Abstract

This research is motivated by the duties and functions of an ASN to provide services to the community. The development of industrial revolution 4.0 currently impacts the government bureaucracy required to be professional, have integrity, and serve the community. Departing from the above thought, the authors are interested in researching with the title "Competency-Based Apparatus Development in the Investment Service and One Stop Services, Demak Regency, Central Java Province." The purpose of this research is to find out how the development of competency-based apparatus in the Department of Investment and One Stop Services of Demak Regency. The writing of this final report uses a type of qualitative research with descriptive methods and an inductive approach. The theoretical aspect based on technical competence, conceptual competence, and competence for life has not been implemented optimally due to several obstacles, including limited budget and infrastructure, age and motivation factors, and incompatibility of training with competence. Some of the efforts made to deal with these problems include proposing additional budgets and completeness of infrastructure and providing leadership roles to increase motivation. The author's suggestions are the need to strengthen communication, consultation and coordination, and innovation activities such as in-house training and knowledge transfer.

Abstract

One of the objectives of regional autonomy is to increase regional competitiveness, which automatically increases the welfare of the people. According to the results of previous studies, regional competitiveness will increase if investment attractiveness is high. This means that many investors are interested in investing in the area. The city of Tasikmalaya which was founded in 2001 has a relatively low level of competitiveness compared to other younger areas, such as West Bandung Regency and Banjar City. According to a study by the Monitoring Committee for the Implementation of Regional Autonomy (KPPOD), the City of Tasikmalaya is not included in the ranking of the best cities in terms of investment attractiveness. This study aims to analyze the determinants of investment attractiveness to increase the competitiveness of the City of Tasikmalaya. This research was conducted with a quantitative and qualitative descriptive approach in accordance with the research objectives. Qualitative data were obtained through interviews with 17 informants who came from elements of the government and entrepreneurs from various sectors. The results of the interviews combined with the results of observations and secondary data are used to describe the investment attractiveness of the City of Tasikmalaya. Quantitative data analysis used a modified Analytical Hierarchy Process (AHP) model. The results obtained are the attractiveness of investment in the City of Tasikmalaya, especially in the tertiary sector with the dominant category of information and communication services. Meanwhile, the determinants of investment attractiveness in the City of Tasikmalaya based on the perceptions of entrepreneurs according to rank are regional economic aspects, institutions, physical infrastructure, socio-politics, as well as labor and productivity.

Abstract

Improving national competitiveness and regional competitiveness is the mandate of the Act as a reference for the government in planning and implementing development. To increase regional competitiveness, regional potential is needed as the basic capital for development. Tasikmalaya City as an autonomous region is a division of Tasikmalaya Regency which was ratified by Law No. 10 of 2001 has abundant potential in various sectors. However, due to various limitations, this potential has not been utilized optimally, so that the competitiveness of Tasikmalaya City is still inferior to Banjar City, Cimahi City, and West Bandung Regency which are much younger. This paper will discuss further how to improve regional competitiveness through the potential of the City of Tasikmalaya. This research was conducted with a qualitative descriptive approach with reference to Porter's diamond model. Data collection techniques in this study were interviews with informants, namely stakeholders in the City of Tasikmalaya, documentation, and observation. There were 17 informants who were successfully interviewed. Qualitative data obtained from interviews and observations were then analyzed by means of tabulation and categorization according to research interests. The next analysis uses an industrial cluster approach so that it is more likely to design a strategy to increase the competitiveness of the City of Tasikmalaya. All tertiary sectors that have very rapid growth in the City of Tasikmalaya then function as core industries, which are further broken down into supplier industries, buyers, supporting industries, related industries, and supporting institutions. With the formation of industrial clusters for tertiary sectors that have high potential, which is equipped with the identification of actors and their respective roles, the increase in the competitiveness of the City of Tasikmalaya will be realized more quickly

Abstract

Penelitian ini pada dasarnya dilakukan untuk mengetahui dan memberikan gambaran terkait perkembangan bidang kajian informasi publik sebagai salah satu bidang kajian ilmu pemerintahan dalam rentang waktu 15 tahun terakhir. Metode penelitian yang digunakan adalah tinjauan pustaka sistematis dengan menggunakan analisis bibliometrik. Analisis bibliometrik dilakukan menggunakan aplikasi Publish or Perish dan Vos Viewer dengan menganalisa 540 penelitian yang terbagi menjadi 4 kluster dan 47 topik. Hasil penelitian menunjukkan Walaupun data yang dikumpulkan berasal dari hasil penelitian sejak tahun 2008 sampai 2022 namun penelitian terkait keterbukaan informasi publik justru sangat intens dilakukan pada rentang tahun 2016 sampai 2019. Topik-topik yang dimunculkan pada dasarnya cenderung monoton artinya bisa ditafsirkan bahwa perkembangan kajian terkait keterbukaan informasi publik cenderung berputar pada topik-topik umum saja. Rekomendasi kepada peneliti selanjutnya yang ingin meneliti bidang kajian keterbukaan informasi publik bisa coba mengulas beberapa topik yang menarik dan masih jarang diteliti misalnya hubungan keterbukaan informasi publik dengan topik korupsi, Good Coorporate Governance (GCG), pemilu dan e-procurement.

Abstract

This study aimed to analyze the relationships among actors involved in the collaboration of the Regional Inflation Control Team (TPID) in Cilacap Regency and identify the main actors (key actors) who play a crucial role in its success. Social Network Analysis was used to examine the network among the actors focus on four factors namely; collaboration, communication, learning examples, and interactor relationships within TPID. The results showed that the following actors were considered important in the TPID collaboration for inflation control in Cilacap Regency, namely theRegent of Cilacap, the Secretary of Cilacap Regency, the Head of the Bank Indonesia Representative Office in Purwokerto, the Assistant for Economic and Development, as well as the Head of Trade, Economy, and SMEs Office. These individuals were often sought after and served as learning resources when TPID members encountered problems. Abstract

Tujuan penelitian ini untuk mengetahui dan menganalisis penerapan layanan aplikasi RABEG oleh Dinas Komunikasi dan Informatika Kota Serang. Adapun dengan adanya penerapan electronic-government (e-Gov) Pemerintah Kota Serang melalui Dinas Komunikasi dan Informatika Kota Serang telah meluncurkan aplikasi RABEG (Reaksi Atas Berita Warga) sebagai sarana pengaduan masyarakat dalam memajukan Kota Serang. Dalam penelitian ini menggunakan teori model Sistem Informasi menurut O’Brien (Sumber Daya Manusia, Perangkat Keras, Perangkat Lunak, Data dan Jaringan Komunikasi). Metode penelitian ini adalah kualitatif. Teknik pengumpulan data dilakukan dengan observasi wawancara dan studi dokumentasi. Dalam menguji keabsahan data, menggunakan triangulasi. Hasil penelitian diketahui bahwa Layanan Aplikasi RABEG belum berjalan dengan optimal, dikarenakan kurang responsif nya operator dalam merespon pertanyaan dan menindaklanjuti keluhan, kurangnya sarana dan prasarana, kurangnya sarjana komputer dan kurang akses jaringan internet yang menyeluruh dalam menerapkan layanan aplikasi RABEG. Rekomendasi peneliti yaitu diberlakukannya sanksi bagi operator yang lamban merespon keluhan warga, perlu dilakukan pengajuan tenaga dengan kompetensi dan keahlian di bidang komputer khususnya sarjana komputer. Selain itu perlu menambah sarana dan prasarana seperti komputer dan jaringan internet. Perlu meningkatkan software aplikasi sehingga masyarakat dapat dengan mudah menggunakan layanan aduan aplikasi RABEG. Kata kunci; Evaluasi, Aduan, Aplikasi RABEG.

Abstract

Law Number 25 of 2004, mandates that the National Development Planning system (SPPN) is a unified development planning procedure to produce long-term, medium-term and annual development plans, which are implemented by state administrators at the central and regional levels. The Karangasem Regency Government's Vision and Mission, which has been outlined in the Karangasem Regency RPJMD, is described into Programs, Activities and Sub-Activities implemented by Regional Apparatus. The implementation of Programs and Activities by each Regional Apparatus, each Fiscal Year must be accounted for. The performance of the Karangasem Regency Government in terms of geographic and demographic aspects, community welfare aspects, public service aspects, and competitiveness aspects, the budget allocated and the performance achievements obtained, have not yet been fully realized optimally. Planning as an element of management plays an important role in achieving the goals of an organization. The theory used in this research is the Collaborative Governance Theory, which suggests the importance of collaboration between related parties in regional development planning. Using Qualitative Methods, this research aims to determine the Collaborative Governance of Regional Development Planning in Karangasem Regency, Bali Province. Through Soft Strategy Mathematics Analysis, it is known that Collaborative Governance between Government, Academics, Private and Community needs to be optimized. By adding one indicator to each dimension in the Collaborative Governance Theory, a model is then recommended that can be used in regional development planning in Karangasem Regency, Bali Province.

Abstract

Media sosial YouTube telah dimanfaatkan oleh kementerian/lembaga sebagai media komunikasi pemerintah dalam rangka menjalankan tugas dan fungsi kehumasan. Masyarakat dapat lebih interaktif dalam berkontribusi terhadap program kerja pemerintah dan mendapatkan informasi yang lebih komprehensif yang disampaikan dalam bentuk video dan suara. Hal ini merupakan bentuk penerapan transformasi digital melalui penyelenggaraan Sistem Pemerintahan Berbasis Elektronik. Penerapan transformasi digital dalam penerapannya selain merubah proses konvensional menjadi digital, juga berfokus pada penciptaan nilai baru atau inovasi baru. Penulisan ini bertujuan untuk menemukan inovasi dalam pemanfaatan media sosial YouTube dalam rangka pelaksanaan transformasi digital. Penulisan ini merupakan penulisan kualitatif deskriptif dengan pendekatan induktif, dan analisisnya menggunakan teori innovation decision process dari Everett M Rogers (2003) yang terdiri dari knowledge, persuasion, decision, implementation, and confirmation. Teknik pengumpulan data yang digunakan adalah wawancara dengan 10 informan, observasi, dan dokumentasi. Hasil penulisan menunjukkan, tahap knowledge ditemukan bahwa pemanfaatan YouTube secara umum digunakan untuk berbagi konten video, dan juga dimanfaatkan untuk mendapatkan keuntungan secara finansial. Hal tersebut dapat dijadikan inovasi dalam penyelenggaraan media sosial instansi pemerintah dalam rangka pelaksanaan transformasi digital, YouTube dimanfaatkan sebagai salah satu sumber penerimaan negara. Tahap persuasion, ditemukan potensi penerimaan negara pertahunnya mencapai 131,9 milyar rupiah. Tahap decision inovasi tersebut belum dapat dilakukan karena fungsi utama dari media sosial adalah untuk kehumasan dan tidak untuk mendapatkan keuntungan, serta tidak adanya regulasi yang mengatur menyebabkan inovasi tersebut belum bisa diimplementasikan. Oleh karena itu, peraturan terkait pendapatan negara dari media sosial perlu ditetapkan, arah dan perencanaan perlu dibuat secara jelas dan rinci, serta investasi pada infrastruktur dan pendukung lainnya seperti sumber daya manusia perlu ditingkatkan. Abstract

After the Covid-19 pandemic, the economy in most countries worldwide suffered severe setbacks, including those classified as developed nations. According to World Bank data, nearly 700 million people currently endure extreme poverty, prompting diverse countries to devise policies aimed at alleviating poverty. This study aims to address three key questions: 1) How is the policy implemented? 2) What are the factors contributing to success or failure, and what efforts are made to mitigate determinants of failure in policy implementation? 3) How innovative is the policy implementation? Employing a descriptive qualitative research method, this study utilizes Prof. Muchlis Hamdis' Policy Implementation model for analysis. The findings of this research indicate that: 1) The implementation of the BERKAH Integrated Service and Referral System policy can be considered successful, as evidenced by a reduction in poverty rates, adherence to standards and procedures, efficient resource utilization (human, asset, financial, and technological), and streamlined policy execution. 2) Twelve factors were identified as influencing success, including consistency in policy content derivation and specification, alignment with central-level policies, absence of authority abuse, strong learning mechanisms, effective networking among policy implementers, and adequate resources and technological precision. However, three factors were found to contribute to failure: insufficient budget allocation, low motivation among policy implementers, and lack of policy information dissemination. 3) The study also identifies two significant innovations: cultural adaptation in theoretical approaches and regulatory innovation involving changes from regent regulations to regional regulations.
