investigates the impact of employee performance, work discipline, and service quality on community satisfaction in Horas Jaya Market, Pematangsiantar City. The study employs a quantitative methodology with a survey instrument, gathering data from 99 participants selected through random sample approaches. Multiple linear regression was employed to analyze the impact of each independent variable on the dependent variable. The study's results indicated that employee performance and work discipline positively and significantly affected community satisfaction (p < 0.05). Moreover, service quality was the predominant factor affecting community satisfaction (p < 0.01). Simultaneously, these three variables explain 63.7% variation in community satisfaction. The implications of this study show that improving employee performance, strong work discipline, and improving service quality are crucial in creating community satisfaction in traditional markets such as Horas Jaya Market.

Abstract

This study analyzes the implementation of the legislative function of the North Sumatra Provincial DPRD in the formation of regional regulations (Perda) for the 2019-2024 period. The DPRD has a strategic role in producing regional regulations, but of the 72 Ranperda proposed, only 30 were passed (42%), showing that productivity is still low compared to other provinces. This study uses a qualitative approach with a descriptive method. The data was obtained through in-depth interviews with members of the DPRD, executive officials, and other stakeholders, as well as analysis of related documents. The theories used include the Theory of Deliberative Democracy (Habermas), as well as the Theory of Risk Society and Risk Modernity (Beck and Giddens), to understand the dynamics of legislation and the relevance of the resulting regulations. The results of the study show that the low productivity of the DPRD in the formation of the Regional Regulation is caused by several main factors, namely the long and complex drafting process, the density of the work agenda of the DPRD members, and the low participation of the community in policy formulation. In addition, the quality and relevance of the resulting Regional Regulations still need to be improved so that they can be more effective in answering the needs of the people of North Sumatra. This study recommends strengthening the deliberation mechanism, optimizing the legislative function of the DPRD, and increasing public participation so that the resulting policies are more representative and of higher quality.
