Abstract

The research is to know the extent to which the role of the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan and what obstacles or barriers of the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan.The method used is the method of qualitative. The results of the researchers is the Electoral Commission of the city of Medan it’s been carrrying out their duties, but is not maximized. The role of the General Elections Commission (the KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan, which is held a discussion with persons with disabilities, making smart  house election, election of access for persons with disabilities, and enhance cooperation with the organization and the persons with disabilities in the city of Medan.The obstacles faced by the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities, the constraint of internal Commission is combining between material and methods in the provision of political education, and constraint of exsternal the obstacles in the process of data collection the number of persons with disabilities.From the results of these studies can be picked up the conclusion that the General Elections Commission (KPU) the city of Medan carry out its role in providing political education for persons with disabilities in the city of Medan, though not for a maximum.

Abstract

This study is the study of the perception of the Students against the State ideology Pancasila at the USU extension. Focus students perceptions of social about how discuss USU against Pancasila. The findings of this study, among others, there are three things that become indicators of students ' perception in seeing against Pancasila. First, the indicators of cognition to see the level of knowledge of students against Pancasila;  Second, indicators of students ' feelings of affection to see concerns the emotional aspects toward Pancasila; Third, the evaluative indicators to see objectively based on student assessment of cognition and affection they have associated the Pancasila. The method used is the method diskriptif-quantitative data collection techniques with the shape of the survey (questionnaire) and data analysis techniques using univarial analysis with a single table.

Abstract

Facilities and infrastructure as an important instrument in the effort to do development on multi aspects of life. This study aims to see the public perception of the construction of the bridge Sei Bingei Village Berngam District Binjai Binjai Towns. Data collection techniques used in this study are in-depth interviews, observation, literature study and documentation. The result of the research shows that the construction of the sei bingei bridge is not followed by the improvement of the completeness of the public transportation infrastructure so that the existence of the Sei Bingei Bridge can not be utilized optimally for the mobilization rate of social life and the economy of the community.

Abstract

The purpose of this study was to describe how the process and the inhibiting factors for the implementation of the socialization and campaign for the 2020 Madina Regency Election during the Covid-19 Pandemic. This qualitative approach is directed at the background and the individual holistically or intact. The use of each research method depends on three things, namely: first, the type of research question; second, the control the researcher has over the behavioral events that he will study, and third the focus on the phenomenon of his research concerning current or historical phenomena. The results of the study stated that the socialization process carried out by the KPU and Bawaslu in Mandailing Natal Regency was a determining part of people's political behavior. The reason is that the implementation of socialization forms values that indicate how elections should take place and each member of the community in Mandailing Natal Regency participates in the political system. In general, implementing the decision to conduct elections during the Covid-19 Pandemic at the Mandailing Natal Pilkada is a challenge in organizing elections, making new and urgent demands on how elections are managed. The Covid-19 pandemic has symbolically thwarted the social rituals of voters with the power of their individual votes being able to determine who should lead them in the results of the 2020 Simultaneous Pilkada.

Abstract

The purpose of this study is to provide an overview of the implementation of the Village Fund in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency, as well as the supporting and inhibiting factors that affect the implementation and strategies that must be carried out in the context of successful policy implementation. in the management of the Village Fund. The method used in this study is a qualitative descriptive method, where the main instrument in the study is the researcher himself. In this study, the authors also used survey research to obtain primary data on village fund policies in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency. The results showed that the implementation of the Village Fund (DD) policy in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency went quite smoothly. However, when it comes to achieving goals, the implementation of the Village Fund (DD) in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency is not yet optimal. Although the goal of improving governance, development and community administration has been carried out optimally, the aim of increasing the capacity of community institutions in the village in planning, implementing and controlling development has not been optimal. Likewise, the goal of increasing community self- help participation has not been optimal. Several factors that influence the implementation of the Village Fund (DD) in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency are communication, resource capabilities, attitude of implementers, bureaucratic structure, environment and policy size and objectives.

Abstract

The purpose of this research is to find out and analyze the use of hoax propaganda, material or content and patterns of its use in the 2019 Presidential Election. Qualitative methods are used in this research to seek knowledge or understanding of various related relations behind a reality in the new media era, text studies and news documentation and articles about hoax news that can influence the public and can hinder and influence the substance of democracy itself. The results showed that the purpose of hoaks political propaganda in addition to influencing the public was also done to change the negative image into positive or vice versa, in order to increase the electability and popularity of the candidates supported. material or content that is used as propaganda hoaks is material or content that contains SARA, personal, uses a pattern of nicknames, transfers, lure, popular narrative by using news / information content which is negative in nature and even sometimes contains lies using hoax propaganda patterns that are used in the 2019 presidential election. The pattern of the use of hoax propaganda is exhaled in new media by repetitive and continuous ways to change cognitive thinking and arouse the emotions of people who do not understand the deepening of politics.

Abstract

The purpose of this study was to identify and understand the study, thoughts, roles and strategies of developmental political actors in the Al Washliyah organization conducted by DR.H. Dedi Iskandar Batubara, S.Sos, S.H, M.SP. The type of research used in this research is descriptive with a qualitative approach. Qualitative research methods are used to measure carefully certain social phenomena that occur. Specifically, this research method also uses the life history method. The results showed that as a political actor of development in the Al Washliyah organization in North Sumatra, where he played a role in the formation and optimization of acceleration in three Al Washliyah ittifaq charities, namely: Education; Da'wah; and Social Charity. The function of Dedi Iskandar Batubara as a development political actor in the Al Washliyah organization in North Sumatra is to improve organizational management which aims to synergize the programs formulated in the acceleration vision. The supporting factors for development political actors in the Al Washliyah organization in North Sumatra are the people (cadres) factor from strengthening human resources, where behind the implementation of a program will greatly determine the success or failure of a program and by utilizing digitalization (social media) which is a concept of information media in carrying out various activities, such as in the field of da'wah and meetings that can minimize the costs incurred and the efficiency of the time used. The inhibiting factor can be seen that there are not too big obstacles in translating various programs and work plans that have been mandated by the Al Wasliyah deliberations (Muktamar XIII).

Abstract

The purpose of this paper is to find out the implementation and the factors that influence the implementation of policies in providing economic stimulus assistance to micro and small businesses during the Covid-19 pandemic at the Industry and Trade Office of North Sumatra Province. The research method used in this study is a qualitative descriptive research method. In order to approach this problem, the theory from G.C. Edwards III is used. The results of the study stated that communication on the implementation of policies in the provision of assistance was still not carried out optimally and effectively. Resources in the implementation of policies in the provision of assistance are still not implemented optimally. The disposition of the policy implementation in the provision of assistance is considered to have been carried out effectively and optimally. The bureaucratic structure in the implementation of policies in the provision of assistance is considered not to have been implemented effectively and optimally. Communication factors in the implementation of policies in the provision of assistance there are still obstacles. Factors Resources in the implementation of policies in the provision of this assistance there are still obstacles. The disposition factor in the implementation of the policy in the provision of assistance is considered one of the supporting factors for the implementation of the policy. Bureaucratic Structure Factors in the implementation of policies in the provision of assistance there are still obstacles. The factor of fragmentation (division of tasks), it was found that there was still an incompatibility of the division of tasks that had been determined, with the process of implementing policies in the field.

Abstract

This study analyses the sociopreneurship empowerment model performed by an Islamic boarding school from the perspective of developmental politics. Darul Mursyid boarding school, an Islamic education institution in the Sipirok district in North Sumatera, has been known to employ this model as a part of its social development efforts in giving economic and social benefits to the Sipirok society. This study was carried out through subsequent descriptive-qualitative research, observation, in-depth interview, and FGD (forum group discussion) methods. The results exhibited that most of the sociopreneurship efforts had been directed at producing agroforestry commodities such as coffee, vanilla, honey, vegetables, etc., along with other economic activities. The existence of Darul Mursyid boarding school greatly supported the financial capabilities of the community. Overall, the findings of this study revealed the critical role of Darul Mursyid's Islamic principles and the founding figures in driving the enhanced sociopreneurship empowerments. This outcome also implicitly exhibited the significant role of Islamic boarding schools despite civil organizations contributing a lot of benefits to society's welfare.Keywords: Development of Politics, Sociopreneurships, Empowerment, Islamic Boarding School, Darul Mursyid
