Abstract

Abstract

Regional governments have an important role in the development of their own regions and must have the ability to increase revenue and optimize the effectiveness and efficiency of budget use in order to improve public services to the community. Budget performance can be measured through the level of budget absorption. In increasing accountability for the use of budget revenues, the Banten provincial government issued Regional Regulation No. 1 of 2011 concerning Regional Taxes with reference to Law No. 28 of 2009 which includes the concept of earmarking tax. The regulation states that 10% of motorized vehicle tax is allocated for the construction, maintenance of roads and public transportation. The purpose of implementing this earmarking tax is to gradually and continuously improve the quality of service and create good governance and clean government. This research method uses a qualitative research method with a descriptive approach. The results of this research are road maintenance with a minimum of 10% of the profit sharing of motorized vehicle tax in Banten province which has exceeded the predetermined minimum limit and has been absorbed. Total earmarking funds reached 50.01% of road maintenance costs and road maintenance expenditures reached 19.99% of total Motor Vehicle Tax revenues which were shared into the Banten Province treasury.

Abstract

This study explores the legal and policy dimensions influencing security, economic development, and education in the Indonesia-Malaysia border region, identifying key challenges and offering policy recommendations. Using a qualitative methodology and NVIVO 12+ software for data analysis, the research examines legislation documents, government reports, and policy frameworks to uncover significant gaps. The study reveals critical deficiencies, including underfunded educational institutions, inadequate healthcare facilities, and insufficient infrastructure, which hinder both human development and economic growth. For instance, many border villages face infrastructural deficits such as unpaved roads and unreliable electricity, limiting access to education and curbing local economic opportunities. The research also highlights the fragmentation of legal and policy frameworks, which often prioritize national security and macroeconomic goals over local needs, exacerbating socio-economic inequalities. Inadequate security measures further undermine regional stability, facilitating transnational crimes such as human trafficking and illegal trade. The study emphasizes the interconnectedness of education, infrastructure, security, and economic development, underscoring how deficiencies in one area adversely affect the others. This paper offers novel insights into border governance, proposing an integrated policy approach that aligns legal, economic, and educational objectives to foster sustainable development, enhance security, and promote regional cooperation. The findings provide valuable implications for policymakers seeking to improve governance in border regions facing similar socio-political challenges.

Abstract

Public sector innovation holds transformative potential in addressing digital inequality, particularly among marginalized women in coastal regions. However, the gender digital divide remains persistent due to socio-cultural and infrastructural barriers. This study examines how digital literacy, diffusion of innovation, and digital infrastructure affect the digital divide among coastal women in Tangerang Regency, Indonesia. Using a quantitative approach and Structural Equation Modeling-Partial Least Squares (SEM-PLS), data were collected from 400 respondents and analyzed to assess the impact of key constructs on digital inequality. The findings reveal that all three factors significantly reduce the digital divide, with digital literacy being the strongest determinant. The study also affirms the relevance of the Diffusion of Innovation Theory in understanding digital adoption patterns among underserved populations. A multifaceted strategy involving capacity-building, infrastructure development, and inclusive innovation diffusion is essential to bridge the gender digital divide. The research provides empirical insights for policymakers, emphasizing the need for community-centered and gender-responsive digital policies.

Abstract

This study analyzes the effectiveness of digital platforms in increasing the involvement of local MSMEs in the tourism sector in Tangerang City in the era of digital government. Digital transformation plays a crucial role in accelerating the adoption of technology, and the tourism sector is one of the most benefited. However, the involvement of MSMEs in digital platforms is still limited and unevenly distributed. This study adopts Technology Readiness Theory (TRT), Theory of Planned Behavior (TPB), and Digital Engagement Theory (DET) to identify factors that affect the involvement of MSMEs in digital platforms. The research method used is a quantitative approach with Structural Equation Modeling (SEM) techniques using SmartPLS software. The results show that both theories, TRT and TPB, have a positive effect on Digital Engagement, but TRT has a greater influence than TPB. The dimensions of optimism and innovativeness in TRT significantly encourage the adoption of digital technology (p < 0.05), while attitude, subjective norms, and perceived behavioral control in TPB influence the intentions and behaviors of technology adoption. In contrast, discomfort and insecurity show no significant effect. Unlike previous research that focused on general MSMEs, this study highlights tourism-oriented MSMEs operating in urban environments. This research provides important recommendations for policies that support the digitalization of MSMEs in the tourism sector, with a focus on digital literacy training, increasing trust in digital platforms, and simplifying the technology adoption process.

Abstract

The purpose of this research is to find out how digital leadership can affect sustainable development in Tangerang City. The Tangerang City Regional Government has a key role in encouraging digital leadership for sustainable development, and must also ensure the development of adequate digital infrastructure, such as internet networks, data centers, and integrated data management systems to support a reliable digital ecosystem. The variables in this study are digital leadership, and sustainable development. This study uses a quantitative research method with a descriptive approach. Primary data is obtained through the distribution of questionnaires, while secondary data is obtained from books, articles, newspapers and online magazines and others. Hypothesis conclusions, based on the regression results, there is not enough evidence to support the hypothesis that digital leadership has a significant effect on sustainable development in Tangerang City. The absence of this significant influence can be interpreted as the implementation of digital leadership in Tangerang City has not been able to have a direct and strong impact on the achievement of sustainable development. Recommendations to improve sustainable development include the development of digital literacy and capacity through intensive training programs for leaders and staff, the improvement of adequate and secure digital infrastructure, and the implementation of a collaborative approach involving the government, the private sector, academia, the media, and the community in the sustainable development agenda.
