Abstract

This research was conducted to examine the effect of human needs based on Maslow’s hierarchy, consisting of Physiological Needs (X1), Security Needs (X2), Social Needs (X3), Esteem Needs (X4), and Self-Actualization Needs (X5), on the performance of Functional Officials (Y) at the Paser Regency Fire Department. The study applied a saturated sampling technique, where all 38 Functional Officials were included as respondents. Data analysis through multiple linear regression generated the equation Y = 1.219 + 0.567X1 + 0.001X2 + 0.706X3 – 0.178X4 – 0.126X5. The correlation coefficient (R) was 0.856, reflecting a very strong relationship between the independent variables and performance. Furthermore, the adjusted coefficient of determination (Adjusted R²) was 0.691, showing that 69.1% of performance variation could be explained by the five independent variables, while 30.9% was determined by other unobserved factors. The results of simultaneous testing indicated that the calculated F-value (17.520) was greater than the table value (2.51) with a significance level of 0.000 < 0.05, leading to the conclusion that all variables together significantly affect performance. Partial testing further revealed that Physiological Needs (X1), Social Needs (X3), and Esteem Needs (X4) had a significant positive influence, while Security Needs (X2) and Self-Actualization Needs (X5) showed no significant impact. Among these, Social Needs (X3) demonstrated the most dominant role based on the highest t-value. These findings emphasize that fulfilling social, physiological, and esteem-related needs is crucial to enhancing the performance of Functional Officials, highlighting the importance of interpersonal relations, recognition, and basic support in improving work outcomes at the Paser Regency Fire Department.

Abstract

Performance management systems (PMS) play a crucial role in healthcare organizations by influencing staff motivation and ultimately affecting patient care quality. However, the relationship between PMS implementation and its impact on healthcare outcomes remains fragmented in the literature. This systematic review aims to synthesize current evidence on the effectiveness of performance management systems in healthcare organizations, specifically examining their impact on staff motivation and patient care outcomes. A comprehensive systematic review was conducted following PRISMA guidelines. Electronic databases including PubMed, Scopus, Web of Science, and SINTA were searched from January 2000 to December 2024. Studies examining performance management systems in healthcare settings and their effects on staff motivation and patient outcomes were included. From 847 initial records, 28 studies met the inclusion criteria. The review identified that well-implemented performance management systems showed positive associations with staff motivation (effect size: 0.67, 95% CI: 0.45-0.89) and patient care quality metrics (effect size: 0.58, 95% CI: 0.38-0.78). Key components of effective PMS included regular feedback mechanisms, goal alignment, and competency-based evaluations. Performance management systems demonstrate significant potential in enhancing both staff motivation and patient care quality when appropriately implemented. Healthcare organizations should focus on developing comprehensive, fair, and transparent PMS that align individual goals with organizational objectives.

Abstract

The paradigm shift in higher education requires universities to act as nodes for regional economic growth through experiential learning models. This community service (PkM) program aims to reconstruct a youth cultural event into an institutionally designed bazaar-cultural event to accelerate the capacity of student startup entrepreneurs. The program was integrated into the Wephouria Fest 2026 at STIE Widya Praja Tanah Grogot, Paser Regency, involving alliance consisting of academic institutions, student bodies, alumni, and cross-sector corporate sponsors. The method applied combined community education, interactive mentoring, and institutional space policy facilitation through three phases: situation analysis, clinical on-site mentoring, and mixed-methods outcome evaluation. The results indicated that the program successfully transformed the campus courtyard into a functional "living laboratory" and inclusive trading circuit. Academic intervention effectively reduced students' financial anxiety and significantly improved their financial literacy, with 88% of student entrepreneurs successfully generating simple profit-loss financial statements and managing cash flows under crowded event risks. Furthermore, the festival generated a substantial local economic multiplier effect through direct transactions at student stalls. This program proves that community-based event management can be utilized as a legitimate experiential learning instrument to foster independent young entrepreneurs in rural regions
