Abstract

The phenomenon of working children remains prevalent among poor fishing communities, including those in Neighborhood III of Nelayan Indah Village, Medan Labuhan District. Economic limitations and unstable income from fishing activities encourage children to participate in income-generating activities to support household needs. This study aims to analyze how working children divide their time between school and work, examine their economic contribution to family income, and explore community perceptions regarding child labor in poor fishing households. The research employed a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving working children, parents, community members, business owners, and local government officials. The findings indicate that children generally perform work activities outside school hours, enabling them to continue their formal education while contributing economically to their families. Although the income earned by children is relatively small, it functions as supplementary income that helps reduce household economic burdens. Community members generally perceive children’s involvement in work as acceptable and reasonable due to persistent poverty, unstable fishing incomes, and a cultural tradition of helping parents. The study concludes that child labor among poor fishing families is closely associated with household survival strategies and structural poverty, while education remains an important aspiration for children and their families despite economic constraints.

Abstract

This study aims to analyze the persuasive communication of librarians on the increase in the number of visits and user satisfaction at the UPT Perpustakaan Proklamator Bung Hatta in Bukittinggi City. The theories used in this study are the Elaboration Likelihood Model by Petty and Cacioppo, the increase in the number of visits by Suwarno, and user satisfaction by Zeithaml et al. This study uses a correlational quantitative approach with a sample size of 400 people selected using accidental sampling techniques, and the population consists of all users of the UPT Perpustakaan Proklamator Bung Hatta in 2025. The data were analyzed using SmartPLS 4.1.1.6 software to test the direct effect of the variables. The research results show that there is a 68.8% effect of librarian persuasive communication on the increase in the number of visits, with a p-value of 0.000 < 0.05 and a t-statistic of 43.353. There is a 74.8% effect of librarian persuasive communication on user satisfaction, with a p-value of 0.000 < 0.05 and a t-statistic of 6.604. There is an effect of the increase in the number of visits on user satisfaction with a p-value of 0.000 < 0.05 and a t-statistic of 9.964. These findings prove that librarian persuasive communication has a positive effect on the increase in the number of visits and the satisfaction of users at the UPT Perpustakaan Proklamator Bung Hatta in Bukittinggi City.

Abstract

This study aims to analyze the implementation of the One-Stop Integrated Service at the One-Stop Integrated Investment and Licensing Service (DPMPPTSP) of North Sumatera Province and what factors hinder increasing investment. This research method is qualitative with the type of data in the research using primary data through interviews with informants, then secondary data is obtained by conducting an analysis of literature and literature related to research. The analysis technique in this research through reducing data, presenting data and drawing conclusions. The results of this research shows that in order to attract investors to invest in North Sumatera Province, the DPMPPTSP of North Sumatera Province tries to create positive image by removing negative images of poor licensing services. In addition to creating positive image the DPMPPTSP of North Sumatera Province tries to implementing the One-Stop Integrated Service policy which is not yet complete, in the sense that there is still a gap in authority between agencies so that it has not fully met the expectations and satisfaction of users of licensing services and besides that, a complex bureaucracy which makes it difficult for investors to manage business the permits. This causing fluctuate on investment growth. In the context of licensing and non-licensing services the Governor of North Sumatera delegated authority in accordance with the regulation of North Sumatera Governor Number 39 of 2020, delegates its authority to the North Sumatera Province’s DPMPPTSP in particular to provide licensing services and supported community as users of licensing services.
