Abstract

The Climate Village Program (Proklim) is an environmentally friendly program for nature conservation initiated by the Ministry of Environment and Forestry of the Republic of Indonesia (KLHK RI). This program can be implemented at the Rukun Warga (RW), hamlet, village/kelurahan and school levels. This program prepares communities to be involved in climate resilience and low greenhouse gas (GHG) emissions in their lifestyle. From the results of the field visit, it was discovered that SMA Negeri 4 Tualang did not know and understand the climate village program. However, it has the potential to be empowered and realized as a climate village in the educational environment. The method of implementing community service is carried out by means of discussion. State High School (SMA) 4, Tulang District, Siak Regency is committed to utilizing the environment to support sustainability programs, environmental resilience, especially the climate village program. The school area, which is quite large, has been maintained with various plants which help reduce global warming.

Abstract

This study aims to evaluate the efficiency and effectiveness of waste management services in Pekanbaru through the role of partnerships between the government, the private sector, and the community. Qualitative methods with case studies were applied in this research. Data were collected through observation, in-depth interviews, and document analysis. Data analysis through thematic coding. Triangulation were conducted to verify the findings by comparing data from various sources and ensuring consistency of results. The results of the study indicated that the efficiency and effectiveness of waste management services are highly dependent on synergy between stakeholders, transparency of information, and collective efforts. The waste bank and composting programs have been proven to reduce the volume of waste that needs to be managed, accelerate the recycling process, and extend the operational period of the Final Disposal Site (FDS). However, although partnerships with the private sector and growing community participation are important solutions, there are still obstacles to sharing information, community understanding, and collective responsibility and communication mechanisms. For this reason, the city government needs to build more effective and interactive communication channels through digital-based complaint applications and information services that enable two-way feedback.

Abstract

Motor vehicle tax payments are made at the Riau Province Regional Revenue Agency (BAPENDA) through the Revenue Management Technical Implementation Unit (UPT). This Revenue Management UPT was previously known as SAMSAT (One-Stop Single Administration System). The problems are long queues, lack of outreach about services and slow systems or device glitches. According to Ripley & Franklin in Aslinda (2022), the success of policy implementation is influenced by the level of compliance, the size of the routine and the desired impact. These three factors influence the policies made in public services, especially for the implementation of Samsat Drive Thru. The research was conducted at the Pekanbaru Revenue Management UPT Office, Regional Revenue Agency, Riau Province, Jl Gajah Mada, Simpang Empat District, Pekanbaru District, Pekanbaru City. The sources in this research are: State Civil Apparatus and the community. The sources and types of data in this research are primary and secondary data. Data analysis was carried out descriptively qualitatively. As a result, the Pekanbaru City Regional Revenue Agency, especially the Revenue Management Technical Implementation Unit (UPT), has implemented the Drive Thru Samsat well. Existing problems are overcome by means such as increasing capacity in the form of increasing the number of counters or officers to speed up the service process.

Abstract

Narcotics (narcotics and drugs/narcotics, psychotropic substances, and addictive substances) as defined by the Narcotics Act No. 35 of 2009 are substances or drugs derived from plants or otherwise that can cause a decrease or alteration in consciousness, classified in accordance with applicable regulations. Their distribution and use must comply with applicable regulations. However, in reality, there are still cases outside these regulations, not only in major cities but also in rural areas, including Kepau Jaya Village in Siak Hulu Sub-district, Kampar District. Therefore, preventive measures are needed through education and awareness campaigns to foster understanding and awareness. Kepau Jaya Village in Siak Hulu Sub-district, Kampar District, is one of the areas where drug trafficking and abuse have occurred. Based on the results of the study, it is known that the cases in Kepau Jaya Village should be a concern for many parties, not only law enforcement but also the community and higher education institutions. Collaboration between law enforcement, the community, and higher education institutions is expected to effectively address the widespread circulation and abuse of drugs. Higher education institutions can contribute by providing scientific insights. The presence of village officials and the community during the activity demonstrates their commitment to preventing and addressing drug-related issues. Abstract

The climate village program has been transformed into a community program for climate, thereby expanding community awareness. The problem with this program is the lack of enumerator resources, welfare and budget. Therefore, it is necessary to know where the implementation has reached using Edward III's theory. The data used is primary and secondary data, qualitative descriptive analysis. As a result, the transformation of community programs for climate has been implemented but not in all locations. This program is hampered by technological mastery, economic needs have not been met and the need for private sector involvement.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Inovasi Pelayanan Kunjungan Anak Didik Lembaga pembinaan khusus anak (LPKA) Klas II Pekanbaru Pada Saat Covid-19 dengan metode penelitian kualitatif. Menggunakan instrument penelitian observasi, wawancara dan dokumentasi. Teori yang digunakan adalah Inovasi Menurut Djamaludin Ancok (2012:38) dengan indikator Inovasi Proses, Inovasi Struktur Organisasi, Inovasi Dalam Hubungan, Inovasi Metode dan Inovasi Pelayanan. Informan dalam pelaksanaan penelitian ini penulis menetapkan narasumber yang berkompeten antara lain Kepala Lembaga Pembinaan Khusus Anak Klas II Pekanbaru,Kasi Pembinaan, Kasubsi Pendidikan dan BIMKEMAS, Kasubsi Perawatan, Keluarga dan Anak ( Narapidana). Adapun hasil penelitian atas Inovasi Pelayanan Kunjungan Anak Didik Lembaga Pembinaan Khusus Anak Klas II Pekanbaru Pada Saat Covid-19 sudah menerapkan pola layanan kunjungan berbasis teknologi dengan pola daring sebagai upaya pembaruan atas pendemi covid 19 yang terjadi saat ini, namun masih ada beberapa kendala baik dari segi sarana dan prasarana yang belum mendukung secara kseluruhan baik dari segi kualitas maupun kuantitas peralatan daring yang dibutuhkan secara bersamaan di LPKA Klas II Pekanbaru.

Abstract

This study examines the continuous updating of voter data by the General Elections Commission (KPU) based on data self-sufficiency. While previous research has emphasized multi-stakeholder approaches, limited attention has been given to the potential collaboration between the KPU and the Department of Population and Civil Registration (Disdukcapil). Addressing this gap, the study analyzes mechanisms for strengthening inter-agency collaboration to ensure sustainable voter data management. Voting rights are fundamental to political participation and the quality of elections. However, significant gaps persist, as seen in Riau Province where 7,375 citizens were excluded from the voter list before the 2024 Election. This underscores the need for electoral organizers to continuously evaluate and update voter data beyond the election period. Using a qualitative method with an empirical case study approach, the study applies theories of democracy and voters’ political rights, complemented by an ethical–emic analysis. Findings reveal that the KPU remains largely passive in updating sustainable voter data, creating risks of regressive records. Furthermore, coordination with Disdukcapil is one-directional, restricting open access to population data. The novelty of this research lies in highlighting the underexplored institutional collaboration between the KPU and Disdukcapil. Unlike previous studies that focus on broad multi-stakeholder dynamics, this study shows how a targeted inter-agency partnership can directly address voter registration gaps and improve electoral accountability. Strengthening institutional relations through high-level collaboration, routine synchronization, and establishing a dedicated institution for voter data management is therefore essential.

Abstract

The purpose of this study was to describe and analyze the implementation of the role of the Siak District Inspectorate in evaluating village/village government performance and its obstacles. The research was conducted at the Siak District Inspectorate Office. The informants in this study were the State Civil Apparatuses of the Siak Regency Inspectorate Office. Data collection techniques were carried out by observation, interviews and documentation. The data that has been collected is then analyzed descriptively qualitatively. The results showed that the evaluation of the performance of the village/village administration in Siak Regency had gone well as planned by the Siak District Inspectorate. Obstacles in evaluating the performance of village/village government in Siak Regency are: the use of performance applications that have not been carried out independently by the village/village government and the leveling of development has not been in all villages/villages in terms of village facilities and infrastructure. Abstract

Lubuk Dalam is one of 14 sub-districts in Siak Regency. Lubuk Dalam District was established based on Siak Regency Regional Regulation Number 41 of 2022, which is the result of the expansion of Kerinci Kanan District. The Lubuk Dalam District Government has implemented many programs and activities for the community. On the other hand, there are still problems in public services, namely a lack of information from the government regarding programs and activities for the community and a lack of coordination between the District Government and the village government regarding paperwork. Sinambela (2019:6), the aim of public service is to satisfy the community. To achieve this satisfaction requires excellent service quality. The research was conducted at the Lubuk Dalam District Head Office, Siak Regency, Jl. Head Office, Pasie Lubuk Dalam, 28671. The resource persons in this research were the State Civil Apparatus of the Lubuk Dalam District Head Office, Siak Regency and the community. The sources and types of data in this research are primary and secondary data. As a result, the quality of public services, in this case excellent service in Lubuk Dalam District, Siak Regency, is carried out based on transparency, accountability, conditionality, participation, equality of rights, balance of rights and obligations. Abstract

Journalism and social media, if combined, will be even better for everyone, including those in the world of education, especially the Miftahum Iman Integrated Islamic Elementary School (SD IT MI). Moreover, SD IT MI is a private school which must have more advantages compared to state schools. The problem at SD IT Miftahul Iman is that they have never received information and outreach about journalism and social media from official institutions. Then the school community (teachers, employees and students) need to understand journalism and social media literacy needs to be improved. The method of implementing community service is carried out by means of counseling and discussion, pre-test and post-test. The service carried out at SD IT Miftahul Iman provides/increases the understanding of teaching staff and educational staff about journalism and social media. For journalism, so far they can only enjoy it directly by reading, hearing and watching what is in print and electronic media. Teachers and educational staff already have knowledge and use of social media. However, the narrative regarding the use of social media needs to be improved to be better in quality and quantity.
