Abstract

ABSTRAKTanrise City Jember merupakan kawasan superblock yang akan dibangun di Jalan Hayam Wuruk, Kabupaten Jember. Pembangunan meliputi mall, hotel, depo bangunan, ruko, perumahan, dan convention hall. Pembangunan tersebut akan menimbulkan trip production dan trip atrraction yang berdampak pada kinerja ruas dan simpang di sekitarnya. Analisis kinerja simpang dan ruas akibat pembangunan Tanrise City Jember perlu dilakukan dengan tujuan untuk mengetahui pengaruhnya pada kondisi eksisting, operasional dan 5 tahun mendatang. Analisis kinerja simpang dan ruas dilakukan dengan menggunakan metode MKJI 1997. Volume kendaraan setiap simpang dan ruas didapatkan dari hasil counting dan faktor pertumbuhan. Penentuan trip production dan trip attraction dengan melakukan survei pada bangunan pembanding. Adapun perkiraan lalu lintas didapatkan dengan menggunakan konsep trip generation, trip distribution, trip assignment. Hasil analisis kinerja simpang Mangli, Transmart dan Argopuro pada kondisi eksisting, operasional dan 5 tahun mendatang menggunakan MKJI 1997 didapatkan kinerja simpang mengalami penurunan. Kinerja simpang terburuk terjadi di Simpang Mangli dengan nilai tundaan (D)1000 det/smp. Hasil analisis kinerja ruas sekitar pada kondisi eksisiting adalah arus stabil dan kinerja terburuk terjadi di Jl. Brawijaya dengan derajat kejenuhan (DS)0,85  yakni kategori E. Kinerja ruas pada kondisi operasional dan 5 tahun mendatang mengalami penurunan di setiap jam puncaknya.Kata kunci : derajat kejenuhan; MKJI 1997; tundaan ABSTRACTTanrise City is a superblock area that will be built around Hayam Wuruk street, Jember District. This development will give rises to a new mall, hotel, building depo, shop house, housing, and convention hall. The development will lead to the production trip and attraction trip that will impact the intersections and roads in surrounding areas. Intersections and road performance analysis of Jember Tanrise City development impact need to be studied to understand its effects on the existing condition in the present time and 5 (five) years to come. Intersections and road performance analysis use The 1997 Indonesian Highway Capacity Manual (IHCM). The volume of vehicles for each intersection and roads is obtained from the counting result and the growth factor. Determination of trip production and the trip attraction was by surveying the comparison building. The traffic estimate is obtained using the concept of trip generation, trip distribution, trip assignment. The result of intersections performance of the Mangli Intersections, Transmart Intersections, Argopuro Intersection on the existing condition, in the present time, and 5 (five) years to come to use The 1997 Indonesian Highway Capacity Manual (IHCM) showed that the intersection performance has decreased. The worst intersection performance occurred at the Mangli intersection with the delay value (D) is 1000 sec/pcu. The result of road performance in surrounding areas on the existing condition is stable currents, and the worst road performance occurred in Brawijaya street with the Degree Of Saturation (DS) is 0,85, which is E category. The road's performance in the present time and 5 (five) years to come has decreased in every peak hour.

Abstract

Parkir merupakan fasilitas yang harus terpenuhi dalam setiap perencanaan pembangunan. Perencanaan parkir dilakukan pada pembangunan yang berskala besar maupun kecil, seperti pembangunan Kawasan Superblok Tanrise City Jember yang merupakan pembangunan berskala besar karena menggabungkan beberapa bangunan dalam satu kawasan. Perencanaan pembangunan terdapat perencanaan ruang parkir kendaraan, sehingga evaluasi kebutuhan ruang parkir perlu dilakukan. Evaluasi perencanaan ruang parkir dilakukan dengan analisa data bangkitan tarikan kendaraan dari beberapa bangunan pembanding. Penelitian menggunakan metode perbandingan dengan menggunakan data bangkitan tarikan kendaraan sebagai variabel. Selain itu, penelitian ini menggunakan Pedoman Teknis Penyelenggaraan Parkir sebagai acuan untuk memanajemen ruang parkir. Setelah dilakukan perhitungan kinerja parkir diketahui terdapat beberapa bangunan yang tidak mampu memenuhi permintaan parkir dengan IP>1. Kemudian, untuk mengoptimalkan ruang parkir yang tidak mencukupi diadakan perluasan lahan parkir, solusi lain yang dapat dilakukan adalah dengan pengalihan ruang parkir. Berdasarkan manajemen yang dilakukan, pengalihan ruang parkir dapat mengatasi permintaan parkir berarti manajemen ruang parkir tersebut dapat direkomendasikan dan layak untuk diterapkan di lapangan

Abstract

The causes of road damage are overloaded vehicles, puddles of water on the road surface caused by a poor drainage system, and the implementation of construction work that is not in accordance with the plan. In addition, improper handling of maintenance, both in terms of handling priorities and financing, is also the cause of road damage. Temperature, air, water, and rain as well as the poor initial quality of road products also greatly affect the road life causing it to be shorter or not according to the design life. Sriwijaya road is an urban road located in the road network of the Jember city area. Based on the results of the preliminary survey, there are significant differences in road surface conditions on these roads. This study aims to identify the type of damage and analyses the level of damage to the road surface on Sriwijaya road using the Pavement Condition Index (PCI) method. Of the 20 segments that have been determined, the results of the study show that road damage occurs in segments 11-16 with moderate and bad levels of damage, and in segments 18 with serious damage levels. There are 7 types of road damage, including aggregate wear, crocodile cracking, block cracking, edge cracking, peeling, sinking, lumps, and sunken with high damage levels. ABSTRAK Penyebab kerusakan jalan adalah beban kendaraan yang berlebihan, terjadi genangan air di permukaan jalan yang diakibatkan oleh sistem drainase yang kurang baik, dan pelaksanaan pekerjaan konstruksi yang tidak sesuai dengan perencanaan. Selain itu penanganan pemeliharaan yang kurang tepat baik dalam hal prioritas penanganan dan pembiayaan juga menjadi penyebab kerusakan jalan. Suhu, udara, air, dan hujan serta mutu awal produk jalan yang jelek juga sangat mempengaruhi sehingga menyebabkan umur jalan lebih pendek atau tidak sesuai umur rencana. Jalan Sriwijaya adalah jalan perkotaan yang berada di jaringan jalan kawasan kota Kabupaten Jember. Berdasarkan hasil survei pendahuluan, terjadi perbedaan kondisi permukaan jalan yang signifikan pada ruas jalan tersebut. Penelitian ini bertujuan untuk mengidentifikasi jenis kerusakan dan menganalisis tingkat kerusakan permukaan jalan pada ruas Jalan Sriwijaya menggunakan Metode Pavement Condition Index (PCI). Dari 20 segmen yang telah ditentukan, hasil penelitian menunjukkan kerusakan jalan terjadi pada segmen 11 – 16 dengan tingkat kerusakan sedang dan buruk, dan pada segmen 18 dengan tingkat kerusakan serius. Terdapat 7 jenis kerusakan jalan, antara lain pengausan agregat, retak buaya, retak blok, retak pinggir, pengelupasan, amblas, benjol dan cekung dengan tingkat kerusakan yang tinggi.

Abstract

Arjasa Terminal in Jember Regency is a Type B passenger terminal that functions to serve public passenger vehicles for inter-city transportation within the province (AKDP), city transportation (ANGKOT), and public passenger cars (MPU). The Covid-19 pandemic has forced activities at the terminal to experience many limitations, such as limited operational period, limited maintenance budget to limitations in providing passenger services. The existing condition of the observation data shows that some facilities are lacking to reach the standard. The purpose of this study was to determine the condition and completeness of the facilities at the terminal to meet the minimum service standards of PM No. 40 of 2015 during the Covid-19 pandemic. Evaluation of the level of satisfaction of service users with their facilities is carried out using the Customer Satisfaction Index (CSI) and Importance Performance Analysis (IPA) analysis methods. Based on the results of observations, 16 indicators (41%) were fulfilled from a total of 39 indicators. The CSI value of the facility is only 75.6% (Poor). While the IPA results obtained 6 quadrants I variables which are the main priority for improvement, 5 quadrant II variables that need to be maintained, 5 quadrant III variables which are a low priority for improvement, and 2 quadrant IV variables whose performance is excessive so it should be reduced. The results of CSI and IPA observations can be used as a basis for improving the operations and services of the Arjasa Terminal entering the post-Covid-19 pandemic. ABSTRAK Terminal Arjasa di Kabupaten Jember merupakan terminal penumpang Tipe B berfungsi melayani kendaraan penumpang umum untuk angkutan antar kota dalam provinsi (AKDP), angkutan kota (ANGKOT), serta mobil penumpang umum (MPU). Pandemi Covid-19, memaksa aktivitas pada terminal mengalami banyak keterbatasan, seperti: keterbatasan masa operasional, keterbatasan anggaran pemeliharaan hingga keterbatasan dalam pemberian pelayanan penumpang. Kondisi eksisting dari data observasi memperlihatkan beberapa fasilitas kurang untuk mencapai standarnya. Tujuan penelitian ini adalah untuk mengetahui kondisi dan kelengkapan fasilitas di terminal terhadap pemenuhan standar pelayanan minimum PM No. 40 Tahun 2015 masa pandemi Covid-19. Evaluasi tingkat kepuasan pengguna jasa terhadap fasilitasnya dilakukan menggunakan metode analisis Customer Satisfaction Index (CSI) dan Importance Performance Analysis (IPA). Berdasarkan hasil observasi menunjukkan terpenuhinya 16 indikator (41%) dari total 39 indikator. Nilai CSI fasilitas hanya 75,6% (Kurang Baik). Sementara hasil IPA diperoleh 6 variabel kuadran I yang menjadi prioritas utama untuk perbaikan, 5 variabel kuadran II yang perlu dipertahankan, 5 variabel kuadran III yang merupakan prioritas perbaikan rendah dan 2 variabel kuadran IV yang kinerjanya berlebihan sehingga sebaiknya perlu dikurangi. Hasil observasi CSI dan IPA dapat digunakan sebagai dasar dalam peningkatan operasional dan pelayanan Terminal Arjasa memasuki masa pasca pandemi Covid-19.

Abstract

Kecelakaan lalu lintas merupakan salah satu penyebab kematian tertinggi di dunia.Angka kecelakaan dengan korban meninggal dunia dari tahun 2009 hingga saat ini tidak menunjukkan penurunan.Kecelakaan terjadi karena beberapa faktor yaitu berkendara dengan kecepatan yang tinggi, melakukan kegiatan yang dapat menggangu konsentrasi berkendara, melawan arus, dan sebagainya.Tujuan dari penelitian ini adalah untuk mengetahui karakteristik kecelakaan di Jalan Hayam Wuruk Kabupaten Jember. Berdasarkan data kecelakaan yang didapatkan dari web resmi IRSMS (Integrated Road Safety Management System) dari tahun 2014 hingga 2018, kecelakaan yang terjadi di Jalan Hayam Wuruk tercatat 118 kecelakaan. Karakteristik kecelakaan yang terjadi di Jalan Hayam Wuruk berdasarkan tingkat keparahan korban paling banyak mengalami luka ringan dengan tipe kecelakaan yang sering terjadi adalah tabrakan saat menyalip dari kanan, tabrakan depan-belakang, dan tabrakan kendaraan belok kanan dengan kendaraan yang datang dengan arah yang berlawanan. Pada keterlibatan pengguna jalan terjadi pada sepeda motor dengan persentase yang tertinggi. Berdasarkan waktu terjadi kecelakaan paling banyak terjadi pada pagi hari (05.01-09.00) dan malam hari (17.01-21.00).Berdasarkan penyebab terjadi kecelakaan paling banyak disebabkan oleh pengendara yang ceroboh dengan persentase tertinggi. Kata Kunci : IRSMS, Karakteristik, Kecelakaan, ABSTRACT Traffic accidents are one of the highest causes of death in the world. From 2009, accident rates with fatalities not showing a decline. Accidents occur due to several factors, such as driving at high speed, doing activities that can disrupt the driving concentration, wrong way driving, etc. The purpose of this research is to know the characteristic traffic accident on the Hayam Wuruk in Jember. Based on accident data from official web IRSMS (Integrated Road Safety Management System) since 2014 until 2018, accident that occurred on the Hayam Wuruk recorded 118 accidents. The characteristics of accidents that occured on the Hayam Wuruk Street based on the severity of the victims who suffered minor injuries with the accident’s types that occurred are collisions when overtaking from the right side, front-rear collisions, and collisions of vehicle turning right side with a vehicle that coming in the opposite direction. In the involvement of road users occurred on motorcycles with the highest percentage. Based the time of accident occurred most at morning(05.01-09.00) and night (17.01-21.00). Abstract

Establishing and maintaining hydrometeorological networks in sub-watersheds is challenging. An analysis of an established network of Rain Gauge Station (RGS) is provided in this study in the form of a comprehensive statistical framework. Hydrometeorological observations are monitored by this network, which aims to gather the most pertinent information while minimizing expenditures. The study location is at Ngasinan Hulu watershed (East Java, Indonesia), with ten rain gauge stations and one automatic water level recorder (AWLR). Errors in reviewing hydrological data in a watershed can cause the resulting data to be inaccurate. Therefore, to solve the problem of incorrect data, it is necessary to rationalize rain gauge stations. The rationalization for this study uses the Stepwise method. The results of the Stepwise-Enter method produce a combination of six rain gauge stations with measured rainfall data and a combination of four rain gauge stations with CHIRPS satellite rainfall data. Therefore, this combination of rain gauge stations is rational because it meets the classical assumption test, and the area is evenly distributed according to WMO standards.

Abstract

Traffic flow is expressed in passenger car units ( PCU) using a conversion favtor called the passenger car equivalent (PCE). The EMP value is used to overcome differences in the space required by a vehicle when making movements in traffic. The emp value is highly dependent on environmental factors, type of vehicle, terrain conditions, vehicle dimensions, the area of ​​road space used, and vehicle flow. This research was conducted to obtain a comparison of the value of EMP with MKJI 1997 with multyple linear regression calculations. Data collection is carried out to obtain traffic volume and road geometric. The analysis method used is using multyple linear regression method, the results of the analysis of the EMP value of the Letjen S Parman road were obtained for Jalan Letjen S Parman on the left side of weekdays 0.271 for MC and 2.581 for HV, for the right side of weekdays 0.244 for MC and 5.467 for HV, Letjen S Parman left side weekend 0.389 for MC and 2.495 for HV. There is a difference between the EMP value in the field and the emp value in MKJI, namely for MC of 7.74%, - 2.45%, 35.73%, and for HV of 53.50%, 78.05%, 51.90%.

Abstract

Superhydrophobic coatings on cotton utilized in medical applications like hospital gowns and bed linens to offer a protective barrier against fluids and bacteria. Masks were worn with different types of materials. In this study, various cotton employed ZnO and AESO to effectively decrease the surface energy of cotton fabric via a Schiff base reaction. This chemical transformation resulted in the formation of a textured surface structure that exhibited robust adhesion qualities. The study demonstrates that the superhydrophobic coating on silk fabric increases 153. 59%. The coating on silk provides a reference for fabric types with ZnO and AESO coatings.

Abstract

Vehicle speed has an essential role in the occurrence of traffic accidents. Increasing the number of vehicles operating on the road will further increase the risk of traffic accidents because it is not balanced with discipline in driving. This study's purpose is to analyze the relationship between speed and traffic accidents that occurred in Gadjah Mada and Hayam Wuruk Road, Jember, through several variations of calculations. The independent variables used are average speed and 85th percentile speed and density, while the dependent variable used is the accident rate. The analysis used is a correlation test that determines the level of closeness of the relationship between the two variables and a regression test that helps estimate the relationship between the two variables through a regression equation model that will be selected based on conditions in the field. The results of this study indicate that lower speed is associated with a lower accident rate. Meanwhile, lower vehicle density leads to an increase in the accident rate. Speed management to improve traffic safety in Indonesia is needed. Direction for future research is presented.

Abstract

The increasing population in Jember district has caused the higher needs of transportation facilities in Jember, particularly on train as a public transportation. The increase can be seen by the number of passengers in Daop 9 Jember. By 2015, the number of train passengers in Jember Station which originally amounted 640.000 passengers increased to 800.000 passengers by 2016 (increase about 20%). PT. KAI is planning to develop Jember Station in order to provide convenience and better service for train passengers. Jember Station development will result in changes of traffic flow around the station, so that traffic simulations due to this station development need to be done. Traffic simulations were done by creating scenarios of traffic flow around Jember Station, until the intersection performance of this area can be known. In this study, the method used to collect traffic volume data and inventory is by direct survey on field. In the calculation of intersection performance and traffic simulation, the method used is MKJI (Indonesian Highway Capacity Manual) 1997. After the analysis was conducted, the obtained intersection performance data in road network around Jember Station was very diverse. On signalized intersection, the highest intersection performance was located in SMPN 2 Jember intersection from eastern intersection in Bedadung street with Level of Service (LoS) F. Whereas on unsignalized intersection, the highest intersection performance was located in Hotel Nusantara intersection with Level of Service (LoS) C. Then, in order to obtain a better intersection performance in road network around Jember Station after development, a traffic management was done with : setting the traffic flow, installation of traffic signs on the road network, and also resetting the traffic light in signalized intersection. After the traffic management was conducted, there was a better level of service on both signalized and unsignalized intersection around Jember Station, which means the recommended traffic scenarios are proper to be implemented. Jumlah penduduk yang meningkat di Kabupaten Jember menyebabkan kebutuhan akan sarana transportasi di Jember semakin tinggi, khususnya pada transportasi umum jenis kereta api. Peningkatan yang terjadi terlihat dari jumlah penumpang di Daop 9 Jember. Pada tahun 2015 jumlah penumpang kereta api di Stasiun Jember yang semula berjumlah 640.000 penumpang meningkat menjadi 800.000 penumpang pada tahun 2016 (meningkat sekitar 20%). PT. KAI berencana untuk melakukan pengembangan stasiun Jember agar dapat memberikan kenyamanan dan pelayanan yang lebih baik bagi penumpang kereta api. Pengembangan Stasiun Jember ini akan mengakibatkan perubahan arus lalu lintas di sekitar stasiun, sehingga simulasi-simulasi lalu lintas akibat pengembangan stasiun perlu dilakukan. Simulasi lalu lintas dilakukan dengan membuat skenario arus lalu lintas di sekitar Stasiun Jember, hingga akhirnya dapat diketahui kinerja simpang pada daerah ini. Dalam penelitian ini, metode yang digunakan untuk pengambilan data volume lalu lintas dan inventarisasi yaitu dengan cara survei langsung di lapangan. Pada perhitungan kinerja simpang dan simulasi lalu lintas, metode yang digunakan yaitu metode MKJI (Manual Kapasitas Jalan Indonesia) 1997. Setelah dilakukan analisis, data kinerja simpang yang didapat pada jaringan jalan di sekitar Stasiun Jember sangat beragam. Pada simpang bersinyal, kinerja simpang paling tinggi terdapat pada Simpang SMPN 2 Jember dari kaki simpang timur atau pada Jalan Bedadung dengan tingkat pelayanan (LoS) F. Sedangkan pada simpang tak bersinyal, kinerja simpang tertinggi terdapat pada Simpang Hotel Nusantara dengan tingkat pelayanan (LoS) C. Kemudian, untuk mendapatkan kinerja simpang yang lebih baik di jaringan jalan Stasiun Jember setelah pengembangan, dilakukan manajemen lalu lintas yaitu : pengaturan arus lalu lintas, pemasangan rambu-rambu lalu lintas pada jaringan jalan, serta pengaturan ulang traffic light pada simpang bersinyal. Setelah dilakukan manajemen lalu lintas tersebut, didapat tingkat pelayanan yang lebih baik pada simpang bersinyal dan simpang tak bersinyal disekitar stasiun Jember, yang berarti skenario lalu lintas yang direkomendasikan layak untuk diterapkan di lapangan.
