Abstract

This study aims to determine and explain the strategy for developing the Tangkahan tourist attraction in Gunung Leuser National Park as a tourist destination in Langkat Regency using SWOT analysis. The type of research used is qualitative-descriptive, while data collection techniques use three methods, namely observation, interviews, and documentation. The data analysis technique used is to reduce data, present data, and draw conclusions. Data validation techniques in this study used two types of triangulation, namely technical triangulation and source triangulation. The research results obtained SO strategies: (1) Promote natural potential and various flora and fauna in Langkat Regency by using the development of information technology and social media; (2) Improving the quality of Gunung Leuser National Park as a natural school. WO strategies: (1) improve facilities and infrastructure in the Tangkahan area; (2) Improving the quality of human resources; (3) Educating the public in terms of preserving historical heritage and regional cultural customs. ST strategy: (1) Utilizing and developing natural potential which is still large and beautiful in Tangkahan; (2) Providing Tourism Awareness education and training (DARWIS) and SAR training. WT strategy: (1) Conduct mediation and negotiation (cooperation and partnership) between tourism stakeholders and PTPN; (2) Compile a mapping of historical and archaeological preservation in Langkat Regency.

Abstract

The purpose of this study was to determine the integrity of the PPDP in terms of aspects of honest behavior, commitment to vision and mission, acting wisely, being disciplined and responsible, and behaving nobly in acting towards voter data collection in the 2020 Medan mayoral and deputy mayoral elections in Medan Polonia subdistrict. In addition, it is also to find out the standard operating procedure that lies behind the integrity of the PPDP in collecting voter data for the 2020 Medan Mayor and Deputy Mayor elections in the Medan Polonia sub-district. The DPT problem started with the data collection process carried out by PPDP by visiting voters directly to match voter data. The research method used is qualitative-descriptive, while the data analysis technique consists of data reduction, data presentation and drawing conclusions. The research results obtained were (1) the integrity of the Medan Polonia District PPDP as a whole could be questioned because there were PPDP elements who did not submit proof of voter registration to residents who had been recorded. PPDP elements also do not cross out voters who no longer meet the requirements and are not registered on the DPT.

Abstract

The purpose of this study was to find out the role of democracy volunteers in increasing participation in the 2019 general election in Samosir Regency. Apart from that, to find out how democracy volunteers socialize more massively and intensively to voters is also needed to reduce the number of invalid votes or invalid votes in elections. This research method is descriptive qualitative, namely by presenting the facts found comprehensively through in-depth analysis. Data analysis techniques consist of data reduction, data presentation and drawing conclusions. The research results obtained showed that the Democracy Volunteers for the Samosir Regency had carried out their role in the 2019 Election, namely conducting outreach and voter education, including by providing information about the implementation of elections and inviting people to become smart voters. The pattern of socialization carried out by the Democracy Volunteers is classified as different, this is based on the segmentation of community groups. In addition, there are several Democratic Volunteer Bases that have similarities or similarities in carrying out socialization patterns

Abstract

This paper examines two concepts of ideal state thought according to Sheikh Taqiyuddin an-Nabhani and KH. Abdulrahman Wahid. According to KH. Abdurahman Wahid, the Islamic state is the Pancasila state that exists today in the Unitary State of the Republic of Indonesia because in addition to Pancasila containing the concept of monotheism in its first precepts, it is also because Islam is a religion that highly values diversity and plurality. Meanwhile, according to Sheikh Taqiyuddin an-Nabhani what is called an Islamic state is a state with the form of a Khilafah because according to him only with a Khilafah all Islamic teaching can be implemented perfectly. This paper compares, reviews and critiques each of these thoughts so that it is hoped that there will be a new finding from these two contrasting thoughts. The results of the research show that the debate about an Islamic state has not yet reached a single point of agreement. In fact, discussions about the concept of an Islamic state are always interesting to study to serve as a reference source for existing treasures of political thought.

Abstract

Tujuan penelitian ini adalah menganalisis Implementasi, dan faktor-faktor apa saja yang menghambat Implementasi Pencegahan Stunting Di Puskesmas Dolok Sigompulon Kabupaten Padang Lawas Utara. Penelitian ini merupakan sebuah penelitian deskriptif dengan pendekatan kualitatif. Teknik pemilihan informan pada penelitian ini menggunakan teknik Purposive sampling dalam pemilihan informan. Teknik pengumpulan data primer, observasi atau pengamatan dan wawancara. Teknik pengumpulan data sekunder, yaitu data yang diterbitkan atau digunakan oleh organisasi yang bukan pengolahannya. Hasil penelitian Implementasi Pencegahan stunting sudah dilaksanakan dengan baik sesuai dengan teori Edward III, tetapi masih belum maksimal dalam mensosialisasikan ke masyarakat sehingga masih ada sebagian masyarakat yang tidak mengerti bagaimana cara penurunan stunting. Adapun hambatan dalam Pencegahan Stuntingg di Puskesmas Dolok Sigompulon yaitu luas kerja wilayah Kerja Dolok Sigompulon sehingga sulit untuk dijangkau dan juga terdapat daerah yang terletak di Perkebunan dan Perbukitan, Anggaran yang masih terbatas walau masih bisaiatasi dengan kolaborasi antar desa dengan sasaran yang sama yaitu pencegahan stunting, dan masyrakatnay sendiri yaitu  tingkat pengetahuan ibu terhadap stuntingg, pola konsumsi rumah tangga, pola pengasuhan anak, sanitasi lingkungan dan pemanfaatan pelayanan kesehatan.

Abstract

Tujuan penelitian ini adalah untuk menganalisis Kualitas Pelayanan Publik Bidang Perizinan Terhadap Kepuasan Masyarakat Pada Dinas Penanaman Modal Dan Pelayanan Perizinan Terpadu Satu Pintu Provinsi Sumatera Utara. Sampel penelitian diambil dengan menggunakan rumus slovin dengan presisi 10%, dengan tingkat kepercayaan 90%, dari jumlah populasi sebesar 500 pemohon perizinan, maka yang digunakan dalam penelitian ini sebanyak 83 responden. Teknik pengumpulan sampel dalam penelitian ini adalah sample acak sederhana (simple random sampling). Teknik pengumpulan data yang dilakukan oleh peneliti menggunakan beberapa metode yaitu wawancara, studi dokumentasi, dan daftar pertanyaan. Teknik analisis data pada penelitian ini adalah menggunakan teknik Uji Regresi Linier Berganda , dan uji hipotesis Uji Ftest dan R2 dan Uji parsial (Uji t-test). Hasil penelitian pengujia secara Parsial (Uji T) kehandalan (X1), bentuk fisik (X2), Daya tanggap (X3), Jaminan (X4), dan Empati (X5), keseluruhan  berpengaruh nyata terhadap Kepuasan Masyarakat (Y), pada Dinas Penanaman Modal dan Pelayanan Perijinan Satu Pintu Provinsi Sumatera Utara.

Abstract

Pengakuan negara atas keistimewaan dan kekhususan daerah Aceh dibuktikan melalui Pengesahan Undang-Undang Nomor 11 tahun 2006 tentang Pemerintah Aceh (UUPA). PemberlakuanUndang-Undang ini memberikan otoritas seluas-luasnya kepada pemerintah Aceh berupa otonomi khusus sehingga Aceh memiliki wewenang untuk mengurus dan mengatur rumah tangganya sendiri. Salah satu pondasi penting yang diberikan melalui otonomi khusus adalah pemberlakuan Syari’at Islam. Syari’at Islam tidak terlepas dalam sistem pemerintahan di Aceh karena merupakan “ruh” dari kearifan lokal. Penerapan Syari’at Islam secara kaffahdi kota Langsa merupakan salah satu misi yang dilakukan untuk mewujudkan visi Pemerintah Kota Langsasehingga perlu diterapkan mulai dari level pemerintahan terendah (gampong). Tujuan penelitian ini adalah untuk mengetahui dan menganalisis sistem penyelenggaraan pemerintahan gampongberdasarkan kearifan lokalbeserta hambatannya di Kota Langsa. Metode penelitian yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Dari hasil penelitian didapatkan bahwa penyelenggaraan pemerintahan di Kota Langsa sudah menjalankan azas keislaman di semua tatanan pemerintahan termasuk sampai pada tatanan pemerintahan gampong. Hal ini dibuktikan dengan terbitnya Qanun Kota Langsa Nomor 5 tahun 2020 tentang Pemerintahan Gampong yang merupakan penyempurnaan dari qanun sebelumnya. Dari hasil observasi, hambatan yang dijumpai dalam penerapan syariat Islam pada pemerintahan gampong di Kota Langsa adalah kurangnya pengetahuan masyarakat tentang syariat Islam, belum adanya qanun/resam gampong untuk menyelesaikan masalah pelanggaran syariat Islam dan kurangnya dukungan dari masyarakat dalam pelaksanaan syariat Islam.

Abstract

This study aims to see how the conflict of authority in the relationship between the Central Government and the Government of DKI Jakarta is in overcoming the Covid-19 pandemic. This research is a qualitative research with a qualitative descriptive method and data collection techniques in the form of literature study. The results of this study indicate that the conflict of authority between the Central Government and the DKI Jakarta Government occurs due to the different orientations and interests of each government. Since detecting this virus in Jakarta in January 2020, the DKI Jakarta Government wants the issue of the Covid-19 pandemic to become a priority issue that must be responded to quickly because it involves the health of the local community. But on the other hand, the Central Government at that time was focusing on increasing economic growth by promoting the tourism and transportation sectors. This difference in views has an impact on the different policies taken so that they often overlap and make the handling of the Covid pandemic less than optimal. However, hierarchically, the Government of DKI Jakarta should follow the steps of the central government to avoid overlapping policies and avoid conflicts of authority.

Abstract

This study aims to compare social protection policies in Indonesia during the Covid-19 pandemic with Universal Basic Income (UBI) as a new paradigm of social protection policies in Indonesia. This research is a research using literature study method or literature review. In essence, a literature review is a thorough review of previous research on a particular topic. Literature studies can be obtained from various sources, including journals, books, documentation, the internet and libraries. The literature study method collects library data, reads and takes notes, and manages writing materials. The type of writing used is a literature study that focuses on writing results related to writing topics or variables. The results of the study show that in the Indonesian context, although UBI can minimize the level of targeting errors, both inclusion error (including households that are not poor in targeting) and excluding poor households in targeting, the benefits received by disadvantaged groups can be higher than assistance programs. with specific targets. In addition, it should be noted, the application of UBI in times of crisis and economic recovery must still be complemented by social assistance programs with specific targets.

Abstract

The purpose of this study, among other things, is to identify and analyze the role of leadership and the supporting and inhibiting factors faced by the Civil Service Police Unit of North Sumatra Province in improving services to the community. The research design used in this study is a descriptive method with a qualitative approach. The data were obtained directly from the field and the data analysis technique used in this study was to use the steps proposed by Bungin (Ed) (2003), which are as follows: Data Collection. Data Reduction (Data Reduction). Display Data. And Verification and Confirmation of Conclusions (Conclusion Drawing and Verification) The results of the study concluded that the role of leadership in the civil service police unit of North Sumatra Province in improving service to the community is seen in its role as a determinant of direction, as a spearhead of change and as a spokesperson. Supporting factors encountered are the relationship between superiors and subordinates, task structure and position strength in Satpol PP of North Sumatra Province. The inhibiting factors encountered include work initiatives, facilities and infrastructure and budget.
