Abstract

Effective government requires professional and quality human resource management. The merit system is the key to increasing government effectiveness and efficiency. This research discusses the implementation of the merit system in the management of state civil servants in Binjai City. Based on policy implementation theory by Charles O. Jones, the three main variables that influence policy implementation are organization, interpretation, and application. This research uses descriptive research using a qualitative approach. data collection techniques using interviews, document review, and field observation. The evaluation carried out shows that although efforts have been made, the implementation of the merit system in Binjai City is considered poor. Strengthening leadership, improving inter-organizational coordination, increasing human resource capacity, effective communication, regular performance evaluation, and response to change are the steps needed to improve the implementation of the merit system. These findings provide important insights for policy makers in formulating more effective strategies in improving the merit system in Binjai City and encouraging the effectiveness of public services.

Abstract

Taxes are the primary source of state revenue, contributing approximately 80% to the financing of the State Budget (APBN). However, the effectiveness of tax collection faces significant challenges, particularly in cases involving bankrupt taxpayers. This study aims to analyze the implementation of tax collection policies for bankrupt taxpayers at the Gresik Primary Tax Office (KPP Pratama Gresik) using the policy implementation theory developed by Mazmanian and Sabatier. The findings reveal that the realization rate of tax receivables in bankruptcy cases remains very low, at only around 18%. Key obstacles include regulatory complexity, weak policy structure, and limited technical capacity among tax officers. The tractability of the problem is low due to overlapping regulations between the Law on General Provisions and Tax Procedures (UU KUP) and the Bankruptcy Law. Meanwhile, the ability of policy decisions to structure implementation is inadequate due to the absence of standardized technical guidelines. This research recommends regulatory harmonization and enhanced technical capacity among implementers to ensure that tax collection from bankrupt taxpayers is conducted more effectively and fairly, supporting long-term fiscal sustainability.

Abstract

This research aims to study and analyze systematically and in depth how Big Data is implemented in the public sector. The research method uses a systematic literature review and bibliometric analysis. The stages in the literature review using the PRISMA technique are identification, screening, equity and inclusion. Bibliometric Analysis is used to see research trends and their relationship with other studies. Search articles using a database of internationally reputed journals such as elsevier, springer, francis and taylor and wiley published from 2015 to 2021. Processing of bibliometric analysis using the Vos Viewer device. Based on the Publish and Perish search, 473 articles related to the research theme were generated. The results show that the application of big data in the public sector can improve the performance of government employees, increase efficiency and optimization of the bureaucracy and big data in the smallholder agricultural sector can answer the challenges of food production.

Abstract

Based on The Letter of Staffing Bureau Head Number SEK.2.KP.06.02-320 dated June 23rd, 2023, supervising officers in the environment of Ministry of Law and Human Rights of Republic of Indonesia who do not follow The Supervisor Leadership Training (PKP) yet reached 1.688 people. With the limited quota every year, then that number is an urgent need and must be solved immediately. The purpose of this research was to find out why there are still many officers in the environment of Ministry of Law and Human Rights who do not follow PKP yeat and the strategy of Law and Human Rights BPSDM in carrying out the acceleration of organizing the supervisor leadership training for the supervising officers who do not follow PKP yet. The research method used was qualitative research method. The researcher chose human capital management theory proposed by Adeniji A. Anthonia and Osibanjo A. Otomayo who identified that the human capital is one of 4 (four) types of assets managed in in the organization, included the others are physical asset, the financial asset, human asset, and intangible asset. The research results showed that the financial asset in this case is the limited budget became the main factor of the high need of PKP nowadays. To identify the obstacles and arrange the acceleration strategy of PKP accomplishment in details require 4 (four) types of supporting assets started from the physical asset such as the land, building, and the supporting facility, then the human asset related to the participant and the trainers, while the financial asset is related to the budget and the intangible asset is related to the mechanism of planning and the organization culture. The suggestion which can be given is so that BPSDM of Law and Human Rights coordinate with The General Secretariat for the budget support needed and coordinate with The State Administration Institution as the guiding institution.

Abstract

AbstractThe rapid increase in technology has led to the emergence of an era of globalization that creates a world without boundaries, where people can interact with each other without any obstacles. However, in the field of security itself, this has then led to the emergence of transnational crimes in various countries, including Indonesia. This study aims to analyze the role of the Representatives of the Indonesian National Police in the country of assignment in order to realize the international cooperation of the Indonesian National Police. The approach in this research is qualitative with descriptive method. The research data was obtained from the results of research and previous studies, as well as the results of interviews with several sources. The results of this study indicate that in general, the Attache of the Indonesian National Police and the Technical Staff of the State Police of the Republic of Indonesia have understood the purpose of their assignment while abroad. However, unfortunately, the recruitment and selection of candidates for the Attache of the Indonesian National Police and the Technical Staff of the State Police of the Republic of Indonesia is still not good. Then the facilities and infrastructure to be able to support the main tasks are still not adequate. Finally, the strategies and efforts that have been made by the Indonesian National Police to increase the role of the Attache of Indonesian National Police Attaché and the Indonesian National Police Technical Staff are still not optimal.Keywords: Strategy, Indonesian National Police, International Cooperation, Attache and Technical Staff of the Indonesian National Police. AbstrakPeningkatan yang cukup pesat di dalam bidang teknologi menyebabkan munculnya era globalisasi yang menciptakan dunia tanpa batas, di mana orang-orang dapat berinteraksi satu sama lainnya tanpa adanya halangan. Namun dalam bidang keamanan sendiri, hal ini kemudian menyebabkan munculnya kejahatan transnasional di berbagai negara, termasuk Indonesia. Penelitian ini bertujuan untuk menganalisis peran Perwakilan Polri di negara penugasan dalam rangka mewujudkan Kerjasama internasional Polri. Pendekatan dalam penelitian ini adalah kualitatif dengan metode deskriptif. Data penelitian diperoleh dari hasil penelitian dan studi terdahulu, serta hasil wawancara dengan beberapa sumber. Hasil penelitian ini menunukkan bahwa secara umum, Atase Polri dan Staf Teknis Polri telah memahami tujuan penugasan mereka selama di luar negeri. Namun sayangnya pelaksanaan rekrutmen dan seleksi dari calon Atase Polri dan Staf Teknis Polri masih belum baik. Kemudian sarana dan prasarana untuk dapat mendukung tugas pokok masih juga belum memadai. Terakhir strategi dan upaya yang telah dilakukan oleh pihak Polri untuk dapat meningkatkan peranan Atase Polri dan Staf Teknis Polri masih belum maksimal.Kata Kunci: Strategi, Kepolisian Negara Republik Indonesia, Kerja Sama Internasional, Atase dan Staf Teknis Kepolisian Negara Republik Indonesia.

Abstract

This study evaluates and designs a training model for prospective Police Technical Staff to be assigned to the Republic of Indonesia's overseas diplomatic missions. The training model aims to enhance technical competence, cultural adaptation, and diplomatic skills, which are crucial for addressing complex challenges in the international environment. Through a literature review approach, this article highlights the importance of training needs analysis involving collaboration with various external stakeholders. The structured training program design includes task simulations, experiential learning, and continuous evaluation. The findings indicate that current training is suboptimal due to the dominance of one-way lecturing methods without distinguishing individual needs. Therefore, the ideal training strategy includes strengthening practical interactions, developing adaptive modules, and utilizing learning technologies. This holistic approach is expected to improve the performance of the Police Technical Staff, support the strategic role of the Indonesian National Police (Polri) at the international level, and enhance the quality of protection and services for Indonesian citizens abroad. With a more comprehensive training model, Polri can effectively respond to geopolitical dynamics and global challenges.

Abstract

This research was conducted to determine the conditions for the implementation of Local Government Transaction Electronification (ETPD), supporting and inhibiting factors for implementation, identifying strategies can be implemented to optimize ETPD in the revenue of waste/cleaning retribution levies in Tangerang City. The research results were obtained using qualitative methods. This research shows that the implementation of ETPD in the revenue of waste/cleaning retribution levies in Tangerang City is still not optimal, there are 4 (four) aspects that are factors in efforts to implement ETPD, bureaucratic structure, disposition, resources and communication. There were 5 (five) strategy formulations for optimization efforts, (1) Continuing outreach activities, (2) Expanding cooperation, (3) Providing technical guidance/training, (4) Developing infrastructure, and (5) Providing public complaint services.

Abstract

Poverty is one of a problem in Indonesia. As a metropolitan city, Jakarta teases people from all other regions to try their fortune there. Some people can make it and be success, but some others can’t achieve it because they don’t have enough skill to fight in this big city. Such problems then create loiterers, street musicians and beggars which increase year by year. Therefore, the government of DKI Jakarta Province put the law (district regulation) number 7 year 2007, about public order into effect. Abstract

Seorang pejabat publik tidak selamanya mampu menjalankan tugas memenuhi masa jabatan yang telah ditetapkan. Ketidakmampuan memenuhi masa jabatan itu bisa disebabkan beberapa hal ; meninggalkan tugas untuk sementara, berhalangan tetap, tersangkut tindak pidana, atau mencalonkan diri sebagai kepala/wakil kepala daerah. Untuk menghindari kekosongan kepemimpinan dan agar tidak mengganggu kelancaran pelayanan publik, perlu ditetapkan pejabat publik pengganti/sementara. Penetapan pejabat publik pengganti/sementara juga perlu dilakukan dalam proses pemekaran wilayah.  Kewenangan yang dimiliki seorang pejabat publik pengganti/sementara tentu berbeda dengan pejabat publik yang definitif, karena cara memperoleh kewenangan itu sendiri, apakah diperoleh melalui atribusi, delegasi, dan mandat. Sebagai implikasi perbedaan kewenangan itu, maka tanggungjawabnya pun berbeda. Pejabat publik pengganti memiliki kewenangan yang sangat terbatas, baik dari segi kewenangan itu sendiri maupun dari segi jangka waktu, oleh karena itu perlu ada batasan kewenangan agar tidak terjadi penyalahgunaan wewenang (abuse of power), sehingga perlu ada batasan atau aturan yang jelas.   Keyword :Pejabat publik, Pejabat  publik pengganti, Pengambilan keputusan,            Kebijakan publik, Kewenangan, Tanggungjawab.

Abstract

This study aims to analyze the onboarding process of new IT employees at the Center for Education Data and Information Technology (UPT Pusdatin Pendidikan), under the Education Office of DKI Jakarta Province. The study further examines the factors influencing the success of IT employee onboarding and identifies strategies for implementing effective onboarding practices. A qualitative research approach was employed, with data collected through interviews and document analysis. Data analysis involved data collection, reduction, presentation, and conclusion drawing. The findings reveal that the onboarding process for IT employees at UPT Pusdatin is still passive and poorly structured. This is evident from the lack of formal training, absence of written guidelines, and a reliance on individual initiative for adaptation. Four main factors influencing onboarding success were identified: self-efficacy, role clarity, social integration, and knowledge of organizational culture. These aspects face ongoing challenges due to limited organizational support, suboptimal communication, and the lack of a formal socialization system. To enhance onboarding effectiveness, a shift toward a more proactive, systematic, and sustainable approach is recommended. The proposed strategies include the development of structured onboarding programs, implementation of mentoring or buddy systems, regular evaluations with two-way feedback, and activities fostering social and cultural integration within the organization. Successful implementation of these strategies requires strong commitment from UPT leadership to consistently welcome, support, and guide new employees to enable quick adaptation and meaningful contribution in the workplace.
