Abstract

This study aims to analyze the application of administrative ethics in improving the quality of public services at the Padang Utara Sub-District Office, Padang City. The research informants include the Head of Tranquility, Public Order, and Disaster Management Division, personnel managers, the general public, and service recipients. This research adopts a qualitative descriptive approach using interview, observation, and documentation techniques. The indicators used include equality, equity, loyalty, and responsibility. The findings indicate that the implementation of administrative ethics at the Padang Utara Sub-District Office has been conducted effectively. However, several challenges, such as limited human resources and a lack of regular training, were identified. Therefore, strengthening ongoing administrative ethics training is necessary to ensure courteous, fair, and professional service quality.

Abstract

Public administration ethics plays an important role in ensuring the integrity and effectiveness of government services. This study aims to analyze the factors that influence the implementation of public administration ethics in the Capital Investment and One-Stop Integrated Service Office (DPMPTSP) of Padang City. Focusing on internal factors (intellectual, emotional, and spiritual intelligence) and external factors (organizational culture and laws and regulations), this study uses a qualitative approach through interviews, observations, and documentation analysis. This study is expected to provide valuable insights into the dynamics of ethics in public administration at the regional level, as well as provide recommendations to improve the quality of public services and employee integrity. The results of this study have the potential to contribute to the development of more effective public administration ethics policies and practices in Padang City and other regions.

Abstract

Community empowerment in Koto Tangah District, Padang City, is carried out through collaborative methods involving various components of society, educational institutions, security forces, and local government. In order to form a young generation with morals, this initiative seeks to provide a place for constructive activities for them to participate, such as planning extracurricular activities centered on local sports and culture and strengthening customary and religious values. Supervision, counseling, and character building of students together both inside and outside of school is one way that educational institutions and the police can work together to help prevent and overcome juvenile delinquency. One example is the cooperation agreement signed by the Madrasah and the Koto Tangah Police. The main objective of Community Empowerment in Koto Tangah District is to foster a young generation that is independent, disciplined, and has character in accordance with local and religious values. To achieve this goal, stakeholders must work together, community capacity must be strengthened, and positive spaces and activities must be provided for teenagers. Especially in Koto Tangah District, Padang City, juvenile delinquency is a major social problem that threatens public security and order. Through participatory and collaborative strategies involving the government, community leaders, educational institutions, and families, this study seeks to evaluate community empowerment in overcoming juvenile delinquency.

Abstract

The low number of MSMEs in West Sumatra with legal business status hinders their competitiveness. This is due to distant licensing locations, complicated procedures and low awareness of the importance of legality. In order to overcome this problem, the West Sumatra Province Cooperative and UKM Office launched a business licensing innovation called Monik Pro UMKM. However, its implementation still faces challenges. Descriptive qualitatatibe method was used as research approach through interviews and documentation. The results of the study show that the Monik Pro UMKM innovation has been implemented quite well in accordance with Rogers’ innovation attribute theory. The supporting factors are leadership that supports innovation, employess who are educated and trained and the development team. While the inhibiting factors are internet netwotk and low public understanding of service technology.

Abstract

Penelitian ini bertujuan untuk meneliti dan mengkaji strategi komunikasi pemerintah desa guna meningkatkan kesadaran dan keterlibatan masyarakat dalam pengurusan administrasi kependudukan (Adminduk) serta untuk mengetahui kendala yang dihadapi dalam meningkatkan partisipasi masyarakat. Penelitian ini berjenis kualitatif yang bersifat deskriptif. Pengumpulan data dilakukan melalui observasi, dokumentasi, dan wawancara dengan informan terkait. Hasil penelitian menunjukkan bahwa strategi komunikasi Pemerintah Desa Kerapuh dalam meningkatkan partisipasi masyarakat terhadap administrasi kependudukan dengan pendekatan seven effective communications (7Cs). Pemerintah desa telah berupaya membangun komunikasi yang efektif melalui bahasa yang mudah dipahami, penyampaian langsung oleh kepala dusun, serta penyusunan pesan yang relevan. Namun, strategi ini masih menghadapi kendala, baik internal seperti rendahnya kesadaran, waktu, dan pendidikan masyarakat, maupun eksternal seperti minimnya sosialisasi, sarana prasarana terbatas, dan kurangnya kapasitas aparatur desa. Diperlukan peningkatan komunikasi dan kapasitas kelembagaan untuk mendorong partisipasi masyarakat secara lebih optimal.

Abstract

The limited availability of burial land in urban areas has become a significant issue in the management of public space. This study aims to analyze the management of burial land by the Tunggul Hitam Cemetery Unit (UPTD TPU) of Padang City in addressing the land scarcity issue using a public management approach. The research method used is descriptive qualitative, with data collection techniques including interviews, observations, and documentation. Data analysis was carried out interactively through processes of reduction, presentation, as well as conclusion drawing and verification. The results show that the UPTD TPU Tunggul Hitam has effectively applied the four functions of management according to George R. Terry planning, organizing, directing, and controlling despite facing various limitations. In the planning phase, the policy of land-sharing and the expansion plan for the Air Dingin cemetery are the primary strategies to address the land crisis. In organizing, task divisions are clear, but limitations in human resources and inter-departmental coordination remain obstacles. In directing, participatory leadership styles and open communication have boosted employee morale, while in controlling, field monitoring and administration are regularly carried out, although they are still limited in digital capacity. Overall, the UPTD has demonstrated an adaptive management pattern that aligns with the principles of efficiency, accountability, and sustainable public service. The findings of this study are expected to provide input for local governments in formulating integrated burial land management policies in the future.

Abstract

Enhancing the capacity of coastal communities in the field of maritime navigation is a strategic effort to support national maritime development. One such initiative is the Diklat Pemberdayaan Masyarakat (DPM) program organized by the Politeknik Pelayaran Sumatera Barat. This study aims to analyze the implementation of the DPM program using the policy implementation model developed by George C. Edwards III, which includes four key variables: communication, resources, disposition of implementers, and bureaucratic structure. A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation. The research focused on evaluating the effectiveness of the program in reaching coastal communities as the primary target group. The findings indicate that the DPM program has been implemented with a fair degree of effectiveness, as evidenced by high community participation and strong field-level commitment. All four variables in Edwards’s model contributed positively to the implementation, although challenges remain—such as participants’ limited understanding of the training material and inconsistencies in recruitment information. The main supporting factors for the program’s success were the flexibility and proactive attitude of its implementers. The study concludes that the DPM program has successfully improved maritime skills among coastal populations; however, improvements in coordination and adaptive implementation are needed to ensure the program’s sustainability and long-term effectiveness.

Abstract

The growth of commercial areas such as Basko City Mall in Padang has boosted economic activity but also created traffic problems due to high vehicle volumes that reduce road network performance. As a mitigation effort, the West Sumatra Class II Land Transportation Management Center (BPTD) closed the U-turn in front of BCM to minimize traffic flow conflicts, although this policy has sparked both support and criticism from the public. This study aims to describe the traffic management and control conducted by the Land Transportation Management Center (BPTD) Class II of West Sumatra in the new commercial area of Basko City Mall Padang, as well as to identify the internal and external challenges faced by BPTD Class II West Sumatra in managing traffic in the area. The research method used is descriptive qualitative, with data collected through observation, interviews, and documentation. The results based on the POAC framework show that BPTD Class II West Sumatra faces two main types of obstacles in traffic management: internal constraints, such as the limited number of certified human resources in Traffic Impact Analysis (Andalalin), and external constraints, such as the lack of effective coordination between related institutions. In terms of Planning, traffic management in the Basko City Mall area is conducted procedurally through Andalalin prepared by certified consultants, with BPTD mainly acting as a supervisor. The Organizing function shows a clear division of roles but limited inter-agency coordination. In the Actuating stage, BPTD implements Andalalin recommendations, such as closing the U-turn, though coordination among institutions remains uneven. Meanwhile, Controlling is carried out through periodic monitoring and forums, but follow-up actions are still limited. These findings highlight the need to strengthen human resource capacity, coordination, and integrated monitoring to improve traffic management effectiveness in new commercial areas.

Abstract

The tourism industry in Indonesia was the second-largest contributor to foreign exchange earnings, which absorbed approximately 10% (13 million workers) of the total national workforce in 2019. However, COVID-19 led to a drastic decline in tourists visiting Indonesia. The number of tourists in West Sumatra Province decreased by more than 50%, while the city of Padang experienced a decrease of more than 75% for foreign and 50% for domestic tourists. To solve this problem, the Padang City Tourism Office devised an alternative solution using digital platforms. The Padang City Tourism Office launched an application called SIDETA (Tourist Destination Information System), which contains information about tourism in Padang. This research aims to investigate how the collaboration between the Padang City Tourism Office and other helix elements contributes to the realization of digital tourism in Padang City and analyze the obstacles and challenges faced by the Padang City Tourism Office in building synergy with other helix elements. This research uses a qualitative and quantitative research approach. Informants and respondents were selected using purposive sampling. Furthermore, three data collection techniques were used: surveys, rapid appraisal, and participatory methods. The results show that 75% of the helix elements in Padang's tourism sector are unaware of the existence of the SIDETA, and 94.2% admit to not being involved in the creation and development of the application.

Abstract

The General Election Commission is a national, permanent and independent election management institution tasked with carrying out elections. Law Number 14 of 2008 concerning Openness of Public Information (KIP) is a path towards an era of open information and transparent and responsible state administration which is formally guaranteed in national law. Openness of public information is important in elections in order to build a government system in the future. The aim of this research is to determine the role and efforts made by the KPU in providing information to the public in order to realize openness of public information in the implementation of elections. This research uses a qualitative method where the results obtained are in the form of descriptive data written based on sources obtained from books, theses, journals and articles. From the research conducted, it was found that the KPU is a non-partisan government institution tasked with election activities and has been mandated in Law no. 15 of 2011 concerning holding national and local general elections. Efforts that the KPU can make include creating a website to provide information to the public periodically and at any time.
