Abstract

Flood management is one of the development priorities in Semarang City because itcauses huge losses and damage to assets and lives. The flood incident in Kaligarangthat occurred in 1990 was the driving force penetrate the anticipating meassure forthe risk of flooding in the West Flood Canal. The Semarang City Government hasmade efforts to minimize the risk of flooding through the construction of theJatibarang DAM. Not only that, grassroot approaches are also being developed as aneffort to reduce the impact of flooding in the city of Semarang. As a form of supportfor the Semarang City government, Mercy Corps Indonesia (MCI) collaborates with theInitiative for Urban Climate Change and Environment (IUCCE) and the Initiative forRegional Development and Environmental Management (IRDEM) with financialsupport from the Z Zurich Foundation seeks to help communities in the West FloodCanal, Semarang in managing their waste with a community-based wastemanagement system in five sub-districts (kelurahan). The purpose of this article is toexamine a community-based waste management program and its benefits for thecommunity in five kelurahan located in the West Flood Canal of Semarang City so thatit can be a lesson for other areas. The method used in this study is a qualitativemethod, with primary data collection techniques semi-open interviews. The samplingtechnique used for this interview was purposive sampling because the informants wereselected according to their competence. In addition, observations were made on eachactivity and document review. From this study, it is known that the people in fivekelurahan in the West Flood Canal have become more empowered in managing theirwaste through this program. The community empowerment process in this programcan be both a lesson and a challenge for community-based waste management inSemarang City.

Abstract

Semarang City is designated as the fifth largest metropolitan city in Indonesia as well as the capital of Central Java Province. The average investment in Semarang City from 2014 to 2019 increased by 55% annually. Investors are interested in investing because Semarang City has a strategic and conducive location, is easily accessible, has a complete supporting infrastructure, there are several improvements aimed at improving the economy and having administrative guarantees. But by 2020 Semarang City experienced negative economic growth until it reached -1.61 due to the emergence of the COVID-19 pandemic. This caused Semarang to not reach its investment target by 2020. The fall in the pace of economic growth in 2020 caused the Semarang City Government to focus on stabilizing even improving the city's economy in 2021 and beyond. One of them is to increase investment activities in Semarang City. Based on content analysis in some of the supporting literature of this study, it can be known that the Semarang City Government in general needs to optimize adequate licensing, governance, human resources, databases and basic infrastructure. The government also needs to implement a climate of collaborative learning by involving the community, carrying out city rebranding activities and strengthening investment promotion through further study.

Abstract

Pemerintah Kota Semarang menginisiasi program Kampung Tematik yang bertujuan untuk meningkatkan kualitas lingkungan permukiman melalui inovasi berbagai kegiatan pada skala komunitas. Salah satu inovasi yang dapat dikembangkan adalah dengan mendorong kampung-kampung yang potensial untuk dijadikan salah satu destinasi wisata. Kampung Tematik Bonsai memiliki potensi lokal berupa adanya pembudidayaan bonsai yang dilakukan oleh beberapa warga setempat. Kampung Tematik Bonsai ini sudah terkenal di kancah nasional sebagai desa sentra penghasil bonsai dan diarahkan untuk dapat dikembangkan sebagai kegiatan eduwisata. Namun, dalam perkembangannya menjadi desa wisata, Kampung Tematik Bonsai memiliki beberapa permasalahan dari aspek infrastruktur, ekonomi, dan sosial. Tujuan dari penelitian ini adalah mengkaji pengembangan Kampung Tematik Bonsai untuk dapat menjadi salah satu destinasi eduwisata di Kota Semarang. Pengumpulan data dilakukan melalui telaah pustaka, wawancara, dan observasi lapangan dengan metode analisis deskripsi. Penelitian ini menghasilkan beberapa saran pengembangan Kampung Bonsai sebagai destinasi eduwisata Kota Semarang. Saran tersebut meliputi penyediaan ruang terintegrasi, penerapan inovasi atraksi wisata, dan upaya pelibatan masyarakat dalam pengelolaan wisata.

Abstract

The city center's decline is a severe problem faced by cities worldwide and the City of Semarang. The population decline has coincided with the transformation of urban villages in the Central Region of Semarang City. Many dwellings have changed their function due to the growth in commercial activity, which then affected the physical form of settlements in the area. Therefore, the city center often experiences depreciation and creates vacant land, which also impacts ongoing environmental degradation. The physical transformation of urban villages needs to be identified as a positive opportunity to develop a more productive city center. This study aims to identify the characteristics and typologies in the city center to model the development of the Semarang City Center Area. This study uses a mixed research methods approach (mixed method) and used primary data in questionnaires distributed to the community in the Central City of Semarang. Respondents in this study are people who live in two residential groups, namely Kampung Kota (Urban Villages) and Planned Housing. The result is that there are four typologies based on settlement characteristics and changes in their function. These typologies include Fixed Planned Housing, Changed Planned Housing, Fixed Urban Villages and Changed Urban Villages. Then the four typologies become the basis for the development model of the Semarang City Center Area, looking at the opportunities and challenges.
